It also declares an aspiration that: “Shropshire will be recognised as a leader in responding to climate change”. In view of this, does the Portfolio holder think that the Council should reconsider its recent negative decision and join the nationwide ‘10/10’ campaign regarding carbon emissions and in so doing respond to and lead the county in its endeavours? Does he now believe that the Shropshire Council should join the large number of councils, businesses, voluntary organisations, political parties, educational institutions, health authorities and other public and private groupings in pledging to exhibit real ambition in reducing its impact on climate change?" MR D W L ROBERTS the Portfolio Holder for Local Environment and Economy will reply:- The 10:10 campaign is an initiative launched in September to encourage people, businesses and organisations to reduce their carbon footprint by 10% by the end of next year. The aim is to raise individual and collective awareness to the problem of global warming and secure commitments to take positive action, particularly in weeks leading to the Copenhagen summit. Last month plans were agreed for a clear and deliverable Carbon Reduction Programme based around known and costed projects over the next 12 months and 5 year project year timeframe. Through this agreement Shropshire Council is committing to reduce the carbon footprint of council activities by some 35%. -

Habitat Action Plan for Sussex Urban People and Wildlife : Biodiversity Action Plan for the Urban Areas of Sussex 1. Introduction and Definition One of the most urgent environmental problems we are facing in the 21 st Century is the loss of global biodiversity. As 90% of the population live in cities, towns and villages, it is here that this loss will have the most impact on our quality of life. The increasing density and the intensity of urban living has a major impact on the environment and our use of natural resources. Although we are part of the problem, we are also part of the solution. People and Wildlife : Biodiversity Action Plan for the Urban Areas of Sussex sets out the action necessary to maintain and enhance the variety of life all around us. The underlying principle of People and Wildlife (Sussex Urban BAP) is that a healthy environment is an essential requirement for both our quality of life and for wildlife. We can achieve this through changing our attitudes and actions towards the natural environment within our everyday lives by: • Encouraging everyone to make environmentally informed decisions as our actions can and do affect the environment; • Looking at actions we can take as individuals or as members of a community based group, part of a school or college, employer or employee of a business or as decision-makers who help shape local policies; • Recognising that biodiversity is an essential indicator of the health of the environment and hence our quality of life. The Government has made clear the links between biodiversity, quality of life and sustainable development. -

Coarse fishing close season on English rivers Appendix 1 – Current coarse fish close season arrangements The close season on different waters In England, there is a coarse fish close season on all rivers, some canals and some stillwaters. This has not always been the case. In the 1990s, only around 60% of the canal network had a close season and in some regions, the close season had been dispensed with on all stillwaters. Stillwaters In 1995, following consultation, government confirmed a national byelaw which retained the coarse fish close season on rivers, streams, drains and canals, but dispensed with it on most stillwaters. The rationale was twofold: • Most stillwaters are discrete waterbodies in single ownership. Fishery owners can apply bespoke angling restrictions to protect their stocks, including non-statutory close times. • The close season had been dispensed with on many stillwaters prior to 1995 without apparent detriment to those fisheries. This presented strong evidence in favour of removing it. The close season is retained on some Sites of Special Scientific Interest (SSSIs) and the Norfolk and Suffolk Broads, as a precaution against possible damage to sensitive wildlife - see Appendix 1. This consultation is not seeking views on whether the close season should be retained on these stillwaters While most stillwater fishery managers have not re-imposed their own close season rules, some have, either adopting the same dates as apply to rivers or tailoring them to their waters' specific needs. Canals The Environment Agency commissioned a research project in 1997 to examine the evidence around the close season on canals to identify whether or not angling during the close season was detrimental to canal fisheries. -

"Following the excitement of seeing our first Purple Emperor inside our office yesterday, exactly the same thing happened again today at around 9.45am. The office door was open and we spotted a butterfly on the inside of the window, on closer inspection we realised it was a Purple Emperor. It was much smaller than the one we had seen the day before and more battered. However we were able to take pictures of it, in fact the butterfly actually climbed onto one of the cameras and remained there for a while. It then climbed from camera to hand, and we took it outside for more pictures before it eventually flew off. It seemed to be feeding off the hand.".
