Access to the subject lands will be achieved through its frontage on Major Mackenzie Drive West.

Attached is a sketch illustrating the location of the subject lands.

RATIONALE The subject lands fall within TRCA's approved master plan for acquisition for the Humber River watershed as outlined in the approved Greenlands Acquisition Project for 2016-2020. Through the review of the residential subdivision plan 19T-05V10, TRCA staff established the limits of the open space land comprised primarily of a woodlot.

576 TAXES AND MAINTENANCE Taxes for 2016 have been estimated at $1,000. Based on TRCA's preliminary review of the environmental criteria for lands that are eligible to receive a property tax exemption under the provincial Conservation Land Tax Incentive Program, it would appear that the subject property should be eligible for a tax exemption. It is expected that the subject parcel of land will not significantly impact TRCA’s maintenance costs at this location.

THE EXECUTIVE COMMITTEE RECOMMENDS THAT Toronto and Region Conservation Authority (TRCA) consent to Evergreen establishing a $1.0 million operating line of credit with its lender, which line of credit is to be guaranteed by a third party, subject to the following: a) The line of credit and guarantee not be guaranteed by TRCA and be subordinate to, and without recourse to the existing capital loan guaranteed by the City and TRCA; b) TRCA staff and solicitor being satisfied with the terms and conditions of the line of credit and the third party guarantee; and c) City of Toronto consenting to the line of credit;

AND FURTHER THAT authorized TRCA officials be directed to take any and all actions necessary to implement the consent to an operating line of credit, including obtaining needed approvals and signing and execution of documents. CARRIED BACKGROUND TRCA owns the Don Valley Brick Works lands and the lands are under management agreement with the City of Toronto. In September of 2003, following discussions with TRCA and other stakeholders, the City of Toronto issued a request for proposal (RFP) seeking proponents to raise the capital necessary for the restoration and adaptive re-use of the heritage structures at the Don Valley Brick Works to create a centre for environmental learning and urban ecology (Project). Evergreen, a national registered charity incorporated in 1991, responded to the RFP. TRCA staff cooperated with the City in reviewing proposals and a Memorandum of Understanding was entered into with Evergreen to proceed with the Project.

In 2006, Evergreen submitted a Master Plan to the City for the restoration and adaptive re-use of the Don Valley Brick Works site, and subsequently entered into a ground lease with TRCA and the City for the Project. At that time, the Project cost was estimated at $50 million, of which Evergreen had received commitments from the Province of Ontario for $10 million and from the federal government for $15 million, and had raised over $6 million in private donation pledges. The City and TRCA were requested to provide a joint loan guarantee for $3 million towards the Project cost with a term to expire four years after substantial completion.

In 2007, the Project cost had increased to $55 million. The federal government increased its contribution to $20 million and Evergreen anticipated raising $12 million in private donations towards capital and a further $13 million in private donations towards programming. The City and TRCA agreed to an increase in the loan guarantee to $7.5 million.

579 The Project was substantially completed at the end of December 2010 within the approved budget of $55 million. Evergreen raised almost $50.2 million of the Project's cost leaving a fundraising target shortfall of $4.8 million. Evergreen financed the Project construction in part through a $11.52 million loan from Royal Bank of Canada, to which the City and TRCA provided the joint and several loan guarantee of up to $7.5 million. The RBC loan required Evergreen to show that they had sufficient committed pledges by September 30, 2011 to meet the shortfall, and other milestones to ensure the RBC loan would be extinguished by December 2014. In 2011, the City and TRCA granted Evergreen an 18 month extension to the loan guarantee term and in 2014, the City and TRCA granted Evergreen a further seven year extension to the loan guarantee term.

The loan has been and remains in good standing. However, Evergreen has recently notified TRCA and the City that it has an urgent need to establish a $1.0 million operating line of credit with its bank to manage seasonal fluctuations in cash flow and operating payments. Further, Evergreen will secure a third party guarantor for this proposed line of credit, and the new line will rank subordinate to the existing capital loan guaranteed by TRCA and the City.

