TEXAS STATE PARKS Lake Casa Blanca International STATE PARK SOUTH TEXAS PLAINS Lake Casa Blanca INTERNATIONAL STATE PARK In the hot and arid climate of South Texas, Lake Casa Blanca International State Park provides a refreshing and welcome retreat for water skiing, swimming, picnicking and boating. Thanks to a dense growth of reeds and other water plants along the shore, the lake is also excellent habitat for a variety of fishes, and anglers can look forward to some great sport. An 18-hole golf course adjoins the park. Camping: Limited number with water and electricity (30 and 50 amps) and full hook-ups. Group Facilities: Day-use pavilions: Rockbarn (40), Ranchito (200), Recreation Hall (100), Aviary (35). Picnicking: Picnic sites with tables, grills and shade shelters. Swimming: Two designated swimming beach areas in lake. Sports Courts: Volleyball pits, tennis and basketball courts. Boating: Boat dock and ramp. Also skiing. Fishing: Possible catches include largemouth bass, sunfish, white and black crappie, and channel, flathead and blue catfish. Birdwatching: White-collared Seedeater nest here annually. Tobin (CEES Director) page - Overview Welcome to the first CEES field trip. Today we will be exploring the Eocene Laredo Formation at a total of six localities between Laredo and Zapata, Texas. In this field trip the goal will be to determine the lithology, identify any sedimentary structures and fossils, and make a depositional environment interpretation at each outcrop that we visit. The Laredo Formation has a rich history. The original comprehensive study of the rocks that comprise the Laredo Formation were described by Longsdale and Day (1937) and these rocks were defined as the Cook Mountain Formation whose type section is located in easternTexas. A pioneer female geologist Julia Gardner in 1938 proposed the name Laredo Formation for the unique rocks present in the Rio Grande Valley region (Gardner, 1938). The nomenclature of the Laredo Formation did not originally catch on until Eargle (1968) supported the usage resulting in its adoption in the most recent geologic map of the region developed by the Texas Bureau of Economic Geology in 1976. The paleogeography of the Laredo region during the Eocene (42 m.y.) was markedly different with Laredo located approximately at the paleo-shoreline with an embayment located in the location of the Rio Grande valley. As we journey to Zapata today imagine the boat trip we would be taking if we were around 42 million years ago.

SOUTH TEXAS REGIONAL WATER SUPPLY PLANPHASEl DATA COMPILATION AND STRATEGY DEVELOPMENT Prepared by Ambiotec Environmental Consultants, Inc. in Association with Rice University Texas A & M University and Parsons Engineering Science June 1998 Executive Summary The South Texas Development Council (STDC) is a council of governments organization representing Webb, Zapata, Jim Hogg, and Starr County. The region lies along the Texas/Mexico border and draws its principal water supply from the Amistad/Falcon Reservoir system of impoundments controlliog the lower reaches of the Rio Grande. This system of river controls serves the STDC in addition to other entities upstream as well as the Lower Rio Grande Valley downstream. With assistance from the Texas Water Development Board (TWDB), the STDC sponsored production of this report to develop water supply planning for the next 30 years. As this report was prepared, information relating to water development, supply, and delivery within the STDC was accumulated and compiled in one place. This data included projections for water availability, demand, and supply prepared by the TWDB. It also included hydrologic, climatic, environmental, and demographic information compiled from state and federal agencies, collegiate sources, and local utility staff. Emphasis was placed on acquisition of local perspectives of STDC stakeholders through an initial meeting process as well as through review of water-related reports submitted by the stakeholders. The aggregate information was resolved into the following key findings. The STDC will encounter increasing challenges to acquire a secure source of water in the next mi!lenium. The Rio Grande is the lifeblood of the region as it supplies about 97% of the total water demand in the region.

Cook Director Executive Director Inland Fisheries Division Texas Parks and Wildlife Department 31 August 2006 [5 November 2009 edits] Final Report State: Texas Grant Number: T-15-P Statewide Freshwater Mussel Survey Grant Title: Reporting Period: from September 1, 2004 through 31 August 2006 Project Statement Objective(s): DESCRIPTION OF PROJECT AND WORK TO BE DONE: A review of published Texas Parks & Wildlife Department mussel survey reports (1992-2003) identified water bodies statewide where significant unionid assemblages had been found or where rare, endemic species had been documented. This study reexamined these locations to determine current mussel abundance and species composition and compare current findings to previous TPWD and published data. Sampling employed a variety of collection and observation techniques as appropriate for each location and comparable to techniques used earlier by TPWD. Mussel identifications were confirmed by consultation with authorities on unionids. This work occurred over a period of two years with all sites being examined at least once during this time. Accomplishments: Proposed study sites were surveyed by Stephen F. Austin State University and Laredo Community College. Survey data were analyzed and summarized by Texas Parks and Wildlife Department’s Heart of the Hills Fisheries Science Center (HOH). The results of the project are presented in the attached report. Significant Deviations: The only deviation from the initial proposal was that an examination of Falcon Reservoir was not completed. However, several additional sites were substituted.

Sanchez, Jr. School of Business 1 Introduction: “Seeds of Change: LEC area due for an extreme makeover” reported Mike Hall in Laredo Morning Times well before the year 2006. References were made to the proposed “88 acre Laredo Town Center across from the Laredo International Airport Passenger Terminal on Bob Bullock Loop”(Laredo Morning Times, 2005). Lake Casa Blanca Wetland Preservation (2006- exact date not known ): Petition is uploaded to the internet where citizens are able to sign if they’re concerned about the development and future of the wetland, given the following points to consider. Value of Lake Casa Blanca as recreational site for Laredoans and visitors: The Texas Parks and Wildlife Service recorded more than a half million visits to the park in 2006. Lake Casa Blanca is a valuable wildlife resource, increasing the quality of life for Laredo citizens—men, women, and children—whose neighborhoods have been made devoid of green space by development. Furthermore, Lake Casa Blanca is Laredo’s best source of water for supplementing the Rio Grande and for providing water to meet the city’s basic requirements during emergencies. 1 Although, the probability of a disastrous spill into Lake Casa Blanca is unlikely, the cumulative effects of non-point source pollution can produce long-term devastation on its water quality. To our knowledge, studies of chemical degradation in Lake Casa Blanca have not been done, but we strongly suspect that fertilizers and pesticides are entering the lake from the residential and commercial development that is growing around its perimeter.
