WELCOME to this inaugural issue of our Hikayat which is an attempt to go beyond our usually dry Annual Report and reach to our many friends and supporters. We hope that you will find it worth reading while getting a better understanding on how CETDEM has performed in 2012. Our regret is that it is coming out a bit late and not in the first half of Jan. May I draw your attention to a few highlights – the sustained organizing of Organic Days [Hari Organik] by the Organic Farming Project team and its volunteers as well as the start of Farmers’ Corner. The other event held in this area was the National Organic Agriculture Seminar. SUDI [our new think tank] published its study report LOWERING THE HEAT in midyear. The Fit & Save Roadshow started with an event in Kuantan during Oct. I passed over the regional coordination of the Climate Action Network SE Asia [CANSEA] to my Thai colleague in Sept. while Anthony assumed coordination of the Malaysian Climate Change Group [MCCG] in March. As you would notice we have managed all these activities with very few full-time staff [including those engaged in projects] as well as volunteers [including foreigners] who were with us for short periods. This has continued to pose a challenge to productivity [and sometimes a messing up of records and data bases]. Secure funding for basic allowances and overheads has still eluded us and fund-raising efforts have not been too successful. Despite all these, I think that CETDEM has performed reasonably well and wish to thank all Board members, the ED, OF Project Coordinator, staff, and volunteers for their efforts during the year. I trust that you will continue to support CETDEM in whatever way possible and get your friends/colleagues to chip in as well.

The ED writes ...

CETDEM was quite the 'busy bee' during the past year, organising events and managing projects as we continued to live out the tagline of 'Always Promoting Sustainable Development'. This edition of Hikayat / Chronicle highlights the work done by CETDEM in 2012 which include the completion of first SUDI study, publication and launch of report; CETDEM's Climate Change Seminar held on World Environment Day; CETDEM's National Organic Agriculture Seminar in July; 3 CETDEM Hari Organik were organised and a monthly CETDEM Farmer's Corner was added to the existing roster of Organic Farming Project activities; and, the FIT & SAVE Roadshow kicked-off in October. CETDEM's views and comments continue to be much sought after by the Media – be it a flood, landslide, haze, the Budget, nuclear power or rare earth processing – for a quick reaction from the Chairman of the Board or, Executive Director. The Executive Director, in consultation with the Chairman, handles all the administrative and financial matters. Each of the projects has personnel for its specific duration. However, the long-term survival of CETDEM necessitates adequate funding of about RM100,000 per annum for general operating expenses (and non-project staff). CETDEM welcomes contributions and pledges of financial support from the Malaysian Public & Private sectors and individuals.

Page 2 Sustainable Development Initiatives (SUDI)

SUDI, CETDEM's Think Tank, was launched in August 2011. SUDI's initial study on 'Low Carbon Sustainable Development Options for Malaysia' or LCSDO started in September 2011.

The LCSDO Study Team comprised of: − Engr. Gurmit Singh, Chairman of CETDEM and Director of SUDI; − Mr. Chang Yii Tan, an economist with over 30 years of experience; − Dato' Dr. Leong Yueh Kwong, who provide advice to the Team.

The LCSDO study report titled 'Lowering the Heat', was launched on 14 June at Hotel Armada by Dr Lian Kok Fei, Undersecretary from the Ministry of Natural Resources & Environment.

The study found that while the economy has become more service oriented, subsidized fuel prices have prevented reductions in energy wastage in almost all sectors. The Climate Change Policy it is not supported by a comprehensive Sustainable Energy Policy nor that on Transport.

The study team felt that the 40% intensity target announced by the PM was too low and has decided that the country should aim to lower its emissions 20% below 2007 levels by 2020, 30% by 2030 and 50% by 2050. This could be achieved by the options identified in the study.

Chapter 2 identifies the low carbon options as falling into the following categories [i] renewable energy for power generation; [ii] energy efficiency [iii] transportation [iv] green buildings; [v] new forest plantation; and [vi] solid waste - source separation and composting. Chapter 3 prioritises the various options in order of magnitude of emission reduction without factoring in the marginal abatement costs. Chapter 4 emphasizes that there is a need for a change in mindset and commitment – from the government, and businesses down to the ordinary Malaysian. There will be some initial pain as subsidies are removed and renewables are implemented but these sacrifices are necessary for a sustainable and competitive future.