However, such action requires the consent of TRCA and the City as co-guarantors of an existing loan to allow Evergreen any further indebtedness while the current capital loan is in place.

Evergreen has further advised staff of a future capital project proposed for 2017 on its Don Valley Brick Works site that will be funded in part from other government grants and additional financing. As this new project would require further Evergreen indebtedness, a future report identifying the impacts and further TRCA and City consent will be required once the details are known.

RATIONALE The line of credit will help Evergreen manage the seasonal fluctuations in cash flow and operating payments.

FINANCIAL DETAILS There is no financial impact to TRCA arising from this consent, given that the proposed line of credit will rank below the TRCA/City guaranteed loan in repayment priority, and it will be guaranteed by a third party entity.

580 RES.#B117/16 - BOYD CENTRE PROJECT Basement Interior Renovations. Award of Contract #10003285 for interior basement renovations at the Boyd Centre, in the City of Vaughan, Region of York.

THE EXECUTIVE COMMITTEE RECOMMENDS THAT Contract #10003285 for interior renovations at the Boyd Centre (9755 Canada Company Avenue) be awarded to Vema Corp. at a total cost not to exceed $350,000.00, plus HST, as they are the lowest bidder that best meets Toronto and Region Conservation Authority (TRCA) specifications;

THAT TRCA staff be authorized to approve additional expenditures to a maximum of 20% of the contract cost as a contingency allowance if deemed necessary;

THAT staff be authorized to direct Vema Corp. to proceed immediately, upon approval by the Executive Committee, with the labour, material and equipment to perform asbestos abatement and removals as part of the contract cost of $66,500.00, plus HST, during the December office closure to mitigate staff disruptions and health and safety concerns;

CARRIED BACKGROUND The Boyd Centre building is located at 9755 Canada Company Avenue in Vaughan, Ontario. It is a 14,992 sq.ft. two-storey stone dwelling with a basement constructed in the early 1900s. Initially built as a private residence, the building underwent several renovations and additions in order to fit various uses. In 1962, TRCA purchased the property as part of the expansion of the Boyd Conservation Area, with the intent that the building would serve as an outdoor and conservation education centre with a short-term boarding dormitory. To better accommodate this program, a two-storey addition was constructed in1975 along the north end of the building, to house bedrooms, dining room and kitchen for visiting students. In early 2000’s the building underwent another space conversion and the dormitories were converted into offices.

Today the Boyd Centre serves as a field office for restoration, habitat and monitoring groups. The Boyd Centre staff predominately work in the field at project sites across the Greater Toronto Area including aquatic operations in Lake Ontario. Additionally, the field office employs seasonal staff to carryout high volumes of plantings during the peak season. In order to address staffing accommodations for the field staff, TRCA retained services for architectural and engineering services to propose renovations to the existing basement. These renovations would need to meet the Ontario Building Code and provide a functional layout for the daily operations. The new design would provide for the following:  men and women’s change rooms;  touchdown/meeting space;

581  laundry;  showers;  seasonal staff locker room; and  new flooring and finishes at all areas including the vestibule and corridors.

The renovation work also includes asbestos abatement and minor mechanical and electrical work modifications. Due to the age of the building, asbestos containing material (ACM) has been identified in a Designated Substance Survey completed by OHE Consultants in the drywall compound and floor tile. As such, the extent of the type 2 and 3 removals will require a containment setup to eliminate the spread of airborne asbestos fibers to other locations in the office.

The new layout in the basement will allow field staff to perform their daily operations in a more efficient and safe manner, thus reducing the previous use of the upstairs offices and meeting spaces. Field staff will be able to clean equipment and clothing items in low maintenance designated areas, thus reducing office congestion.

RATIONALE Pre-qualified general contractors were issued the tender documents on Wednesday, November 16, 2016 with a mandatory site information meeting held on November 22, 2016. Tender packages were sent to four contractors as follows:  Berkim Construction;  Brown Daniels & Associates;  Struct-Con Construction Ltd.; and  Vema Corp.

