NDRRMC Update for Sitrep No 9 for TY KABAYAN 3 Aug 2011 • As of 6:00 AM, Ipo Dam opened 1 gate @ 1 m discharging water at a rate of 46.4 cubic meters per second (cms). However, it was closed as of 9:20 AM • Binga Dam opened six (6) gates at 1.5 m • Sto Nino (Marikina River) issued 1 st alarm as of 4:15 PM, 2 August 2011 because it has reached its spilling level 15.84 m. All gates were opened D. INCIDENTS MONITORED: FLOODING (6) Region III - 2 • Bulacan - 17 barangays (San Jose City (1) ; Meycuayan City (5) ; Marilao (7) ; Bocaue (2) ; Sta Maria (1) ; and Balagtas (1) and Tarlac (Brgy. Salumague, Paniqui) Region IV-B - 1 • Batangas - (Calatagan and Malvar) Region IV-A - 1 • Antipolo City ( VV Soliven St, Brgy Mayamot) impassable to all types of vehicles NCR - 2 • Manila: UN Avenue, Adriatico and Mabini Harrison (knee high deep) and 24 road sections in (Districts IV and V) - 6-14 inches floodwaters); Makati 9 road sections (5-16 inches); Valenzuela 6 road sections (6-9 inches); and Quezon City : Del Monte (knee deep) – not passable to light vehicles; Visayas Ave fronting DENR and PIA and Quezon Circle fronting QC City Hall gutter deep), Araneta Avenue (leg deep) and Aurora Blvd from Mercury Drug-15 th Avenue - half-gutter deep) TORNADO - 1 Region III • Bulacan - Brgy. San Jose Paombong with four (4) families affected and four (4) houses damaged LANDSLIDES - 2 Region VII • Bohol (Maribojok at a quarry site in Sitio Abatan, Barangay Lincod Region IV-A - 1 • Antipolo City (Unit 5 Sitio Pagria, Brgy Mayamot) said landslide buried the house of Constantino Bejuna and Josie Caayon with 7 children. All the family members are safe but the house was partially damaged SEA MISHAP - 2 Region III • On 28 July 2011, a motorized banca with eight (8) fishpond workers on board capsized between the waters of Hagonoy, Bulacan and Pampanga Delta due to big waves and strong winds. Region VI • On or about 6:00 AM, 31 July 2011, MV Trans Asia Malaysia from Cebu with a total of 178 passengers and crew, was listing by thirty (30) degrees 2 to her starboard at the vicinity South of Calabazas Island, Ajuy, Iloilo. Passengers were ordered to abandon ship and were safely rescued by the following commercial sea vessels enroute to Iloilo and Bacolod: MV Filipinas Cebu - 42 (brought to Iloilo City) MT Philippine Visayas - 103 (brought to Bacolod City) Bantay Dagat MBCAs and fishing boats - 33 (brought to Culasi Port, Ajuy, Iloilo) E. EMERGENCY MANAGEMENT NDRRMC • NDRRMC OpCen prepared and disseminated NDRRMC Advisories on Severe Weather Bulletins , Flood Bulletins for River Basin and Allied Rivers, General Flood Advisories on Typhoon “KABAYAN”; and Gale Warnings, to all Chairpersons RDRRMC, PDRRMC, and OCD Regional Centers through SMS and facsimile and uploaded the same at the NDRRMC website, Facebook, and Twitter accounts for further dissemination to their respective local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels • Directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibility (AOR) and subsequently advised local DRRMCs to initiate pre-emptive evacuation of families in low-lying and mountainous areas if situation warrants AFP-NCRCOM • Philippine Army Disaster Response Task Unit (PA - DRTU) deployed two (2) M35 trucks, two (2) rubber boats, 1 commo van and 30 personnel on August 2 at 11:35 AM to Marikina City to conduct DRO COMNCRCOM directed other DRTUs of Major Services to be on standby alert for possible deployment and M35 trucks from Major Services GHQ and HSC to report directly to MMDA HQS for immediate deployment to the flooded areas in NCR DSWD • prepositioned PhP1.33 M standby funds and PhP19.71 M worth of relief supplies in all DSWD-FOs along the typhoon path amounting to PhP21.03 Million Field Office Standby Funds Relief Supplies Total NCR 504,598.04 1,215,944.75 1,720,542.79 III 634,927.69 4,966,949.05 5,601,876.74 IV -A 186,605.50 13,525,840.32 13,712,445.82 Total 1,326,131.23 19,708,734.12 21,034,865.35 SEARCH, RESCUE and EVACUATION OPERATIONS Region VI • PCG VI Helicopter 1636 from Caticlan, conducted aerial surveillance for possible oil spillage and transported a van containing Tier-1 Oil Spill Response Equipment to PCG District HQ in Ajuy, Iloilo in case oil spillage occurs • BRP SARV-002, DF-7 and AE-891 conducted surface monitoring at the vicinity of the sunken vessel M/V Asia Malaysia for any oil spill/sleeks NCR • A total of 22 families/111persons in Brgy Malanday, Marikina voluntarily evacuated to Bulelak gymnasium and they are taken care of by the Marikina River Settlement, local DSWD and Marikina Rescue 5 REGIONAL PREPAREDNESS AND RESPONSE Region III • RDRRMC/OCD Regional Center III disseminated