Rap music was born as a "do it yourself" art in which the "message" was more important than the music. During the 1990s, interest in the lyrics declined rapidly, while interest in the soundscape that those lyrics roamed increased exponentially. The rapping itself became less clownish, less stereotyped, less macho, and much more psychological and subtle. In fact, rappers often crossed over into singing. Hip-hop music became sophisticated, and wed jazz, soul and pop. Instrumental hip-hop became a genre of its own, and one of the most experimental outside of classical music.     Dancing About Architecture : Postmodernism and Irish Popular Music Stephen Ryan 'Writing about music is like dancing about architecture' Elvis Costello Introduction Listening to Bono of U2 in a recent radio interview, I was struck by a comment he made. He was talking about contemporary and past musics, and how the past and the present are tied up with hopes and fears about the future. It was, he argued, a case of the difference between yesterdays tomorrow and todays tomorrow. Yesterday's tomorrow was about a confidence for the future, a belief that progress was more or less inevitable and, for music, that artistic creativity would continue to blossom and produce great works. By contrast, today's tomorrow is characterised by a chronic lack of confidence in the future, a deep-seated questioning of the possibility of further progress, and a resigned belief that absolute musical creativity is no longer possible (if it had ever existed in the first place) simply because all the good music has been written already. This, for me, is crucial to the very idea of postmodern music. However, as Elvis Costello's quote above suggests, any attempt to rationalise, analyse or intellectualise music is bound to fail. By its very nature, music is not readily suited to a written discourse. Added to this is the problem of how different sectors of the music community react to attempts of any academic approach to popular music is bound to come up against some resistance. This resistance tends to take two forms: one that comes from the music industry itself and one from academia.

    1033 Sampling and the Music Industry: A Discussion of the Implications of Copyright Law Rachael Camachan I: INTRODUCTION The emergence of digital sampling technology coincided with the birth of rap and hip-hop culture in the urban ghettoes of New York in the late 1970s. Afrika Bambaata, a black American musician from the Bronx, was inspired by the elec- tronic sounds of a German pop group, Kraftwerk, and pioneered a "new" sound by splicing Kraftwerk's "electro-beats" into his own rap-based tracks.' Bambaata's sub- sequent Planet Rock album laid the foundation for a hip-hop culture that would em- brace the use of sampling to collate diverse musical sounds. The influence of rap and hip-hop on music and youth culture has been immense.2 In England and Europe, the American rap wave was absorbed by a strong club scene and has metamorphosed into hybrid movements like pop, funk, dance, house, techno and trip-hop. Today, these musical dialects have a strong following in the New Zealand music and club scenes - a phenomenon aided by modem communication technologies and a full carousel of visiting international DJs. Underpinning this new, global musical culture is digital sampling, which has become an integral tool for artists across the musical spectrum.' In fact, the widespread practice of cutting-and-pasting musical sounds to create new compositions has prompted one industry spokesman to predict that "the sampler will supplant the electric 4 guitar as the centre of the pop music universe". This form of audio-collage, however, raises copyright issues where the use of the sampled work is not authorised.

Griffith Rollefson Host Institution: University College Cork Proposed Duration: 60 Months CIPHER: Hip Hop Interpellation Le Conseil International pour Hip Hop et Recherche The International Council for Hip Hop Studies ABSTRACT: CIPHER will launch the global research initiative, Hip Hop Interpellation, pilot a new semantic digital/ethnographic web methodology, and codify the emergent discipline of global hip hop studies. It addresses the central question: why has this highly localized and authenticizing African American music translated so easily to far-flung communities and contexts around the globe? Through this specific question the project attempts to understand the foundational and broadly transferable question: how are globalization and localization related? To answer these questions CIPHER posits the Hip Hop Interpellation thesis, that hip hop spreads not as a copy of an African American original, but, through its performance of knowledge, emerges as an always already constituent part of local knowledge and practice. The theorization thus moves beyond the “hailing practices” described by Althuss er’s theory of interpellation—the discursive webs that coerce ideological incorporation—to describing an interpolation that locates other histories within and through hip hop’s performed knowledges. CIPHER’s semantic web methodology tests this thesis, tracking how hip hop memes—slogans, anthems, and icons—are simultaneously produced by people and produce people. This research clears the conceptual impasse of structural “cultural imperialism” vs. agentic “cultural appropriation” debates and instrumentalizes the methodological distance between ethnographic specificity and big data generality. It does so by creating a feedback loop between digital humanities methods (crowd sourcing, semantic tagging, computational stylometry) and ethnographic fieldwork techniques (interviews, musical analysis, participant observation).

He was talking about contemporary and past musics, and how the past and the present are tied up with hopes and fears about the future. It was, he argued, a case of the difference between yesterdays tomorrow and todays tomorrow. Yesterday's tomorrow was about a confidence for the future, a belief that progress was more or less inevitable and, for music, that artistic creativity would continue to blossom and produce great works. By contrast, today's tomorrow is characterised by a chronic lack of confidence in the future, a deep-seated questioning of the possibility of further progress, and a resigned belief that absolute musical creativity is no longer possible (if it had ever existed in the first place) simply because all the good music has been written already.