CETDEM's Climate Change Seminar made a timely re-appearance in 2012. The Seminar entitled 'Adaptation and/or Mitigation – Do we have a choice?' was held on June 5. HE Mr. Vincent Piket, Ambassador & Head of the EU Delegation to Malaysia welcomed the participants. The Opening of the Seminar was officiated by YB Dato' Douglas Uggah Embas, Minister of Natural Resources & Environment, Malaysia.

The purpose of this seminar was to highlight a fact, that Adaptation & Mitigation are inevitable. The effects of Climate Change continues to wreck havoc even as the negotiations process drags on from one COP to the next.

CETDEM takes this opportunity to thank the Ministry of Natural Resources & Environment for giving the seminar their official endorsement, and the European Union Delegation to Malaysia and Selangor State Government (via Selangorku environmental grant) for their financial support for Seminar and Report publication. The speeches, presentations and discussions are compiled in a Climate Change Seminar Report which published under the same title in June 2012.

We have plans to organise the CETDEM Climate Change Seminar 2013 on 5 th June (Wednesday) with the theme focused on Adaptation. We welcome the support and cooperation of Public and Private Sectors for this 2013 edition of our annual Climate Change Seminar.

Page 4 National Organic Agriculture Seminar 2012

Organic Agriculture in Malaysia started in 1986 and now covers only 0.01% of agricultural land. Our ASEAN neighbours started around 1992 and have covered between 0.1-0.2% of their total agricultural land. Why is Malaysia NOT moving as fast and how can we fast forward it? Land acquisition & access to land, market development and food production system still need to be addressed. CETDEM had addressed these issues during our 1998 Seminar: “A Malaysian Strategy To Mainstream Organic Farming”. 14 years on, it is timely to reflect, examine and recommend actions to expedite the development of Organic Agriculture.

Y.B. Dato' Wira Mohd. Johari bin Baharom, Deputy Minister of Agriculture & Agro-based Industries opened the seminar. Dr. Sivapragasam of CABI delivered the Keynote Address, 'Drivers of Organic Agriculture in Southeast Asia'. Foreign speakers: Mr Andre Leu, President, International Federation of Organic Agriculture Movements (IFOAM); and Mr Vitoon Panyakul, President, Thailand Organic Trade Assoc. & Green Net. Issues addressed in 10 papers: – Addressing the OA Impediments in Malaysia – Researcher & NGO Perspectives – Future Trends for Organic Agriculture – Participatory Guarantee System or Standards? – Potential for Developing non-plant OF standards (livestock, aquatic, etc) – The Constraints & Challenges faced by Organic Farmers – Will Organic Agriculture in Malaysia adapt to AFTA? – Learning from Thai Experiences – Government Plans to Accellerate OA – OA in Malaysia – Beyond the niche market – Marketing Organic Produce & Branding – How can the market help? The seminar closed with a Panel Discussion: Putting Organic Agriculture in the Fast Lane.

A Memorandum based on the outcome of the Seminar was submitted to MoA & EPU in July. CETDEM submitted to EPU a list of organisations and individuals for a stakeholder consultation which EPU volunteered to organise, but has yet to be held.

The idea for Hari Organik sprouted from the need to further spread the awareness of Organic and Healthy Living and Sustainable Lifestyle while creating a platform for organic farmers, retailers and all those involved in the organic industry to promote their services, produce and products. The concept of CETDEM Hari Organik is quite simple – it is essentially a blend of an Organic Marketplace incorporating Talks, Demonstations and Fun activites. The visitors (customers) and exhibitors (providers) are encouraged to interact beyond the usual buyer- seller framework, so that a better understanding can be inculcated between the parties, and networking can be facilitated. CETDEM has the sole disgressionary right to accept or reject potential exhibitors based on their ability to provide proof to authenticate their claim of being organic (or on the way to being organic). The 1st CETDEM Hari Organik was held on 1st August 2009.

Fast forward to 2012. 3 CETDEM Hari Organik events were held at SS2 PJ Town Centre Park on 24 Mar. (#9), 23 June (#10) and 22 Sept. (#11). We wish to acknowledge the continued support of MBPJ, as well as the per event financial grant from Selangor State Government.

During the Sept. event, YB Elizabeth Wong (Selangor State EXCO member, cum Chairman of Standing Committee for Environment) officiated the Closing Ceremony of CETDEM Hari Organik for 2012, and witnessed the Launch of Used Cooking Oil Recylcing Project 2013.

