2012 ITCM Premeeting Brochure AACE International, the authority for total cost management, proudly announces the first annual International Total Cost Management Conference November 14‐15, 2012 in Dubai, UAE. The two‐day conference, modeled after our highly acclaimed Annual Meeting, will be the first educational and technical conference AACE International has sponsored outside of North America. The Participants: We anticipate between 300‐400 registrants drawn from the ranks of total cost management practitioners throughout the world. Population 1.1 Population Size (1) The population size of the Emirate of Dubai is estimated by 2,105,875 individuals at the end of 2012, of whom 1,602,925 are males and 502,950 are females with rates of 76.12% and 23.88% respectively of the total population. The higher proportion of males in Dubai community (319 Males per 100 Females) is attributed to the fact that the majority of expatriate workers are males who are not accompanying their family members. Table 1 shows the distribution of the Emirate of Dubai population by sex at the end of 2012. The increasing movement of people during the day is attributed to two main reasons: The availability of various investment opportunities in Dubai which necessitate the daily movement of people from other emirates to manage their own businesses or work for others.

The project included the finishing of revetments and quay walls, adapting structures into beach and the construction of a number of new structures including revetments, groynes and breakwaters. In addition, two offshore breakwaters with a total length of 2 kilometers were to be constructed. As the Dubai region is located in a moderately active seismic zone, seismic stability was of importance. The generation of excess pore pressures and potential liquefaction of the foundation soils and/or reclamation material, consisting of (siliceous) carbonate sands, created a challenging environment for which the edge structures and breakwaters were to be designed. The revetment and breakwater designs were governed by seismic performance criteria in terms of allowable deformations.

    DREDGING AND COASTAL DEVELOPMENT Dubai’s wonderland: Developing a coastline one grain at a time Rob de Jong & Peter van Gelderen, Van Oord Gulf FZE, Dubai, United Arab Emirates General Dubai, one of the seven emirates in the United Arab Emirates, is the centre of large and exclusive reclamation projects in the Middle East geared towards boosting tourism. Contrary to what most people believe, Dubai has limited oil reserves. As a result, Sheikh Mohammed bin Rashid Al Maktoum has decided to focus on the country’s assets to develop tourism. Dubai is a small but sunny and stable country; but what it lacked though was coastline. However, the sheik’s vision and Van Oord’s capabilities are making Dubai’s wonderland come true. In front of the original, straight coast line the following marine projects are being developed: The Palm Jumeirah (approx. 100 million m3 sand), The Palm Jebel Ali (approx. 125 million m3 sand), The Logo Islands, Mina Seyahi Marina Expansion, The World (approx. 300 million m3 sand), Dubai Maritime City/ Port Rashid expansion (approx. 40 million m3), Deira Corniche (approx. 250 million m3 sand) and ultimately The Palm Deira (approx. 1,200 million m3 sand). Van Oord has been contracted by Nakheel, the premier real estate developer of Dubai, to construct the Palm Jumeirah, The Logo Islands, Deira Corniche, Mina Seyahi and The World, as well as supplying the sand for the Dubai Maritime City, Figure 2. The Palm Jumeirah December 2004. which is combined with the Port Rashid expansion. The sand supply for the Palm Jumeirah was completed by Van Oord in October 2003.
