ENROLLED SENATE RESOLUTION NO. 4 By: Halligan

A Resolution congratulating Justin Blackmon, Oklahoma State University Cowboy football player on successful 2010 season; wishing him well in his future endeavors; and directing distribution.

WHEREAS, 2010 was a great year for Justin Blackmon, son of Warren and Donna Blackmon; he became Oklahoma State University’s first recipient of the Biletnikoff Award; was named unanimous All- American; was named offensive player of the year by both the Associated Press and the league coaches; was the first Cowboy named Offensive Player of the Year since and the first receiver in the history of the Big 12 to win the award; he led the NCAA with 148.5 receiving yards per game and 20 receptions; and further was named as the Offensive Most Valuable Player in the 2010 Valero ; and

WHEREAS, Justin Blackmon set Oklahoma State University records in 2010 with 1,782 yards, 20 touchdown catches, and 111 receptions. His touchdown total represents the 7th all-time total in NCAA history, and his reception total is the 15th best single-season effort in NCAA history; he set 2010 NCAA records with 12 straight games with at least 100 receiving yards and a touchdown, and he ended the 2010 season ranked third nationally in scoring, with 11 points per game, and was ranked 13th in all-purpose yards with 1,866.

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE 1ST SESSION OF THE 53RD OKLAHOMA LEGISLATURE:

THAT the Oklahoma State Senate hereby congratulates Justin Blackmon, one of the Oklahoma State University Cowboy’s highest award-winning members, on his great success in the 2010 season and further wishes him continued success in all his future athletic endeavors.

THAT a copy of this resolution be distributed to Justin Blackmon.