domestic weather bulletins / alerts/warnings/advisories and to concerned RDRRMC III Member-Agencies, local DRRMCs, and broadcast media for widest dissemination; • Disseminated the Hydrological Dam Situationer to the PDRRMO of Bulacan on the expected release of water from Ipo Dam along the Angat River from Norzagaray to Hagonoy to further advise the residents to be on alert for possible increase in the water level downstream • Coordinated with PDRRMCs of Nueva Ecija, Tarlac, Bataan, Zambales, Pampanga, and Bulacan to activate their respective operations center • Coordinated with Flood Forecasting and Warning System for Dam Operations (PAGASA Pampanga) for any dam discharge • Alerted PRO III Regional Public Safety for rescue assets ready for deployment; AFP Provincial Disaster Response Unit, Subic Bay Metropolitan Authority and Olongapo City Rescue Team to pre-position personnel and rescue equipment in the flood-prone areas • Disseminated Gale Warnings, Severe Weather Bulletins, and General Advisories on Typhoon “Kabayan” for Central Luzon; Weather Advisory for the Low Pressure Area (LPA); and Severe Weather Bulletin for Tropical Depression “Lando” • PDRRMC Bulacan requested the assistance of Bulacan PPO to inform the PNP station in Central Luzon and Metro Manila, as well as the 18 th Special Forces of the Philippine Army of the sea mishap incident • LGU Paniqui, Tarlac has already extended assistance to the flood victims Region IV-A • RDRRMC/OCD IV-A has been disseminating NDRRMC advisories to concerned PDRRMC/PDRRMOs for further dissemination to the lower DRRMCs • RDRRMC IV-A member agencies such as PNP-PRO, SOLCOM, PCG, AFP, DILG, DOST, DSWD, DOH, DPWH, DepEd, NTC, PPA, PIA and local DRRMCs have been closely monitoring the situation for any possible effects • PDRRMOs Rizal and Cavite alerted all local DRRMCs to continuously monitor the situation in their respective areas specifically the flood prone areas • MDRRMCs Angono, Taytay, Cainta, Teresa, Binangonan, Cardona, Morong, Pililia, Baras, Tanay, Rodriguez and Antipolo City activated their DRRM OpCens and alerted their rescue groups • PDRRMC Batangas was activated while PIO, PEO, PSWDO, GSO, PHO and DepEd

MANDANAS RDC Chairperson The 2016 Regional Development Report is an annual assessment of the socio- economic performance of the Region based on the targets of the Regional Development Plan 2011-2016. FOX NFLUENCES from China loom large in the culture history of the Philippines. During the Neolithic period people from south China and Tndo-China sailed either directly into the Philippines (Beyer 1948b) or around the southern margins the China Sea basin bringing new stone-tool traditions and agricultural practices. Striking similarities may also be seen between the earlier flake-tool assemblages now being recovered in Tabon Cave, Palawan (Fox 1963), and China (Chang 19581, and the writer believes that future research in paleolithic sites in these two areas will disclose common tool traditions which date back to Pleistocene times. GARCIA* *LYCEUM OF THE PHILIPPINES UNIVERSITY CAPITOL SITE, BATANGAS CITY, PHILIPPINES ______________________________________________________________________________ ABSTRACT Batangas province in the Philippines is proud of its cultural heritage, particularly the Batangas literature which reflects the unique characteristics of the Batanguenos, their life and culture. The cultural development of the people goes along with the development of Batangueno literature which places a tremendous emphasis especially in poetry songs, and folktales mostly drawn from real life. The writers have put themselves in the service of the society when they intend their works as agents of social change. Hence, this research seeks to identify from the people of different communities in Batangas the most common among the existing forms of Batangueno literature, and to find out what unique traits that contribute to the development of Batangas culture are transmitted to the younger Batanguenos. Findings revealed that the most common forms of Batangas folk literature are folksongs as town hymns, poetry in forms of luwa (religious songs) and proverbs, also folktales. Unique Batangueno traits such as nationalism, religiosity, ad positive attitude towards life stem from the town hymns and luwa. Proverbs capture the Batanguenos’ honor and faithfulness, love and respect for parents and elders, social relationships, sacrifice and love for others and economic security, endurance and industry. These unique Batangueno traits are used to check human flaws in society and improve their spiritual and social relations and work together to achieve developmental goals.

