Minutes of the Ordinary Meeting of the Community Council held on Monday 16 February 2015 in the Village Hall Gwaenysgor at 7.15pm PRESENT: - Cllr D Smith Chair (Trelawnyd Ward); Cllr. The spelling of surname Stanford was corrected as “t” had been missed out - contained in PSCO Devereux update paragraph. Min 1855; Cllr NSM declared interests in Ty Isaf Farm and LDP Candidate Sites. 1870: To approve the signature of the Chair The minutes of the meeting held on 24 January 2015 were approved, with amendments, proposed by Cllr DE and seconded by Cllr IP. 1871: To discuss matters arising from the minutes. It was reported that speed checks had been carried out in Trelawnyd and clarified that a traffic survey had been undertaken in Gwaenysgor that entailed a wire being placed across the road that records traffic numbers. The Chair reported that Mr S Jones had proposed to arrange a meeting on 24 January 2015 in the Eagle and Child in Gwaenysgor @ 2.00pm. The Chair asked the Clerk to write to Mr Jones indicating this was not acceptable and asked that a public meeting was the preferred option and for it to be held in the evening. Cllr J W read from a prepared draft letter requesting an evening meeting. He was to provide a draft for the Clerk to respond formally to Mr Jones which was proposed by Cllr JW and seconded by Cllr DP. It was proposed by Cllr IP and seconded by Cllr DE that the Community Council should publish the Community Council’s policy on the matter of the White Lines and be minuted in the Notice Board. It was highlighted that Officers of FCC should be given deadlines to meet when responding to questions as protracted discussions on the White Line issue had distracted the Community Council from other business. Mr D Jones of FCC Street Lighting was to be sent a further reminder inviting comments to a One Voice Wales communication on the funding options for replacing street lighting. Cllr IP reported on unit costing figures he had received from FCC for replacing street lights. The master copy of Land Registry document for the Memorial Hall was to be placed in a secure place preferably a bank for safe keeping.

Cllr JW reported that he and his fellow councillors are keeping an eye on matters regarding abandoned vehicles in Gwaenysgor. A planning application for a caravan at Ty Isaf Farm had been received during the break between the November 2014 and the January 2015 meetings but had become time barred because the response period had elapsed. 1872: To dispose of any business remaining from the last meeting The Clerk reported that the BT kiosk was waiting for a new door to be fitted and had been informed by BT it would be supplied when new stock becomes available. 1873: Planning Application *Cllr IP declared an interest in Ty’r Felin Cwm Road Trelawnyd APW/053142 Awelfryn and the Laurels London Road Trelawnyd LL18 6DN concerning the demolition of existing dwellings and the construction of two replacement dwellings was voted upon and passed unanimously. BMK/053199 Ty’r y Felin Cm Road Trelawnyd LL18 6EF concerning the erection of a single storey extension to front and side of dwelling was voted upon and passed unanimously. 1874:-To receive communications as directed by the Chair FLVC – Community Endowment Fund Application process FCC – Community Chest Grant Funding opportunity copy given to Cllr PJ. FCC – Termination of land – Playing field adjacent to Trelawnyd VP aided school document for signed and sealed document received. FCC – Summer Playscheme programme 2015. FCC – County Forum – Change of venue 28/2/15 meeting. OVW Membership 2016-16 – Proposed by Cllr DE and seconded by Cllr DP. AM A Roberts Welsh Liberals – Trunk Road consultation process review further action required by National Assembly for Wales. 1875: – To receive reports and minutes of committees. None 1876:– Questions to Chair or Clerk: put and answered: provided 7 days’ notice has been given None 1877: To receive and note any urgent business not requiring discussion any member wishes to bring to the attention of the meeting A website training session had been undertaken by the Chair, Vice Chair and Clerk. Cllr JW reported that street light pole had been severely damaged and asked it be reported for repair purposes. Also the access road to the Eagle and Child has potholes as does the junction at the Marion in Trelawnyd requires action. 1878: To receive and consider resolutions or recommendations Amendment to SO’s [C/F Item to May 2015 AGM] Mediation. Recording of postages, correspondence and logging of conversations by the Clerk were evidenced. Gwaenysgor road sign now repaired [A5151]. 1879: Financial Matters Receipts: Overpayment refund Gamlins £74.00 VAT Reclaim £102.71 Total £176.71 Payments: Clerk’s salary February £141.55; HMRC PAYE £35.20; Clerks expenses £54.69.
