Invitation of Expression of Interest (EOI)

Directorate General of Lighthouses and Lightships( DGLL), Ministry of Shipping, is responsible for providing Aids to Navigation to the vessels plying in the Indian waters. In order to ensure uninterrupted Aids to navigation service to the mariners, entire coastline of India has been divided among 09 Directorates. Jamnagar is one of the Directorate situated in the state of Gujarat. Directorate of Lighthouses and Lightships, Jamnagar invites Expression of Interest from the parties interested for construction of off shore Lighthouse on Kalwan Reef-Jamnagar, Gujarat which does not constitute any binding commitment from the Directorate of Lighthouses and Lightships, Jamnagar to proceed with the project or invite any or all the parties in the subsequent bidding process.

1. The Expression of Interest (EOI)

a. The Directorate of Lighthouses and Lightships, Jamnagar invites bonafide agencies either individually or in consortium to submit non- binding expressions of interest (EOI) with regard to construction of an off shore Lighthouse at Kalwan Reef,Jamnagar- Gujarat.

b. The purpose of this invitation is to obtain response from interested parties pertaining to the range of indicative project components, suggestions on alternative / additional facilities that can be proposed, suggestions for making this and to obtain feedback on any other concerns / issues, if any are being anticipated.

c. In response to this invitation for Expression of Interest (EoI), interested parties may submit their interests / ideas for construction of off shore Lighthouse at Kalwan Reef, Jamnagar- Gujarat. d. The applications submitted may, either be on the lines of the perceived project ideas provided in this EoI or for any other new ideas feasible at site.

The Directorate of Lighthouse & Lightships, Jamnagar hereby clarifies the following: (i) This Expression of Interest (EOI) is not a pre-qualification / shortlisting process (ii) Agencies would not constitute any binding commitment from the Directorate of Lighthouse & Lightships, Jamnagar (DLL) to proceed with the project or invite any or all the parties in the subsequent bidding process. (iii) No reimbursement of cost of any type will be paid to persons or entities expressing interest in response to this document. (iv) DLL has prepared this document to provide interested parties background information on the proposed work. While DLL have taken due care in the preparation of the information contained herein and believe it to be accurate. (v) The information is not intended to be exhaustive. Interested parties are required to make their own inquiries or visit to site before taking decision to submit their Expression of Interest. The information is provided on the basis that it is non–binding on the DLL, any of its authorities or any of their respective officers, employees, agents or Advisors.

(vi) DLL reserve the right not to proceed with any or all of the Project(s) or to change the configuration of the Project(s) or to change the process or procedure to be applied.

(vii) The DLL reserves the right not to take up the bid process for the site. (viii) The DLL reserves the right to annul the process without assigning any reason whatsoever.

(ix) The application should be type-written in English Language only.

(x) A concept drawing is attached with this document. However the applicant may submit separate drawing emphasizing the architectural perspective. This however is subject to be vetting by the competent authority.

(xi) The proposal shall be accompanied with tentative budgetary quote. xii) A meeting shall be conducted to clarify the queries of the interested agencies on 25/11/2020 @ 1600 hrs at conference room, Deep Bhavan, Directorate of Lighthouses and Lightships, Jamnagar.

2. Tentative Features for Construction of off shore Lighthouse at Kalwan Reef, Gujarat :

Sl. Feature Details No. 1. Location Kalwan is a reef located 2 NM north of New Rozi Port, Jamnagar in the state of Gujarat. The geographical location of the site is Lat 22º35.35.06´N and Long 70º02.7´E. The proposed location is submerged in 6m deep water during high tide and during low tide the land mass appears for the time period as per tide chart. The reef is approachable through mechanized boat from Rozy jetty and bedi port,Jamnagar. 2. Perceived structure A RCC lighthouse tower proposed to be of hexagonal shape with attached ancilliary structure around the tower. 3. Lighthouse structure i) The internal space of lighthouse would be 2.5 m with 250 mm wall thickness with a staircase along the wall side of the tower having width 0.8 m to be raised over RCC deck. ii) The level of lantern house to be + 15m above MSL and height of Lighthouse to be approx 8.0 m from deck level. 4. Deck structure The RCC deck would be hexagonal shape having size of each side 5.7m( tentative) and thickness of 1.0m with top level at + 3.0 m from High Tide level. 5. Ancilliary building Single storey brick masonry / pre cast CC structure block masonry structure with integrated arrangement for storage of rain water/ supplied water and solar power along with back up arrangement by DG set. 6. Pile foundation Total 07 Nos RCC piles having dia 1.0 m to be installed on site. Termination depth of pile to be determined at the time of execution based on the soil strata encountered. The founding level would be determined as below : i) Hard rock – Min 1.0m ii) Weathered rock – Min 3.0m iii) No rock encountered–Min 12.0 m

3. B i) The contractor should have experienced/well trained engineers having adequate knowledge about off shore constructions to carry out maintenance as and when required. ii) Contractor to arrange Jack-up barge, equipment, materials and manpower.

iii) A Meeting has been Scheduled on 25/11/2020 @16:00 hrs at Deep Bhavan, Directorate of Lighthouses & Lightships, P N Marg, Jamnagar to address queries from prospective bidder, if any.

The indicative terms and conditions for the projects are given below. It is clarified that the terms and conditions provided are subject to change and would be finalized at the time of issue of the bid documents for the project.

1. PROJECT DESCRIPTION (i) Site Location (map showing general location) Location details are provided in Annexure-A. 2. SITE ANALYSIS (i) Connectivity Airway

The national airlines operate daily flights through the district headquarters at Jamnagar as well as Rajkot which lies 15 Km. & 105 Km. respectively from Rozi Port. Jamnagar and Rajkot airport is also operational and there is a daily flight to Mumbai and Delhi from this Airport.

Railway

Broad gauge(BG) tracks directly connect the Port at Bedi port,Jamnagar with the principal cities of Bombay, Ahmadabad, Surat, Baroda,Kandala port etc., and also Delhi, Punjab and Haryana through the route Ahmadabad-Ratlam- Kota - Mathura to Delhi. The second route is via Palanpur - Ajmer to Delhi.

Road

Rozi port is approachable by Jamnagar is connected to the State Highway No. 25 coming from Rajkot via Dhrol. Rozi port have distance 5 km from Jamnagar City. Boat

The Kalvan Reef Lighthouse is approachable through mechanized boat from Rozi port,Jamnagar & Bedi port ,Jamnagar. The distance of site is Rozi port to 4 km and Bedi port is 7km approx. respectively

(ii) Topography. The site is located in mid sea in front of Rozi port, Jamnagar (Annex- A) (iii) Existing infrastructure.: Nil (iv) Water Supply: Not applicable (v) Electricity / Power Supply: Not applicable and participant agency can take electricity by own generator

(vi) Soil classification: No data available. Agency should done SBR report and report submit to this office for approval.

The variation in annual temperature is around 12.8 °C | 55.0 °F.

Rainfall

Rainfall in Jamnagar is medium. Between January and April, there is normally no rainfall. Rainfall generally remains confined between June end and mid-September. During the remaining months, the rainfall is scanty. The annual average rainfall is around 200mm only. Wind Conditions

The predominant direction is between NNE and NNW and the speed is between 12 and 19 km/hr.

(Viii) Tidal Conditions

Tides at New Rozi port are semi-diurnal in character. The tidal heights with respect to port Chart Datum, with local Mean Sea level as + is presented in the table below:
