Halson NOTICE IS HEREBY GIVEN THAT A MEETING OF SWALLOWFIELD PARISH COUNCIL WILL TAKE PLACE ON TUESDAY 8th MARCH 2016 IN THE ROSE ROOM, SWALLOWFIELD PARISH HALL, SWALLOWFIELD STREET, SWALLOWFIELD AT 7.30PM Mrs. E. Up to 20 minutes will be allocated for questions/comments from members of the public with a guideline of no more than 5 minutes per subject. If several members of the public wish to speak on the same subject, they are requested to nominate a spokesperson. Comments will be minuted. For more details please read the document Guidelines for Public Participation at Parish Council Meetings which is available on the Parish Council website or at the Parish Office. 4 CHAIRMAN’S ANNOUNCEMENTS 4.1 Casual Vacancy - to NOTE that there is a vacancy for a Councillor. Anyone interested in becoming a Councillor should contact the Clerk. 4.2 Working Groups - to AGREE that the Working Groups will be as documented on page 9. 4.3 Swallowfield Parish Clean Up Day - to NOTE that the annual Swallowfield Parish Clean Up Day will take place on Saturday March 19th between 10am and 4pm. To APPROVE expenditure of up to £100 on refreshments for volunteers. 4.4 APM - to NOTE that the Annual Parish Meeting will be held on Tuesday 19th April 2016, 7:30pm. Notes on page 10. __________________________________________________________________________ 1 Swallowfield Parish Council Meeting, Agenda Tuesday 8th March 2016 5 MINUTES OF LAST MEETING 5.1 To APPROVE the minutes of the Parish Council meeting held on 9th February 2016. 5.2 Clerks report on matters arising and outstanding actions from last meeting. Available at the meeting. 6 BOROUGH/PARISH MEETINGS 6.1 Peer Review – to NOTE that the Chairman was invited to take part in a peer review for WBC officers. It was disappointing that the invitation was only sent the day before the meeting and was not copied to the clerk. Cllr. Sampson received the invitation after the review had taken place, other parishes experienced the same issue. 6.2 Southern Parishes Meeting – to NOTE that Shinfield Parish Council have organised an informal meeting of the southern parishes of Shinfield, Swallowfield, Finchampstead, Beech Hill, Earley and Barkham. It will take place on Thursday 3rd March 2016, 6pm at Shinfield Parish Hall, Cllrs. Sampson and Anderson and the Clerk will attend. 6.3 WBC Local Plan Update – to NOTE that an update meeting will take place on Thursday 3rd March 2016, 7:3pm at Shinfield Parish Hall. Cllrs. Sampson and Anderson and the Clerk will attend. 6.4 WBC Planning Process – to NOTE that following feedback from a number of councils and the Wokingham Clerks Forum a meeting was held with Clare Lawrence and members of her. They acknowledged that there are a number of issues with the current process but are keen to work with the town and parish councils. They would appreciate feedback on any specific problems encountered. Circulated. 7 PLANNING Chairman of Planning Committee: Cllr. J. Anderson 7.1 Current applications 7.1.1 160290 - Brandywell, Spring Lane, Swallowfield RG7 1SU Full planning application for the demolishing of existing dwelling, double garage/workshop and cottage plus erection of replacement chalet bungalow dwelling. 7.1.2 160427 - Land to the south west of Ostlers & Lea Cottage, Kybes Lane, Grazeley, RG7 1NG Application for part retrospective change of use of land for the stationing of 10no mobile homes, 10no amenity blocks and 10no touring/ancillary caravans together with associated works for occupation by Gypsy and Traveller families. 7.1.3 160512 - Unit N, Lambs Lane Business Park, Basingstoke Road, Spencers Wood Full application for the proposed extension of Unit N to provide additional space for Business Use Classes B1(b) & c) (Light Industrial and Research and Development) and B8 Use (Storage and Distribution) with Ancillary Offices, Car and Lorry Parking and ancillary works within existing Business Park. _________________________________________________________________________ 2 Swallowfield Parish Council Meeting, Agenda Tuesday 8th March 2016 7.1.4 160514 - Cleanwater, Deepwater, Part Lane, Swallowfield RG7 1TB Full planning application for the use of land for siting of a caravan for residential use in connection with site security and caretaking duties at Deepwater yard (retrospective). 7.1.5 153468 - Dolphin House, Part Lane, Swallowfield RG7 1TB Householder application for the erection of a replacement double garage with side car port, habitable accommodation in roof space following the demolition of existing double garage. 