Important Notes
e-Admission (ON-LINE ADMISSION INTO +2 CLASSES) is compulsory in all +2 (Junior) Colleges including Self Financing (Junior) Colleges in the State of Odisha for the Academic Session 2013-14.
The on-line Common Application Form is available on the website www.dheorissa.in and can be accessed at any place where Internet facility is available. Please read the Common Prospectus carefully before filling the ON-LINE Common Application Form.
The passed outs of BSE, Odisha need not enter their marks. They have to enter their examination roll numbers. Once the roll number is entered their marks will be reflected on the screen. They have to verify the correctness and if they find any discrepancy in the automatically entered marks, they can manually make necessary correction.
An applicant can exercise for a maximum of SIX options in a CAF. If an applicant submits more than one CAF at SRC, then any one of the CAFs will be rejected automatically. Only the computer (Net) generated CAF with Barcode shall be accepted. In no case, a DTP or Typed CAF shall be accepted.
Mere applying on-line CAF in the Internet will not be sufficient for e-Admission. An applicant has to take print out of “College Copy” & “Applicant Copy” of the filled in CAF and both the copies of CAF with relevant documents along with required fees are to be deposited at the nearest SAMS Junior Resource Centre.
Students who take admission against lower options in the 1st selection and want to continue in that college, have to give an undertaking in a form (Annexure-7), so that their cases shall not be considered for sliding up during the 2nd selection. If they do not do so at the time of admission, it may be possible that their names would be slid up to their higher options and removed from the 1st selection college.
Intimation letter to the selected applicants will be transmitted through five modes (i) SMS (if mobile number is provided in CAF) (ii) e-Mail (if e-mail ID is provided in CAF) (iii) Website (www.dherorissa.in) (iv) College Notice Board (Applied College & Selected College) (v) Toll Free Number (155335). Intimation will not be sent through post.
The normal admission will be closed in five stages (i) First Selection Admission (ii) Second Selection (iii) ST/SC Extension Admission (iv) Balance Seat (Spot) Admission (for residual seats) (v) Admission after Supplementary/Instant results publication.

Definitions & Acronyms
This form is the replica of the CAF submitted at the college. It contains the Money Receipt-cum-Index Number and to be retained by Applicant Copy the applicant. Use of MRIN is necessary for any future communication relating to admission. A sample of applicant copy is given in Annexure-6. CLC College Leaving Certificate Copy of CAF which is to be submitted at the applied college College Copy (Annexure-5 of CP) College It is a facility centre, opened within the college premise where Facilitation students/parents/guardians can apply on-line and take print outs of Center college copy and Applicant copy as well. This profile gives information regarding the streams (Arts / Science / College Profile Commerce), Subjects, Sanctioned Strength in each Subject, Hostel Facilities, Admission Fees etc of each Junior College. CP Common Prospectus Destination Where the applicant is selected to take admission (as mentioned in College the Intimation letter) DHE Department of Higher Education Helpdesk consists of a group of teaching and non teaching staffs of Help Desk the college. It educates the applicants about different procedures of e-Admission. Money-Receipt-Cum-Index Number. This number is recorded on both the applicants copy as well as the college copy of CAF, when an MRIN applicant submits both the copies, along with relevant documents and fees at the counter of SAMS Resource Center. Executive Summary
1 What is SAMS?
SAMS stands for Students Academic Management System. In this system, students are admitted on-line into +2 and +3 classes of Arts, Commerce and Science streams. This admission process, which is carried out through internet and computers is called as e- Admission. Besides e-Admission, SAMS also maintains the academic and financial records of each student admitted into different colleges.
This initiative was started during the academic session 2009-10 in 60 Junior Colleges, expanded to 169 Junior Colleges (+2) and 53 Degree Colleges (+3) during the session 2010-11 and to all Junior Colleges (including +2 Self Financed Colleges) and 162 Degree Colleges (+3) during the session 2011-12. Then in the next session 2012-13 all Junior & Degree/Autonomous Colleges (including Self Financed Colleges) of the state came to the SAMS fold. And in the ongoing session 2013-14 also all Junior & Degree/Autonomous Colleges (including Self Financed Colleges) of the state have been approved by the Govt. to be in SAMS.
2 Objective
The objectives of SAMS are to;
9 Ensure single window system for admission through e-Admission process 9 Make the admission process economical 9 To make the entire admission process transparent, thereby reducing the anxiety of applicants/parents regarding selection. 9 Reduce the work load of college by developing several modules of administration using the database of admission process and thereby improve services to the students.
3 Components of SAMS
There are two components of SAMS: e-Admission & e-Administration;
3.1 e-Admission
e-Admission aims at successful use of Information Technology to make the admission process simple, economical, fast and transparent. This process is accomplished by the use of Computers and Internet.
