Clean Transportation: the Adirondack ON-RAMP Mapping a low-carbon future for the Adirondack North Country SUMMIT PROGRAM

Adirondack ON-RAMP will establish the foundation for an inclusive, region-wide transition to a low- carbon transportation future. Decarbonizing the movement of people and goods presents a significant opportunity to achieve the ambitious GHG reduction targets detailed in Governor Cuomo’s Climate Leadership and Community Protection Act (CLCPA). However, rural regions like the North Country face a unique set of challenges in reducing transportation-related carbon emissions. Rural residents often travel long distances for work, school, groceries or medical services. Access to public transportation is limited, resulting in dependence on passenger vehicles and small trucks. Keynote Speaker: New York State Lieutenant Governor Kathy Hochul Lieutenant Governor Hochul chairs ten Regional Economic Development Councils that have transformed the State’s economy by building upon regional strengths through long-term strategic plans. The Councils include leaders from academia, business, labor and not-for-profits and, to date, have invested over $6.1 billion into more than 7,300 projects across the State. The Lieutenant Governor also chairs the State Workforce Investment Board, which addresses the number one concern of businesses — the lack of skilled workers.

As Lieutenant Governor, Hochul is liaison to New York’s federal representatives in Washington, D.C. Governor Cuomo appointed Lieutenant Governor Hochul to co-chair the Heroin and Opioid Abuse Task Force. In this capacity, she convened eight outreach sessions across New York State to hear from experts and community members in search of answers to the opioid crisis and to develop a comprehensive strategy for New York.

From 2011 to 2013, she served in the U.S. House representing New York’s 26th Congressional District. Prior to becoming Lieutenant Governor, she was Group Vice President for Strategic Relationships at M&T Bank, serving as liaison for community matters and significant economic development projects.

The Lieutenant Governor holds a bachelor’s degree from Syracuse University and a law degree from Catholic University in Washington, DC. She began her legal career working at a large firm in Washington, DC and later served as legal counsel and legislative assistant to Congressman John LaFalce and later Senator Daniel Patrick Moynihan. She was instrumental in drafting legislation related to campaign finance reform, immigration reform and combating drug abuse.

Travis J. Allan is the Vice-President, Public Affairs and General Counsel at FLO, one of North America’s leading electric vehicle charging networks and manufacturer of charging solutions. Travis works with and advises numerous governments across North America on electric vehicle (EV) and climate policy matters. He is the Chair of Electric Mobility Canada’s National Government Relations and a member of the executive committee, a member of the Editorial Advisory Board of Electric Autonomy, Chair of the Board at Project Neutral and he has been selected as one of Canada’s leading energy lawyers by Who’s Who Legal. He serves as a contributing editor at the International Review (published by Sweet & Maxwell) and has previously served as adjunct faculty at the University of Toronto Faculty of Law.

Erik C. Backus, P.E., LEED AP BD+C, ENV SP, FMP, is a Professor of Practice and the Howard E. Lechler Endowed Director of the Construction Engineering Management program at Clarkson University. At Clarkson, Professor Backus teaches courses and executes research/ work in an array of topics related to decision making in the built environment. Chief among these topics are sustainability, resilience, and life-cycle thinking related to infrastructure and buildings. Most recently, Erik led a team of students and fellow faculty researchers in the process of attaining LEED for Communities, Gold certification for the New York Olympic Region, which includes the site of the famed 1980 Miracle on Ice in Lake Placid, NY. Erik is a retired US Army Lieutenant Colonel, having served as Battalion Commander for the 479th Engineer Battalion (US Army Reserve) at Fort Drum, NY. Mr. Backus is an active member in the Lutheran Church of the Holy Trinity located in Potsdam and Saranac Lake, NY and works nationally as part of the sustainability focused grassroots effort called Lutherans Restoring Creation. Erik and his wife Jackie enjoy living in Potsdam, where ice time is cheap, hockey is plentiful, and one of their two cats seem to manage to find their way onto his lap when it is a bit chilly outside.

