WELCOME to this inaugural issue of our Hikayat which is an attempt to go beyond our usually dry Annual Report and reach to our many friends and supporters. We hope that you will find it worth reading while getting a better understanding on how CETDEM has performed in 2012. Our regret is that it is coming out a bit late and not in the first half of Jan. May I draw your attention to a few highlights – the sustained organizing of Organic Days [Hari Organik] by the Organic Farming Project team and its volunteers as well as the start of Farmers’ Corner. The other event held in this area was the National Organic Agriculture Seminar. SUDI [our new think tank] published its study report LOWERING THE HEAT in midyear. The Fit & Save Roadshow started with an event in Kuantan during Oct. I passed over the regional coordination of the Climate Action Network SE Asia [CANSEA] to my Thai colleague in Sept. while Anthony assumed coordination of the Malaysian Climate Change Group [MCCG] in March. As you would notice we have managed all these activities with very few full-time staff [including those engaged in projects] as well as volunteers [including foreigners] who were with us for short periods. This has continued to pose a challenge to productivity [and sometimes a messing up of records and data bases]. Secure funding for basic allowances and overheads has still eluded us and fund-raising efforts have not been too successful. Despite all these, I think that CETDEM has performed reasonably well and wish to thank all Board members, the ED, OF Project Coordinator, staff, and volunteers for their efforts during the year. I trust that you will continue to support CETDEM in whatever way possible and get your friends/colleagues to chip in as well. Gurmit Singh, CETDEM Chairman, [email protected] The ED writes ... CETDEM was quite the 'busy bee' during the past year, organising events and managing projects as we continued to live out the tagline of 'Always Promoting Sustainable Development'. This edition of Hikayat / Chronicle highlights the work done by CETDEM in 2012 which include the completion of first SUDI study, publication and launch of report; CETDEM's Climate Change Seminar held on World Environment Day; CETDEM's National Organic Agriculture Seminar in July; 3 CETDEM Hari Organik were organised and a monthly CETDEM Farmer's Corner was added to the existing roster of Organic Farming Project activities; and, the FIT & SAVE Roadshow kicked-off in October. CETDEM's views and comments continue to be much sought after by the Media – be it a flood, landslide, haze, the Budget, nuclear power or rare earth processing – for a quick reaction from the Chairman of the Board or, Executive Director. The Executive Director, in consultation with the Chairman, handles all the administrative and financial matters. Each of the projects has personnel for its specific duration. However, the long-term survival of CETDEM necessitates adequate funding of about RM100,000 per annum for general operating expenses (and non-project staff). SUDI's initial study on 'Low Carbon Sustainable Development Options for Malaysia' or LCSDO started in September 2011. The LCSDO Study Team comprised of: − Engr. Gurmit Singh, Chairman of CETDEM and Director of SUDI; − Mr. Chang Yii Tan, an economist with over 30 years of experience; − Dato' Dr. Leong Yueh Kwong, who provide advice to the Team. The LCSDO study report titled 'Lowering the Heat', was launched on 14 June at Hotel Armada by Dr Lian Kok Fei, Undersecretary from the Ministry of Natural Resources & Environment. The study found that while the economy has become more service oriented, subsidized fuel prices have prevented reductions in energy wastage in almost all sectors. The Climate Change Policy it is not supported by a comprehensive Sustainable Energy Policy nor that on Transport. The study team felt that the 40% intensity target announced by the PM was too low and has decided that the country should aim to lower its emissions 20% below 2007 levels by 2020, 30% by 2030 and 50% by 2050. This could be achieved by the options identified in the study. Chapter 2 identifies the low carbon options as falling into the following categories [i] renewable energy for power generation; [ii] energy efficiency [iii] transportation [iv] green buildings; [v] new forest plantation; and [vi] solid waste - source separation and composting. Chapter 3 prioritises the various options in order of magnitude of emission reduction without factoring in the marginal abatement costs. Chapter 4 emphasizes that there is a need for a change in mindset and commitment – from the government, and businesses down to the ordinary Malaysian. There will be some initial pain as subsidies are removed and renewables are implemented but these sacrifices are necessary for a sustainable and competitive future. Study will start in Jan. 2013. Funding (RM150,000) is being actively sought and we welcome contributions and pledges from the Private Sector. The Seminar entitled 'Adaptation and/or Mitigation – Do we have a choice?' was held on June 5. HE Mr. Vincent Piket, Ambassador & Head of the EU Delegation to Malaysia welcomed the participants. The Opening of the Seminar was officiated by YB Dato' Douglas Uggah Embas, Minister of Natural Resources & Environment, Malaysia. The purpose of this seminar was to highlight a fact, that Adaptation & Mitigation are inevitable. The effects of Climate Change continues to wreck havoc even as the negotiations process drags on from one COP to the next. CETDEM takes this opportunity to thank the Ministry of Natural Resources & Environment for giving the seminar their official endorsement, and the European Union Delegation to Malaysia and Selangor State Government (via Selangorku environmental grant) for their financial support for Seminar and Report publication. The speeches, presentations and discussions are compiled in a Climate Change Seminar Report which published under the same title in June 2012. We have plans to organise the CETDEM Climate Change Seminar 2013 on 5 th June (Wednesday) with the theme focused on Adaptation. We welcome the support and cooperation of Public and Private Sectors for this 2013 edition of our annual Climate Change Seminar. Page 4 National Organic Agriculture Seminar 2012 Organic Agriculture in Malaysia started in 1986 and now covers only 0.01% of agricultural land. Our ASEAN neighbours started around 1992 and have covered between 0.1-0.2% of their total agricultural land. Why is Malaysia NOT moving as fast and how can we fast forward it? Land acquisition & access to land, market development and food production system still need to be addressed. CETDEM had addressed these issues during our 1998 Seminar: “A Malaysian Strategy To Mainstream Organic Farming”. 14 years on, it is timely to reflect, examine and recommend actions to expedite the development of Organic Agriculture.