An eligible applicant have to apply ON-LINE through www.dheorissa.in (by filling up required personal and academic information, choices of different colleges and streams in order of preference and others), take print outs of the computer generated application form (College Copy & Applicant Copy) and travel to the nearest SAMS Resource Center (Annexure-1) to submit the application. The college authority would keep the College Copy of the application form along with the relevant documents and return the Applicant copy with a Money Receipt-cum-Index Number to the applicant.
3.2 e-Administration
e-Administration uses the admission database for issue of College Identity Cards & Library Cards, record of fees collected from the students, allocation of subjects and sections, Preparation of Long Roll Register and Return of Matriculates, Maintenance of students attendance, Tabulation of college level examination marks, issue of College Leaving Certificates etc. This would improve efficiency, saves precious time of college authorities and ensures dissemination of correct information and services to all its stake holders.
3.3 Colleges under SAMS 2013-14
Basing upon the successful completion of e-Admission process during the session 2009-10, 2010-11, 2011-12 and 2012-13 it has been decided to implement the same in all Junior Colleges and Degree Colleges including Self Financing (Junior & Degree) Colleges during this academic session of 2013-14. The list of Junior Colleges, available streams and subjects are published in the official website of Higher Education Department (www.dheorissa.in). The list of Self Financing (Junior) Colleges is given at Annexure-10.
4 Features of SAMS
4.1 Common Prospectus (CP)
Common Prospectus is a booklet, which outlines the details of e-Admission process, relevant information of different Junior Colleges and other procedures. The CP is available in the official website of the Department of Higher Education, Government of Odisha www.dheorissa.in in downloadable format to take printouts.
A. The first part of CP will have features of e-Admission like General Guidelines, Selection Principles, Reservation & Weightage matters, etc. The booklet which you are reading now is the first part of CP.
B. The second part of CP describes individual college profiles, like Seat Availability, Subject Availability, Elective Combinations, College Admission “Cut-off” marks of last 2- years for various streams, Hostel Seat Availability, Total fees required for admission, etc. The second part of the CP is available in the website under “College Profile” link.
C. No printed copy of the CP would be available for the current academic session 2013-14. Only its English version would be available in the website www.dheorissa.in. Applicants may download it from the internet and print the same for their use.
4.2 Common Application Form (CAF)
The CAF has been so designed that, an applicant can apply to any of the 1353 Junior Colleges of the State in one form. An applicant has to fill it up ON-LINE by logging into the website of Higher Education Department, Government of Odisha www.dheorissa.in. An applicant can exercise up to six choices of college & stream in order of preferences where one would like to study.
Furthermore, If an applicant passed from a high school that is coming under Board of Secondary Education (BSE), Odisha in the Annual High School Certificate (HSC) Examination 2013 only, then he/she needs to input his/her Examination Roll Number at the right place after selecting “Name of the Board” and “Year of Passing” and wait till the marks are shown to him/her on the CAF. Again if he/she agrees with the shown marks, then he/she has to confirm it by clicking on ‘Yes’ button or else on ‘No’ button just to allow self to enter the actual marks at point # 9. a. of the CAF. However, other information like Parents’ names, Correspondence and Permanent Address, Reservation and weightage details etc. are to be entered in the appropriate box of the on line form. The sample copies of on-line CAF & Instructions to fill it up are given in Annexure-2.
N.B. - Applicants being passed from other than Annual HSC Examination 2013 shall not avail the above facility. They have to fill in all necessary fields of their own.
From the past experience, it is seen that about 40 to 50% of applicants who get selected for admission to their first option college/stream had given only one option in last two years. This shows that cut-off marks of last 3 years are very crucial to take decision in choosing your options of stream and college.
4.3 On-Line Application
As mentioned earlier, an applicant has to fill the relevant information in the CAF on computer screen and submit it on-line. Mere applying on-line CAF in the Internet will not be sufficient for e-Admission. Then he/she has to take print outs of “College Copy” and “Applicant Copy” of the filled in CAF. The applicant and his/her parents or guardian must put their signatures at the appropriate places of the college copy. Then the applicant shall deposit both the copies of CAF and relevant documents and fees at the nearest SAMS Resource Centre (Annexure-1). The receiving official at the SRC shall verify the documents and return the “Applicant Copy” to the applicant with a “Money Receipt-Cum- Index Number” written on it.
4.4 Selection Process
After the applicants submit their college copies, those shall be validated at the SAMS Resource Center by team of validators. Once the validation is complete, the software shall process all applications and finalise the 1st selection list for each of the colleges as per the merit and choice of the applicants. The selection list shall be published on the pre- determined date.
The selection list and the intimation letters for selected applicants shall be made available in the website. Besides, an applicant can download and print his/her intimation letter directly from the website after receiving a notification on his/her mobile number (if provided in the CAF) and take admission at the particular college on the date mentioned there in.
