 Minutes of the National WASH Cluster Meeting  UNICEF Children’s Room on 29 June 2012 ______

1.0 WELCOME REMARKS AND INTRODUCTION  Mr. A. Garikayi welcomed the participants to the meeting.

2.0 MINUTES OF THE PREVIOUS MEETING Minutes were shared late hence to get everyone on the same page Patson from Mercy Corp read through the minutes highlighting the main action points. Partners who were requested to carry out presentations in the last meeting indicated were Africare (not available), Mvuramanzi (not able to present) Mercy Corps (to present), World Vision (to give an update) and PSI (not present).

3.0 UPDATES ACTION BY& WHEN? 3.1 Epidemiological Update No presentation was given. 3.2 Sector Update: National Coordination Unit (NCU) No presentation given. 3.3 UNOCHA Update No presentation given. 3.4 Emergency Urban Rehabilitation Update Presentation by; Alford Garikayi on behalf of Murtaza Maliki

 Pre-qualification of contractors for urban rehab works under ZimFund is under progress  The African WATER facility supported work on rehabilitation of water and sewage infrastructure in is ongoing. These works are expected to be completed in December.  World Bank plans to support City Council in development of the strategic plan for WASH sector.  Assessment of WASH infrastructure in Chiredzi town has been completed by UNICEF consultants. Design works are under progress.  The Ministry of Local Government is in the process of finalizing the project document for a UNDP-funded project which aims at building the capacity of urban and rural authorities in 5 key areas i.e. institutional, legal, human resources, finance and infrastructure.  There will be tight water rationing in starting from 1 July due to insufficient water inflows. World Vision is assisting the Bulawayo City Council in development of the response plan in this regard.

Discussion led by World Vision  Not many rains were received in the Southern region of the country hence there was not much flow into the reservoirs thus the water situation is very serious which also affected the harvest hence most of the communities will have food and water shortages.  A Mat South preparedness response team has been set up by the government, and the ToRs have been put in place and agreed upon and developed with incorporation of the NGO’s, focusing on food security and WASH.  WVZ is yet to participate in a formal meeting and to discuss which areas will be covered and what activities will be carried out  Two dams have been decommissioned by the City (the two dams supplying Bulawayo are located in Mat South and the aquifer in Mat North) but 60-70% of the remaining water that can supply Bulawayo is in but the piped network is not functional and therefore cannot supply the City.  It estimated that in August 87megalitres per day will be the shortfall from a 100 mega liters capacity required to meet the Cities demands.  Boreholes are currently supplying 5000 litres instead of 12000 litres per day. And it should be noted that 125 boreholes were drilled from 1992 to date and 12 out of 125 are high yield boreholes (private boreholes not included and their nature of yield and capacity not known).  For bulk water storage the City will need 5 tankers but currently only has 1 tanker. Eighty storage tanks with a 10’000l capacity are available in the high density areas (schools/clinics).  Council and the Engineering department will prepare a preparedness plan to decide what to do on the deficit water supply from the high yield boreholes into the storage tanks and what can be done to boost water from the aquifers, while also looking at the dual pipeline from Insiza, focusing mainly on the high density areas and institutions. Source of funding for the plan put in place is not yet known but the plan to be in place by the end of the month.  Other partners in the area include GIZ who are mainly focusing on solid waste, it is hoped they will partner or participate in this plan that is trying to avoid going back into emergency scenario.  It should be noted that ZESA can’t put up an electrical line in time, that is, by August, for water to be pumped from Intshabazane. Hence from July strict shedding and rationing by Council will commence.  The launch of a call centre on the 26th of July is underway which will provide a feedback mechanism.

