Thank you! iii ABSTRACT From the Scottish Social Housing Organizations (SHO) perspective there is a major challenge to be addressed; retrofitting their dwelling stock to meet the energy efficiency objectives of the UK and Scottish governments along with their own priorities such as tenant health and wellbeing and doing so when there are limited resource and a lack of tailored funding mechanisms that help SHO deliver them. The scope of the research is to determine problems and benefit criteria of social housing retrofit and then identify and assess potential solutions. This research looked at the range of social housing retrofit incentives, the different levels of related policies, and archival data regarding the nature of social housing retrofit activity. The research inquired from the key stakeholder social housing organization (SHO) perspective the extent and nature of the problems using interview and questionnaire methods. These methods made use of a sample comprising academics, policymakers, directors, and professionals directly involved in social housing retrofit issues. Regarding analysis, Inductive Thematic Analysis (ITA) was used to analyze the data from the semi-structured interviews, while the questionnaire was designed and analyzed using the Analytical Hierarchy Process (AHP) method. Finally, based on the current research, the three major problems of the social housing retrofit were determined; i) There is contrast in Government's policy focus and SHO's priority for housing retrofit; ii) The ownership and control of energy efficiency retrofit is located in different places, and iii) There is not sufficient participation of the tenants, communities and potential private construction companies in the design and delivery of the retrofit measures. The research suggested that the way forward would be to address these problems through three approaches. Firstly, by focusing on the SHO priorities through localized retrofit incentives, giving the SHO or the local (not the UK or Scottish national governments) government outright control and ownership of the social housing retrofit. Secondly, by exploring areas of collaboration with innovative private sector construction companies.     1 THE IMPACT ON SCOTLAND OF THE NEW WELFARE REFORMS Christina Beatty and Steve Fothergill Centre for Regional Economic and Social Research Sheffield Hallam University October 2016 DOI: 10.3351/cresr.2017.8449573656 A report to the Social Security Committee of the Scottish Parliament 1 Key points Since the 2015 general election, the Westminster Government has initiated a further round of welfare reform. The new figures in this report shows that by 2020-21 Scottish claimants can expect to lose just over £1bn a year as a result of the post-2015 reforms. The biggest financial losses can be expected to arise from the four-year freeze in most working-age benefits (£300m a year) and from reductions in work allowances within Universal Credit (£250m). The on-going changeover from Disability Living Allowance to Personal Independence Payments (£190m) and reductions in Tax Credits (£140m) also result in large losses. The new, lower Benefit Cap will also affect far more households in Scotland – an estimated 11,000 compared to just 900 hit by the existing cap. The new benefit changes come on top of the welfare reforms implemented between 2010 and 2015. These have already resulted in the loss to Scottish claimants of around £1.1bn a year – somewhat less than first forecast mainly due to the difficulty of bringing down spending on incapacity benefits (these days Employment and Support Allowance). There are big variations in the anticipated financial losses across Scotland, with Glasgow City experiencing the largest losses in absolute terms and on a per capita basis. Other older industrial areas across Scotland are also hit hard.

    Social Work Across the UK Legal and Policy Differences from a Scottish Perspective Colin Turbett Introduction The aim of this brief guide is to outline the principal legislation that affects the statutory delivery of social work services in Scotland, place it in the context of policy, and compare it with the equivalent other three jurisdictions of the United Kingdom (UK): England, Wales and Northern Ireland. This will necessarily start by delving into history as the development of social policy and the laws that implement it are created over time according to a number of factors that differ between the four countries. Divergent Brexit preferences, coupled with the process of negotiating and preparing for Brexit, have raised new questions about the ability of the UK to remain united. Focusing upon Scotland and Northern Ireland, where territorial challenges are most acute, the article draws upon and adapts Hirschman’s voice, exit and loyalty framework to examine the strategic choices and options faced by institutional actors in each case when determining constitutional and political options in response to Brexit. The article contends that, while credible exit threats were used to bolster voice in the Brexit negotiations, the Brexit vote and subsequent process have exposed the limitations of territorial voice, and unleashed new exit dynamics. We enhance the framework by exploring the concept of re-entry, exploring the contrasting paths these territories would face to re-enter the European Union (EU). Since 2007 the SNP Scottish Government has used education as a policy area where it could blend political and civic forms of nationalism through referring ‘inwards’ to myths and traditions which draw on the public form of education and ‘outwards’ to selected European and Nordic comparisons to education’s role in economic progress (Arnott and Ozga, 2010a; 2010b; Arnott, 2012, 2016). The Scottish Government has made explicit links between economic growth and social justice, with education performing a key role in policy interventions aimed at creating a ‘fairer society’ and alienating problems of poverty (Arnott 2016; Arnott and Ozga 2012). The lecture considers the changing context, political and constitutional, in which educational policy has developed in Scotland in recent years and reflects on possible implications for the future of governance of UK and UK territorial politics.
