COMMITTEE ON BUDGET AND FIINANCE/ March 5, 2020 MAJOR RECOMMENDATION: REALLOCATE SOME PART OF YOUR FLEXIBLE BUDGET ITEMS TO CONVERT AS MANY COURSES AS POSSIBLE O HYBRID AND ON-LINE FORMATS. [I have been involved in the past as Chair of the House Committee on Health during the height of the HIV/AIDS epidemic. Currently, working with policy makers on the Federal and State budgets that are needed to ensure that homebound seniors are protected if they depend on volunteers to deliver food, meds, and other services. I currently advocate for seniors, and my PhD from UH related to development of community based senior service delivery systems. ]

In the Fall of 2019, I was asked to teach an Educational Policy Course through Outreach College for a cohort of DOE teachers (teaching from 5-20 years). This was because Dr. Ericson at COE had retired.

Initially, this was to be a typical face to face, meet once a week grad course. However, because most of the class taught far from campus, it was suddenly changed to a Hybrid. We met only three times.

I had several advantages that may be relevant to coping with this pandemic.

First, I was given great flexibility in re-designing the course, in terms of goals, materials, and exercises.

Second, I had access to many digitalized materials that I could use, many from the abruptly closed HEPC web site, which had several hundred policy studies and links of value to educators. Fortunately, I had saved them before you folks decided HEPC had not value.

Third, because it was a class of mature professional teachers in a cohort – they welcomed the alternative format that did not require the inconvenience of face to face meetings, and the flexibility to do their weekly assignments on their own time.

Fourth, accountability and grades were implemented not only through weekly on-line submissions, but also by pushing most of the grades to a final product or paper that provide essentially an entire semester for “students” to manage their time and efforts. In other words, flexibility was extended not only to me as the Instructor, but to the students as well.

Lessons and Recommendations Related to Minimizing Coronavirus Infections and Your Budget.

1. Grad Course Go Hybrid. Immediately shift all graduate courses that involve teachers to either Hybrid, or completely On-Line. Of course, we don’t want to put any UH students at risk. But those who also teach would be also putting their K-12 students at risk.

2. Shift as many courses to limited face to face meetings. Accelerate the innovations and initiatives in offering more hybrid and on line courses, especially in the shorter semester formats.

3. Stay Home Away From Class if Necessary. Adopt as a policy that any student in a face to face class be given maximum flexibility to stay home or not attend a class if anyone one in that student’s family is at all ill. [You did this partly over the TMT issue for absences.]

4. Prof/ Instructor Flexibility. Give those teaching any and all courses the option of redesigning the formats of their courses, and, if possible, their syllabi as conversion to digital materials would be crucial.

5. Allocate some funds for technical assistance in this conversion. This would include digitizing as many reading materials as possible. As you know and I assume approved of, the Hawaii Educational Policy Center was abruptly closed with no explanation. This meant that several hundred studies and policy posts were deleted and lost. However, I had many of these materials on my computer as was able to offer to students on line, and this greatly enhanced the ability to bypass hard copy and face to face formats.

6. Minimize face to face contact by allowing, where feasible, no more than three meetings per semester/ and or substitution of Zoom sessions. This will take some training and technical back up -and some budgetary support.

7. Expand purely on-line formats. In some cases, you may already have a mix of face to face and online teaching strategies. Tap those syllabi that are already converted.

8. Install hand sanitizers and Clorox Wipes in each classroom. Encourage students and profs to wear even the minimal face masks. A face mask will not protect the wearer from infection, but could protect others, and, perhaps most important, will discourage the wearer from touching his or her face. Do you know the average person touches their face over 90 times a day. [Challenge: try not to touch your face any time during your BOR meetings today!!]

Recommendations.

1. Consider the value of creating a Health Policy Center. 2. Consider the value of including in your definition of research and innovation service to the general community and policy makers by actually funding and supporting policy centers. Consider admitting the mistake of closing the Hawaii Educational Policy Center.
