Technical reports are directed primarily toward a worldwide audience and have an international distribution. No restriction is placed on subject matter and the series reflects the broad interests and policies of Fisheries and Oceans Canada, namely, fisheries and aquatic sciences. Technical reports may be cited as full publications. The correct citation appears above the abstract of each report. Each report is abstracted in the data base Aquatic Sciences and Fisheries Abstracts. Technical reports are produced regionally but are numbered nationally. Requests for individual reports will be filled by the issuing establishment listed on the front cover and title page. Numbers 1-456 in this series were issued as Technical Reports of the Fisheries Research Board of Canada. Numbers 457-714 were issued as Department of the Environment, Fisheries and Marine Service, Research and Development Directorate Technical Reports. Numbers 715-924 were issued as Department of Fisheries and Environment, Fisheries and Marine Service Technical Reports. The current series name was changed with report number 925. All rights reserved. i West Coast Environmental Law Design Basis for the Living Dike Concept EXECUTIVE SUMMARY Background West Coast Environmental Law (WCEL) is leading an initiative to explore the implementation of a coastal flood protection system that also protects and enhances existing and future coastal and aquatic ecosystems. The purpose of this document is to summarize available experience and provide an initial technical basis to define how this objective might be realized. This “Living Dike” concept is intended as a best practice measure to meet this balanced objective in response to rising sea levels in a changing climate. It is well known that coastal wetlands and marshes provide considerable protection against storm surge and related wave effects when hurricanes or severe storms come ashore. Studies have also shown that salt marshes in front of coastal sea dikes can reduce the nearshore wave heights by as much as 40 percent. This reduction of the sea state in front of a dike reduces the required crest elevation and volumes of material in the dike, potentially lowering the total cost of a suitable dike by approximately 30 percent. In most cases, existing investigations and studies consider the relative merits of wetlands and marshes for a more or less static sea level, which may include an allowance for future sea level rise.

The beds, which date to about 10,500 14C yr BP (11,000 calendar years BP), contain Tertiary pollen derived from sedimentary rocks found only in the Fraser Lowland, on the mainland of British Columbia and Washington just east of the Strait of Georgia. Abundant illite-muscovite in the sediments supports a Fraser Lowland provenance. The clay beds are probably distal deposits of huge floods that swept through the Fraser Lowland at the end of the Pleistocene. Muddy overflow plumes from these floods crossed the Strait of Georgia and entered Saanich Inlet, where the sediment settled from suspension and blanketed diatom-rich mud on the fiord floor.

Together they comprise a complex but coherent portrait of Canada’s most heavily populated coastal zone. Home to about 10% of Canada’s contemporary population, the region defined by this inland sea has been greatly influenced by its relations with the Strait, which is itself the focus of a number of escalating struggles between stakeholders. This study was motivated by a conviction that understanding this region and the sea at the centre of it, the struggles and their stakeholders, requires understanding of at least these five key elements of the Strait’s modern history. Drawing on a range of archival and secondary sources, the study depicts the Strait in relation to human movement, the Strait as a locus for colonial dispossession of indigenous people, the Strait as a multi-faceted resource mine, the Strait as a valuable waste dump and the Strait as a place for recreation / re-creation. Each of these five dimensions of the Strait’s history was most prominent at a different point in the overall period considered and constantly changing relations among the five narratives are an important focus of the analysis.