The Procurement Opening Committee opened the Tenders on Tuesday November 29, 2016 with the following results:

Having previously pre-qualified the bidders’ qualifications, TRCA staff evaluated the tenders on the bid prices and the ability to complete the project within the specified construction window. TRCA staff reviewed the bids against its own cost estimates and has determined that the bids are of reasonable value with the exception of Brown Daniels Associates. As part of the bid submission, a separate cost for the supply of all labour, equipment and materials necessary for asbestos abatement and removals was requested in order to expedite the work during the December office closure to mitigate staff disruptions and health and safety concerns.

Based on an evaluation of the bids received, staff recommends that Contract #10003285 be awarded to Vema Corp. for a total cost not to exceed $350,000.00, plus a 20% contingency, plus HST, as they are the lowest bidder that meets TRCA specifications. In addition, staff recommends that the supply of all labour, equipment and materials to perform asbestos abatement and removals for a cost of $66,500.00 plus HST, be executed by Vema Corp. prior to final approval at Authority Meeting #10/16, scheduled to be held on January 6, 2017.

CARRIED BACKGROUND The Yonge-York Mills Flood Control Channel is a channelized section of the West that is approximately 1,700 metres in length between and the . The Channel is a part of TRCA’s flood control measures for the community and works in conjunction with the G. Ross Lord Dam upstream of the site.

Since being constructed in 1968, the condition of the Channel has deteriorated greatly due to natural weathering of the concrete slabs, deposition of sediment from upstream reaches, and the growth of vegetation. These deficiencies have most significantly led to a reduction in the conveyance capacity of the Channel, thereby placing the surrounding area at a greater risk of flooding during storm events.

In November 2008, TRCA commissioned the Yonge-York Mills Flood Control Channel – Hydraulic Assessment and Maintenance Study. The goal of the Study was to catalogue the deficiencies within the Channel and to prioritize maintenance works to restore the Channel as closely as possible to its original condition based on the availability of funding.

The study was completed by Stantec Consulting Limited in 2010 and they assessed the Channel in three reaches as follows:  Reach 1: Yonge Street to Mill Street;  Reach 2: Mill Street to Donino Avenue; and  Reach 3: Donino Avenue to the northern limit of the Rosedale Golf Club.

584 During the winter of 2011, TRCA completed repairs along Reach 1 to stabilize a severely undercut bank along dilapidated concrete panels. The dilapidated concrete panels were removed and replaced with a round stone bank treatment. In the winter of 2013, vegetation and woody debris were removed from Reach 1 in order to increase the Channel’s conveyance capacity. Pending the confirmation of funds and receipt of necessary permits and approvals, future activities along Reach 1 may include removal of large sediment deposits to further enhance the Channel’s flood conveyance capacity.

During the winter of 2013, TRCA also completed maintenance works along Reach 2, which included the removal of sediment and vegetation from the concrete trapezoidal channel as well as the replacement of broken and cracked concrete panels.

TRCA removed sediment and vegetation along the 1,200 metre section of the Channel referred to as Reach 3 during the winter of 2011/2012. Since the completion of the 2011/2012 maintenance works, sediment from upstream sources has continued to deposit along Reach 3. Furthermore, the woody vegetation that was previously cut has been re-sprouting from the extensive root systems along the banks.

This contract is a part of the 2016 maintenance work at Reach 3 that involves the removal of accumulated sediment and vegetation from the limits of the gabion basket trapezoidal channel to restore capacity and prevent flooding to homes in the Hoggs Hollow Community during severe storm events. Sediment sampling was undertaken at the project site in November 2015. The analytical results indicated that the samples met the Ministry of the Environment and Climate Change’s Table 1 Site Condition Standards, meaning the sediment is classified as non-hazardous. Since the sediment material is classified as non-hazardous, the material will be taken to a conventional disposal facility where it will be managed as disposable fill or recycled for re-use. Prior to the award of Contract #10003157, TRCA staff will inspect the receiving facility to ensure that conditions are consistent with the disposal facility’s signed Property Owner’s Release form provided by the contractor. Furthermore, at TRCA’s discretion, tri-axles may be followed by staff on route from the work site to the disposal site to confirm that the sediment is being disposed of responsibly at the intended facility.

