Profile of Dr Ahmed El Midaoui President of the Supreme Audit Court of Morocco

• Dr. Ahmed El Midaoui was born on June 18, 1948 in Oulad Amrane ( Province). • He received a State Doctorate in law from the University of Paris in 1980. • In 1971, he started his outstanding professional career at the Department of Finance as member of the “General Inspection of Finance” (Inspection Générale des Finances). • In 1974, he held the post of Financial Controller of various state-owned companies and public firms and was head of the industrial and agro-industrial activities section of the same department and a member on the board of directors of different state-owned enterprises and semi-public companies simultaneously. • He fulfilled the function of privatization, public finances and state-owned enterprises consultant to many international organizations. • He was a professor of public finances, fiscal law, financial economics and state-owned enterprises management at the faculty of legal, economic and social sciences (Mohammed the Fifth University, ); at the Kenitra School of advanced training for the senior executives of the Ministry of Interior and at the National School of Public Administration from 1977 to 1983. • He underwent a period of training at the World Bank in Washington about industrial policies, planification, investments and the assessment of economic projects. He supervised many researches at the faculty above-mentioned and at the Higher Institute for Commerce and business management. • He was vested by late His Majesty Hassan the Second with the powers of Governor of Mohammadia-Zenata Province on January 16, 1987 and Governor of province on August 20, 1992. • From April 1993 to May 1997 he was appointed by late his Majesty Hassan the Second as Managing Director of the national security. • On November 9, 1999, Mr. El Midaoui was appointed by his Majesty Mohammed the Sixth as Minister of Interior. • On September 9, 2001, Mr. El Midaoui held the post of advisor of His Majesty the King. • He participated in 2002 in the programme “leaders in development” organized by of the Harvard University. • On February 19, 2003, Mr. El Midaoui was appointed by his Majesty Mohammed the Sixth as President of the Supreme Audit Court of the Kingdom of Morocco. • He was president of the francophone group and lecturer in the UN and INTOSAI symposium on Supreme Audit Institutions independence. • 2003-2004, he was the Governing board Chairman of the Arab Organizations of Supreme Audit Institutions (ARABOSAI). • October 2004, he was first vice Chairman of the General Assembly of INTOSAI XVIII Congress.

• 2004-2007, Mr El Midaoui was President of the Association of Supreme Audit Institutions that have French as a common language (AISCCUF). • Since 2005, Mr. El Midaoui is Chairman of the INTOSAI Capacity Building Committee, created by INTOSAI Strategic Plan for the period 2005-2010. • February 2008, he was elected Honorary Chairman of the Association of Supreme Audit Institutions that have French as a common language (AISCCUF). • Mr. El Midaoui is a member of the “INTOSAI Task force” in charge of coordination between INTOSAI and Donors community (World bank, IMF). • He is the author of many books, notably “State-owned enterprises and their participation in development in Morocco”. • Mr. El Midaoui is married and has three children.
