    Muhairwa, Samwiri Muhindo (1927–1986) NATHANIEL MUMBERE WALEMBA Nathaniel Mumbere Walemba, D.Min. (Andrews University, Berrien Spring, Michigan U.S.A.), retired in 2015 as executive secretary of the East-Central Africa Division (ECD) of Seventh-day Adventists. In retirement, he is assistant editor of this encyclopedia for ECD. A Ugandan by birth, Walemba has served the Seventh-day Adventist Church in many capacities having started as a teacher, a frontline pastor, and principal of Bugema Adventist College in Uganda. He has authored several magazine articles and a chapter, “The Experience of Salvation and Spiritualistic Manifestations,” in Kwabena Donkor, ed. The Church, Culture and Spirits (Hagerstown, MD: Review and Herald Publishing Association, 2011), pp. 133-143. He is married to Ruth Kugonza and they have six children and fourteen grandchildren. Samwiri Muhindo Muhairwa was a pioneer pastor of the Seventh-day Adventist Church in the Rwenzori Mountains of Western Uganda. Early life Pastor Muhairwa was born in the Rwenzori Mountains in 1927 to Bikalhwamuhi Owa Kitunzi and Tereza Mbambu in Kitsimba village, Harugali sub-county, Bwamba county (now Bundibugyo district). He was the second child of four children (two boys and two girls). After his father died, his mother married Mr. Kirimenti, a relative of her deceased husband, and moved with her new husband and four children from Kitsimba in Samwiri Muhairwa Bundibugyo to Kibota, Buhesi Subcounty, Bunyangabu Photo courtesy of Miriam Biira. county, Kabarole District. Both Bwamba county and Bunyangabu county were in Toro Kingdom. Muhairwa’s mother got another four children (one boy and three girls) with her new husband.

We read that God is our refuge and strength, a very present help in time trouble. Therefore will not we fear, though the earth be removed, and though the mountains be carried into the midst of the sea….Psalm 46:1-2. Now is time to live it. The COVID-19 came so fast that many communities were caught unawares and have gone and continue to go through severe pain and suffering. People in urban places and remote villages of Uganda hardly receive any income and their lives are adversely affected. In most of Uganda the suffering is aggravated by a number of other problems. The people on the islands of Lake Victoria for example, are faced with rising water level of the lake from heavy rains. Their grass thatched homes, some church buildings, property and gardens have been submerged and boats destroyed. Their lives are threatened by lack of shelter and food and not only the pandemic but a possibility of outbreaks of other diseases. Tough measures on fishing methods on the lakes greatly limited their certainty of a fish meal. Children, nursing and expectant mothers, the elderly and the sick were all threatened. People on the rural mainland are severely affected by closure of community markets. This is where they would normally sell their agricultural produce and buy essential commodities for their homes.     THE REPUBLIC OF UGANDA MINISTRY OF HEALTH Health Sub Programme Grant, Budget and Implementation Guidelines for Local Governments FINANCIAL YEAR 2021/22 Foreword These guidelines are issued by the Ministry of Health to Local Governments to provide them with information that is used during budgeting and implementation. Where necessary, there are cross-references to other guidelines and policies which provide more details. The Health Sub Programme grants to Local Governments are divided into six categories: namely, the Conditional Wage Grant, Conditional Non-Wage Grant, the Transitional Development Ad Hoc Grant, Result Based Financing (RBF), Global Fund for Tuberculosis, HIV/AIDS, and Malaria (GFTAM) and The Global Alliance for Vaccines and Immunization (GAVI) Health Systems Strengthening (HSS2) subventions. Local Governments are required to provide timely accountabilities for these grants. During FY 2021/22 the Health Sub Programme will continue to re-prioritize Health Promotion, Disease Prevention, hygiene, and Sanitation and 30% of Non-Wage Recurrent has been earmarked to undertake activities related to these priority areas across the spectrum i.e., Local Government Health Office, District Hospital and each health facility. Lastly, allow me to re-echo my appeal that during FY 2021/22 we all refocus on activities associated with immediate reduction of incidence of communicable and non-communicable disease including public health emergencies like the COVID-19 pandemic, and improving and sustaining high coverage of health care services to reduce the cost of health care in localities using a multisectoral approach. I therefore call upon all Local Government Accounting Officers to ensure that the Health Sector detailed work plans, and estimates are finalized and implemented on time in line with these Health Sub-Programme Grant and Budget Guidelines.
