The veteran trainer has been the sport=s most outspoken critic of what he saw as the abuse of the drug and the new regulations in Canada will be among the strictest in North American racing. But Casse said that the new rules only go so far in curbing the problem and that the real answer is a total ban of the drug. AHopefully, this is the first step of many,@ Casse said. AI know there are a lot of things out there in the works. The 28 days is a good start, but I would still like to see it banned. Not only is it being abused at the racetracks, it=s being abused with weanlings and yearlings at the sales. Sent off at 10-1, the chestnut colt was widest of four scrambling on the front end early, with Weston (Hit it a Bomb) down along the rail and favored Spielberg (Union Rags) and Coastal Kid (Coast Guard) all to his inside. Weston took a slim advantage after a quarter in :22.37, but the race changed in an instant when Coastal Kid, caught in tight quarters between the tiring Spielberg and the rallying Red Flag, took up sharply near the three-eighths pole. Red Flag surged to the lead with authority after a half in :45.34 and extended his advantage with every stride down the lane. Uncle Boogie (Ride On Curlin) rallied for second over Ambivalent (Constitution). Spielberg settled for fourth. After an inquiry into the incident on the turn, the stewards made no change to the order of finish. In 1861, when Japan was about to move from the feudal system into the Meiji Restoration, foreign residents living in Yokohama, predominantly British, introduced the first Western-style horse racing by establishing the Yokohama Race Club to Japan. Western style horse racing was held in foreign enclaves, and hence, unfortunately, very little is known or recorded about initial era in Japan’s modern horse racing history. At about the same time that the name of the Japanese central city was changed from Edo to Tokyo, Western-style horse racing began to be found in the major metropolitan cities across the country. In 1906, the government embarked on a policy which tacitly allowed to bet. This led to the introduction of modern horse racing featuring sales of betting tickets in Tokyo, Kyoto, Osaka and other metropolitan cities, from which most racing operations benefited.