Chris Carroll joined the Adirondack Sports Council in May of 2020 as the Head of Marketing, Sponsorships and Communications. He has over 35 years of marketing and management success, including very substantial restaurant experience on both the client and agency sides of the ledger. Chris has spent over 9 years with the Subway Restaurant brand over two different periods. First from 1999 until 2005 when he led the Franchisee Marketing Trust. During this period same store sales grew almost 50% while doubling the number of locations globally. Chris was asked to come back to Subway in 2015 during the transition of leadership from founder Fred Deluca to his sister Suzanne Greco. After leaving Subway in 2005 Chris served for several years as Chief Marketing Officer for Cosi Restaurants, overseeing marketing, restaurant design and menu development. Following Cosi, Chris spent four years at Zimmerman Advertising in Ft. Lauderdale as EVP Account Service and New Business. Prior to first joining Subway in 1999 Chris spent nine years with Burger King starting as Marketing Manager and working his way up to Vice President of International Marketing and three years with Lens Crafters as Senior Director of Marketing.

Kelly Chezum leads Clarkson’s comprehensive integrated marketing, communications and external partnership initiatives and has stewarded the university’s long-range planning activities since 2003. She is also Assistant Secretary of the Board of Trustees, serving as the professional staff liaison to the corporate officers, and members of the Board’s Executive, Governance and External Affairs .

With more than 25 years of experience as a creative marketing professional and administrator in the public, private, nonprofit and government sectors, Dr. Chezum has oversight of the University brand, Web and publication development, board relations and governance issues, media and public relations, special projects and events, crisis communications, and strategic planning. She is the Vice President of the ANCA ; past Education Program Chair for Women’s Entrepreneurship Day at the United Nations (WED) and a recipient of the WED organization’s Education Pioneer Award. She is also a member of the Adirondack Global Sports Commission developing a plan for further international tourism opportunities including the International Children’s Games and World University Games. Dr. Chezum was the director of Corporate & Foundation Relations during the last Campaign for Clarkson. Prior to coming to Clarkson, she was on the marketing and client relations team for Aramark’s Campus Services division with primary responsibilities in New York and for maximizing sales growth. Her background includes bank marketing, book and magazine publishing with key roles in direct mail campaigns, and public relations and grantwriting for one of the largest public housing agencies in the country. She did her undergraduate studies in marketing and communications at Carroll University (WI) and is a graduate of Clarkson’s M.B.A. program. Dr. Chezum earned her doctorate in law and policy from Northeastern University (MA).

Matthew Cloud received the B.Sc. degree in electrical engineering from Clarkson University, Potsdam, NY, USA, in 2010 and his M.S.E.E. degree from the Worcester Polytechnic Institute, Worcester, MA, USA in 2016. He is currently a Lead Engineer in National Grid’s Distribution Planning and Asset Management department after spending the prior seven years working in various engineering roles at The United Illuminating Company in Orange, CT. He has studied the adoption of electric vehicles for the last ten years and has co-authored three published papers on the modeling of EVs and the efficacy of TOU rates in reducing grid impacts from EV charging. In his current role he is also actively involved in the interconnection of large scale distributed generation systems including PV, hydro, and fuel cell systems.

Kimball Daby, the Village of Lake Placid’s Electric Superintendent, was born and raised in Lake Placid, graduating from Lake Placid High School in 1990. After serving four years in the Marine Corps, Kimball briefly worked for the Town of North Elba. In 2002, he started with the Lake Placid Village Municipal Electric Department as an Apprentice Lineman. Four years later, he became a Journeyman Lineman, and in 2017 was promoted to Electric Superintendent. Kimball feels very fortunate to be able to live and work in his hometown, and to work with many skilled individuals. The Electric Department is always striving to improve the efficient use of electricity in the Village. Kimball and his wife Heidi are proud parents of a daughter Maeve, who is in her Sophomore year at in Schenectady, New York.

Tim Ferguson, NY EV Program Manager National Grid, resides in Baldwinsville, NY. Oswego State Graduate – Management Science, Statistics, and Economics. Tim worked for multiple manufacturing companies across CNY in various operations, supply chain and process improvement roles. At National Grid, he has worked in roles in supply chain, electric business and now the electric vehicle implementation group. As the NY EV Program Manager, his responsibilities include but are not limited to the following; manage and lead the DCFC Per Plug Incentive Program and phase 1 and phase 2 of the NY EV make-ready infrastructure program; support NG NY customers, contractors, developers and trade allies with navigating through their EV needs and connecting them with our EV programs; assist customers and stakeholders through our NY EV programs; support the development of all new NY EV programs; build and improve internal and external EV processes.