Based upon the 1st selection admission data, the 2nd selection list shall be generated on- line. A selected applicant can get the intimation letter directly from the website, as mentioned earlier. After the 2nd selection admission is over, selection list of SC/ST Extension Seat Admission shall be generated. This list shall be generated only for those colleges, for which there are substantial number of SC/ST applicants, who fail to secure admission elsewhere.
The next phase of admission shall be Balance Seat Admission (for the residual seats and popularly known as Spot Admission). Merit lists for each Junior College, shall be posted on the website www.dheorissa.in. No. of applicants in these lists for each college shall be limited to a maximum of 5 times the number of seats remained vacant after the second selection admission.

4.6 Admission / Slide-up
For these four phases of admission (a) First Selection Admission (b) Second Selection Admission (c) ST/SC Extension Seat Admission (d) Balance Seat (Spot) Admission (for residual seats); the merit lists in respect of each Junior College shall be provided by the SAMS Steering Committee in the e-Space of respective colleges. The SRC should download these lists immediately, take printouts and notify them in the respective college notice boards.
The selected applicants have to take admission directly at the Destination College / SAMS Resource Center on scheduled date and time mentioned in the intimation letter. Junior Colleges, which don’t have internet facilities, have been tagged to nearby SAMS Resource Centers. Those colleges can update their admission details at the SRC. Self Financing Junior Colleges shall not be tagged to any SRCs. They will set up their own SAMS Lab and do the admission and update the relevant information in the e-Space. However, these Self Financing Junior Colleges shall not receive or validate the CAFs.
The selected applicants have to take admission directly at the Destination College on the scheduled date and time mentioned in the intimation letter.
Students who take admission against lower options in the 1st selection and want to continue in that college, have to give an undertaking in a form (Annexure-7), so that their cases shall not be considered for sliding up during the 2nd selection. If they do not do so at the time of
admission, it may be possible that their names would be slide up to their higher options and removed from the 1st selection college. In that case, it would become compulsory for them to take admission against their higher option Junior College / Stream. They cannot remain in the 1st selection Junior college which is their lower option if they didn’t give undertaking as per Annexure-7.
4.7 Predetermined Dates
SAMS operates through pre fixed dates for all its activities. It helps in creating awareness and transparency & timely completion of activities. These dates have been finalized keeping in view publication of High School Certificate Examination conducted by BSE (Odisha), CBSE (New Delhi) & ICSE (New Delhi).
Changes to the dateline (if occurs) will be notified in the newspapers & website as well. 4.8 Changes for 2013-14 vis-à-vis 2012-13 Session
Following changes have been introduced for 2013-14 session after deliberation in the SAMS Steering Committee and Government Approval.

If they intend to do so, then they are suggested to apply another fresh application following the same procedure. 9 There will be 2nd Selection for the academic session 2013-14.
4.9 Expansion of SAMS e-Admission has been made compulsory in all Junior Colleges including Self Financing (Junior) Colleges in the State from the Academic Session 2011-12. Council of Higher Secondary Education, Odisha will accept the Return of Matriculates (RoM) only through SAMS e-Admission database.
NB: The colleges coming under ST & SC Development Department, Public Sector Undertaking, Railway Authority will do their Admission though off-line mode. However, they have to follow the e-Admission dateline and the procedures along with other rules & regulations of e-Admission. After completion of admissions they will update the admission data in the e-Space as per the date & time fixed. After updating the admission data the on- line RoM will be generated for CHSE, Odisha. The list of these offline colleges is given at Annexure-11.
Detailed Procedure of e-Admission
5 Application Process
The CAF will be available in www.dheorissa.in for applying on-line and at any SRC for applying in off-line/manual mode. There will be one Common Application Form (CAF) for admission to any stream of any Junior Colleges in the State. There shall be one Common Prospectus (CP) for all Junior & Self Financing Colleges.
The CP will be available on-line to download in PDF format. An applicant can download the same and take a printout for making an informed choice while filling in CAF on-line.
5.1 Where to apply on-line?
As the CAF is available in the Higher Education Department website www.dheorissa.in, it can be accessed in the Cybercafé, Common Service Center, Internet Facility Center operated in SAMS Resource Centers and at any place where Internet facility is available.
In Common Services Centers (Jana Seva Kendras of OCAC) or Internet Facility Center situated in all SAMS Resource Centers an applicant has to pay `10/- for Internet Charges & `5/- per page of print out (of B/W A4 Size) for completing the on-line application & for taking print out.
5.2 How to apply on-line?
Please read the Instruction in Annexure-2 of CP (First Part) before applying on-line.
Then go the Higher Education Department website www.dheorissa.in and click on the on- line CAF in its home page. You may also go through the video instruction regarding filling up of the CAF before you start the process of filling in. Now fill-up the CAF on-line on the computer screen. You can also upload your recent passport size colour photograph in the space provided for the same. However, uploading of photograph is optional.