3.5 WASH Emergency Response Updates (Typhoid, DD etc)

 1 Cholera case reported in ward 10 of (not in ward 23 and 24).  1 cholera assessment undertaken in 24 hrs.(This is the one related to the death of the woman upon admission as she reported late).  The stool specimen for this woman tested RDT positive to cholera  Health Education was given to the relatives  2 other stool specimen were tested negative  Households covered by Community Based Volunteers 632  Total reported cases 22 since May 2012

GAA: Situation stable in all areas that is Mash Central and Harare

GOAL: No emergencies in Mash East

IRC:  Three cholera alerts have been raised by the Ministry of Health (5 and 25 June) in Manicaland in Wards 17 and 23(4cases were rapidly covered and were discharged and no further cases were reported) of district. Mercy Corps and IRC then conducted assessments with MoH Rapid Response team members. Investigations were conducted within 24hours and have included household visits and sanitary surveys, stocks checks of the clinics and sample collection for laboratory testing.  Hygiene promotion for the patients was conducted and impromptu refresher trainings for clinic staff.  All samples taken have returned as negative for cholera.

Merlin: No update

Mercy Corp: No Update Oxfam: No emergencies in the Midlands and Mash East.

WVZ: No emergencies reported.

UNICEF-CERF Updates: No updates.

3.6 Sub Cluster Updates

Chitungwiza  No meeting held postponed to next month

Harare Meeting held on the 28th of June 2012, attended by City health departments, officers of water, health and Partners Issues raised include: Harare City Council:  Water supply remains erratic some areas going for long without water and some only receiving water at night, hence people are resorting to digging of shallow unprotected wells.  115 boreholes had water samples tested for bacteriological count and super chlorinated, results obtained indicated that 11 needed attentions, but no borehole inventory has been shared by Harare water.  Council is also requesting funds for re-sampling the super chlorinated boreholes and if any Partner has funds they need to approach the city water department.  Council also reflected most of the public toilets need repair and clean up and the situation is further worsened by vandalism and water supply which is still a challenge.  Waste management is still erratic and garbage dumps are still an eye sore in high density areas, while diapers and sanitary pads disposal has still not being addressed.  The Health promotions department is currently promoting the 3R’s for waste management and is proposing a programme on promoting hand washing targeting high density schools, while this year’s sanitation week commemorations are proposed to be hosted by Harare in Dzivaresekwa. German Agro Action: Sanitation systems of 12 poly clinics have been renovated with 8 toilets covered and 4 more to be covered. GAA is also supporting the piloting of community health clubs in Dzivarasekwa and Kuwadzana. Rotary International: are clearing dumps Harare Residents Association Trust: are carrying out clean up campaigns in Glen Norah, High fields and Dzivaresekwa with waste management departments. Government Analyst Lab: requesting bottled water samples companies are requested to comply with labeling requirements by the 31st of July 2012 as condemned waters are still on the market. The City Health department requires all the bulk water suppliers to be registered. Discussion  How does the Government Lab still request for the samples of bottled water, the City Authorities and the Government Analyst to come into partnership and should go and seek the samples instead of requesting for the samples.  Harare City Council was urged to engage the private sector on water supply as this might help to curb the water shortages and the Councils just need to take advantage of these and try and seek out possible opportunities.  The public toilets are time bomb and the Council is encouraging that the Private Sector and maybe NGO’s adopt a method where business adopt a public toilet and create a business plan (pay toilets) for their sustenance.  171 boreholes were assessed also focusing on the sanitary survey along with shock chlorination and the council wants assistance to rehabilitate those with loose casing and with regards to testing the quality of the water after shock chlorination.  SAAZ should also be roped in the quality of the water for bottled water yet these are the stakeholders who need to be engaged as some of the water is said to be coming from boreholes. The Harare cluster is encouraged to give updates on the GAA supported Chiredzi with 10 well protection and installed bush pumps in the rural areas.

Manicaland Surveillance activities have been heightened in the Province as the MoHCW are preparing for the Johanne MARANGE annual province, this is a district and National concern for this gathering The Ministry is appealing for help in hygiene awareness in the area.

IRC: have supplied diesel to MoH to support the Environmental Health Technicians in monitoring the Johanne Marange conference. The organization is wrapping up clinical WASH constructions (incinerators, placental pits and latrines, repairs to water treatment systems) in three districts, Mutasa, Nyanga and . Trainings have been done for pump minders and PHHE. High frequency radios have been installed in 12 clinics , while disease surveillance have been heightened due to the Chiredzi cholera reports due to proximity of Province and high mobility of people.