Ben Foster, President of Fosterra® LLC, delivers green energy and clean transportation leadership to the commercial, government, education, and utility sectors. He is a champion for programs that have a positive impact on the environment and create robust outcomes for buyers, investors, and the clean energy market at large. Mr. Foster has worked on projects in over 500 jurisdictions across the United States and in China at various stages of development from planning through operations. As an industry leader, Ben has managed over a dozen regional collaborative efforts to improve best practices and deploy them domestically and internationally through federally funded projects, industry whitepapers, technical reports, best practice guides, and hands-on expert technical assistance and training.

Alfred Griffin is an industry leader in developing innovative solutions in support of the financing of renewable energy generation and energy efficiency projects, and brings 25 years of experience in banking and finance to NY Green Bank. As President, Mr. Griffin oversees partnerships with private sector capital providers and other clean energy market participants to address barriers that limit private investment into attractive renewable energy and energy efficiency projects. Prior to joining NY Green Bank, Mr. Griffin specialized in structured finance with roles in corporate and investment banking, capital markets, and risk management at Citigroup Global Markets Inc. His roles included Alternative Energy Banking, where Mr. Griffin was responsible for the design, marketing, and execution of structured solutions within the evolving market segment. He was involved with a variety of innovative transactions including energy efficiency loan and lease securitizations, distributed solar portfolio financings, energy savings projects, and government- agency debt guarantee transactions. Mr. Griffin holds bachelor’s and Master of Business Administration degrees from the University of North Carolina, Chapel Hill. He is a Chartered Financial Analyst.

Zeryai Hagos is the Deputy Director of the Office of Markets and Innovations at the NYS Department of Public Service (DPS), where he leads the Clean Energy, Wholesale Market Issues, Utility Business Model and Transportation sections of the Department of Public Service (DPS). Prior to his appointment to the DPS, Mr. Hagos was the Senior Director of Business Development at Uplight (formerly named Tendril), where he helped grow a new distributed energy resources platform called Orchestrated Energy. Mr. Hagos began his career at General Electric, where he most recently served as the Growth & Strategy Director for GE’s Power business in the US. Zeryai’s responsibilities at GE included leading cross- business growth initiatives, managing GE’s long-term power market forecast in North America and serving as a subject matter expert for the US power markets in support of corporate strategy. Zeryai holds a bachelor’s degree in computer science and political science from Bucknell University and a master’s degree in economic forecasting at the State University of New York at Albany.

Rebecca Hughes is the senior program manager for NYPA’s EVolve NY program where she leads marketing and customer engagement efforts related to transportation electrification. She served previously as program manager for marketing and training for the New York Energy Manager (NYEM), a virtual energy management service of NYPA. Prior to joining NYPA in 2017, she managed workforce development for NYSERDA for eight years. Rebecca has a passion for big ideas that make the world a better place, especially those that improve the environment and society.

France Lampron is a graduate of Université de Sherbrooke, Université de Montréal and McGill and has been with Hydro-Québec for 18 years. Since 2008, she has focused on the transportation electrification sector. In her current role, Ms. Lampron is in charge of the company’s individual and collective transportation electrification activities. In particular, she ensured the management of Hydro-Québec’s electric vehicle pilot projects and the rollout of the Electric Circuit: Canada’s first network of public charging stations and the largest network of its kind in Québec. Ms. Lampron is a member of the Boards of Directors of Propulsion Québec.

John Lochner joined NYSERDA as Vice President, Innovation in 2019. Mr. Lochner founded Headland Advisors, which advises on and structures investments in sustainability-focused opportunities. As an investor in and advisor to businesses in water, energy, and sustainable resource management, he formerly served in leadership and advisory positions at Natural Resources Defense Council and Locus Energy. His experience in renewable energy includes work as a consultant to the Department of Energy, as a Board member, Treasurer, and Member of the Executive Committee of the Finance Association (SEFA), and as an investment banker in the Global Energy Group at Credit Suisse, where Mr. Lochner executed transactions across the traditional and renewable power sectors. Mr. Lochner is a graduate of Duke University and received an MA from Harvard University and an MBA from The Wharton School of the University of .