It was identified by TRCA staff that regular maintenance would be required to control sediment buildup within the Channel and remove new vegetation growth. TRCA has proposed the undertaking of a fluvial geomorphological study along the Channel to better understand how sediment is transported and deposited within this watercourse. The proposed fluvial geomorphological study, pending the availability of funding, would help inform a long-term plan for maintenance along the Channel.

Work to be completed under Contract #10003157 consists of the supply of operated tri-axles to haul approximately 327 loads of sediment off-site to a disposal facility, as well as the supply of a flag person. TRCA will be responsible for loading the selected contractor’s tri-axles using operated machinery supplied under a separate heavy equipment contract between TRCA and Sartor Environmental Group Incorporated.

The channel maintenance work along Reach 3 commenced in November 2016 and is expected to be completed by late February 2017 for an approximate duration of four months.

585 TRCA staff has distributed hard copies of the Notice of Project Commencement documents to residents living in the Hoggs Hollow Community. Councillor Jaye Robinson’s office and ratepayers groups have also been notified about the project. Furthermore, TRCA staff has installed project information signage near the staging and stockpile areas to provide residents with information about the project and a point of contact for any inquiries.

RATIONALE Request for Tender #10003157 was publicly advertised on the electronic procurement website Biddingo (www.biddingo.com) on Friday, November 4, 2016. Furthermore, request for tender packages were sent to 12 suppliers as follows:  Dynex Construction Incorporated;  Esposito Brothers Construction Limited;  Four Seasons Site Development Limited;  Glenn Windrem Trucking;  Hilton Group Corporation;  Maple Leaf Mulch;  Mopal Construction Limited;  Orin Contractors Corporation;  Roni Excavating Limited;  Sartor Environmental Group Incorporated;  Superior Disposal; and  TMI Contracting & Equipment Rental Limited.

Glenn Windrem Trucking provided the necessary forms associated with OPSS 180, including the signed Property Owner’s Release form for the disposal facility.

This project is aligned with leadership strategy number two in TRCA’s strategic plan, as ensuring that life and property is protected from the hazards of flooding is an important aspect of managing our regional water resources for current and future generations.

CARRIED BACKGROUND In 2011, in partnership with the City of Toronto (the “City”) TRCA initiated a Municipal Class Environmental Assessment (MCEA) for the completion of a geomorphic systems master plan, and to develop long term solutions to overall stability of the watercourse (Wilket Creek). The MCEA Environmental Study Report was finalized and approved in 2014, providing the framework and rationale for the development of the design requirements for the entire subwatershed in accordance with the MCEA process.

As part of the investigation, a number of hazardous locations were flagged throughout the nine reaches of the subwatershed. These hazardous areas were prioritized through the MCEA process with verification by the City and the consultant. Several key areas, primarily on public lands, were identified based on level of risk to the existing infrastructure including sanitary trunk sewer crossings, manholes and outfalls. Additional key items for consideration included risks to public safety and park infrastructure such as trails or bridges.

Within the Wilket Creek Park there are 10 key project areas, known as “Sites”. To date, the following project sites have been addressed through an Emergency Works Declaration issued by the City of Toronto in 2011:

Reach 3  Site 6 – Phase 1 (North) completed in 2011;  Site 7, completed in 2012; Reach 1  Site 3 – Phase 1, completed in 2014;  Site 1 interim works and Site 2, completed in 2015; and  Site 3 – Phase 2, substantially completed in 2015 with final site restoration in 2016

588 Reach 2  This is the current phase of work requiring the rental of the by-pass pumping equipment. Reach 2 includes 3 sites; Site 4, Site 5 and Site 6 Phase 2. The purpose of this phase of work is to protect sanitary infrastructure and mitigate erosion hazards along the watercourse. The scope of work includes minor channel realignment to move the watercourse away from the valley wall, bank and bed stabilization, sanitary trunk sewer encasement, new pedestrian bridge installation and improvements to the park path.

