DeKalb County Government Sycamore, Illinois COUNTY BOARD PROCEEDINGS March 18, 2020 On March 9, 2020, Governor Pritzker declared all counties in Illinois as a disaster area in response to the COVID-19 outbreak. As the spread of COVID-19 continues to grow, the Governor issued an Executive Order today to suspend the physical presence requirements under the Open Meetings Act (OMA) and to limit the size of all public and private gatherings in Illinois, among other things. The suspension of the OMA requirements was of utmost importance to public bodies throughout the State. In general, Governor Pritzker encouraged public bodies to postpone meetings, when possible, for the duration of the disaster proclamation. Recognizing that some meetings are necessary during this time, the Governor has suspended the requirement that a quorum of the members of a public body be physically present at a board meeting and the conditions which limit when remote participation is permitted. This means that: A public body may convene a properly noticed meeting with any number of members physically present, or no members physically present, as long as the total participating members constitutes a quorum; and No specific reason or vote to allow for remote participation is required. The DeKalb County Board met in regular session at the Legislative Center’s Gathertorium on Wednesday, March 18, 2020. Chairman Pietrowski called the meeting to order at 7:00 p.m. -

Illinois Department of Natural Resources CONSERVATION PLAN (Application for an Incidental Take Authorization) Per 520 ILCS 10/5.5 and 17 Ill. Adm. Code 1080 150-day minimum required for public review, biological and legal analysis, and permitting PROJECT APPLICANT: DeKalb County Highway Department 1826 Barber Greene Road, DeKalb IL 60115 PROJECT NAME: Somonauk Road over Somonauk Creek Bridge Replacement. COUNTY: DeKalb AREA OF IMPACT: 140 linear feet of channel of Somonauk Creek at Somonauk Road, approximately 0.18 acres of stream channel and banks. The incidental taking of endangered and threatened species shall be authorized by the Illinois Department of Natural Resources (IDNR) only if an applicant submits a conservation plan to the IDNR Incidental Take Coordinator that meets the following criteria: 1. A description of the impact likely to result from the proposed taking of the species that would be covered by the authorization, including but not limited to - A) Identification of the area to be affected by the proposed action, include a legal description and a detailed description including street address, map(s), and GIS shapefile. Include an indication of ownership or control of affected property. Attach photos of the project area. The project is located where Somonauk Road (CH 10) crosses over Somonauk Creek in DeKalb County. The bridge is located approximately 4 miles south of Hinckley, Illinois in DeKalb County, Township 34N, Range 5E, Section 3. The road right-of-way is approximately 140 feet wide at the crossing and is owned by the DeKalb County Highway Department. A project location map is provided as Exhibit 1 and photographs of the creek at the bridge location are included in Exhibit 2. -

Chairman Hicks called the meeting to order at 1:05 p.m. This is the third meeting of our December 2016-2017 Session. Pledge of Allegiance Chairman Hicks asked the Clerk to call the roll call for Mileage & Per Diem. PRESENT: Curtis Faber, David Zielke, Catherine Owens, Charles Borchsenius, Gary Small, Jill Bernal, Joseph Oscepinski, Larry Butkus, Joseph Savitch, Michael Kasap, David Torres, Tina Busch, Steven Tuftie, Russell Boe, Lou Anne Carretto, Douglas Trager, Thomas Thrush, Brian Dose, Ernest Weiss, Robert Lee, Randy Freeman, Jerry Myers, Timothy Geary, Walter Roach, Norman Sedlock, Elmer Walter and Chairman Hicks. ABSENT: Ms. McNally, Mr. Erbrederis and Mr. Walsh There were 14 ayes claiming mileage Motion by Mr. Faber to approve the roll call for Mileage & Per Diem, second by Mr. Kasap. Voice vote; 26 ayes,3 absent and 1 present. SEE RECORD BOOK 217, PG 290 STUDENT EXCELLENCE AWARDS Assistant Regional Superintendent of Schools, Jennifer Furgeson, introduced two eighth grade honor roll students to receive the Student Excellence Awards. Claire Morrow, a student at Peru Catholic School and Rutland Grade School student Luke Poffenbarger each received an award plaque from Chairman Hicks and were applauded by the board for their achievements.
