Opening Remarks The Chairman welcomed members, representatives of government departments and Mr LAU Chi-yuen, Spencer, Estate Surveyor/W2, who stood in for Ms LI Yee-wa, Cathy, Senior Estate Surveyor/W (standing government representative), to the meeting, and welcomed students from C. & M.A. Chui Chak Lam Memorial School to observe the meeting.

Item 1. Confirmation of Minutes of the 1st meeting of the District ______Facilities Management Committee (DFMC) in 2016 2. Members unanimously endorsed the above minutes.

Item 2. Approval of the Proposed Schedule of Meetings for DFMC under Yuen Long District Council in 2016 (DFMC Paper No. 1/2016) 3. Members unanimously endorsed the above proposed schedule of meeting.

Item 3. Procedure for Submission of Proposals on District Minor Works (DMW) projects (DFMC Paper No. 2/2016) 4. Mr WONG Chi-wah, Steve briefly introduced the procedure for submission of proposals on DMW projects.

3 5. The Chairman concluded that members endorsed the procedure and flow for submission and implementation of DMW projects set out in the paper.

Item 4. Progress Report on the Approved DMW projects (Proposed by District Council Members) (DFMC Paper No. 3/2016) 6. In addition to the standing government representatives, the Chairman welcomed the following persons to the meeting:

7. The views and responses of the Chairman, members and relevant government representatives in relation to each of the following projects were summarised as follows:

(1) “Construction of a Children’s Playground at Shek Wu Wai, Yuen Long” (YL-DMW169) - The proponent enquired about the progress of the project and hoped that the project could be implemented as soon as possible.

(2) “Construction of Sitting-out Area at Shan Ha Tsuen” (YL-DMW209) - The proponent enquired about the exact work schedule for the project; and - Mr LEUNG Ting-pong, Roger said that the consultant company was about to complete the design. The Leisure and Cultural Services Department (“LCSD”) was following up on the land grant by the Lands Department, and hoped that the above project could be implemented as soon as possible if financial resources permitted.

(3) “Improvement to Lookout Point and Trail at Tung Tau Wai, Ping Shan” (YL-DMW210) - The proponent thanked relevant departments for their assistance which enabled the completion of the works.

4 (4) “Construction of Covered Walkway from Tin Wah Estate to near Shui Sing House at Tin Shui Road, ” (YL-DMW212), “Construction of Covered Walkway from Bus Stop near Yat Tam House to Grandeur Terrace Multi-storey Carpark, Tin Shui Wai” (YL-DMW213) and “Construction of Covered Walkway from Tin Yuet Estate to Tin Yuet Light Rail Station, Tin Shui Wai”(YL-DMW214) - The proponent enquired about the progress of the project and hoped that the project could be implemented as soon as possible; and - Ms LAW Mei-sze, Michelle said that the consultant company had conducted a trail pit work of the sections of the proposed projects YL-DMW213 and YL-DMW214 which fell within the scope of MTR, and that the proposed area of these two projects were determined to be fully feasible. Given the large scope of work, the consultant company must consult the opinion of the Advisory Committee on the Appearance of Bridges and Associated Structures, chaired by the Assistant Director of Highways Department, before proceeding with the remaining work.

(5) “Construction of Covered Walkway from Tin Yau Court to Yiu Yat House at Tin Fuk Road, Tin Shui Wai” (YL-DMW216) - The proponent reiterated that the last term District Council had proposed trial pit works in the area of the footbridge from Tin Yau Court to Yiu Yat House to study the feasibility of the construction of covered walkway in this section. Therefore, she hoped that relevant trial pit works would be carried out as soon as possible.

Item 5. DMW Projects Pending Approval (Proposed by District Council Members) As Proposed During the Last Term District Council (DFMC Paper No. 4/2016) 8. Members noted the above paper.

9. The views of the Chairman and members on each of the following projects were summarised as follows:

(1) “Provision of Elderly Fitness Facilities at Shing Uk Tsuen Playground, Ping Shan”

5 - Members enquired about the progress of the project and hoped that the project could be implemented as soon as possible.

(2) “Provision of Elderly Fitness and Children’s Recreational Facilities at Kam Tsin Wai Tsuen Sitting-out Area, ” - The proponent hoped that the departments concerned could implement the above project as soon as possible after the completion of “Construction of a sitting-out area adjoining Pat Heung Pai Lau, Pat Heung Road” (YL-DMW143).