7.1.6 152659 - Willow Tree Works, Swallowfield Street, Swallowfield, RG7 1QX. Application for submission of details to comply with the following conditions of planning consent F/2014/0940 (2/4/2015). 22. Construction programme for any SUDS measures. 23. Details of the Drainage System. 24. Details of the implementation, maintenance and management of the sustainable drainage scheme. 26. Travel Plan. To NOTE that this application will be discussed at the WBC Planning Committee Meeting on Wednesday 2nd March. 7.2 Results 7.2.1 150178 - Angel Sprints, Part Lane, SwallowfieldFull planning application for a proposed stable building comprising of three looseboxes and a hay barn, hardstanding and the permanent siting of two mobile field shelters. Permission Granted The Council had no objection, however, it wanted to see a condition restricting it to the private use of the occupier only and not for commercial purposes. An appropriate condition has been set. 7.2.2 152356 – Willowbrook, The Street, Swallowfield RG7 1QY Householder application for a two storey side and rear extension to existing dwelling. Permission Granted 7.2.3 152566 – 2 Park Villas, The Street, Swallowfield, Wokingham, RG7 1RD. Householder application for the proposed erection of a single storey front and rear extension, conversion of garage to habitable accommodation, addition of side door and removal of rear porch. Permission Granted The council had reservations about conversion of garages to living accommodation, asked WBC to verify that adequate off-street parking remains to meet current standards for a 3-4 bedroom property of this type. 7.2.4 153372 - The Old Cottage, Bunglers Hill Road, Farley Hill RG7 1TN Householder application for the proposed erection of a single storey outbuilding to form garage. Permission Refused Reasons: Proposed outbuilding, given its size and position would result in the excessive encroachment of development into the countryside, contrary to policy CP1, CP3 and CP11 of the Core Strategy, and the Borough Design Guide. Swallowfield Parish Council had no objection to the proposal provided that, due to _________________________________________________________________________ 3 Swallowfield Parish Council Meeting, Agenda Tuesday 8th March 2016 its proximity to the listed cottage, it is acceptable to the listed buildings officer. 7.2.5 153415 – South Lodge, Farley Castle, Castle Hill, Farley Hill RG7 1XD. Householder application for the proposed single storey rear extension to existing dwelling with flat rood and lantern lights. Permission Granted The council had no objection. 7.2.6 160013 – Estate Office, Lambs Farm Business Park, Basingstoke Road, RG7 1PQ Full planning application for the change of use of existing garage into an office space plus a single storey side extension to form construction of a new attached garage. Permission Granted The council had no objection. 7.2.7 160068 – Building H, Hill Farm, Jouldings Lane, Farley Hill RG7 1UR Certificate of existing lawfulness application for the use of Building H for storage purposes within Use Class B8. Certified Reason: Considered to have been demonstrated, on the balance of probability, that building H has been used for storage purposes (Use Class B8) for 10 consecutive years. The council had no information to the contrary. 7.3 Enforcement 7.3.1 One case opened 7.3.2 One case closed - due to planning application being submitted 7.4 Tree Preservation Order 1512/2016 – to NOTE that WBC has made a TPO in response to planning application F/2014/0940 for trees at 3 Hornbeams, Swallowfield RG7 1QY. The order takes effect, on a provisional basis, on 24th February and continues for 6 months or until the order is confirmed by the Council. 7.5 Hart District Council Local Plan Consultation – to AGREE a response to the consultation on where new homes should be built in Hart up to 2032. 7.6 Arborfield Garrison Community Forum – to NOTE that this group met on 22nd February, Cllr. Wheelwright attended. Notes on page 10. 8 FINANCE (Budgets/investments/sinking fund/grants/risk assessments/insurance) Lead Councillor: Cllr. P. Sampson 8.1 Accounts Update – to NOTE that the accounts have been circulated. 8.2 Internal Transfer of funds – to NOTE that £5,000 was transferred from the Unity Trust account to the Barclays account as transfer of sponsorship of the BAC process from Barclays to Nat West (on behalf of Unity Trust Bank) had not been completed which meant that salaries would not be covered by the residual balance left in the Barclays account.