Catherine Loubier was appointed Delegate General of Québec in New York on February 6, 2019. Prior to the appointment, she served as Deputy Chief of Staff in the Québec Premier’s Office, where she led the transition of the new government. From 2016 to 2018, Ms. Loubier served as General Manager in the Office of the President, then Alliance Communication Global Director for Renault-Nissan-Mitsubishi, which is based in Paris and employs nearly 475,000 people in 200 countries. During her service as Senior Advisor to Canadian Prime Minister Stephen Harper from 2013 to 2015, she advised the Prime Minister on relations with Québec and conducted negotiations with the Government of Québec, other levels of government, associations and the private sector, notably during negotiations surrounding the Comprehensive Economic and Trade Agreement between Canada and the European Union and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership. Ms. Loubier has also acted as Director of Communications then Deputy Chief of Staff to the Minister of Transport, Infrastructure and Communities and the Minister responsible for Canada Economic Development for Regions. She also worked as Director of Communications in the office of the Minister of Foreign Affairs in Ottawa. She was also involved in the official visits team of the Prime Minister of Canada, notably for the APEC Summit (Vietnam), the G8 Summit (Russia) and the Francophonie Summit (Romania) as well as for bilateral meetings, including those with the President of the United States. Ms. Loubier has also held various key positions in the private sector advising business leaders in the financial, energy, charitable, infrastructure and entertainment sectors. Catherine Loubier holds a BA and a Master’s in Political Science from Université du Québec à Montréal.

Ben Mandel is Northeast Regional Director at CALSTART, where he works to integrate cleaner, more efficient vehicle technologies into public and private fleets. Ben leads CALSTART’s work on market acceleration and policy development in the Northeastern U.S. and Eastern Canada. Ben steers CALSTART’s provision of technical assistance and outreach for the New York Truck Voucher Incentive Program (NYTVIP), support of NYMTC’s Clean Freight Corridors Planning Study, and development of the Zero-Emission Technology Inventory (ZETI) tool as part of CALSTART’s Global Commercial Vehicle Drive to Zero Program. Ben is also leading a new regional policy and implementation campaign to scale zero-emission commercial vehicles in the Northeast, called Drive to Zero: Northeast. He has previously managed implementation of an electric vehicle workplace charging incentive and outreach program for commuters in downstate New York. Prior to joining CALSTART, Ben led policy development and implementation activities at the Mayor’s Office of Sustainability for transportation and power sector initiatives in pursuit of New York City’s goal to reduce 80% below 2005 levels by 2050. He previously held positions at NYU School of Law and Lawrence Berkeley National Laboratory. Ben holds a Master of Public Policy degree and a Master of Science degree in Energy & Resources from the University of California at Berkeley and a Bachelor of Arts degree from Brown University in Mathematical Economics and Hispanic Literature & Culture.

James McKenna serves as the President and CEO of the Lake Placid based Regional Office of Sustainable Tourism. In this role, Mr. McKenna directs the strategic tourism marketing and destination planning for Essex, Hamilton and parts of Franklin counties in the Adirondacks of New York State. He currently serves or has several on Boards of Directors for organizations whose missions concern economic development, sports and tourism, environmental conservation, and philanthropic endeavors.

11 Kevin George Miller is Director of Public Policy for ChargePoint, the world’s largest network of electric vehicle charging stations. Kevin works with legislatures and regulatory agencies throughout the Northeast and Midwest to overcome barriers to transportation electrification, as well as on US federal policy. Before coming to ChargePoint, he served as Chief Financial Officer for the Executive Office of Energy & Environmental Affairs in Massachusetts, where he led fiscal policy and strategy for six state agencies. Kevin was appointed to the New Hampshire EV Charging Infrastructure Commission, serves on the Maryland Zero Emission Electric Vehicle Infrastructure Council, and participated in the Charging Infrastructure Expert Group that developed Canada’s National Zero Emission Vehicle Strategy.

Adam Ruder is the Assistant Director for NYSERDA’s Clean Transportation group. The Clean Transportation group focuses on developing and demonstrating new technologies, policies, and business models that support three key focus areas: electric vehicles, public transportation, and mobility management. Adam has led the implementation of Gov. Cuomo’s ChargeNY initiative to advance electric vehicle adoption in New York State and he closely collaborates with other states and the federal government to jointly advance EV policies and programs. Before joining NYSERDA in 2008, Adam received a Master in Public Policy degree from the John F. Kennedy School of Government at Harvard University.