RATIONALE This project is aligned with leadership strategy number two in TRCA’s strategic plan. The restoration work done within Wilket Creek Reach 2 will assist in the successful management of our regional water resources for current and future generations.

CARRIED BACKGROUND The existing electrical infrastructure at Petticoat Creek Conservation Area (PCCA) was originally installed in the early 1970’s. Since this time, the PCCA has seen significant growth in amenities and infrastructure, more notably the PCCA’s Aquatic Facility and a Rogers Telecommunications Tower. These additional power requirements, in combination with the age of the infrastructure and numerous repairs, continue to negatively impact park operations. In order to ensure the safety of staff and park users, and the continued capacity to operate the facility, an assessment of the current system was required.

In May 2016, TRCA staff retained Kavski Engineering to provide professional electrical engineering services to assess and make recommendations for upgrades to PCCA’s entire electrical infrastructure. The engineer focused their assessment on maintaining a high level of safety for staff and the general public through recommendations that incorporate recent electrical code changes and the future growth and needs of the facility. Results from the assessment determined that key infrastructure such as transformers and switches are past their performance life cycle. The transformers would need to be replaced with higher capacity units which would additionally require the replacement of cabling and electrical panels within the building. This new infrastructure will alleviate both safety concerns and the growing need for upgraded hydro services to continue to offer a high level of service.

CARRIED BACKGROUND TRCA has identified the need to update the hydrologic model for the Don River watershed. The hydrologic model for the Don River watershed was last updated in 2004 by Marshall Macklin Monahan Group using the Visual Otthymo computer model. It is TRCA’s best practice to update hydrology models every 10-15 years to incorporate land use changes, new data and the latest modeling technology.

Since the 2004 hydrology update, TRCA has collected a wealth of meteorological and stream flow monitoring information, including data from a number of significant storm events such as the August 19, 2005 and July 8, 2013 storms. In addition, land uses within the Don River watershed have changed significantly over the past 12 years making the watershed almost entirely urban.

The project will involve developing a comprehensive watershed scale hydrology model utilizing the PCSWMM (Personal Computer Stormwater Management Model) hydrologic model to characterize flows rates (2-100 year and Regional) throughout the watershed. PCSWMM is well suited for urban watersheds and has the capabilities to model urban drainage systems and stormwater management facilities in higher resolution than the current Visual Otthymo model. Once completed, the model will be used to verify and update TRCA’s floodline mapping, flood forecasting and warning systems and flood emergency response plans. In addition, the 2-100 year and Regional flows estimates from the hydrologic model will be incorporated into future flood remediation projects including the following:

 Don Mouth Naturalization and Flood Protection Project which is being undertaken by Toronto Waterfront Revitalization Corporation, and the Yonge Street and Elgin Mills Road Flood Remediation Study by the Town of Richmond Hill.

The project will take approximately 10 months to complete, with an anticipated completion date of October 2017.

RATIONALE A list of consultants was compiled based on the following:  relevant project experience;  expertise in the field of hydrology;  staff qualifications;  GIS expertise; and  experience in flood modelling and mapping.

Request for Proposal #10002336 was sent to the following seven engineering firms on October 20, 2016:  AECOM Canada Limited;  Aquafor Beech Limited;  Civica Infrastructure;  CHI;  Cole Engineering;  Matrix Solutions; and  Stantec.