Chipinge: the DWSSC is going to hold its end of half year planning and review workshop during the 1st week of July (partners invited to attend). On 4-5 July at Amber hotel there will be a WASH data harmonization workshop, PWSSC members were advised to go through the working document and circulate them via email in prep for the workshop.

PLAN: launched a successful CLTS project in ward 27 in and an action plan was developed. In mid July DWSSC will visit the two villages to assess progress.

Masvingo 21st of June the major focus was on how the Sub-Cluster should move forward and it included frequency of meetings and the WASH situation in the meeting. No Partner updates in the meeting. Discussion The frequency of the meeting is rather erratic and its one of the issues the Partners needs to address since there are less and less emergencies.

Mash Central  Rushinga: The district received $190’302 from government to carry out WASH activities (rehab of boreholes, latrine construction in communities, clinics and schools as well DWSSC capacity building). Materials have been delivered and the community will only receive materials and are expected to construct the toilets on their own. DDF is compiling a water point inventory.  Centenary: IOM is drilling 5 boreholes in Chiwenga; no other report could be given as the invitation was given late. The DWSSC provided with an orientation WASH Training.  Guruve: appealing for support for WASH only IMC are operational in the area. 40% of the water points are functional but are on constant breakdown, sanitation coverage is at 28% for households, 1000 stands in Garikayi need servicing and generally the water and sewer reticulation system for the growth point is aged hence is constantly blocked(residents are encouraged to mobilize resources for servicing the land). There is no dumpsite for the growth point and the RDC has no funds to construct one.  : 40 boreholes rehabilitated by Farm Community Trust in AVOCA and DDF to drill 3 boreholes and flush one for Lazy farm residents.  WVI: Working in Kairezi, ward 23, where they piloted the construction of UBVIPs with a target of 250, and 54 are now complete, they also trained school health masters, 12 village pump mechanics and supplied them with tools. Sunk 8 boreholes (yet to be equipped) doing well upgrading, rehabilitated 1 deep well and upgraded 20 shallow wells, trained 46 water point user committees, trained 30 builders and supplied them with toolkits, constructing 2 by 10 squat holes with hand washing facilities.  GAA: facilitated the training of Muzarabani DWSSC, works in progress in Mbire, Muzarabani and Mt Darwin and the project is ending in July the final report will be presented in the next meeting. In general the Cluster was told to be on high alert as Johanne Marange is holding its annual meeting in July. While the WASH impact assessment results done by CDC show that point of use water treatment is low, hence the province is urged to promote the use of water guard as point of use water treatment locally manufactured and readily available.

Mash East : CommTech is the only active WASH partner in the district this year. It is operating in 9 wards and interventions are spread evenly.  Borehole rehab: target 18 - all 18 have been rehabilitated  BVIP: target 90HH squat holes – all 90 squat holes have been completed  PHHE sessions: target 30 health club trainings – 10 health clubs trained  WPUCs: target 80 – 12 WPUCs trained.

Chikomba district Not represented however Oxfam noted the following:  Piped water system: preparations underway to rehabilitated Monopump supplying Gokomere clinic and submersible at Tavara outreach clinic. Rehabs will include installation of 5000L tanks  BHs: target to rehabilitate 5 BHs at (Lanchisire, Mbiru, Mrezi, Pokoteke and Mtoro) clinics  BVIP: construct 2 squat hole latrines at Mrezi, Lancshire, Pokoteke, Rutanhira and Mbiru clinics - pit excavation and mobilization of local materials in progress  Training of RHCs at all the clinics intervened.

Mutoko district Not represented however Oxfam reported the following  Piped water system: preparations underway to rehabilitated pipe water systems and installation of 5000L tanks at 6 clinics  BHs: target to rehabilitate 5 BHs at clinics  BVIP: construct 2 squat hole latrines at 4 clinics – pit excavation and mobilization of local materials in progress  Formation of 12 CHC at Kushinga and Chikondoma clinic and training of RHCs at all the clinics intervened.