Note Use ‘TAB’ Key of the Keyboard to move from one box to next one of CAF. Wherever, any box has a ‘Select Field’, you have to click on ‘Select’ and you will get a list of data relating to that field. You have to click on the ‘Data field’ relevant to you and then move to the next field. For Example, for ‘State’ box, once you click on ‘Select’ in the box, the list of states will be displayed. You have to move the ‘Mouse / Curser’ to your state, say ‘ORISSA’ & click on the same to fill in the box.
5.2.1 How to add more Options?
The provision of “Options” is given in the last part of the on-line application form. An applicant can apply for a maximum of six Options in the CAF. In order to add more than option, applicant has to click on “Add More Option” button. Then he/she has to select the desired college/stream from the drop down list and click on it. After adding all the options, he/she has to click on the “Submit” button.
Please note that, applicants submitting in two or more Common Application Form (CAF) are liable to be rejected. The sample on-line CAF & instruction to fill it up has been given in Annexure-2 of CP.
N.B. If an applicant submits more than one CAF at SRC, then any one of the CAF will be rejected
automatically. When the applicant clicks on the “Submit” button, the filled in CAF would be displayed on the computer screen. If any erroneous entry is detected, then it can be corrected by clicking on the “Back to
Modify” button.
5.2.2 How to modify information in a CAF?
Before confirming the application, an applicant can modify any provided information by clicking “Back to Modify” button. But applicants after getting confirmation accompanied with Congratulations message and ‘Reference Number’ & ‘Password’ through online CAF cannot edit/modify the same. If they intend to do so, then they are suggested to apply another fresh application following the same procedure.
5.2.3 Printing of CAF Click on “Print CAF” button to view the CAF to be printed. Then click to get both “College Copy” (Two pages as at Annexure-5) & “Applicant Copy” (One page as at Annexure-6).
5.2.4 Then, the applicant has to affix his/her recent colour passport size photograph (self attested) on the CAF College Copy. The applicant and his/her parent/guardian have to sign in the “College Copy” before submitting the same along with the copies of the documents indicated at the end of the “College Copy” of the CAF at any of the 477 SAMS Resource Centers (Annexure-1).
NB: Only the Computer (Net) generated CAF shall be accepted. In no case, a DTP or Typed CAF shall be accepted.
5.3 Fee Structure of Application As per the number of options applied in CAF, the applicant will pay the required fees at the college counter while submitting the application. For first option, applicant has to pay `100/- and for other options `50/- for each. In this way, if an applicant has given 6 options then s/he has to pay [`100 + (5X`50) = `350]. The fees amount will be printed at the top of the College Copy as well as on the Applicants copy of the CAF.
NB: There are no postal intimation charges from the academic session 2012-13.
5.4 Submission of CAF 5.4.1 The applicant has to submit the College Copy with the only documents as reflected on the 2nd page of the College Copy under “Documents to be submitted” & fees at the SAMS Resource Center. In addition, he/she has to produce the Applicant Copy at the CAF Receiving Counter to get back the same acknowledged with MRIN on it.
5.4.2 This MRIN shall be the KEY to all further queries for an applicant regarding e-Admission.
5.4.3 The MRIN will be generated from the CAF Receipt Register (to be maintained manually by the SRC) and given to the student and will be updated in the website www.dheorissa.in by the concerned college authorities.
5.4.4 Application by Outside State Applicants (OSA) Outside State Applicants (OSA) can send the CAF by post to any one SAMS Resource Center along with the required option fees in the shape of Bank Draft only in favour the Principal of the concerned SRC (college). The duly filled in CAF should reach the college on or before “Last date of submission of online applied CAF at any of 477 SAMS Resource Centers (SRC)”. CAF without the Bank Draft shall not be entertained.
5.4.5 Applicants, who have passed the 10th Board Examination from BSE, Odisha, shall attach the photocopies of Original Mark Sheet-Cum-Provisional Certificate or the downloaded mark sheet from the internet with the college copy of the CAF.
Applicants, passed from other equivalent Boards, shall have to attach the photocopy of their original 10th Board mark sheet only.
5.5 Check list for submission of CAF
5.5.1 Computer (Net) generated “College Copy” – duly signed by applicant and parent/guardian
5.5.2 Computer (Net) generated “Applicant Copy”
5.5.3 Self certified copies of 10th Board Mark Sheet & Pass Certificate of BSE, Odisha or other equivalent Boards. The list of equivalent Boards as communicated by Secretary, BSE, Odisha is given at Annexure-3.
5.5.4 Self certified true copy of the compartmental HSC mark sheet (only for the applicants passed compartmentally)
5.5.5 Self certified true copies of the certificates in support of reservation from appropriate authority
5.5.6 Self certified true copies of the certificates for claiming weightage from appropriate authority
5.5.7 ONE self signed (on the front side) recent colour passport size photograph to be affixed in the CAF (College Copy).
