    LITHUANIA 2016 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary The constitution provides for freedom of religion, freedom of religious practice, and state recognition of religious organizations, provided they do not contradict the constitution or the law. The government extended special benefits to nine “traditional” religious groups and more limited benefits to three “recognized” religious groups, one of which received recognition status from the parliament in November. Other religious groups had to register with the government to gain legal status. The government continued to provide restitution or compensation to religious groups for property seized during World War II or by the communist regime. It funded Jewish education and culture projects, worked with the Lithuanian Jewish Community to regulate construction near the Snipiskes Jewish cemetery, and participated officially in Holocaust remembrance events. In response to a book that stirred public debate about Lithuanians’ complicity in the Holocaust, the director of the governmental Genocide and Resistance Research Center promised to publish a list of names of suspected war criminals by 2017. Senior government officials spoke out against the Holocaust and anti-Semitism at public commemorations. Nongovernmental organizations (NGOs) and members of the Muslim community reported an increase in anti-Muslim sentiment in response to the arrival of refugees from the Middle East. Media reported two anti-Muslim attacks at the refugee center in Rukla. There were anti-Semitic postings on the internet, nationalist marches, and one act of vandalism at a Jewish community center in Vilnius. U.S. embassy officials and the Special Envoy for Holocaust Issues met with government officials and community leaders to discuss ways to combat anti- Semitism and to encourage resolution of long-standing restitution issues for the Jewish community, as well as the integration of Muslim refugees.

    TOMASZ DRABOWICZ Institute of Sociology, University of Łódź STRUCTURAL DETERMINANTS OF INEQUALITY TRANSMISSION – internaTIONAL COMPARISON AT THE LOCAL LEVEL INTRODUCTION The aim of this paper is to present a local context of the intergenerational inheritance of inequalities (IIofI) and policy responses aimed at overcoming it in towns under study in the PROFIT Project. Two kinds of research materials will be used for this purpose: on the one hand official and publicly available information and data on the socio-economic situation of towns under the investigation that were gathered by each national research team and collected in town description forms; and on the other hand information delivered and opinions expressed by local stakeholders (consisting of the so-called front-liners, i.e. social workers, teachers, tutors, police officers, probation officers, school psychologists and all those who deal in their everyday work with families endangered by inheritance of poverty and low social status; executives of local power, i.e. civil servants, school headmasters, directors of departments in social administration, managers of labour offices, directors of social assistance centres, or – generally speaking – those who co-ordinate and supervise the front-liners; local politicians, i.e. municipal coun- sellors, representatives of political parties acting at the local level – that is people responsible in local decision-making process; and non-governmental actors, i.e. representatives of charity organisations, service providers, religious organisations, employers’ organisations or labour unions – acting as pressure groups in the policy making process [Kutsar, Strömpl, Trumm 2006: 11] during focus group interviews (FGIs) that were conducted by representatives of the national research teams in each town under study.

However, the recovery of the labour market, the increase in wages and finally strengthening of the belief in the state’s power always take more time. Regrettably, we cannot trust only the ostensibly healing power of time; therefore, we had to seek appropriate solutions for individual problems. In 2010, amendments to the Law on Support for Employment were adopted, social insurance privileges to employers of persons without work experience were established, a structural reform of the Lithuanian Labour Exchange and local labour exchange offices was carried out, support from the European Social Fund was actively used, which resulted in the fall of the registered unemployment rate as of the beginning of 2011 to 11.45 per cent in July. The number of persons covered with social insurance has been growing respectively. In 2011, many important decisions, which caused long discussions in pursuit of a consensus, were also passed. The pension system reform was launched with a view to laying the foundations for long-term sustainability of the system and, together with further activation of the labour market, for reaching the balance in the State Social Insurance Fund Board budget. However, I do not intend to create an impression that the most important decisions are passed only in the ministry, the Seimas or the Government.