(3) “Provision of a children’s playground and sitting-out area in Mai Po Tsuen, ” - The proponent was concerned about the further progress of the project.

(4) “Construction of a Covered Walkway on Yuen Lung Street footpath (near YOHO Town) to Connect the Footbridge” - The proponent enquired about the progress of the project; and - The Chairman summarised that the Committee would arrange site visits to study the feasibility of constructing covered walkway at the above location.

10. The Chairman concluded that the Committee would follow up closely on DMW projects pending approval which were proposed by District Council Members during the last term District Council, and would determine the priority of each project based on factors including financial and cash flow capability.

Item 6. DFMC Minor Environmental Improvement Programme (1) Progress report for 2015/16 (DFMC Paper No. 5/2016) 11. Mr CHAN Sai-hung briefly introduced the paper.

12. Members noted the above paper.

(2) Proposed projects for 2016/17 (DFMC Paper No. 6/2016) 13. Mr CHAN Sai-hung briefly introduced the paper.

14. The views of members on the item were summarised as follows:

6 (i) Members expressed that the design of the rain shelter intended to be built beside the Model Aircraft Flying Field at Tai Shu Ha Road West, was not adequate to provide sufficient rain covering and shading. Some members proposed constructing the rain shelter using wooden materials in order to bring into play its function effectively; (ii) Members hoped that the departments concerned could follow up on the expansion works for the rain shelter along the hiking trails from Nam Hang Pai, Shap Pat Heung to Tai Lam Chung; (iii) Members expressed that there was a lack of hand-washing facilities and poor illumination in the sitting-out area next to Sereno Verde, Shap Pat Heung Road; (iv) Members said that some residents raised concerns about the quietness and poor illumination in the vicinity of Ho Dao College at Tai Tao Tsuen, Ping Shan at night. They hoped that the departments concerned could consider their pressing need and implement relevant improvement works as soon as possible; and (v) Members hoped that the departments concerned could follow up on the “Improvement works to drainage channel at San Lung Tsuen”.

15. Mr CHAN Sai-hung noted members’ suggestions on the matters falling within the ambit of Yuen Long District Office (YLDO), and would follow up where appropriate. The department concerned would consult the respective District Council Members after updating the design of the above proposed rain shelter.

16. The Chairman concluded that the Committee endorsed the use of DMW funding of $2,500,000 for the implementation of the projects listed in the above paper.

Item 7. Report of the Review on the Pilot Scheme on “Extension of Opening Hours for Community Halls and Community Centres in Yuen Long District” (DFMC Paper No. 7/2016) 17. The Chairman welcomed Mr HO Kwai-hung, Barry, Senior Executive Officer (District Management), Yuen Long District Office, to the meeting for the first time.

19. The Chairman concluded that the Committee would recommend the Finance Committee for an allocation of $33,069 of Yuen Long District Council Fund to implement the above scheme. The expenses involved in the scheme will be charged to the reserved funds of DFMC.

Item 8. Utilisation Rate of Community Halls/Community Centres in Yuen Long District (DFMC Paper No. 8/2016) 20. The Chairman welcomed Ms WONG Suk-fun, Josephine, Housing Manager/YLG6, Housing Department, to the meeting for the first time.

21. Members noted the above paper.

Item 9. Issues Raised by Members: Mr WONG Wai-shun, Mr WONG Cheuk-kin and Mr CHAN Sze-ching Proposed to Discuss Matters Relating to Conversion of Football Pitches with Hoardings in Yuen Long District to Standard Five-a-Side Football Pitches (DFMC Paper No. 9/2016) 22. The views of members on the issue were summarised as follows:

(i) Members noted that there was a lack of five-a-side football pitches meeting the standards of international matches in Yuen Long Town. In addition, the football pitches were enclosed with hoardings, which prevented football players from standard training in five-a-side football, and hindered the development of this sport; (ii) Members proposed merging the two pitches at Kik Yeung Road five-a-side Football Pitch, so as to vacate some space to build a five-a-side football pitch meeting the standards of international matches by reducing the area of the spectator stand and removing the hoardings; and (iii) Members supported the above proposal and expressed that LCSD needed to review the planning of sitting-out facilities in Yuen Long District to address the population growth in future.

8 23. Ms CHEUNG Wai-ying, Olivia proposed that relevant members might be arranged to visit the five-a-side football pitches in the district to understand the actual conditions.

Item 10. Recreation and Sports Programmes to be Implemented by the Leisure and Cultural Services Department (LCSD) in Yuen Long District for the Period From April 2016 to March 2017 (DFMC Paper No. 10/2016) 24. Ms CHEUNG Wai-ying, Olivia briefly introduced the paper.