Sarah Orban Salati serves as Executive Vice President and Chief Commercial Officer for the (NYPA). She is responsible for managing the wholesale and retail commercial operations at NYPA including oversight of $2 billion in annual revenues from NYPA’s power generating assets through wholesale energy trading and contracting. Sarah also leads NYPA’s grid scale business development team as well as the business lines providing customer-sited distributed energy resources, energy efficiency technologies, digital building energy management services and electric vehicle charging infrastructure. Sarah joined NYPA from the AES Corporation in 2018 where she had worked since 2005. She held a range of strategic, commercial, operational and innovation roles including expatriate positions in London, England and Budapest, Hungary leading teams responsible for commercial contracting and other corporate initiatives across Europe, CIS, Africa, Middle East and Asia.

Noah Shaw is a partner with Hodgson Russ Attorneys LLP and Co-Chair of the firm’s Renewable Energy Practice. Noah has over 17 years of experience in law and legal advising with private law firms as well as State and federal entities. Prior to working with Hodgson Russ Attorneys, Noah served as General Counsel and board secretary for the New York State Energy Research and Development Authority (NYSERDA). He also served as Senior Advisor to the General Counsel for the U.S. Department of Energy during the Obama administration. Raised in Warren and Essex Counties, Shaw attended Brandeis University and received his law degree from Northeastern University School of Law. Noah also serves on the boards of ANCA, Adirondack Council and the Capital District Chapter of the League of Conservation Voters.

James Symon is Heavy Duty Vehicle Section Chief for the New York State Department of Environmental Conservation. James has a degree in Environmental Engineering from Rensselaer Polytechnic Institute. He worked in private industry before joining NYS DEC. James has over 20 years of mobile source experience. He is responsible for various diesel emission reduction programs including the federal Diesel Emission Reduction Act grants, diesel emission tampering and diesel . He is also working on projects that will help electrify and decarbonize transportation in New York. This includes accelerating the adoption of medium and heavy duty zero emission vehicles and projects related to the VW Settlement. 12 ON-RAMP Speakers

Tony Vitrano is a renowned “hands-on” transportation management executive with more than two decades of success in public and private transportation partnerships and special event services. His record of providing on-time, on-budget transport services has made him a popular choice to head many complicated projects. As the Founder of Gameday Management Group in 1994 and ClickandPark.com in 2003, Tony’s operational knowledge and commitment to detail has led the two companies to work with many high-profile events including the 1994 FIFA World Cup, the Atlanta and London Olympic Summer Games, the Salt Lake City and Vancouver Olympic Winter Games, the 2004 G-8 Summit, 2005 Presidential Inauguration, the NCAA Men’s and Women’s Final Four, the Daytona 500, the 2015 FIFA Women’s World Cup, and each NFL Super Bowl since 2000. Tony is also providing subject matter consultation to the Qatar 2022 World Cup project and led the Transport process for the Los Angeles 2024 Olympic bid, resulting in the 2028 award. Tony has presented multiple levels of planning to the International Olympic Committee, the NFL and the NCAA; as well as the Federal Transit Administration, the United States Department of Transportation and the Federal Highway Administration. His experience in traffic management, permitting systems, bus and fleet operations, and travel demand management served as the foundation for the continued development and growth of both Gameday Management Group and ClickandPark.com in the areas of transport operations and intelligent transport systems. In 2017, launched GD2 Global, with a focus on special event operations and technologies, bringing consultation, planning, and operational management of all functional areas such as security, accreditation, and ticketing into the company’s service lines. Tony is a graduate of SUNY Fredonia where he now serves on the School of Business Curriculum Advisory Committee.

Jennifer Wallace-Brodeur is VEIC’s director of clean transportation. She sets the strategic direction for transportation work at the organization, oversees a staff of consulting professionals, and leads clean transportation policy development for VEIC. For over 20 years she has successfully led teams to advance program and policy solutions on a range of issues at the national, state and local level. At VEIC, her work has focused on transportation electrification, including strategies to accelerate adoption of electric cars, school buses and transit buses. Prior to joining VEIC, Jennifer led AARP’s national livable communities’ program, setting organizational strategy, executing programming in states and communities, and developing resources to educate and support local officials to develop age-friendly programs and policies. Jennifer is an active community volunteer serving for eight years as Commssioner and then Chair of the Burlington Electric Commission and now as a Burlington Planning Commissioner.