Murehwa district  Has a total of 594 BHs; 563 are functional and 31 are on breakdown  A total of 175 deep wells; 165 functional and 10 on breakdown  13 piped water schemes; 12 functional and 1 non functional  Council is constructing a block of BVIP latrines at Muchenje School NB: 2 new clinics under construction (Woyuyu and Matutu) in need of water supply. Are being constructed where ground water potential is low for drilling new boreholes

Farm Community Trust  Borehole rehab: target 19 – 16 completed  BVIP at schools & clinics: target 90 squat holes at schools and 80 at clinics – 80 squat holes completed for schools and 62 for clinics  WPUCs: target 18 – 16 trained

CommTech  PHHE sessions conducted in ward 6, 7, 12 & 13  School/ Community Health Clubs conducted in 6, 13 and 18

Africare Trust  rehabilitated 5 piped water schemes at clinics; Nyamutumbu, Chitate, Madamombe

UMP district  Has a total of 449BHs; 398 are functional and balance on breakdown  100 elephant pumps – all functional  152 deep wells – 130 functional, balance on breakdown  district received USD15000,00 for WASH services provision from government allocation Partners update for the district entailed:  Oxfam will rehabilitate bush pump at Dindi clinic and install a solar powered submersible pump at  CommTech have drilled 4 new boreholes.  DID have rehabilitated the Dewe piped water system.

Goromonzi district Partner updates The Johanniter  Drilled 46 new boreholes, The Johanniter tested water from its boreholes. Both biological and chemical analysis was done. With the initial testing done during the rainy season, some boreholes were found to be contaminated with the coliform bacteria but with the second round of testing (done around April and May) these bacteria were now absent. But the issue of concern now is the Total Plate Count which is still high in most of the boreholes. The Johanniter has scheduled a meeting with the Ministry of Health PEHO to discuss this.  resuscitated the DWSSC  Distributed Aqua tabs to the surrounding communities and encouraged them to treat and boil all drinking water  10 EHTs trained on PHHE  Installed 7 x 5000L pvc tanks at 7 clinics and rehabilitated the flush type toilets  Waiting for the uBVIP manual to construct household uBVIP. And there is concern that the manual might take time to be out and yet their project is ending on 31 July 2012

Church of the Latter Day Saints: Has a target of rehabilitating 320 BH, and 40 are complete.

HernWood: rehabilitated 4BHs and upgraded 3 deep wells

Seke district No WASH NGOs operating this year RDC  drilled 26 new boreholes and 5 are on breakdown  plans to drill 21 more BHs  constructed 6 squat holes in Dema  planned to construct 20 more squat holes this year and to rehabilitate sewer work in the Guzha area  Needs to re-activate the DWSSC.

Marondera Urban Water Slight improvement in supply due to improved power supply. PA’s office, ZESA and Municipal of held discussions to improve the situation. Municipal had applied for a dedicated power line to Rufaro dam, the major source of water for the town. Applied for funds (about USD10mil from government) for the extension of the water & sewer works, current capacity is 13ML/day (supply about 9ML/day) and needs to be upgraded to 22ML/day to meet increasing demand. - 10 bush pumps drilled with assistance from UNICEF all functional - Wenimbi Dam project expected to be commissioned in 2-3months time and will significantly reduce the amount of water treatment chemicals - Have stocks for water treatment chemicals up to end of September. Is in discussion with UCAS to facilitate procurement from September onwards Sewer - all sewer pump stations are at 100% (rehabilitation ) completion except at Chicago which is expected to be completed in the next few weeks and commissioning thereafter - Challenges of blockages still occur with the Rakodzi, Tafuma and Cherima pipe lines and needs urgent attention. Raw sewage is flowing in dug trenches Current funds are not adequate to rehabilitate these seer lines. The Municipal has applied for more funds to complete the rehabilitations.

Marondera Rural Caritas is working in ward 11 and 12 and will be winding operations by end of July 2012 - BH rehab: target 5 – 4 completed, distributed 2 pump minders toolkits - BH repairs: target 20 – 16 completed - BVIP at households: target 80 squat holes – 72 completed - PHHE sessions: target 2 – 2 were conducted

Mash West No update was given.