25. Some members were concerned about the security of lockers in the sports centres in Yuen Long and expressed their concern over the recent case of theft at the lockers of Tin Fai Road Sports Centre. They hoped that LCSD could reinforce the security inspection at sports centres.

26. Ms CHEUNG Wai-ying, Olivia noted that the staff of the sports centres would carry out the daily management of lockers in compliance with established guidelines, and put up notices in prominent locations where lockers are provided to remind users bringing their own padlocks for added security of their personal belongings. LCSD had also reminded the staff of each sports centre to reinforce the security inspection of the use of lockers and replace lock cylinders regularly.

27. The Chairman concluded that members endorsed the recommendation of the above programmes to the Finance Committee for an allocation of $7,749,113 of Yuen Long District Council Fund for 2016/17, with cash flow to be capped at $7,500,000, of which $528,224 had been recommended by the last term District Council for use in 2016/17 to cover the remaining expenses of activities in 2015/16.

(Post-meeting note: On 22 March 2016, the Finance Committee endorsed an allocation of $7,500,000 of Yuen Long District Council Fund to cover the expenses of activities of the above programmes.)

Item 11. LCSD Improvement Programme for Recreation and Sports Facilities in Yuen Long District for 2016/17 (DFMC Paper No. 11/2016) 28. Ms CHEUNG Wai-ying, Olivia briefly introduced the paper.

29. The views of the Chairman and members on the issue were summarised as follows:

(i) Members enquired about the details of the “Installation of acoustic panel and accessories of children play room at Tin Fai Road Sports Centre”, such as the types and quantity of newly installed facilities; (ii) Members proposed that LCSD should consider including the “Construction of Elderly Fitness Equipment at Tin Sau Road Park” into the above programme. The Chairman pointed out that the proposal on the construction of elderly fitness equipment could be submitted to “Working Group on Age-friendly Community in Yuen Long District” for comprehensive review. The working group will be responsible for the supervision of works related to the promotion of “Age-friendly Community”; (iii) Members urged LCSD to construct more fitness facilities in Yuen Long District as soon as possible; (iv) Members enquired when the Public Library in Area 3, Yuen Long would be open to the public; (v) Members requested LCSD to provide the ratios and standards of planning determined by LCSD in relation to recreation and sports facilities based on the population, so that members could understand and grasp the planning of relevant facilities for the future new development area; (vi) Members enquired about the progress of the swimming pool project in Area 107, Tin Shui Wai; and (vii) Members proposed that LCSD should consider and prudently assess the actual efficiency of facilities for future planning of leisure facilities, with a view to reducing preventable impacts on facility users and nearby residents.

30. LCSD gave a consolidated response to the above views as follows: (i) Residents’ pressing demand for fitness facilities was noted. It said that the newly completed Yuen Long Sports Centre will be equipped with fitness facilities. It would also consider constructing fitness facilities in other new sports centres; (ii) It said that the construction of Public Library in Area 3, Yuen Long would be completed in the second quarter of 2016 the earliest followed by building inspection, rectification of defects of interior fitting-out, electrical and mechanical works and installation of other facilities. The facility would be opened for public use as soon as possible after completion; and (iii) LCSD would take into account factors including Planning Standards and Guidelines issued by the Planning

10 Department when planning recreation and sports facilities. LCSD would provide the standards of recreational open space and major sports facilities as set out in Hong Kong Planning Standards and Guidelines for members’ reference in the next meeting.

31. The Chairman concluded that members endorsed an allocation of $6,200,000 of DMW funding to implement the above programme.

Item 12. Consolidated Report on the Recreation and Sports Activities Held in Yuen Long District and the Management of Facilities by LCSD (March 2016 Issue) (DFMC Paper No. 12/2016) 32. Ms CHEUNG Wai-ying, Olivia briefly introduced the paper.

33. Members noted the above paper.

Item 13. LCSD Greening Projects in Yuen Long District for 2016/17 and Community Involvement Activities on Greening in Yuen Long District for 2016/17 (DFMC Paper No. 13/2016) 34. Ms CHEUNG Wai-ying, Olivia briefly introduced the paper.

