The annual report summarizes the progress being made and the goals for the upcoming year in implementing the storm water management plan for the City of Norwalk. The annual report also serves as a valuable benchmark in determining the progress and effectiveness of the storm water management plan in reducing the discharge of pollutants. The Stormwater Management Plan (SMP) was developed by the City of Norwalk to protect water quality and reduce the discharge of pollutants from the municipality’s storm sewer system to the maximum extent practicable. The SMP addresses the requirements established by the CT Department of Energy and Environmental Protection’s (DEEP) General Permit for the Discharge of Stormwater from Small Municipal Separate Storm Sewer Systems (MS4 General Permit). This permit is the local enforcement mechanism of the U.S. Environmental Protection Agency’s (EPA) National Pollutant Discharge Elimination System (NPDES) Stormwater Phase II Rule. 1.2 Stormwater Management Plan Structure The plan outlines a program of Best Management Practices (BMPs), measurable goals, responsible individuals or departments, and implementation schedules for the following six minimum control measures: 1. Public Education and Outreach 2. Public Involvement /Participation 3. Illicit Discharge Detection and Elimination 4. Construction Site Stormwater Runoff Control 5. Post-Construction Stormwater Management in New Development and Redevelopment 6. Pollution Prevention/Good Housekeeping for Municipal Operations Appendices to this plan include the CT DEEP General Permit for the Discharge of Stormwater from Small MS4s and a map of Norwalk’s impaired waterbodies. The measures identified in the SMP will be applied throughout the boundaries of the City of Norwalk except as otherwise noted and be consistent with the MS4 General Permit requirements. The Connecticut Department of Energy and Environmental Protection (CT DEEP) issued the City of Norwalk a General Permit (#GSM000024) on April 12, 2004. The permit was reissued without changes on January 9, 2009 and again on January 12, 2016 and expired on June 30, 2017. Prior to expiration, the City submitted a Renewal Application to CT DEEP in March 2017. The new modified MS4 General Permit (a copy is included in Attachment A) was issued and became effective July 1, 2017. In October 2016, the City asked Environmental Partners Group (EPG) to present to the Mayor and Department Heads Management and Compliance requirements of the new modified MS4 General Permit. Following this presentation, the City authorized EPG to conduct a Gap Analysis of the City’s MS4 Program. All approaches address the impacts of one of the following on water quality: pet waste, impervious cover, fertilizer and pesticide application, illicit discharges and improper disposal of waste into the stormwater system. • Norwalk Conservation Office continues to improve its website to provide information about stormwater impacts: http://www.norwalkct.org/index.aspx?NID=572 and tips for homeowners on low impact development measures: http://www.norwalkct.org/index.aspx?NID=1145 and "Green" Tips for Your Yard http://www.norwalkct.org/571/Plants-Local-Land-Care Information available on the City’s website (Attachment B) includes the following: o Stormdrains: On the Pathway to the Sound o Guide to O&M of your On-Site Septic Systems o Education of residents on the significance of wetland plantings and buffers. o Information on invasive plant species to help identify, avoid and/or eradicate Pet waste management o • Norwalk Conservation Office continued to provide staff expertise to the Five Mile River Action Group – a community group formed to educate West Norwalk residents about residential BMPs that are protective of the Five Mile River. This group distributed, via email blasts and Facebook, monthly factsheets on water quality issues.
