PURPOSE OF TIDS REPORT The purpose of this report is to review the September 11-12, 2012, terrorist attacks against two U.S. facilities in Benghazi, Libya. This review by the Senate Select Committee on Intelligence (hereinafter "SSCI" or "the Committee") focuses primarily on the analy~is by and actions of the Intelligence Community (IC) leading up to, during, and immediately following the attacks. The report also addresses, as appropriate, other issues about the attacks as they relate to the Department ofDefense (DoD) and Department of State (State or State Department). It is important to acknowledge at the outset that diplomacy and intelligence collection are inherently risky, and that all risk cannot be eliminated. Diplomatic and intelligence personnel work in high-risk locations all over the world to collect information necessary to prevent future attacks against the United States and our allies. Between 1998 (the year of the terrorist attacks against the U.S. Embassies in Kenya and Tanzania) and 2012, 273 significant attacks were carried out against U.S. diplomatic facilities and personnel. 1 The need to place personnel in high-risk locations carries significant vulnerabilities for the United States.     Update to Close Contact Definition October 23, 2020 To: Local Health Departments On 10/21/20 CDC modified the definition of a close contact regarding the length of time associated with exposure and the time interval to assess the potential exposure that can result in transmission. Data are limited, making it difficult to precisely define “close contact;” however, 15 cumulative minutes of exposure at a distance of 6 feet or less can be used as an operational definition for contact investigation. The definition now includes a total of 15 minutes or more of close contact (within 6 feet) exposure to an infected person during a 24-hour period. Please note that the period of exposure is cumulative (i.e., the total amount when it is added together). This exposure must occur when the infected person is considered to be infectious which begins 2 days prior to symptom onset, or specimen collection for asymptomatic cases, and extends for most people for 10 days after onset of symptoms and 1 day after fever has resolved. Some individuals with more severe illness or who are immunocompromised may be infectious for up to 20 days. In summary, the new definition requires 15 minutes or more of close contact (within 6 feet) of exposure to an infected person during a 24-hour period in which the infected person is infectious. It is also important to note that classification of an individual as a close contact is based on many factors and should be assessed on a case-by-case basis. Factors to consider when defining close contact include proximity (closer distance likely increases exposure risk), the duration of exposure (longer exposure time likely increases exposure risk), whether the infected individual has symptoms (the period around onset of symptoms is associated with the highest levels of viral shedding), if the infected person was likely to generate respiratory aerosols (e.g., was coughing, singing, shouting), and other environmental factors (crowding, adequacy of ventilation, whether exposure was indoors or outdoors).
