Implementation Status and Key Decisions

MaiM main objective: is to improve the quality and quantity of water supply in four selected priority governorates through rehabilitating and upgrading water supply and distribution schemes.

The implementation progress significantly improved however the remaining time to the closing date not more than three weeks which will raise big question mark , disbursement percentage 82.4% as Ghammas component - Qadissiya governorate has been completed 100% , the WTP in operation on daily basis since March 31, 2015 and minor works still ongoing to complete ( rehabilitation of remaining length of Ghammas water distribution network of 17.5KM, all the works planned to be completed before project closing date, completing this part of water network will improve the quantity and quality of water delivery to Ghammas citizens directly and significantly). In Al Naser component - Thi-Qar governorate the percentage of progress for Al Naser water treatment plant has reached 99%, installation of the mechanical and electrical equipment and SCADA system have been completed successfully, manual operation of the plant started and the first quantity of treated water expected to be pumped to Al Naser city on October 20, 2015, In Maysan goods component - Maysan governorate , three goods contracts had been awarded and signed in July ,2015 in a total cost estimation of USD 1.1 million out of USD 5.189 million allocated for this component, significant delays happened in preparation of the bidding documents from the ministry side that affected the implementation of the three groups of equipment ( pumps, electrical equipment and machineries), the ministry should accelerate its efforts to receive the equipment and issue letter of acceptance before the closing date Oct. 31, 2015 , In Wasit components- , the water treatment plant completed 100% and operational efficiently, disbursement 100% ,the handing over process completed and final handing over certificate has been issued. Second restructuring has been approved recently to reallocate available amounts from Goods, operating cost and consultancy services and training categories to works category to cover financing of additional civil works in Ghammas and Al Nasser components. In general the ministry needs to close the open issues immediately and focusing its efforts toward finalizing the remaining minor works in Ghammas water network, Al Naser WTP, and Maysan goods which is needs faster actions. All the not completed works or not delivered equipment at the closing date of the project will be completed and financed from the ministry budget, this is clearly explained and agreed in the latest supervision mission in Sep. 20-21, 2015.

Will be achieved after receiving the machineries as the time schedule of the supplier indicated Oct. 26, 2015. Therefore the final results and achievement will be appeared in the ICR.

Secondary Objective: to begin modestly and flexibly engaging the GOI on issues of a sustainable policy framework for the water sector and to continue the programs of capacity building and training.

Two main activities have been implemented, the first important one was (Public Expenditure Report-PER ) for water sector in Iraq which is a very challenge issue due to the difficulties of collecting financial data and information from water line Ministries in Iraq including KRG, as the management of water resources ( Rivers, Dams, Reservoirs, irrigation and drainages) in Iraq is the responsibility of Ministry of water resources, and the other main consuming of water are Mayoralty of Baghdad (6-7) million population and Ministry of Construction, Housing and Public Municipalities ( 25-26) million, both of these entities are responsible for production clean water and collecting and treating waste water. The report was approved recently and will be translated to for distribution to Iraqi sides, and also a meeting has been decided to be conducted in Baghdad to present the PER with our client (Ministry of construction, Housing and public municipalities and other line Ministries (Ministry of water resources and mayoralty of Baghdad) in addition to KRG Ministries (Ministry of agriculture and water resources and ministry of tourists and Municipalities). In addition, Government has recently requested World Bank review of its overall water strategy documentation which has not yet been made public. The second activity is implementation of capacity building and training program for the Ministry staff, many sessions had been conducted in different subjects the last three courses have been conducted on ( August and September, 2015 ) in KRG, the total number of staff participated in those trainings was 118.

Overall Comments

1. In Ghammas city, both of quantity and quality significantly improved, as the treatment plant providing clean water on daily basis and the renewal of old Ghammas water distribution network is ongoing , the first length 11.8 KM of the network had been completed and connected to the network since 2012 , while the second additional rehabilitated length 31.5Km has been completed, connected and operated recently at the end of August, 2015 and the recent request for direct contracting to complete the third length of 17.5KM of the network that has been cleared by the RPM and expected to be completed before the closing date of the project 8km out of 17.5K m has been laid successfully at this time . Therefore the total length of rehabilitated network will cover most of Ghammas City presents 60km Length. Final targeted beneficiaries will exceed 102495 citizen taking in to consideration the number of internal displaced people from other governorates. 2. In Al Naser city, as the water distribution network had been completed and connected to the existing sources since 2012, therefore the beneficiaries is stand at 7800 and will increase significantly to more than 57560 citizens when the water treatment plant begins production of clean water and deliver it to Al Naser water distribution network as the plant has been connected to the existing network successfully. 3. In Maysan governorate, the machineries will be distributed in the capital of Maysan governorate and other five districts to improve maintenance works for the water distribution network of the targeted six districts, improving the maintenance means reducing the number of leakages and loses of water and increase water network efficiency. The maintenance center in the six districts will serve about 789000 citizens. This number not mentioned in the indicators.

Overall Comments

4. The number of new household connections is currently being updated, but this is expected to exceed the end of project target, based on work plan of the Ministry. 5. All the works in Al Naser expects to be completed before the closing date, manual operation of the plant actually started for checking and ensure proper performance of the all plant's stages, first quantity of clean (treated water) expected to be pumped to the city on Oct. 20, 2015. Therefore the 1000 cubic meter/hr of Al Nasser will be added to the total quantity of water delivered to people in (Ghammas, Wasit and Al Nasser) to reach the target 3000 cubic meter/hr. 6. The length of rehabilitated water networks have been significantly increased and exceeded the targeted length from 28 Km to 57.8 km the time of writing the ISR and will be 75KM when the rehabilitation of the 17.5 km in Ghammas water network completed as planned before the closing date of the project. 7. The number of trained staff also exceeded the targeted number 50 to be 118, as this activity is part from the secondary objective of the project.