As per TRCA’s Purchasing Policy, on November 7, 2016 the proposals were opened by a Procurement Opening Committee consisting of staff from Engineering Services, the CEO’s Office, and the Business Planning and Strategic Management department. Members of the selection committee, consisting of Engineering Services staff (Nick Lorrain, Sameer Dhalla, Rob Chan, Wilfred Ho and Dilnesaw Chekol), reviewed proposals based on a weighted scoring system consisting of the following:

Based on the evaluation of the bids, it was concluded that the combined technical and fee proposal valued at $146,435 submitted by AECOM Canada Limited offered the best service for value among the engineering firms whose technical capacity matched the project needs. Although Cole Engineering, CHI and Matrix Solutions provided lower bid prices, their combination of lack of experience in the project area and in watershed scale PCSWMM modeling resulted in lower technical scores. Furthermore, Matrix Solutions, who had the lowest bid, allocated the least amount of time to work on the project (approximately 45% less time than AECOM).

AECOM Canada Limited has extensive knowledge of hydrology modeling, specifically modeling using PCSWMM and has completed a number of projects of similar size and scale. The fee schedule provided in AECOM’s proposal was deemed reasonable and consistent with past fee estimates provided for similar types of projects. Staff is confident that AECOM Canada Limited will provide TRCA with the desired product within the specified schedule and budget and therefore recommend that Contract # 10002336 be awarded to AECOM Canada Limited for the base cost of $146,435, plus HST, as they are able to provide the valuable technical experience required and have a clear understanding of the scope of work as defined in the RFP.

FINANCIAL DETAILS Funds required to complete this project are available from the Region of York (50%) and City of Toronto (50%) in TRCA’s Floodline Mapping and Stormwater accounts 127-90 and 107-15.

597 RES.#B122/16 - TRCA PARTICIPATION IN GREEN ROOF PARTNERSHIP PROJECT Authorization to participate in a joint project with the Toronto Catholic District School Board, the City of Toronto and other partners in the construction of a green roof on a new school in Scarborough.

THAT Toronto and Region Conservation Authority (TRCA) contribute $100,000 to the Toronto Catholic District School Board to assist with the additional costs associated with the installation of a green roof of approximately 2,800 sq. metres on a new school at 2850 Eglinton Avenue East, in the Borough of Scarborough. CARRIED BACKGROUND The Toronto Catholic District School Board is willing to install a green roof on 60% of the roof area of a proposed new school which is under construction. The estimated total cost of the green roof installation is approximately $400,000.The extra costs associated with the green roof cannot be accommodated within the available budget for the school.

Given the water management and green space benefits of green roofs, The City of Toronto has green development standards as well as an incentive program to encourage the proponents of new buildings to install green roofs. While the subsidy will be applied to this project, it is insufficient to ensure that the maximum possible area of the roof is covered. As a result, TRCA has been requested to provide assistance.

RATIONALE TRCA is an advocate for green roofs, particularly in dense urban settings as a means to provide stormwater management and other benefits. These roofs are particularly important in redevelopment and infill projects in locations where there is no comprehensive stormwater management. TRCA, through the Sustainable Technologies Evaluation Program (STEP), has been involved in the monitoring and evaluation of green roof projects at York University and elsewhere.

While the benefits of green roofs have been well known for some time and are actively promoted by Green Infrastructure Ontario and other TRCA partners, the cost premiums associated with the installations often lead to decisions to avoid their application. When a longer term view of life cycle costing and offsite benefits are considered it is clear that green roofs need to be a component of smarter city building.

TRCA is always in need of successful demonstration projects that will inspire and convince other proponents to seriously consider these applications. This direction is particularly important to TRCA’s initiatives around eco-industrial parks like Partners in Project Green.

The proposed application, given its relatively large scale and the fact that it will be on a new school offers unique educational and market transformation opportunities.

The Toronto Catholic District School Board is a long standing partner of TRCA in environmental education and a frequent user of TRCA’s field centres and the Kortright Centre for Conservation.