CETDEM Hari Organik is an event that synergises the positive attributes of NGO, Corporation Local Government and the State Government. CETDEM believes that this unique model can be made an example and can be assimilated into likewise activities in the effort to promote Sustainable Lifestyle while conserving the Environment and Bio-diversity in Malaysia. This event can be duplicated in other towns/cities in other States, with the support of the respective State Governments.

Page 6 Farmer's Corner & Other Organic Farming Activities

Farmer's Corner

This Farmer’s Corner is held on a rather small scale whereby a few farmers are invited to take part. The objectives of having this “Market” are: – to provide a platform for the SMALL farmers who are either ‘fresh’ or in need of another outlet to market their produce, or those who are still struggling to strike a balance in farming; – to build solidarity among these small farmers; – to mobilize and foster the community spirit among the small farmers.

5 Farmer's Corner events were held at the CETDEM Organic Farming Community Centre (OFCC) in Section 19, Petaling Jaya. Each event was held on a Sunday - May 20, Jully 15, October 21, November 18 and December 16.

CETDEM-ExxonMobil project

In August, ExxonMobil approached CETDEM on the possibility of a collaboration on a CSR project at Special Needs Learning Centre (SNLC) for Students with Autism in Section 4 PJ. Discussions soon began and site preparation activities were held on 15 & 29 Sept.

The Official Launch of the Project was held at the SNLC on October 13. This project continues till Feb. 2013.

Other Organic Farming Activities

Bin Composting & Bread Making Classes were held in February 26, May 6, October 28 & November 4.

The Organic Farming Project continues to evolve, finding innovative ways that cater to the needs of the farmers, consumers and public at large.

YAB Prime Minister of Malaysia announcement during the December 2009 COP15 at Copenhagen that "Malaysia is adopting an indicator of a voluntary reduction of up to 40 percent in terms of emissions intensity of GDP (gross domestic product) by the year 2020 compared to 2005 levels".

The Sustainability Achieved Via Energy Efficiency (SAVE) programme was announced by YAB Prime Minister on 13th June 2011 and officiated by YB Minister of KeTTHA on 7th July 2011 at Putrajaya. The objectives of the SAVE Rebate Programme includes: i. To establish a culture of efficient use of energy among the general public and commercial entities; ii. To reduce cost of daily energy by users through reduction in energy use which leads to reduced GHG emissions; iii. To increase the awareness of the general public regarding energy efficiency.

In August 2012, Sustainable Energy Development Authority (SEDA Malaysia) appointed CETDEM to manage a 1-year RE & EE Roadshow (1 day exhibition followed by ½ day workshop) to promote Feed-in-Tariff for solar PV and SAVE Program voucher for 5-star EE refrigerators and air-conditioners. This Roadshow is to cover 8 major towns – Kuantan, Georgetown, Johor Bahru, Kota Bahru, Kuala Terengganu and Melaka in the Semenanjung; Kuching, Sarawak and Kota Kinabalu, Sabah. Project value is RM350,000 is being carried out in 2 phases – Phase 1: September 2012-Feruary 2013 & Phase 2: March-August 2013.

Project Outreach & Promotions Coordinator (Ms Barbara Bakanjim) started work on 1 November.

October 13-14: 1st Roadshow held in Kuantan, Pahang (120 visitors to exhibition at Berjaya Megamall; 22 participants attended workshop at MS Garden Hotel). Pahang Association of Consumers was the local based collaborating NGO.

November 17-18: 2nd Roadshow held in Georgetown, Pulau Pinang (120 visitors to exhibition at ; 25 participants attended workshop at Red Rock Hotel). Consumers Association of Penang was the local based collaborating NGO.

December 15-16: 3rd Roadshow held in Johor Bahru, Johor (100 visitors to exhibition at Danga City Mall; 29 participants attended workshop at Crystal Crown Hotel). Soka Gakkai (Johor Bahru) was the local based collaborating NGO.

Each workshop participant who successfully completed the energy audit received a Compact Flourescent Lamps (CFL) as a souvenir. Data from these energy audits is used to study the energy consumption patterns of households. Thus far, we still find refrigerators & air-conditioners as equipment with highest electricity consumption.

Page 8 Climate Action Network Southeast Asia (CANSEA) / Malaysian Climate Change Group (MCCG)

Climate Change Network Southeast Asia (CANSEA) is made up of 4 national NGO groupings namely Malaysian Climate Change Group (MCCG), Philippine Network on Climate Change (PNCC), Indonesian CAN (ICAN ) and CAN Thailand (CANT). CANSEA is affiliated as a regional grouping to Climate Action Network (CAN), a worldwide network of over 700 Non- Governmental Organizations (NGOs) in more than 90 countries.

