    CHAPTER IV THE JAPANESE INTERREGNUM, 1942-1945 This chapter deals with the Japanese occupation of Koronadal Valley. An alien invading force would radically change the direction of developmental process in Koronadal Valley, particularly Buayan. From an envisioned agricultural settlement serving a major function for the Commonwealth government, Koronadal Valley was transformed into a local entity whose future direction would be determined by the people no longer in accordance with the objectives for which it was established but in accordance with the dynamics of growth in response to changing times. It is ironic that an event that was calamitous in itself would provide the libertarian condition to liberate Koronadal Valley from the limiting confines of Commonwealth Act No. 441. But more than structural change, the Japanese interlude put to test the new community. The sudden departure from the scene of the two titans of the community - General Paulino Santos and Mayor Abedin - raised the urgent need for the people left behind to take stock of themselves and respond to the difficult times sans the guiding hands of its leaders. In'the ten (10) years of its existence, SKPSC has operated various programs in six (6) campuses located in five (5) municipalities of the province. Its present population of 6,000 college students is a radical change from the original total of 4,000 secondary students,pnrolled in the five (5) previously DECS - supervised high schools in' the municipalities of Tacurong, Isulan, Lutayan, Kalamansig, and Palimbang. Together with the ACCESS campus in Tacurong, these previous high schools have become SKPSC's campuses which make up the Institution's tertiary programs unique and particular to each setting: Arts and Sciences in Tacurong; Arts and Education in ACCESS and Palimbang; Engineering and Industrial Technology in Kalamansig. Moreover, its Institute for Graduate Studies based in ACCESS, where most of its 500 students study, also has extension classes in Maitum, Saranggani and in Sen. Ninoy Aquino, Sultan Kudarat. SKPSC's conversion into a university is imperative in the light of many considerations. Its immediate vicinities are served by similar institutions: MSU in General Santos City, some 100 kilometers south of Tacurong; USM in Kabacan, Cotabato; NDU; a private institution in Cotabato City, 100 luloineters north of Tacurong; and CMU in Bukidnon, more than 100 kilometers southeast of Tacurong; all established to answer the particular needs of their individual sites.

DISPLACEMENT OVERVIEW DISPLACEMENT IN AUGUST In August 2019, a total number of 327 families (1,583 individuals) were displaced in Mindanao due to crime and violence (250 individuals), armed conflict (149 individuals), clan feuds (1,075 individuals) andnatural disaster (109 327 individuals). Out of 1,583 individuals displaced throughout the month, 82% Families (1,305 individuals) have returned to their homes by the end of August, leaving 18% (278 individuals) still displaced by the end of the reporting period. As of the 31st of August, a total number of 37,011 families (183,877 individuals) 1,583 are currently displaced in Mindanao. Those displaced can be classified into Individuals three main groups, depending on the length of displacement: Group A: 66 families (278 individuals) remain displaced out of 1,583 families CIVILIAN CASUALTIES displaced within the month; From January to August 2019 Group B: 8,024 families (40,035 individuals) remain displaced, and have been protractedly displaced for more than 30 days but less than 180 days; and 24 Persons dead Group C: 28,921 families (143,564 individuals) remain displaced and have been protractedly displaced for more than 180 days. Those classified under Group C are concentrated in five main areas: 31 Persons injured Zamboanga City: 640 families (3,200 individuals) still displaced due to Zamboanga siege in September 2013. Aside from being a court of general jurisdiction, RTC, Branch 26, as a single-sala court is automatically designated as a Family Court having exclusive original jurisdiction over criminal cases involving minors, or when one more of the victims is a minor at the time of the commission of the offense, petitions for guardianship, custody of children, adoption, annulment of marriage, declaration of nullity, legal separation, support of children, paternity suits and cases involving child abuse.