35. The views of the Chairman and members on the issue were summarised as follows: (i) Members supported the proposed Greening Project submitted by LCSD, and hoped that LCSD would carry out more greening works in the southern part of Yuen Long Town; (ii) Members proposed that local species, e.g. red leaf plants produced locally, should be planted for the captioned project; (iii) Members expressed that garbage was piling up in the roadside planting troughs at the following locations. They hoped the responsible departments would increase the frequency of regular cleaning to prevent hygiene problems: - Main Road, San Tin, Yuen Long; - opposite the Archway of Ha Tsuen Ancestral Hall, Yuen Long; - the pedestrian area behind the basketball courts on Fung Kwan Street, Yuen Long; - opposite Grandeur Terrace and Light Rail Tin Heng Stop in Tin Shui Wai;

11 - the surrounding area of Locwood park, Tin Shui Wai; - Lynwood Court, Tin Shing Road, Tin Shui Wai; and (iv) Members requested LCSD to prune the trees along the Tin Shui Wai Nullah regularly, so as to prevent the overgrown trees from obscuring street lights, which would cause inconvenience to pedestrians and affect the safety of cyclists.

36. Ms CHEUNG Wai-ying, Olivia gave a consolidated response to the above views as follows: (i) LCSD was responsible for the maintenance of plants in the roadside planting troughs. The cleansing issue thereof should fall within either the ambit of the Highways Department or the Food and Environmental Hygiene Department; and (ii) LCSD noted the suggestions raised by members, and she said LCSD was planning to plant Tabebuia Rosea in Yuen Long Park.

37. The Chairman concluded that the Committee endorsed an allocation of $2,460,000 of DMW funding to implement the Greening Project in Yuen Long District for 2016/17; the Committee recommended the Finance Committee to allocate $229,600 of Yuen Long District Council Fund in 2016/17, of which $100,000 had been recommended by the last term District Council to cover the expenses incurred in March 2016, and to allocate $20,000 of Yuen Long District Council Fund in 2017/18 to implement the Community Involvement Activities on Greening. In relation to the garbage piling up in roadside planting troughs, members endorsed to write to the Food and Environmental Hygiene Department in the name of DFMC and request for their follow-up, and obtained the cooperation of the Chairman of the Environmental Improvement Committee to assist in supervising the above issues.

(Post-meeting note: The Committee wrote to the Food and Environmental Hygiene Department to request for their follow-up on the hygiene issue of roadside planting troughs on 21 March 2016.)

Item 14. LCSD Public Library Extension Programmes in Yuen Long District for the Period from April 2016 to March 2017 (DFMC Paper No. 14/2016) 38. Ms SHUM Chui-sim, Evon briefly introduced the paper.

39. The views of members on the item were summarised as follows:

12 (i) Members enquired about the feasibility of increasing the frequency of services at Fung Cheung Road Mobile Library; (ii) Members enquired about the feasibility of providing mobile library services on public holidays; (iii) Members enquired about the channel for the announcement of service schedule for mobile libraries; (iv) Members proposed that LCSD should hold more “Meet-the-Authors” seminars and parent-child workshops at Ping Shan Tin Shui Wai Public Library, so as to relieve the burden of transport costs for grassroots residents’ commutes to and from the Hong Kong Central Library; (v) Members enquired about the feasibility of photo taking on the rooftop of Ping Shan Tin Shui Wai Public Library; and (vi) Members urged LCSD to arrange the set-up of a mobile library near Tin Shui Estate.

40. Ms SHUM Chui-sim, Evon gave a consolidated response to the above views as follows:

(i) She said that the Architectural Services Department had installed an electricity service box near Tin Shui Estate, which provided the mobile library with power supply. It was anticipated that the mobile library would be put into service officially next month, after completion of electricity connection by the power company; (ii) She said that extension of mobile library services on public holidays required additional manpower which could not be facilitated; (iii) She said that the duration and frequency of mobile library service at different locations should be adjusted and balanced subject to the service demand at each service point; (iv) She said that the seminars on special topics and workshops concerned were territory-wide activities held by Hong Kong Public Libraries. These activities were organised in a number of districts across Hong Kong. Libraries in Yuen Long District would also hold various extension activities to meet the needs of residents from time to time; (v) She said that the activities of the public at the places of libraries were subject to the Libraries Regulation. To ensure that members of the public could use facilities of the library in a quiet and undisturbed environment and to protect their personal privacy, readers should not take photos in libraries unless authorised,

13 provided that an organisation may contact the librarian on duty in the event of special needs; and (vi) She said that LCSD would regularly upload the service time-tables for mobile libraries to the website of LCSD and display the same on bulletin boards for residents’ information.

