PROGRAMME XVI World Belt Wrestling Championship

October, 25-28, 2018 , the Republic of Tatarstan, the Russian Federation World Belt Wrestling Championship 1. General Regulations The mission of World Belt Wrestling Championship is: - to popularize and develop Belt wrestling all over the world; - to strengthen and develop international human and sport connections and international exchange among nations.

2. Competition Venue and Dates Venue: , the Republic of Tatarstan, Kazan, Fatikh Amirkhan Street, 1G, Ak Bars' Palace. Dates: October, 25-28, 2018

3. Competition Organizers Ministry of Sports of the Republic of Tatarstan, International Belt Wrestling Association, Belt Wrestling Association of the Russian Federation and Belt Wrestling Association of tjae Republic of Tatarstan are responsible for organization and holding the competition.

4. Responsibilities of Participants and Entries Athletes not less than 18, citizens of their countries, representing the interests of national belt wrestling associations are permitted to enter World Championship. . _ - The number of competitors in a national team shall be 1 for each weight category. Russia, being the conducting party, in agreement with the organizers of the competition, may have the second team. The maximum number of officials in a delegation from a national belt wrestling association participating in the World Championship shall be: Competitors — men (Classic style) — 8, men (Free style) — 8, women (Free style) — 5. Representatives — official — 1, coach — 1. Referees — 2. Each delegation is to provide two national flags (120 cm to 180 cm) and CD/DVD recording of national anthem (short version) to the organizing committee.

5. Terms of Holding the Competition. World Belt Wrestling Championship is held in classic and free styles in accordance with international rules of refereeing in the following weight categories: men (classic style): 57 kg 62 kg 68 kg 75 kg 82 kg 90 kg 100 kg +100 kg men (free style): 57 kg 62 kg 68 kg 75 kg 82 kg 90 kg 100 kg +100 kg women (free style) 52 kg 58 kg 66 kg 76 kg +76 kg

The medals shall be awarded to the first three competitors in each weight category: First: Gold medal, Second: Silver medal. Third: Bronze medal (2 medals).

6. Financial Conditions The expenses of the championship are defrayed by share holding of International Belt Wrestling Association, Belt Wrestling Association of the Russian Federation, Ministry of Sports of the Republic of Tatarstan, Belt Wrestling Association of the Republic of Tatarstan and are allocated by additional agreement. Full board and living expenses of participating teams are defrayed by the host side — Ministry of Sports of the Republic of Tatarstan.

7. Awards The first three competitors (1st, 2nd, two 3rd places) are awarded medals of honour and diplomas of Ministry of Sports of the Republic of Tatarstan and bouquets of flowers. The coach of the champion is awarded a diploma. 8. Safety of Participants and Spectators 8.1 Safety of participants and spectators is regulated by the Law on Safety during official sports events approved by the Government Decree on April 18, 2014, № 353 . 8.2 Transportation of participants to the competition site is only carried out by licensing transport according to the Decree of the Government of the Russian Federation № 1177 on 17.12.2013 "On approval of rules of transportation of organized groups of children by buses". 8.3 Chief referee of the competition has to in accordance with the Recommendations on safety and injury prevention during exercising and doing sports (Attachment 1 to the Decree of the State Committee of the Russian Federation for Physical Culture on 01.04.1993 № 44): - to check the condition and readiness of the venue and equipment, room for the secretariat, judges, make sure there is an act on the suitability of the facility for carrying out sports and entertainment events, sign the Act on the readiness of the sports facility to hold the competition; - to start competitions only at presence of the duty doctor or brigade of medical workers; - admit the referees to work only after passing the briefings on Accident Prevention, fire safety from the Owner (user) of the sports facility with mandatory fixation of the instruction in the relevant journals. In case the competitions are held outside, the chief referee conducts an instruction on Accident Prevention independently with the obligatory completion of the statement on the passing of the Accident Prevention; - allow participants to compete only when providing the original contract (insurance policy) on accident, life and health insurance (athletes are insured by sending organizations). Chief referee of the competition is obliged to strictly observe the procedure of signing the act on readiness of the competition venue, as well as to start the competition only if there is a doctor serving this event. The competition is allowed in sports facilities, commissioned by State commissions and in terms of availability of technical inspection certificates. The owners of sports facilities provide public order and public safety (necessarily a video surveillance system and technical equipment in accordance with the safety rules when carrying out official sports competitions for the organization of access and in-office mode). 8.4. Emergency medical care is provided in accordance with the order of the Ministry of Health and Social Development of the Russian Federation on 09.08.2010, № 613N "On the approval of the procedure for providing medical assistance in the conduct of sports and sports events." The basis for admitting an athlete to sports competition in medical judgments is an application with the mark "Admitted" opposite each name of the athlete with the signature of a physician in physiotherapy or a doctor in sports medicine and certified by personal seal, if there is a signature with a decipherment of the name of the doctor at the end of the application certified by the seal of a medical organization that has admitted an athlete and that has a license to carry out medical activities, a list of works and services that includes exercise therapy and sports medicine (a medical certificate of admission to the competition, signed by a physical therapist or a doctor in sports medicine and certified by a medical organization , which meets requirements mentioned above). The medical admission of participants to sports competitions is carried out not earlier than one month prior to participation in sports competitions. 8.5 In accordance with the rules on ensuring safety during official sports competitions (approved by the Decree of the Government of the Russian Federation of April 13, 2014 № 353) that the organizer of the competition is obliged: - to notify the relevant territorial body of the Ministry of Internal Affairs of the Russian Federation at the district level about the place, date and time of the competition in the manner prescribed by the Federal Law "On Physical Culture and Sport in the Russian Federation" (within thirty calendar days prior to the day of commencement of such competitions and immediately inform about the change of this information); - to organize interaction with government authorities of the Russian Federation, state authorities of the constituent entities of the Russian Federation and local authorities in resolving issues of public order and public safety in the conduct of competitions. Responsibility for personal safety, including insurance, lies solely on the participant of the competition. Each participant must have a medical insurance policy and individual means of protection. The host organization and the referee's board are not responsible for any physical damage of the competitor, for his life, damage to his property or loss of ownership during the competitions. 9. Application A preliminary application containing information about athletes who participate in international sports competitions is sent 10 days before the start of the competition to the organizing committee hosting the competition: Organizing Committee of International Belt Wrestling Association Kazan, Safiullin Street, 8, tel.: +7 (843) 261-93-22, E-mail: [email protected], [email protected] Applications certified by a doctor and the head of the executive body in the field of physical culture and sports are submitted to the referee's board on the day of arrival. To the application the following documents must be attached: - a copy of internal or international passport of the athlete; - insurance contract (original) for each participant.

10. Results Within 3 days from the end of the competition Chief Referee must provide the International Belt Wrestling Association with: 1. Approved protocols of competitions on paper and electronic media. 2. Written report on the competitions held and on the rating of the referees having served the competitions.
