The site is located in an unsustainable location in the open countryside away from settlements and is contrary to the promotion of sustainable development via the NPPF and the strategic approach in the Plymouth and South West Devon Joint Local Plan, contained in Policies SPT1, SPT2 and TTV1. Its open countryside location also fails to meet policy TTV26, which seeks to restrict development to that which is essential in a rural location. -