5.5.8 Certified true copy of Resident/Nativity Certificate for Odia Students Living in Neighbouring State (OLNS).
5.6 CAF Validation Process
5.6.1 Applicant cannot change any data in the CAF after submission of “College Copy” & getting acknowledged “Applicant Copy” of CAF at the SRC counter whichever is earlier. The information furnished in the hard copy of CAF shall be verified as per the photocopy of the documents, submitted along with the college copy.
5.6.2 The e-Admission Validation Team Member at SAMS Resource Center will validate the submitted CAF on-line by comparing the information with the relevant documents like mark sheets, reservation & weightage certificates, etc. If an applicant has claimed any benefit of reservation or weightage without relevant document, his/her case will be validated without claim.
5.6.3 For benefit of applicants, a sample of filled in College Copy & Applicant Copy of CAF are given at Annexure-5 & Annexure-6 respectively.
5.7 Dos / Don’ts
5.7.1 Mere applying on-line CAF in the Internet will not be sufficient for e-Admission.
5.7.2 After applying on-line, the applicant has to take print outs of “College Copy” & “Applicant Copy” and submit them at any of the nearest SAMS Resource Center along with the requisite documents & fees for consideration for admission.
5.7.3 Applicant must take a fresh print out of “College Copy” and submit it to SAMS college, if he/she is editing his/her on-line application after taking one print out.
5.7.4 Applicant should fill up options e.g. college & stream in order of preferences very carefully
5.7.5 For any doubt, applicants are requested to take help of nearest college Help Desk or Sanjog Helpline Toll Free (155335) Number.
5.7.6 Applicant has to write “submitted by me” and sign in all the supporting documents submitted along with the “College Copy” of the CAF.
5.7.7 Please don’t submit your ‘College Copy” in more than one college. Give all your options (College + Stream) in one CAF.
6 Principles of Selection
6.1. Eligibility: The minimum eligibility for admission to +2 or higher secondary classes shall be a pass in High School Certificate (HSC) Examination of the Board of Secondary Education (BSE), Odisha or its equivalent. The list of Equivalent Boards is given at Annexure-3 of the CP.
6.2. Admission into various Streams & Colleges shall be done strictly on the basis of merit.
6.3. Marks secured at the 10th Board Examination out of the Total Marks, Weightage & Reservation (if applicable) will be taken into consideration in preparing the merit list. For Reservation & Weightage please refer items 9 & 10 of the CP.
6.4. In case of candidates passing the HSC/HS/equivalent examination compartmentally, average of marks secured in the subject/s concerned at both the examinations shall be taken into consideration to determine the aggregate.
6.5. For applicants who have secured equal marks in the 10th Board examination and have opted for same college & stream, their merit will be decided on the basis of marks in English/Social Studies for Arts and Mathematics/Science for Science & Commerce Streams. (Govt. Order No.: 57823, Dated: 24.10.2000).
For Example:- If there are two applicants who have opted for one college and one stream and have same marks in HSC examination, then if it is for Arts stream, then the applicant who has more marks in English will get preference. If English marks of both applicants are also same, then marks in Social Studies will determine the selection. For Science & Commerce Stream, Mathematics & Science marks will be the deciding factor in similar sequence.
6.6. Any applicant, if selected, will be given only one confirmed seat according to his/her choice of preferences in CAF in the intimation letter after 1st selection.
6.7. Status of the higher choices of preference in the CAF will also be intimated (Please see Annexure-4 which shows sample copy of Intimation Letter).
6.8. If an SC/ST applicant gets selected for his/her 1st choice of preference as per the CAF, then his/her name won’t be considered for other choices of preference in the SC/ST Extension Seat Selection.
6.9. If an SC/ST applicant gets selected against any choice other than 1st preference in 1st selection, s/he will be considered for higher preference choices in the SC/ST Extension Seat Selection.
6.10. SC/ST students who take admission against lower options in the 1st selection may slide up during SC/ST Extension Seat Selection and got their higher choice college/stream. But some students may want to continue in the 1st selection college which is their lower preference. Such students can exercise an option (by giving an undertaking) for not to be part of SC/ST Extension Seat Selection, at the time of 1st selection admission. A sample format of the undertaking is given at Annexure-7 of this CP.
6.11. In case a SC/ST student admitted against any lower choice of preference but gets higher choice during SC/ST Extension Seat selection, then s/he can take transfer to the college of his/her higher choice without forfeiting the deposited college fees except `100/- towards processing fees. The balance amount after deducting `100/- is to be given directly to the applicant or guardian on the day when he/she is taking CLC in shape of Cash / Bank Draft / Cheque by the college authorities issuing CLC.
7 Intimation
A sample intimation letter has been shown at Annexure-4 of this CP. It can be downloaded by individual applicants from the website of Higher Education Department.
Elective Subject, 4th Elective Subject or Hostel Selection won’t be indicated in the intimation letter of selected applicants. The destination college will allocate the Elective Subject (s), 4th Elective Subject or Hostel as per the merit list, options of applicants in the CAF and the availability of seats.