CETDEM's term as host of CANSEA Secretariat ended with effect from 16 September, with the handover of responsibilities of Regional Coordinator from Mr Gurmit Singh to Ms Wanun Permpibul of Renewable Energy Institute of Thailand (REIT), a member of Climate Action Network Thailand. CETDEM continued maintaining the CANSEA website until end 2012.

CETDEM ED took over duties of Coordinator of the Malaysian Climate Change Group (MCCG) from EPSM President Mr Nithi Nesadurai as of 22 February. MCCG comprises of CETDEM, EPSM, MNS, WWF-Malaysia and GEC. CETDEM Climate Change Seminar held in June was endorsed by MCCG as well as Minstry of NRE.

CETDEM ED attended the first week of the COP18/CMP8 at Doha, Qatar (24 Nov. - 2 Dec.). We record our thanks to the CANSEA Regional Coordinator for arranging funding for his participation. He maintained a daily Doha Update on the CANSEA website (www.cansea.org) during his stay in Doha. This was only his second COP, the first being COP13: Bali in 2007. Unlike Bali, he found this trip very fulfilling as he was well prepared and carefully chose the meetings and side events held at the Qatar National Convention Centre.

Ad-hoc Working Groups on Kyoto Protocol (AWG-KP) and Long-term Cooperative Action (AWG-LCA) were officially closed. Ad Hoc Working Group on the Durban Platform for Enhanced (ADP) was launched.

Key phrases in Doha were Hot Air, Loss & Damage and the recurring murmur of the mantra of developing countries to their developed brethren, “Where is the funding? Where is the funding?”. A climate skeptic even managed to address a plenary session!

However, a most poignant scene is that of Naderev Saño, the lead negotiator of the Philippines delegation, relating at the COP plenary session the tragedy unfolding in his own country when typhoon Bopha slammed into the island of Mindanao, killing hundreds of people and making thousands homeless. "I appeal to all, please, no more delays, no more excuses. … I ask of all of us here, if not us, then who? If not now, then when? If not here, then where?".

A disgruntled NGO observer aptly described the negotiations process as “gamblers trying to win a poker game at a table on the Titanic”.

On the lighter side, CETDEM ED observed the existence 3 categories of negotiators, in Doha: – Country Negotiator: technically knowledgeable in the science of Climate Change; – Political Negotiator: isolated from reality, echos the tune of political masters; – Submarine Negotiator: registers at the Convention Centre, submerges in the local culture (ie. shopping, sight seeing, etc.) and reappear at the airport 3 hours before departure.

Recognition: Energy Globe National Award 2012

The ENERGY GLOBE Award was founded in 1999 by the Austrian energy pioneer Wolfgang Neumann and is one of today’s most prestigious environmental awards.

Goal of the Award is to present successful sustainable projects to a broad audience, for many of our environmental problems already have good, feasible solutions. Projects which conserve and protect our resources or that employ renewable energy can participate.

Energy Globe National Award 2012 was presented to CETDEM ED by HE Andrea Wicke, Austrian Ambassador to Malaysia.

Grant: SelangorKu CETDEM received RM50,000 grant from Selangor State Government through the SelangorKu Environmental Conservation Grant.

The 27th CETDEM Annual General Meeting was held at CETDEM Office on the evening of November 11. In accordance with Section 129(2) of the Companies Act, 1965 regarding Re- Appointment of Directors retiring pursuant to this section, Gurmit Singh – who has recently reached 70 years of age – was unanimously reappointed as a Director.

These are the CETDEM staff who are managing the day to day activities of our organisation:

Mr Anthony Tan Kee Huat is the current Exective Director. He joined CETDEM in 2006 as the Project Officer in WCPJ, a 1-year Energy Efficiency project involving 50 households in Petaling Jaya. He took over as CETDEM Executive Director in Jan 2007. Anthony considers himself a practical Environmentalist. He strongly believes that volition - personal political will and values system – should be based on one's spirituality. He proudly proclaims himself as a Chin-Du-Por-ean, remembering his Malacca Chinese-Peranakan and Eurasian (Portuguese & Dutch) ancestry. Anthony is happily married, and a father of 2 children and 1 canine.

Ms Tan Siew Luang is CETDEM Organic Farming Project Coordinator and is responsible for all the Organic Farming Project activities. She joined CETDEM in 1986, started and managed the first Organic Farm in Malaysia with educational activities.

