Ami Bera of California, Chairman, Foreign Affairs Subcommittee on Asia, the Pacific, & Nonproliferation (he also serves as the Vice Chair on the Committee on Science, Space, & Technology; a physician and former medical school associated dean, Dr. Bera previously served as the chief medical officer for the County of Sacramento); • Rep. Darin LaHood of Illinois, Member, Ways & Means Committee (a John Marshall law grad, he is a former prosecutor and remains the longtime Co-Chairman of the US-China Working Group along with Rep. Rick Larsen of Washington; he also is the son of former U.S. Rep. and Transportation Secretary Ray LaHood, a three-time participant in this program); • Rep. EXECUTIVE BRANCH (ADMINISTRATION) (including independent agencies & commissions) • Ms. Julie Abraham, Director, Office of International Transportation & Trade, U.S. Department of Transportation (“DOT”) (Ms. Abraham has held international roles at DOT since 1996, including 14 months at the U.S. Embassy in Iraq); • Mr. Noel Francisco, Solicitor General of the United States, U.S. Department of Justice (prior to this appointment in 2017, Mr. Francisco served as Principal Deputy Solicitor General; a Chicago law grad, he clerked for Justice Antonin Scalia, served in the White House and Justice Department under President George W. Bush, and was a partner at Jones Day); • Ms. Patricia McNall, Deputy Chief Counsel, Federal Aviation Administration, U.S. Department of Transportation (a GWU law grad, she has held many positions at FAA over 30 years; she studied Chinese at the Shanghai Law Institute); • Mr. David Rybicki, (until recently) Dep. Asst. AG for the Criminal Division, U.S. Department of Justice (a Stanford law grad, Mr. Rybicki previously served as Counselor to the Attorney General; Counsel to the Senate Judiciary Committee; Assistant U.S. Attorney for D.C.; lawyer in private practice; and law clerk to Fifth Circuit Chief Judge Edith Jones); • Mr. David Short, Deputy Assistant Secretary for Aviation & International Affairs, U.S. Department of Transportation (a USC law grad, Mr. Short has worked in international trade and affairs since 1997, including 15 years at FedEx); • Ms. Katie Sullivan, Principal Deputy Assistant Attorney General, Office of Justice Programs, U.S. Department of Justice (she also serves as the Vice Chair of the Presidential Commission on Law Enforcement and the Administration of Justice); • Mr. Joel Szabat, Acting Undersecretary for Transportation Policy, U.S. Department of Transportation (Mr. Szabat previously served DOT in many roles, most recently as Assistant Secretary for Aviation & International Affairs, where his duties included coordinating international activities and policy for the Secretary across DOT); • Mr. Benjamin Taylor, Assistant Director for Negotiations, Office of International Aviation, U.S. Department of Transportation; • Mr. Joseph Traini, Senior International Transportation Specialist, Office of International Transportation & Trade, U.S. Department of Transportation; • Mr. Alan Turley, Deputy Assistant Secretary for China & Mongolia, International Trade Administration, U.S. Department of Commerce (during his prior career in the Foreign Commercial Service, his postings included Beijing and Tokyo); • Mr. Tim Wineland, Deputy Assistant U.S. Trade Representative for China Affairs, Executive Office of the President (Mr. Wineland has served in this USTR role since 2005 and has participated in this program many times); • Mr. Kyle Zebley, Chief of Staff, Office of Global Affairs, U.S. Department of Health & Human Services (Mr. Zebley’s duties include coordinating the Secretary’s foreign travel and bilateral meetings, and briefings for HHS counselors). JUDICIAL BRANCH • Judge James Boasberg, U.S. District Court for D.C. (appointed to this Court by President Obama in 2011, Judge Boasberg also is Presiding Judge of the F.I.S.A. Court, where he has served since appointed by the Chief Justice in 2014; earlier, he served on the D.C. Superior Court under an appointment by President Bush in 2002; before that, he practiced law in S.F. and D.C., served in the U.S. Attorney’s Office for D.C., and played basketball at Yale) (6X Host for this Program); All Meeting/Event Hosts for USAI-Szymanski Rule of Law Program Updated 5/6/2021 Page 2 of 82 • Judge Gerald Fisher, Superior Court for D.C. (prior to this appointment by President Clinton in 2001, Judge Fisher practiced law with his colleague Judge Morin, below; Judge Fisher has served in the Civil and Criminal Divisions of this Court, as well as its Probate & Tax Division, where he currently is the Presiding Judge) (8X Host); • Judge Timothy Kelly, U.S. District Court for D.C. (appointed to this Court by President Trump in 2017, Judge Kelly’s prior positions include Chief National Security Counsel and Senior Crime Counsel at the Senate Judiciary Committee, trial attorney in the Justice Department’s Public Integrity Section, and Assistant U.S. Attorney for D.C.) (3X Host); • Judge Amit Mehta, U.S. District Court for D.C. (prior to this appointment by President Obama in 2014, Judge Mehta served as a staff attorney with the D.C. Public Defender Service and practiced law with Zuckerman Spaeder) (5X Host); • Chief Judge Robert Morin, Superior Court for D.C. (appointed to this Court by President Clinton in 1996, Chief Judge Morin has served in most divisions of this Court, with its ~120 judges and magistrates, and became its Chief Judge in June 2017; previously, he practiced law with his longtime colleague Judge Fisher, above) (9X Host); • Chief Judge Sri Srinivasan, U.S. Court of Appeals for the D.C. Circuit (prior to this appointment by President Obama in 2013, Judge Srinivasan clerked for Supreme Court Justice Sandra Day O’Connor; practiced law with O’Melveny & Myers, including chairing the firm’s Supreme Court practice; and served as the Principal Deputy Solicitor General of the United States; he began his 7-year term as Chief Judge of the D.C. Circuit on February 11, 2020) (6X Host); • Judge David Tatel, U.S. Court of Appeals for the D.C. Circuit (prior to this appointment by President Clinton in 1994, Judge Tatel served as General Counsel for the Legal Services Corporation, as Civil Rights Director for the U.S. Department of Health, Education and Welfare, and in private law practice with Sidley