Intimation for e-Admission will be communicated through following five modes:
7.1. SMS (if mobile telephone number is provided in the CAF)
7.2. e-Mail (if e-mail address is provided in the CAF)
7.3. An applicant can get the information by dialing 155335 (Toll Free Number) Sanjog Helpline by giving their Money Receipt-Cum-Index Number on all Government working days between 06 A.M. to 10 P.M.
7.4. A selected applicant can download the intimation letter directly from the website www.dheorissa.in.
7.5. Notice board of Applied College (where applications are submitted) and Destination College (where applicant is selected to take admission).
8 Admission Procedure
8.1 First & Second Selection Admission
8.1.1. Selected applicants have to produce the Intimation Letter (or Applicant Copy, in case he/she does not possess the Intimation letter) before the admission committee at the Destination College on the date and time mentioned there in.
8.1.2. Applicant has to produce all original documents for verification at the Destination College. He/she has to pay the requisite admission fees in the right mode (Bank Draft OR Cash as mentioned in the College Profile) at the destination college counter.
8.1.3. He/she has to submit 3 colour passport size photographs at the time of admission.
8.1.4. He/she has to fill in the Undertaking Form (Annexure-7), if he/she wishes to continue in the 1st selection college which is his/her lower option and does not wish to slide up to higher option in 2nd Selection.
8.1.5. Those who want to continue in the first college allotted to them in the first selection are required to pay the admission fees etc. in cash. But those who opt for second selection can admit themselves by depositing Rs 100/- in cash (Non-Refundable) and rest of the amount in shape of account payee Bank Draft (Refundable). In the event of their transfer to another college in 2nd selection the college authority shall refund the Bank Draft to the candidates.
8.1.6. Additional information (as per Annexure-8) of the admitted students will be collected in a separate form, which will be used for e-Administration purposes by college authorities.
8.1.7. Subjects, Hostel & Fourth Elective will be allotted after the Balance Seat (Spot) Admission at the final Destination College as per the preferences given in the CAF and as per merit of applicant & availability of seats.
8.2 SC/ST Extension Seat Admission
8.2.1. After the 2nd selection admission, the SC/ST Extension Seat admission will take place.
8.2.2. The eligible list of candidates will be published in the website as per rule at Clause no. 9.1.5 of the CP on a predetermined date.
8.2.3. Next day, admission will take place at the destination college as per the steps outlined from 8.1.1 to 8.1.6.
8.3 Balance Seat (Spot) Admission (for residual seats)
Who are eligible?
(a) Students who had applied but did not get selected OR selected but could not able to take admission in any college during normal period of e-Admission due to various reasons.
(b) Those who have taken admission against their lower option college/stream but want to go for their higher option college/stream.
N.B: Selection of candidates shall be made only on the basis of merit.
8.3.1. Eligible candidates’ list (5 times of the vacancy) will be published in the website on the predetermined date.
8.3.2. The interested applicants out of the list published have to register their names on the predetermined date, up to 2:00 PM at the Destination Colleges. Sample registration format is given at Annexure-9.
8.3.3. Depending upon the number of vacant seats, a merit list of the registered applicants shall be displayed on the College Notice Boards by 05:00 PM on the same date.
8.3.4. Next day, admission will take place at the destination college as per the procedures outlined above (8.1.1 to 8.1.6).
8.4 Admission after Publication of Supplementary / Instant Results by BSE (Odisha)
Who are eligible?
9 Students who have passed in the supplementary / instant examination conducted by BSE, Odisha 9 Students who could not able to apply online during normal admission period. 9 Students who had applied but did not get selected OR selected but could not able to take admission in any college during normal period of e-Admission due to various reasons.
8.4.1. The vacant seats after all above admissions will be filled up by the respective colleges, by inviting fresh applications at college level within 7 days from Supplementary result date.
8.4.2. Respective colleges will notify the vacant seats in their notice boards and in the website of Higher Education Department www.dheorissa.in.
8.4.3. Interested applicants can buy the CAF by paying `10/- at the college counter or download the same from the website www.dheorissa.in. Then s/he has to fill up the CAF manually and submit it along with the relevant documents and requisite fees at the college, where he/she wants to take admission under receipt. The receipt would contain Money-Receipt-Cum- Index Number.
8.4.4. These CAFs will be assigned the next Money Receipt-cum-Index Number available after the normal CAF receipt period for that particular year.
8.4.5. The information given in these CAFs shall be entered in the e-Space (Pre-Admission Tab) by the Data Entry Operator of the college to generate Bar Coded CAFs. These Bar Coded CAFs shall be tagged and validated as usual. No fees shall be collected from the applicant for the data entry of his/her CAF into e-Space.