Joel Wood was appointed Director of the North American Center of Excellence for Transportation Equipment (NAmTrans) in July 2019. In this position, Joel is directly responsible for all programs and services of NAmTrans, a subsidiary of the North Country Chamber, which is dedicated to supporting and growing the region’s 54 company Transportation Equipment and Aerospace cluster. In his role, Joel also assists with other Chamber economic development activities including building and strengthening Quebec- New York partnerships. Prior to joining the Chamber, Joel served as Regional Director for Congresswoman , coordinating the Congresswoman’s Federal Grants and Domestic Assistance program and overseeing the constituent service program, among other responsibilities. He also served for a time as Project Implementation Assistant for the Downtown Revitalization Initiative (DRI) in the City of Plattsburgh. Joel holds a B.A. in Economics and Political Science from SUNY Plattsburgh.

13 ANCA’s Clean Energy Team

Kate Fish, ANCA Executive Director: Kate joined ANCA as Executive Director in 2010, quickly identifying renewable energy as a critical path to more resilient local economies and focusing ANCA’s strategies on creating stronger local economies, including a clean energy economy. She has built a topnotch staff, a professional and efficient organization, and attracted millions of dollars in investment into the region. Prior to joining ANCA, she served as the Managing Director for Business for Social Responsibility in Europe, a global nonprofit business network and consultancy dedicated to sustainability. Before BSR, she was Vice President of Public Policy for a multinational corporation, running the company’s global stakeholder engagement program and their global Biotech Advisory Council, both very sensitive and complex challenges. In addition to her ANCA job, she is on board of NYSERDA, a member of the North Country Regional Economic Development Council, the Adirondack Diversity Initiative Core Team and the Common Ground Alliance Core Team.

Jerrod Bley, Clean Energy Program Director: Jerrod joined the ANCA team in July 2019 after moving from Bozeman, MT where he’s spent the last seven years working for Montana State University as the renewable energy education coordinator and EH&S educator for MSU Extension’s Weatherization Training Center. He began his career in ground-based petroleum refuel systems as a member of a Marine Corps Engineering unit. He received a BS in Environmental Studies with minors in Energy Science and Business from the University of Nebraska, and a PM in Science & Engineering Management from Montana State University. Jerrod also holds several solar industry certifications. He has worked on energy conservation and efficiency initiatives with hands-on experience installing units for grid-tied PV, off-grid solar, and small wind projects. He is an AEE CEM, EPA Certified Instructor for RRP, an OSHA Authorized Outreach Training Provider for OSHA 10 and 30 in Construction, and a Level 1 Thermographer.

Jerrod works to advocate and educate the public on energy conservation/efficiency and clean energy technologies.

In June 2020, Jerrod was named to New York State’s Climate Justice Working Group, which will help guide the implementation of New York’s ambitious new Climate Leadership and Community Protection Act (CLCPA).

Nancy Bernstein, Energy Circuit Rider: Nancy began working with ANCA’s Clean Energy Program in 2016, but has lived with and promoted renewable energy for over 30 years. As an Energy Circuit Rider, Nancy helps municipalities to identify, plan and implement clean energy projects and energy-saving upgrades to buildings and infrastructure, as well as educates local government leaders about financing options that reduce taxpayer burden. Prior to ANCA, Nancy worked in the building trades as timber framer, carpenter, and instructor of natural building techniques.

Jennifer Perry, Sustainability Project Coordinator: Jen joined ANCA as an outreach coordinator for Governor Cuomo’s Cleaner Greener Communities Sustainability Plan in 2011 which resulted in three successful grants bringing in over $4 million in project funding to North Country communities. In addition to coordinating these projects, she has successfully written several grants and has coordinated five Solarize campaigns resulting in over 750KW of added solar capacity to the region.

Jen currently serves as the coordinator of NYSERDA’s North Country Clean Energy Communities Program assisting municipalities with their clean energy goals and represents Clinton, Essex and Hamilton Counties as a NYSERDA Community Energy Advisor supporting residential and commercial clean energy projects.
