2. Bidding documents including Priced BOQ / Engineer Estimate, instruction to bidders (ITB), Draft Contract Agreement, Drawings, preamble, evaluation criteria etc are available on C&W web site (www.cwd.gkp.pk) & www.kppra.govt.pk which can be downloaded for bidding purpose. These documents can also be obtained from the office of Executive Engineer C&W Highway Division Mardan.

3. Cost of bidding documents mentioned above in the shape of call deposit (Non-Refundable) in the name of Executive Engineer C&W Highway Division Mardan be put in the Technical proposal, failing which both the Technical and Financial proposals will be considered as non-responsive. 4. As per KPPRA amended Notification No. KPPRA/M&E/Estt:/1-17/2019-20 dated 12.06.2020, the successful bidder will submit Additional Security in shape of Call Deposit equal to difference of financial impact occurring in the quoted rates beyond 10% below Engineer Estimate. 5. The Bidders are required to submit the following documents with financial bid:- i- Enlistment with C&W Department along-with renewal (2020-21). ii- Pakistan Engineering Council-2021. iii- NTN (Active FBR Certificate). iv- KPRA (Active Taxpayer’s Certificate). 6. Pre bid meeting will be held on 10/12/2020 at 2.00 pm. 7. The bidders are required to quote their rates (electronically) “ABOVE / BELOW / AT PAR” for both priced BOQ / Engineer Estimate based on MRS-2020 and NSI Items as well. Only two digits after the decimal point shall be considered for evaluation purpose. 8. All other items not mentioned in the BOQ but exist in the MRS-2020 shall be paid at contractor’s rate approved by the Competent Authority with approved area cost factor. 9. The Successful bidder shall be subjected to all admissible taxes including stamp duty, service charges, sale tax and any other at prevailing rate. 10. Financial bid shall be filled online. Complete bid must reach these offices on or before the fixed date time. 11. Time allowed for the completion of the work as specified in the NIT shall start from the issuance of Work Order. 12. Electronic Bids validity period is 90-days. 13. Successful Bidder should sign the agreement with C&W Department within Twenty Eight (28) days after issuance of Letter of Acceptance. 14. Call Deposit and bank guarantee of Scheduled Banks shall be acceptable. 15. If the evaluated electronic bid costs of two or more than two bidders are equal then the successful bid will declared through open draw. 16. Bids will be opened in o/o Executive Engineer C&W Highway Division Mardan after 30 minutes any bid or all the bids assigning cogent reasons. 17. Bid security of the 1st, 2nd and 3rd lowest bidders for the specific work will be retained by the Authority till the approval of bids. 18. All the information and documents provided by the bidder must be based on facts beyond any doubt. Any misrepresentation, false statement or fake document found in the proposal at any stage, would lead to debarment / blacklisting of the firm. The matter may also be reported to the PEC for cancellation of registration/license of the respective firm.