8.4.6. The colleges will do the selection as per the procedures defined in this CP and publish the merit list on the college notice board. The intimation letters shall be sent to the selected applicants in the self addressed envelopes furnished by them during the submission of CAFs. The entire admission process shall be completed within 20 days from the date of publication of Supplementary / Instant Results conducted by BSE, Odisha (including Holidays).
8.5 Check List for Admission
8.5.1 Original Certificates (As per Intimation Letter)
8.5.2 Total fees for admission (as mentioned against each college in the 2nd part of CP).
8.5.3 Three passport size colour photographs.
8.5.4 Following Original Documents are to be retained by the College Authority: 9 School/College Leaving Certificate issued by the Institution last attended. 9 Conduct Certificate issued by the Institution last attended. 9 Migration Certificate, if any 9 Additional Information Form (Annexure-8) 9 Undertaking form (Annexure-7), if any
8.5.5 Following Original Documents are to be returned by the College Authority to the applicant after the admission process is over. 9 Mark sheet of the 10th Board Examination 9 Pass Certificate of the same examination 9 Certificate in respect of Reservation, if any 9 Certificate in respect of Weightage, if any
8.6 Procedure to deal with transfer cases
8.6.1 If a candidate who has taken admission on basis of 1st selection gets selected for his/her higher choices in SC/ST Extension Seat Selection, two situations may arise:
a) Applicant’s Destination College in SC/ST Extension Seat Selection is different from the 1st selection colleges b) The stream is changed at the same destination college.
For situation (a) The applicant shall take admission at the SC/ST Extension Seat Selection Destination College on payment of the entire admission fees of this college and surrendering the CLC from the 1st selection destination college.
For situation (b) For change of Stream in the SC/ST Extension selection (due to up- gradation), there would be no need for the applicant to approach the college for any endorsement. This would be done at the college level subsequently.
9 Reservation
9.1 Scheduled Caste [SC] & Scheduled Tribe [ST]
9.1.1 SC - 8% of the sanctioned strength shall be reserved for SC applicants
9.1.2 ST - 12% of the sanctioned strength shall be reserved for ST applicants
9.1.3 The reserved seats are not interchangeable between SC & ST.
9.1.4 SC/ST applicants selected for admission on their merit shall not be counted against reserved seats.
9.1.5 Additional seats for SC/ST students to the extent of 8% for SC & 10% for ST will be provided under the following conditions.
a) Seat normally reserved for that category of students, i.e. SC or ST has been fully utilized. b) Even after the reserved seats have been fully utilized, student of either or both the categories who have secured 40% or more (for Arts & Commerce) or 50% or more (for Science) in the qualifying examination have failed to secure admission to Arts/Commerce or Science stream respectively [G.O. No. 36979 Dt. 23/09/04 of Department of Higher Education]
9.1.6 However any modification made by the Government in the reservation policy will be followed during admission.
9.1.7 Reserved seats lying vacant after 1st Selection and SC/ST Extension Seat Selection admission shall ordinarily be de-reserved.
9.2 Physically Handicapped [PH]/Orthopedically Handicapped [OH] 3% of sanctioned seats shall be reserved for PH / OH Students (Extent of handicap not below 40%).
9.3 Ex-Serviceman [ESM] 1% of the sanctioned seats shall be reserved for Self / Children / Wife / Husband of Ex- Serviceman.
9.4 Serving Defense Personnel [SDP] 1% of the sanctioned seats shall be reserved for Self/Children/Wife/Husband of serving defense personnel. (G.O. No. 55588/HE, Dt. 16.10.2000)
9.5 Children of Martyrs [CoM] 2% of sanctioned seats shall be reserved for the children of martyrs.
9.6 Odia Living in Neighbouring States [OLNS] Admission on merit from Odia students living in neighbouring states shall be reserved up to 5% (1% for any particular state) of the sanctioned strength. For the purpose of admission, an applicant will be considered as OLNS, if s/he has passed the HSC examination or equivalent examination from any school situated in the neighbouring state of Odisha. (Andhra Pradesh, Chhattisgarh, Jharkhand, Bihar & West Bengal)
NB- The applicants applying under this category must have opted Odia as a subject (either as MIL or as Language) in the CAF to be in status of OLNS.
10 Weightage
Number of seats in each stream, filled up by the applicants with weightage, shall not exceed 10% of the sanctioned strength. This 10% of seats shall be proportionately distributed among all categories of applicants. An applicant, who is selected with weightage and taken admission, shall continue to remain in this 10% bracket, even if cut-off mark is reduced in subsequent selections.
10.1 NCC
10.1.1 Applicants holding A Certificate shall be given weightage of additional 5% of marks over and above the aggregate marks secured at the HSC or Equivalents examination.
10.1.2 Applicants who have represented the State or the Central School/Sainik School at the All India level NCC Camps / Courses / Activities shall be given weightage of additional 5% of marks over and above the aggregate marks secured at the HSC or Equivalents examination.