Matebeleland S. No meeting was held, meeting was postponed due to the WASH review Policy in .

Matebeleland N. No meeting was held due to the launch of the Rural WASH in Tshlototo Rehabilitating 20 public toilets in Bulawayo, the market health clubs are being revived as these are the main users of these toilets as they are key users who can be used as a key referral for their maintainance.

Discussion  Clusters encouraged to develop a mechanism for information sharing so that despite the fact that if people don’t meet they will be information  Med Air will be in Bulilima Mnagwe working in schools and clinics.

Midlands  No updates for Midlands from government who are currently through the PWSCC are carrying out PHHE training in .  Oxfam in Gokwe North and South  DDF is getting support from Concern for fuel, communication and transport.

Discussion  How frequent are the Clusters’ meeting? Ever since the government came onto co- chair the meetings have been reduced and worse with the reduction in emergencies. What is the best way forward?  The DWSCC meetings are worse when the incentives disappear; the attendance is now reduced it was suggested that maybe Partners take turns in providing the lunches.  All Implementing Partners were encouraged to submit reports to the DA and encourage the Chairperson to submit the reports to the DA’s as well.  It was suggested that whoever is chairing the meetings gets updates from Partners in the district whether or not the meeting was carried out so feedback can be given in the National Cluster. 4.0 Presentations Africare Presentation still to be sent.

Discussion  Resilience and coping mechanisms is embedded in the LOCAL structures and yet the DWSSSC is not fully functional how can this be attained? This can be developed through the health clubs and linking them to the Ward Rural Health Centers.  The two major public gatherings that present the most challenges are church gathering and funerals and river based activities so messages should be ZIMAHEAD to developed that address this issues and government structures can be used to focus on this spread the information. Aqua tablets are also used to clean toilets as cases seem to prove in Chitungwiza. Hence when this commodity is now been diversified for other things it’s a sign we need to change the way we distribute the aqua tablets.

CRS: Presentation done by Munyaradzi Charuka Enhanced Rural WASH Programme  Borehole rehab (53) drilling of 25boreholes, latrine construction of 369 households and 106 institutional latrines piloted the latrine for use with people with disabilities with ramps and raised sits, at Magura Primary School; there have been more enrollments of children with disabilities.  They have also piloted a latrine for girls with a small cabinet with basic materials for the menstruating girls and a just small mirror,  CB of community mgt structures (WPUC, Pump Minders, Latrine builders) were trained and including Operation&Maintainance which introduced the savings and internal lending committees through mobilizing existing women and community groups which were giving each other money but they then fund their own activities but have a social fund which can be used for bereavement and gathering as well operation and maintenance of the water facilities. The uptake was good in terms of saving and they were more comfortable with sharing and saving but this was not so with lending was loaning. The key issues were: 1. partners did not get the background documents that were used to develop the policy 2. There was no policy on the sanitation is this document going to articulate these issues or is a policy going to be developed. Partners were asked to go through the Zero Draft and submit the comments to the NCU. Discussion - In the urban meeting the group felt that the policy should cover water issues and the sanitation issues should be focused in its own policy and thus if the two are not separated there will be no finer urban strategy to be put into place. It was noted that if the house thinks it’s important that there be two policies then the house really needs to push for it and that the representation is sent to the NCU as a recommendation. - The rural policy and the water policy all came in together are we feed backing into both or just one? - The status of the hygiene strategy where is it? The document is there but it needs finalization from a signature from the Minister of Health and a launch had been set for June and where the bottleneck is, that isn’t known, though it might be a matter of funding but clarity is not available on the issue. 5.0 Any other Business It was proposed to eliminate bilharzias and WASH is very central in this regard, and after the Zim survey held last year it’s been targeted that all school children are to be treated during the holidays of August and September. Thus a National Exercise to treat all school going children will be done. The Cluster is been appealed that apart from cholera during hygiene education they are also to discuss about these intestinal worms in a deliberate attempt to eradicate them. The water sources will not be targeted While the children are treated it is important that their behavior practices support the treatment to cut the cycles as well as sanitation issues that will cut the cycle.