    Situational Report for Taal Volcano Phreatomagmatic Eruption (2021) SitRep No. 9 for Taal Volcano Phreatomagmatic Eruption (2021) July 23, 2021 08:00 am 01 July 2021 At 3:16 PM, a short-lived phreatomagmatic eruption occurred at Main Crater and generated a dark grayish plume that rose 1000 meters. This was followed by four (4) short phreatomagmatic bursts that occurred at 6:26 PM, 7:21PM, 7:41PM and 8:20 PM that lasted not longer than two (2) minutes each and produced short jetted plumes that rose 200 meters above the Main Crater Lake. 02 July 2021 In the past 24-hour period, the Taal Volcano Network recorded twenty-nine (29) volcanic earthquakes, including one (1) explosion-type earthquake, twenty-two (22) low frequency volcanic earthquakes and two (2) volcanic tremor events having durations of three (3) minutes, and low-level background tremor that has persisted since 08 April 2021. High levels of volcanic sulfur dioxide or SO2 gas emissions and steam-rich plumes that rose as much as three thousand (3000) meters high and drifted southwest and southeast have been observed from the Taal Main Crater. Sulfur dioxide (SO2) emission averaged 13,287 tonnes/day on 01 July 2021. In addition, vog was observed over Taal Volcano and vicinity. A series of three (3) short phreatomagmatic bursts occurred at 10:25 AM, 10:47 AM, 11:01 AM and produced short jetted plumes that rose 100 meters above the Main Crater Lake. Active upwelling of hot volcanic fluids of the Taal Main Crater Lake followed in the afternoon.

Generally, the new construction must be inspected during construction and after completion to ensure compliance with national, regional, and local building codes. Failure to obtain a permit can result in significant fines and penalties, and even demolition of unauthorized construction if it cannot be made to meet code. Building Construction in Batangas Province Building permit applications for the month of July 2018 summed up to 529. In comparison to the previous month where 264 applications were processed, the number of building permits increased by 265. Of the 529 total building permits, 397 residential, and 62 non-residential. These constructions occupied a total floor area of 139,305 sq. m. with a total value of Php 1.602.459M. A value of Php 1.187.205M came from the residential constructions, while Php 395.517M came from the non-residential buildings. For this month, City of Lipa submitted 121 building permits, the highest among all City/municipalities in the province. This was followed by Batangas City with 106 and Sto. Tomas with 57 permits. The least number of permits reported, however, were from the municipalities of Calatagan, Tingloy with only 3 while Tuy 2. The summary of data gathered from the province proves that Lipa City contribut- ed the highest in terms of building constructions having a total value of Php 894.121M.

    ICM Solutions Enhancing Food Security and Sustainable Livelihoods in Batangas, Philippines, through MPAs and ICM The long-term protection and management of coastal and marine resources entails good governance and on- the-ground interventions. In Batangas Province, the implementation of marine protected areas (MPAs) and MPA networks within the framework of an integrated coastal management (ICM) program have provided benefits in food security and sustainable livelihoods, and engaged stakeholders in various sectors and at varying scales to integrate and complement each other’s efforts. Addressing fish stocks goes hand in hand with habitat restoration initiatives in improving food security and reducing ecosystem degradation. Scientific analyses, in parallel with consultations with locals as well as commercial fishers, provide both scientific and practical rationale for management interventions, including seasonal closures for fishing. It is important to educate and build awareness in order to mobilize the community for environmental stewardship and consequently make the community a partner in sustainable coastal development. By facilitating the fishing community themselves to guard and maintain the MPA, the community begins to take ownership and responsibility for local conservation and to protect their livelihoods as fishers. Context “I do not have parcels of land for my children to inherit. I pass on to them the knowledge and lessons that I have learned in a lifetime of fishing … lessons about conserving and protecting the marine and coastal resources. Experience has taught me there is a greater wealth from the sea if its resources are sustainably managed.” These are the heartfelt sentiments of Doroteo Cruzat (Mang Jury), a former fisher who was taught his craft in the waters of Mabini, in the Province of Batangas, Philippines, when he was 10 years old.
