Role Description: Assistant County Commissioner ( Active Support) Date: 1 December 2020 Outline: There are over 120 Members that are part of County based units in Norfolk. The purpose of this role is support the County Commissioner by taking operational and governance responsibility for County based Scout Active Support Units ensuring that they operate in accordance to Policy Organisation and Rules and deliver the outcomes expected from the individual unit’s Service Level Agreement. The role holder will also support and promote the options available through the Scout Active Support Units for flexible volunteering, specialist volunteering and retention with the County, Districts and Groups.

Responsible for: County Scout Active Support Managers of the: • Norfolk County Scout Active Support Unit • Norfolk Scouts Shooting Team (177 Rangers) Scout Active Support Unit • Norfolk Scouts Canoe Team Scout Active Support Unit • Norfolk Scouts I.C.E Emergency Support Scout Active Support Unit • Two Mile Bottom Service Crew Scout Active Scout Support Unit Responsible to: County Commissioner Main Contacts: County Team members, HQ, Active Support Members.

Appointment Requirements: To understand and accept ’s policies, have a satisfactory disclosure check, Completion of , which includes the Leadership and Management Modules as detailed in the Adult’s Personal File and The Scout Association’s Adult Training Scheme.

Main tasks • The role holder will have delegated responsibility from the County Commissioner to conduct all the requirements of Rule 5.9 of Policy Organisation and Rules. • In consultation with the County Board of Trustees open new County Scout Active Support Units where this makes sense to achieve the county’s aims • Ensure County Scout Active Support Units are supported and co-ordinated, including working together. • Make sure County Scout Active Support Managers are appointed and provided with line management. • Annually review and agree the Service Level Agreement for each Scout Active Support Unit. • Work with the County Treasurer and Scout Active Support Managers to agree the element of the County budget. • Provide guidance to District Commissioners and Groups Scout Leaders about the creation and management of District and Group Scout Active Support Units.

Personal specification Any person appointed to this role should have a clear leadership capacity and able to work with direct delegated responsibility to the County Commissioner. They should a be a team player, who gets satisfactions from seeing a job well done, they should have a ‘roll your sleeves up’ attitude to get involved with ensuring delivery if things get tight.

Annex: Rule 5.9 County Scout Active Support Units a. The County Commissioner, in consultation with the County Executive Committee may form County Scout Active Support Units. b. The purpose of County Scout Active Support Units is to provide active support to Scouting in the County. c. All adult only support groups linked to Scouting within the County must be registered as Scout Active Support Units. • The County Commissioner must ensure that: • County Scout Active Support Units are supported and co-ordinated; and d. County Scout Active Support Managers are provided with line management either directly by the County Commissioner or from a Deputy County Commissioner or other nominee. e. Subject in all cases to a satisfactory Personal Enquiry (see Rule 3.26), membership of the County Scout Active Support Unit is open to any person over the age of 18 years, including: • those holding appointments, who will be expected to give priority to the duties of their appointments; • Scout Network Members, who will be expected to give priority to their Scout Network; f. All members of a County Scout Active Support Unit must be at least Associate Members. They may also become Members by making the . g. The County Scout Active Support Unit is responsible for providing active support in accordance with their service agreement, agreed annually with the with the County Commissioner or nominee. h. The County Scout Active Support Unit is led by the County Active Support Manager who is responsible for ensuring that the Unit meets its service agreement. One or more County Scout Active Support Co-ordinators may be appointed to assist in the running of the Unit. i. The following minimum standards are laid down for County Scout Active Support Units: • Leadership – there must be an appointed County Scout Active Support Manager. • Activity - The County Scout Active Support Unit must provide active support to Scouting in the County as detailed in the service agreement. j. The County Commissioner, with the County Team, is required where necessary to assist County Scout Active Support Units to reach the required standards. k. If a County Scout Active Support Unit fails to reach the minimum standards for two consecutive years it may be closed by the County Commissioner with the approval of the County Executive Committee. l. If a County Scout Active Support Unit fails to reach the minimum standard for three years it must be closed.
