MINUTES of the meeting of 27 August 2002, 9.00 am - 12.30 pm, BRUSSELS
The meeting opened at 9.00 am on Tuesday, 27 August 2002, with Anna Karamanou, chairperson, in the chair.
1. Adoption of draft agenda PE 315.524
Item 11 was postponed to the next meeting due to the lack of translation in all languages.
The draft agenda was adopted.
2. Approval of minutes of the meetings of:
3-4 June 2002 PE 315.512 The minutes were approved. 3. Chairman's announcements:
(a) Reminder about important activities during this autumn The chairperson announces the following activities of the Committee :
- Public Hearing on "Is enlargement also for women ?" on 10 September a.m. - Participation in the EU/IOM Conference on « Preventing and Combating Trafficking in Human Beings » on 18-20 September, Brussels - Public Hearing on « Breast cancer » on 1 October p.m. - Second meeting on « Building a democratic Europe Women´s Convention » on 2 October a.m. - Meeting with Euro-med femm Forum, 17-18 October, in Madrid (participants: Mrs Kratsa, Mrs Valenciano)

EN EN EN - Meeting with the Network of Parliamentarians, arranged by the Danish Presidency, on 22-23 November (participants: Mrs Aviles Perea, Mrs Ayuso, Mrs Smet, Mrs Karamanou, Mrs Torres Marques, Mrs Swiebel, Mrs Dybkjaer) - Delegation to Bulgaria and Romania on 28-31 October (participants: Mrs Karamanou, Mrs Ghilardotti, Mrs Dybkjaer, Mrs Kratsa (to be confirmed) and 1 member of V/ALE) - Delegation to Turkey on 27-28 November (participants: Mrs Müller, Mrs Sartori, Mrs Martens, Mrs Karamanou, Mrs Prets, Mrs Zrihen, Mrs Eriksson, Mrs Evans, Mrs Sörensen). Due to the forthcoming elections on 3 November 2002, in Turkey, this delegation could not take place.
Among the reports to elaborate, the proposal from the Commission on a new Directive concerning Article 13 is expected.
(b) Extra-ordinary meeting with Coordinators on 3 September in Strasbourg
Coordinators will discuss consequences for the Committeee of the new rules of procedure, of which I informed the committee in the last meeting, the proposal to improve the legislative assistance to Members, which was also presented in the July meeting, a possible revision of the point system, a proposal for a programme for the conference on the Convention on 2 October, decided in our last meeting, and finally, Coordinators will have a preliminary discussion on the work programme of the Committee in 2003.
(c) Legislative assistance to Members
The Bureau has asked the Secretary-General to prepare a proposal on how the legislative assistance to Members can be improved. The proposal is being discussed in the Conference of Committee Chairs, and it will be taken up again on 3 September when the Secretary-General will participate, and when the Conference is supposed to adopt a draft recommendation. Coordinators have been invited to provide possible comments to this important proposal
The Bureau has also mandated the Secretary-General to continue the examination of his proposals, and for this purpose, three working groups « inter-DG » have been created for specific proposals
- to create a « tabling-office » - to introduce a system of « project-teams » - to be able to draw ask for external expertise at committee level.
(d) Meeting with Mrs Henriette Kjaer, 29 August, Copenhagen
The Chairperson was invited to this meeting before summer. No Member has responded positively to the invitation to assist. The Chairperson will inform the Members next time on the outcome of this meeting.
PE 315.533 2/8 PV\477189EN.doc Or. EN EN (e) Conference on Gender Equality in the Accession countries – with a particular focus on institutional mechanisms, labour market and economy, 14-15 September, Copenhagen
The conference is organised by Women´s Council in Denmark. The Chairperson was invited last week to participate with a presentation, followed by a panel discussion.
(f) Meeting in Budapest 20-22 September « EU enlargement and gender equality : implications for applicant countries »,
The European Forum for Democracy and Solidarity and the Hungarian Socialist Party are organising a meeting of social democratic and socialist Members of Parliament on 20-22 September 2002 on « EU enlargement and gender equality : implications for applicant countries ». The Chairperson has been invited to make a key note speech for the conference.
(g) EWLA (European Women Lawyers´Association) 3rd European Congress on Women and Professional Life, Current developments in Europe, 20-21 September 2002, Paris
The Chairperson has been invited to participate as speaker in the Congress with a short introduction into the topic « Reconciliation of private and professional life ». The programme has beeen submitted to Vice Chairs, Coordinators and Groups.
(h) Joint meeting with the Council of Europe Commission on Equal Opportunities on 26 September from 08.30 to 10.00 in Strasbourg
We are expecting the formal invitation to this meeting which will have as a theme Prevention of Conflicts. Women from Iran and Afghanistan have already been invited by the Council of Europe. Coordinators can present their suggestions on a Nigerian women to invite to the joint meeting with the Council of Europe.
(i) Conference « Gender an Social Exclusion » on 26-27 September in Copenhagen.
The conference was announced already in the July meeting. There was no reaction from Members to participate.
(j) EWL seminar on "Convention on the future of Europe: women speak out", 27 September in Brussels
The Chairperson has accepted the invitation to participate.
(k) Seminar for women journalists and representatives of women associations on 9-10 October, Brussels
The seminar will be organised by the Rome Office on the theme "the Future of Europe and the relations with third countries around the Mediterranian sea". The participants would like to meet with Members of this committee in the morning of 9 October.