AND WHEREAS Phase I of the stormwater management treatment train tool has been completed by Golder Associates Ltd,

THEREFORE LET IT BE RESOLVED THAT the preferred source contract to complete enhancements to the Beta version of the Low Impact Development Stormwater Management Treatment Train Tool for Ontario be awarded to Golder Associates Ltd. at a total cost not to exceed $91,876.46, plus HST. CARRIED BACKGROUND New stormwater management criteria requiring control of runoff volumes and rates has created the need for models and tools to assess whether stormwater management plans submitted by developers are in conformance with the new design standards and goals. Currently, project proponents utilize different spreadsheet and modelling tools with widely varying results as there are no recognized guidelines specifying how these models should be parameterized.

To help fill this need, TRCA, CVC and LSRCA, collectively referred to herein as the Greater Toronto Area (GTA) conservation authorities (CAs), initiated a project in September 2016 to develop and validate a modelling tool that would support improvements in the planning and design of low impact development (LID) stormwater management across Ontario.

LSRCA was selected as the lead CA providing overall project management and administration of the tool, currently called the ‘LID Treatment Train Tool.’ A competitive selection process to create and develop the tool was undertaken in accordance with the GTA CA’s purchasing procedures. Eight proponents were specifically notified of the Request for Proposal (RFP) for the Provision of the LID Treatment Train Tool, but the RFP was open to all interested proponents.

Three proposal submissions were received, evaluated by a GTA CAs proposal review committee formed for the RFP process. This committee consisted of one senior stormwater modelling specialist and one manager of water resources - technical services, from each GTA CA (a total of six committee members).

Each GTA CA evaluated the proposals independently, providing scores for each proposal submission in an evaluation spreadsheet reflecting the scoring matrix provided in the RFP. The Ministry of the Environment and Climate Change (MOECC) provided observation and comment but did not officially participate in the evaluation and/or selection of the successful proponent.

600 Based on this process, Golder Associates Ltd. was selected through a competitive process as the successful proponent to provide the LID Treatment Train Tool as they were the highest ranked, meeting all of the terms, conditions and objectives defined in the RFP, at a reasonable cost of $94,208. Each of the three CAs covered one third of the total project cost.

The project, ending in September 2016, produced a functioning Beta version of the tool, which met the requirements identified in the initial contract between LSRCA and Golder Associates Ltd. The GTA CAs subsequently identified a number of enhancements that were required to improve its functionality and further tailor it for the purposes it was intended. These enhancements included a number of features, including but not limited to the integration of GIS functionality and significant improvements in the tool report generator, which is used to display and present model results for comparison and evaluation.

In order to complete these enhancements, the GTA CAs collectively agreed to request a second proposal submission from Golder Associates Ltd. The resulting proposal was carefully reviewed, and after several meetings and proposal versions, a final proposal was accepted at a cost of $91,876.46.

Once approved, the GTA CAs decided that administration of the new proposal should be transferred from LSRCA to TRCA’s Sustainable Technologies Evaluation Program (STEP). The rationale for the transfer of administration to STEP was based on the good reputation of the Program in developing stormwater management research, tools and guidance, and acknowledgement of the Program’s unique capacity to manage distribution and maintenance of the tool over the long term on behalf of the project partners.

RATIONALE Staff at TRCA and the other GTA CAs determined that Golder Associates Ltd. is uniquely positioned to work on the Beta enhancements of the tool because of their thorough familiarity with the software and coding configurations based on the earlier work developing the tool.

The preferred source decision is in accordance with Section 9.3.3 of TRCA’s Purchasing Policy for non competitive procurement, as follows:

The required goods and services are to be supplied by a vendor or supplier having specialized knowledge, skills, expertise or experience that cannot be reasonably provided by any other supplier.

FINANCIAL DETAILS The total cost of the procurement to Golder Associates Ltd. is $91,876.46, plus HST. The cost will be covered by a grant from MOECC for $46,876.46, and $45,000.00 shared equally from LSRCA, CVC and TRCA. MOECC will also provide an additional $10,123.54 to cover TRCA overhead and three training workshops for practitioners once the tool has been completed. The grant funding agreement with MOECC is currently being reviewed and is expected to be approved by the end of December. The contract with Golder Associates Ltd. will be developed during the second of week of December and will be made contingent upon receiving the MOECC funds.