Ms Tan is the driving force behind CETDEM National Organic Agriculture Seminar & Exhibition, the signature Hari Organik and Farmer's Corner events as well as the Slow Food Fundraising Dinners.

Mrs Neo (nee Tan Siew Luan) is CETDEM Organic Farming Project Officer currently based in the CETDEM Organic Farming Community Centre (OFCC).

Mrs Neo is an avid organic gardener. She oversees the management of the OFCC, and is in charge of the OFCC Slow Food Kitchen as well as the vegetable garden.

Mrs Neo is a good cook. You can take our word for this.

Ms Barbara Bakanjim joined CETDEM in November 2012 as CETDEM FIT & SAVE Project Outreach Coordinator. Barbara is of Kadazan descent and hails from Sabah, where her family still resides. She holds a Bachelor of Sc. Bichemistry (Hons), UM, post-Graduate Diploma in Education and is currently pursuing her Master of Sc. at Universiti Malaya. Barbara has worked as a Science Teacher in an International School, a College lecturer, and a University Research Assistant.

Mr Sathis a/l Venkitasamy is the 'youngest' among the CETDEM staff, both in age and tenure. He joined as the SUDI Research Assistant on 24 Dec.. Born and bred in Selangor, he was sent to Kolej Matrikulasi Perlis (Biology) and now holds a Bachelor of Sc. Biology Botany, UKM. He speaks with a great sense of calm, and comes across as a quiet and deep thinking individual. Sathis was an intern at FRIM and worked as a Tele- Surveyor with Merdeka Center for Opinion Research. He is an avid Scrabble player and has help to organise District-level Scrabble competitions.

Page 14 Volunteers / Interns

CETDEM has been blessed with a steady stream of office volunteers/interns in 2012. Most of our volunteers are from overseas and are on short-term 2-3 months attachment.

Ms Sandra Fernandez has a MA in Anthropology (University of Aberdeen) and a Masters in Sociology /Anthropology (The American University in Cairo).

She found CETDEM via our website, emailed us in late October 2011 to offer her time for a 3 month volunteer /internship (March till May). Sandra migrated the spreadsheet based library management to SUMAC software. She started scanning newspaper articles to support the hardcopy. She is currently pursuing her post-graduate degree at University of St Andrews School of Philosophical, Anthropological and Film Studies.

Ms Anandi Gandhi, a PhD student in Environmental Philosophy at the University of North Texas, decided to take one year break from the PhD program to gain some work and field experience. Anandi is from India.

She heard about CETDEM through a friend from Malaysia, and wrote in to volunteer/internship with CETDEM's Organic Farming Project for 2 months, May and June.

Mr Pierre-Benoit Marmoux is French. He was studying at the engineering school Ecole Centrale Marseille in Marseille, France, doing a double degree program at the Royal Institute of Technology of Stockholm (KTH).

Pierre began corresponding with CETDEM in January 2012. He began a 10 week internship at CETDEM from early July till 5 September. He undertook research on Feed-In-Tariff, rainwater harvesting, and assisted in maintaining the SUMAC system. Pierre went on a 3 week holiday in Borneo before leaving Malaysia for France on 3 October.

Ms Wong Yee Chin is a Malaysian. She is a lecturer at Tunku Abdul Rahman College, attached to the Building Division.

Yee Chin started volunteering at CETDEM on 25 August, primarily to help keep the SUMAC library database updated. She volunteers at CETDEM Office for half a day on every Saturday from 9am till 1pm. Yee Chin also volunteered to assist in the CETDEM information booth during the Hari Organik held on 22 Sep.

Mr Ayodhya Banda is a Sri Lankan, currently pursuing a degree in Industrial Design at Lim Kok Wing University.

He has designed information & educational posters for OFP as well as the FIT & SAVE Roadshow. Ayo's internship is from November till early January 2013.

CETDEM is a member of the Malaysian Climate Change Group (and through it CANSEA) as well as the International Forum on Sustainable Energy, the International Federation of Organic Agricultural Movements [IFOAM]. CETDEM is a member of the Working Group on Public Transportation for Malaysia.

Since early 1997, we have been a member of the National Climate Change Committee. CETDEM continued as a member of the National CDM Committee, GEF SGP Steering Committee, Steering Comm. for Economics of Climate Change Study and SIRIM ISCZ & TCs (Technical Comm.).
