Bible Reading The Archdeacon’s Charge The Archdeacon addresses the Churchwardens Do you believe that God has called you to serve as Churchwarden of your parish? I believe that God has called me. Will you trust in God for strength to fulfil the task to which he has called you? With the help of God, I will. Will you give yourself in love to serve the people of your parish, the members of your congregation and the Bishop of Peterborough? With the help of God, I will. Churchwardens are officers of the Bishop and lay leaders of the parish. Your role, by Canon Law, is to be foremost in representing the laity and in co-operating with the incumbent; by example and precept to encourage parishioners in the practice of true religion; and to promote peace and unity among them. With the help of God, and in collaboration with all the baptised, you are called to holiness of life, to be persons of integrity, recognising your accountability for the tasks entrusted to you. I therefore ask you to make your declaration, before God and his Church. Churchwardens I do solemnly and sincerely declare before God and his people that I will faithfully and diligently discharge the duties of my office as Churchwarden to the parish in which I have been duly elected, calling at all times on the strength that God gives me. -

The Destruction of Abinger Church 3 Aug 1944 St James' Church 1938 The following is, in shortened form, the report read at a meeting of the Church Council on the 19 th August, 1944, and adopted by them. Released by the Censor on the 7 th September , it is now being sent to every home in the Parish, as it is felt that everyone would wish to see it. HEALTHY WAYS FOR CLERGY & VESTRIES TO WORK TOGETHER DIOCESE OF NEWARK VESTRY UNIVERSITY 2014 Maintaining Healthy Clergy-Vestry Relationships Vestry University 2014 Why Are We Offering This Workshop? A true story: Both wardens in one of our congregations asked to see me about some “difficulties” they were having with the rector. “The rector doesn’t respect the wardens or the vestry”. “The rector makes decisions without consulting us”. “The rector’s working motto seems to be “‘it’s my way or the highway’ ”. One of the wardens candidly confessed, we don’t communicate, we avoid one another”. And on and on it went for a good ½ hour. After the wardens had recited their list of “Sins the Rector has committed”, I innocently observed: “All that you say may be true, well and good, but my friends, it takes two to tango, and I ‘m not hearing what you are doing proactively to deal with this issue”. And when we dug deeper, we unearthed a congregational culture that had been perennially characterized by non- communication between clergy, wardens and vestry, triangulating as the chosen method of communicating, and an utter lack of respect for one another evidenced in even the simplest conversations. Truth be told, this is by no means an isolated occurrence in our diocese. The Bishop’s Office in the past few years has had to intervene in more than a few instances where there was a total breakdown in the relationship between lay leaders and clergy. Many of these situations, sadly enough could have been avoided had the clergy and the leadership put in place some healthy practices that promoted open, honest, and healthy behaviors among one another. -

About Vestries Our vestries owe much to the historical evolution of the Episcopal Church in Virginia. Of course, the Church of England was the established church during colonial times, but there was no attempt to help the colonies become self-sufficient. The bishop of the colonies was the Bishop of London, who never came to the New World, and there was no seminary established here, either. Furthermore, C of E clergy had to swear an oath of allegiance to the king. Thus, after America gained its freedom, there were no clergy immediately available. In this vacuum, lay leadership predominated. The church was the driving force behind maintenance of the social order, and the vestries were the driving force behind the church. The Anglicans who came to Virginia were not dissidents but businessmen seeking economic opportunity, and they ended up owning much of the property and means of production in the colony. They had a sense of themselves as caretakers of the community and responsible for its health. This is the root of the emphasis on lay ministry and the responsibility of the laity in Virginia. The national canons establish that each church must have a vestry, but leave it up to each diocese to decide how it is are to be structured and chosen in accordance with diocesan canons and state law. In Virginia, vestries are elected annually by the congregation to a term not to exceed four years. A vestry consists of at least three members, but not more than 12, except for large churches, which may have up to 18. -

CHAPTER SIX PLYMPTON PRIORY AND THE LAITY: CHALLENGES TO THE AUTHORITY OF THE PRIORY As has been demonstrated, the canons of Plympton Priory displayed an abiding interest in the protection of their rights to the sources of their spiritual income. This chapter throws into high relief the com- peting conceptions of the purpose of spiritualia: for the laity, churches and chapels were primarily meant to be sites of divine worship, and the main duty of their incumbents was to attend to the spiritual needs of the parishioners. Whatever the state of pastoral care in these par- ishes in earlier times, by the later Middle Ages signi cant segments of the lay population came to perceive it as inadequate. From the point of view of the canons of Plympton, churches and chapels provided income that would support the canons in their duties of reciting the Of ce and celebrating Masses in the conventual church. The attempts to derive greater incomes from their spiritualities did not necessarily indicate an indifference on the part of the canons towards the state of pastoral care in the parishes under their jurisdiction. Indeed, it is due to the limitations of the sources that we tend to hear only of the complaints and the tensions between parishioners and priory; lesser disputes may have been settled peacefully by the priory and laity without resort to the bishop or the Crown. However, it is hard to escape the impression that a gap was widening in the late Middle Ages between laity and canons in regard to lay expectations of what the priory was obligated to do for the parishioners. -

Growing the Kingdom of God. Building our capacity for good Many thanks for taking the time to read this overview report of the life of our parish, covering the period from April 2018 to April 2019. This is my fourth report to an Annual Vestry Meeting of this parish, after arriving here at the end of October 2015. This report has many very positive aspects, which I would like to share with you. Before doing that, however, I would like to pay tribute to all those people with whom we worshipped, over the years, who are no longer with us. The sheer number of church members with terminal illnesses, and the loss of so many wonderful individuals has been, for me, the most significant aspect of the entire year in question. With grateful thanks… Of those who died between April 2018 and April 2019, who had very close connections with our churches, and who are now resting in peace, I would personally like to remember: Ann Bromley, Ann Wardell, Ray Woodford, Eve Houston, Penny Galey, Sue Plenty, Mary Cole, Margaret Turner, Joyce Penning, Derek Barberini, Terry Smith, John Lewis and Bridget Terriza. -

A SHORT MANUAL FOR VESTRIES PARISH COUNCILS Origins In the English Church a Vestry is a room in which the priest vests. In America we term this room a sacristy. Before the Reformation some parishes were served by secular priests appointed by the local lord of the manor or the bishop. Such priests were called Rectors. In other parishes the church was served by a member of a Religious Order either because the church building was shared between the local Order and the villagers or because an Order had founded and built the parish church. In such cases the parish priest was called a Vicar. In “secular” parishes the parish priest was assisted by his flock whereas in a “Religious” parish the members of the Order helped the parish priest. The system of having a body of lay people help the priest originated in “secular” parishes. The lay leadership held its meetings in the sacristy or vestry and thus became known as the “Vestry”. In those days there was no separation of Church and State. The parish church was the church of all the people and the Vestry served as a sort of village council, which looked after the roads, village politics, the care of the poor and lunatics. Some things never change. After the suppression of the monastic orders at the Reformation secular priests served all parishes. The local parishes had to take over much of the charitable work previously administered by monks and nuns. To provide funds for this work, the Vestries were required to provide alms boxes in each church and to set aside the collections at Divine Service for poor relief. -