10.2 Scouts & Guides
10.2.1 Scout and Guides possessing and producing the original certificate signed by the President of India shall be given weightage of additional 10% of marks over and above the aggregate marks secured at the HSC/Equivalent examination.
10.2.2 Scout and Guides possessing and producing the original certificate signed by the Governor of the State shall be given weightage of additional 5% of marks over and above the aggregate marks secured at the HSC/Equivalent examination.
10.3 Sports & Games
10.3.1 Applicants who have represented the country at international level shall be given direct admission.
10.3.2 Applicants who have represented the state at national level shall be given weightage of additional 10% of marks over and above the aggregate marks secured at the HSC/Equivalent examination.
10.3.3 Applicants who have represented the school at the inter-State School Sports Meet level shall be given weightage of additional 5% of marks over and above the aggregate marks secured at the HSC/Equivalent examination.
10.4 Admission of candidates from Outside State Applicants (OSA)
10.4.1. The number of students admitted from outside Odisha to any class shall not exceed five percent (5%) of the total number of sanctioned seat of the class, subject to a maximum of one percent (1%) of the total seat for the candidates of a given State / Union Territory of India.
10.4.2. For the purpose of admission, an applicant will be deemed to be from outside the State of Odisha if he/she has passed the H.S.C/ Equivalent examination from any school situated outside State of Odisha.
NB: Only merit, but no reservation will be considered for Other State Applicants.
11 Certificates & Documents An applicant has to submit the self attested photo copies of the following documents / certificates with the College Copy of the Common Application Form (CAF). Respective Original ones have to be presented before the Admission Committee at the time of Admission for verification. The authority may retain some of the Certificates in Original during admission as described earlier.
11.1. 10th Board Mark sheet and Pass Certificates in original.
11.2. School Leaving & Conduct certificates from the educational institution last attended.
11.3. Schedule Tribe / Schedule Caste certificates from revenue officer not below rank of Tahasildar / Additional Tahasildar. For ST applicant, his/her father’s caste certificate may be taken into consideration. Land passbook authenticated by the Tahasildar / Additional Tahasildar may also be taken as a proof of caste in absence of caste certificate.
(No caste certificate other than revenue officer not below the rank of Tahasildar / Additional Tahasildar shall be considered)
11.4. PH/OH certificate from CDMO/SDMO/CMO of Capital Hospital (in case of Bhubaneswar).
11.5. Ex-Service Man certificate from Zilla Sainik Board.
11.6. Service Defence Personnel-SDP (Army/Navy/Air Force) Certificate from the Commanding Officer of the unit.
11.7. Children of Martyrs (CoM) certificate from the District Collector.
11.8. NCC certificate from the competent authority.
11.9. Migration certificate for the applicants passing from other Boards other than BSE, Odisha
11.10. Permanent resident/nativity certificate (for OLNS candidates).
11.11. Sports certificate from the appropriate authority & counter signed by Director of Sports, Odisha.
11.12. Scout & Guide certificate from the appropriate authority.
12 Important Notes
12.1 Reservation
12.1.1. In case there are no applicants in any of the reserved category, the seats will be de- reserved and filled up by the general category applicants.
12.1.2. No seats shall remain reserved for any category beyond the normal date of admission.
12.1.3. SC/ST applicants selected for admission on merit basis shall not be counted against reserved seats. They shall be treated as general category applicants for admission.
12.2 Weightage
12.2.1. No weightage shall be given in any category if the achievement has not been made within two years before the last date of CAF submission at the Applied College.
12.2.2. Not more than 10% of seats in each stream shall be filled up on the basis of weightage.
12.2.3. An applicant can claim weightage to a maximum of 10% over the total mark secured.
12.2.4. Weightage is only for the purpose of admission. It will not be considered for any other preferential treatment such as allotment of subject/hostel.
12.2.5. An applicant, who is selected under weightage category and has taken admission, shall continue to remain under weightage category even if cut-off mark is reduced in subsequent selections.
12.2.6. The applicants admitted on basis of weightage, shall be proportionately distributed among all categories of students.
12.3 General
12.3.1. Self certified true copies of documentary evidence must be attached with the College Copy of the CAF for the applicants claiming reservation and/or weightage.
12.3.2. An applicant, whose parents are permanent resident of Odisha, has passed HSC or equivalent examination without Odia as a subject from outside Odisha may be considered to be from within Odisha. For this purpose s/he has to produce a permanent resident/nativity certificate from the District Magistrate/Tahasildar to the effect that her/his parents are resident of that district of Odisha.
12.3.3. Vacancies arising out of transfer will be filled up by the same category of students.
12.3.4. Incomplete CAF will be summarily rejected.
12.3.5. Applicants applying through two or more CAF are also liable to be rejected.
12.3.6. Only the Computer (Net) generated CAF shall be accepted. In no case, a DTP or Typed CAF shall be accepted.
