Regionalisation and Regional Policy in Central and Eastern Europe European territorial governance underwent a strong convergence process in the last decades relying on the relationships between the different tiers of governance as well as on common procedural and professional standards. The European cohesion policy has had an invasive effect on national administrations, especially in central and Regionalisation eastern European countries, where the territorial reforms were generated directly by the management regime of the Structural Funds. and Regional Policy However, the motivation for accessing and acquiring European resources had not provided sufficient motivation for the transforma- tion of the territorial distribution of power. Regionalism and region- in Central and alisation is therefore not always identical to political decentralisa- tion. National characteristics strongly differentiate the meso-tier administrations. The changing boundaries, scales and actors could Eastern Europe be an innovation contributing to the modernisation and decentrali- sation of territorial governance, but these could also be the driving forces behind centralisation and client networks. The book provides insight into several national examples in how diverse way the Euro- pean admininstrative space is shaping. The so-called Eu- ropean administrative space became a rather informal project, relying on the rela- tionships between the different tiers of governance (multilevel governance, MLG), as well as on the elaboration of common procedural and professional standards. The European cohesion policy has had an intensive invasive effect on national administrations, especially in central and eastern European countries, which can be explained by the strong motivation to acquire development resources eligible for less developed regions. Europeanisation was therefore generated directly by the management regime of the Structural Funds. As a result of the European principles of subsidiarity and partnership, including the regions in the decision-making pro- cesses of the Union, the regions became more virulent factors of multilevel govern- ance. The delimitation of the so-called NUTS 2 regions, in compliance with the reg- ulations of the European Union, has become, in several countries, the basis of their territorial reforms of public administration. Therefore, the aim of the paper is to identify factors affecting the withdrawal of agricultural land, i.e., conversion of the agricultural land to non-agricultural purposes, and to initiate a professional discussion on the concept of protection and use of the agricultural land in Slovakia. Through panel regression models, the developmental, territorial, and legislative factors affecting land withdrawal for the purpose of housing, industry, transport, mining, and other purposes were analyzed. Research has shown that developmental factors, compared to legislative ones, affect the total volume of agricultural land withdrawn in bigger scope. From the perspective of the conflict of interests between the individuals and state regarding land protection, the private interest prevails over the public one. As a consequence, agricultural land is withdrawn in suburbanized and attractive areas, where the land of the highest quality is mostly located.

    ARTICLES Theoretical Perspectives On Central Europe* WIESLAWA SURAŻSKA** Institute of Comparative Politics, University of Bergen Abstract: Various theoretical perspectives on political developments in post- communist Central Europe are considered. The paradigms of the modernisation and democratic theories are found insufficient to explain such phenomena as the renewal of ethno-regional identities that are typical of the region and sometimes lead to irre- dentism and secession. It is argued that these phenomena can be better understood in the context of Rokkan’s conceptions of state- and nation-building. Rokkan’s theory on the critical junctures in history is tested on the return of the 1991 Polish parlia- mentary elections. The map of the turnout in this elections is produced, showing the lines of the Third Partition (1795-1919) in contemporary electoral behaviour. Other examples of the re-integration of historic regions are presented and the consequence of this development discussed. Czech Sociological Review, 1996, Vol. 4 (No. 1: 3-17) The first surge of the literature on post-communist transition concentrated on the nascent democratic institutions and developing markets. These are typical issues that democratic theory – wherein democracy is understood as a redistributive mechanism – addresses. From such a perspective it is easier to understand the way in which wealth is distributed and institutional constraints are challenged in the established democracies, with their de- fined boundaries, entrenched institutions, operating markets and social structures already in place. It seems less helpful, however, in approaching the processes of institution- building and the major, almost revolutionary, changes of societal structures. Democratic theory does not address the issue of state-making and political integra- tion as processes with their own dynamics nor can it handle the problem of territorial ten- sions generated by these processes.

The tests included two samples exported from abroad, specifically from Serbia and China and the following domestic varietes of Capsicum annum L.: Kolora, Žitava, Dvorská (varieties that form the base of the final product called Paprika Žitava/Žitavská paprika and a mix of a number of domestic varieties called Slovenský polotovar. The tests were conducted in 2015 and 2016. The highest content of pigments in both years was contained in Dvorská and Kolora – 6.81 and 6.11 g.kg⁻¹. The largest amount of total sugars was recorded within Žitava in 2015 (20.5%) and in 2016 Slovenský polotovar with 24.5%. Both the exported as well as domestic products fulfilled the parameters of quality required in the production of sweet pepper. Analiza porównawcza jednostek subnarodowych SUMMARY Federalisation, regionalisation and local governance has been an important issue of legal and administrative sciences. Although the differences of decentralised and federal systems have re- mained, several transformations could be observed and in several countries the model of the public administration has changed in the last decades. A convergence or hybridisation of the models can be observed: the competences of the municipal bodies have been strengthened. Although the boundaries between municipalities and member states of the federation have blurred in the governance of these entities, the legal distinction between them remained solid: the regional municipalities with broad competences do not have UMCStheir statehood. Keywords: local governance; federalisation; regionalisation; comparative municipal law; regional development INTRODUCTION Studies on the legal regulation of the organisational issues has a long tradition in public law. This organisational approach is based on the continental jurispru- dence.
