Since our independence, Singapore has pursued sustainable development on a long-term basis, never compromising our environment for economic growth. Mr Erik Solheim, Executive Director of the UN Environment Programme, cited us as a model for other countries. Our pioneers cleaned up the Singapore River. They built sewers to improve sanitation. They resettled street vendors to hawker centres to clean up our streets. They built rubbish chutes to handle our waste efficiently. They planned carefully so that industries did not pollute our environment. Our pioneers had the foresight and gumption to plan long term even if critical measures were difficult and unpopular. Their steadfastness left us this liveable environment we enjoy today. 3. They laid the foundation for the next generation to build on. Our clean waterways allow us to harvest stormwater on a large scale. Our sewer networks join up through the Deep Tunnel Sewerage System (DTSS) to maximise NEWater production. Because we have always processed our sewage for safe discharge, NEWater was possible on a national scale and cheaper to produce. Our hawker centres have evolved into vibrant social spaces. Pneumatic systems will transform waste collection, where sanitation workers won’t see our rubbish from end to end. We can continue to be proud of our living environment. I hosted 150 international environmental scientists and UN officials last month. Many have never been to Singapore. They were amazed by how Singapore can be an urban, clean and green city, all at the same time - and always looking new! 4.

    FACTSHEET BY PARLIAMENT OF SINGAPORE THE 39TH GENERAL ASSEMBLY OF THE ASEAN INTER-PARLIAMENTARY ASSEMBLY (AIPA) The Parliament of Singapore is hosting the 39th General Assembly (GA) of the ASEAN Inter-Parliamentary Assembly (AIPA) from 3 to 7 September 2018 at the Raffles City Convention Centre. Over 350 delegates from Member Parliaments and Observer countries (see “Background on AIPA”), will be in attendance. The ASEAN Secretariat and parliamentarians from Morocco and Norway will also be present as guests of the host. 2 The theme for the 39th AIPA GA is “Towards a Resilient and Innovative Community”, which mirrors the theme of Singapore’s Chairmanship of ASEAN – “Resilient and Innovative”. This symbiosis with ASEAN reflects AIPA’s common concerns and vision for the people of our respective countries and our desire to align ourselves closely to the longer-term common goals of ASEAN. 3 As the AIPA President this year, Mr Tan Chuan-Jin, Speaker of the Parliament of Singapore, will be presiding over the 39th AIPA GA, including the plenary sessions.     Fall 08 The Workers’ Party in Parliament: Budget Debate 2017 Foreword This publication marks the second issue of the Workers’ Party’s Budget Compilation. At the beginning of each year, the Government would present its Budget for the nation in Parliament and Members of Parliament would have the opportunity to debate the Government’s position and make queries of each Ministry. While Budget 2016 outlined the Government’s priorities post-SG 50, Budget 2017 plays a critical role in steering Singapore forward as we enter a challenging period of economic and political uncertainty. Here, we showcase all the speeches made by our six constituency MPs and three non- constituency MPs during the Budget and Committee of Supply (COS) debates from 28 February to 9 March 2017. It starts off with speeches from the Budget Debate, where seven of our MPs spoke. Pritam Singh sought clarification on water pricing and pointed out that it is possible to reduce water consumption without increasing prices. Leon Perera and Dennis Tan questioned if this was the right time for the government to implement successive price hikes that would raise the cost of living and doing business. Sylvia Lim and Png Eng Huat asked how the government assesses if expenditure on various schemes has resulted in desired outcomes. Daniel Goh highlighted the need to boost the morale of Singaporeans in a flagging economy, while Faisal Manap talked about the importance of having an employee-centric work culture. The second section comprises of Committee of Supply cuts categorized by each Ministry. This year, all nine WP MPs delivered a total of 98 cuts – where the pertinent issue of the rising cost of living was highlighted.