41. The Chairman concluded that the Committee endorsed the recommendation to the Finance Committee for an allocation of $49,542.5 of Yuen Long District Council Fund for 2016/17, of which $2,915 had been recommended by the last term District Council to cover the expenses incurred in March 2016, and $3,180 of Yuen Long District Council Fund for 2017/18 to implement the above programme.

Item 15. Report on the Library Extension Activities Organised by LCSD and Usage of Public Libraries in Yuen Long District (DFMC Paper No. 15/2016) 42. Ms SHUM Chui-sim, Evon briefly introduced the paper.

43. Members noted the above paper.

Item 16. Proposal on the Free Cultural and Entertainment Programmes to be Co-organised by LCSD and YLDC for Yuen Long District in 2016/17 (DFMC Paper No. 16/2016) 44. Mr MA Kam-wing, Anthony briefly introduced the paper.

45. The views of members on the item were summarised as follows: (i) Members proposed that LCSD should explore other venues suitable for organising cultural and entertainment activities in San Tin with the assistance of San Tin Rural Committee; (ii) Members proposed that LCSD should enquire of the relevant Owner’s Committee and management company or liaise with the respective District Council members when borrowing performance venues; (iii) Members said that in addition to Cantonese Opera and magic show, LCSD should hold diversified programmes for residents; (iv) Members proposed that LCSD might apply to the management company for the removal of the fence outside the piazza of Tin Yiu Estate in order to enable a wide variety of performances and to increase audience capacity. In addition, they noted that residents of

14 the district hoped that LCSD would hold variety shows at the above venue; (v) Members proposed that LCSD might seek larger performance venue near Tin Chak Estate; and (vi) Members thanked LCSD for their care and efforts to balance the impact on residents nearby while being committed to hold various cultural and entertainment activities.

46. Mr MA Kam-wing, Anthony noted the views of members. He said that LCSD would strike a balance between financial resources management and diversity of programmes, and would arrange relevant colleagues to contact individual members to learn of their various expectations on programmes.

47. The Chairman concluded that the Committee endorsed the recommendation to the Finance Committee for an allocation of $880,000 of Yuen Long District Council Fund for 2016/17, of which $72,000 had been recommended by the last term District Council to cover the expenses incurred in March 2016, and $72,000 of Yuen Long District Council Fund for 2017/18 to implement the above programme.

Item 17. LCSD Work Plan on Cultural Programmes for Yuen Long District in 2016/17 and Report on the Cultural and Entertainment Programmes Implemented in Yuen Long District as well as the Utilisation Rate of (DFMC Paper No. 17/2016) 48. Mr MA Kam-wing, Anthony briefly introduced the paper.

49. The Chairman concluded that members noted the said paper. DFMC had been sponsoring LCSD to hold free cultural and entertainment programmes in Yuen Long District. The arrangement for DFMC members to deliver speeches on DFMC-sponsored cultural and entertainment programmes on behalf of DFMC would remain the same in the current term of District Council. The Secretariat would continue to co-operate with LCSD in terms of the arrangement and the respective District Council Members would be given priority to attending the relevant functions. Members could only attend such functions and deliver speeches after obtaining District Council’s confirmation and the speeches delivered had to be relevant to the cultural and entertainment programmes.

15 Item 18. Any Other Business Invitation for Nomination for “Sports Ambassadors” 50. The Chairman concluded that members approved the recommendation of Mr TANG Cheuk-him, Ms WONG Wai-ling and Mr WONG Wai-shun to act as “Sports Ambassadors” of Yuen Long District, pending LCSD’s confirmation of the acceptance of the above three applications.

(Post-meeting note: On 25 April 2016, LCSD replied to the Secretariat that the number of nominees for “Sports Ambassadors” of Yuen Long District increased from two to three.)

Proposal to Set Up “Working Group on the Management of Facilities in the Community Halls and Community Centres in Yuen Long District” 51. Members unanimously endorsed the setting up of the “Working Group on the Management of Facilities in the Community Halls and Community Centres in Yuen Long District” and the appointment of Ms Ma Shuk-yin as the Chairlady of the working group.

Matters Related to the “Construction of Pet Gardens in the Eastern Part of Yuen Long Town” 52. Members noted that the existing pet gardens in Yuen Long Town would be falling short of demand. They proposed introducing new pet gardens in Yuen Long Town East to ease overcrowding.

53. The Chairman concluded that the Committee would arrange site visits to explore the feasibility.

54. There being no other business, the meeting was adjourned at 12:15 p.m.
