ACCESS & TRAVEL MANAGEMENT FREQUENTLY ASKED QUESTIONS What is Access and Travel Management (ATM)? ATM is a method to provide access to and travel through the Forest by users while providing for their safety and the protection of the Forest resources. What does Access and Travel Management look like? On the ground there may be signs or other visual cues such as waterbars or berms to indicate to travelers the conditions to be expected and any use restrictions on the road, trail, or area. A map shows the travel restrictions and preferred routes of travel. Who does Access and Travel Management? The first ATM was done by Forest Service engineers and resource specialists with input from the public at open meetings. Why are you doing Access and Travel Management again? The initial ATM Plan was completed in March 1994 and documented access and travel management decisions for roads, trails, and off-road vehicle areas. Since that time new issues have surfaced, primarily the changes in land management allocation resulting from the Northwest Forest Plan and the reduction in road maintenance funding from timber purchaser collections. This will be an update of the existing ATM Plan and will include only roads. What will be the result of this ATM Plan update? Identification of the primary and secondary road system the Forest anticipates being able to maintain with the existing, reduced, maintenance budget. Primary roads are those useable by a standard passenger car, while secondary roads are those that require a higher clearance, but still 2-wheel drive, pickup or utility vehicle. Roads important to inter- and intra-forest travel will also be identified. Additionally, a process will be developed to handle the remaining roads to reduce as much as possible their adverse effects on soil and water and wildlife. Will this ATM Plan update identify which roads will be closed or eliminated? No. This ATM Plan update will only identify the most important roads estimated the Forest can maintain. The specific treatment of other roads will be determined in the analysis for the watershed and during specific restoration project planning processes. Where does this ATM Plan update fit with Watershed Analysis? The resource specialists completing Watershed Analysis will evaluate and designate which roads are the most important to keep open and maintained. Using that information recommendations will be made for treatment of the other roads. Of course, if any of the primary and secondary roads are causing unacceptable resource damage that cannot be prevented they, too, may need to be removed from the road system. So nothing will be done with these "Other" roads until a Watershed Analysis is done or a Project is proposed and planned? This ATM Plan update will also identify recommendations for work that can be done to these "Other" roads to minimize resource damage until a project decision is made. There also may be funds earmarked in the annual budget to accomplish this work.
