GEORGES-HENRI SOUTOU La diplomatie française et les diplomates français entre tradition et réforme Identité nationale, américanisation, européanisation, mondialisation: cette problémati- que est bien sûr au cœur de la diplomatie française depuis 1945. Celle-ci a été marquée évidemment par des évolutions et des adaptations, mais aussi par certaines continuités, en particulier le souci de maintenir l’identité nationale: la France a toujours été le moins atlantiste des pays d’Europe occidentale et le plus rétif au leadership américain; ses élites se sont en général méfiées de la mondialisation libérale, souhaitant, de Pierre Mendès France à François Mitterrand, promouvoir telle ou telle forme de »libéralisme organisé« limitant le jeu du marché, en particulier pour les matières premières, ainsi que pour les productions culturelles (»exception culturelle« et francophonie). Quant à l’européanisation, elle a constitué certainement un axe de la diplomatie et des diploma- tes français, mais elle est restée partielle et chargée d’arrière-pensées très »nationales«. De façon peut-être excessive, mais pas fausse, les partenaires de la France au sein de la CEE puis de l’Union européenne avaient (ont toujours) l’impression que Paris consi- dère l’Europe avant tout comme un levier permettant de prolonger son action et de diffuser son modèle; de Gaulle lui-même ne parlait-il pas de l’Europe comme d’un »levier d’Archimède« pour la France? Créolité and Réunionese Maloya: From ‘In-between’ to ‘Moorings’ Stephen Muecke, University of New South Wales An old Malbar is wandering in the countryside at night, and, seeing a light, approaches a cabin.1 It is open, so he goes in. He is invited to have a meal. No questions are asked; but he sings a ‘busted maloya’ [maloya kabosé] that speaks of his desire to open his wings and fly away, to accept the invitation to sleep in the cabin, to fall into the arms of the person narrating the ballad, and to weep. The whole company sings the ‘busted maloya.’2 Malbar is the name for Tamils descended from indentured labourers from parts of South India including the Malabar Coast and Pondicherry, where the French had another colony. Estimated to number 180,000, these diasporic Tamils had lost their language and taken up the local lingua franca, Creole, spoken among the Madagascans, French, Chinese and Africans making up the population of Réunion in the Indian Ocean. Creole, as a language and set of cultural forms, is not typical of many locations in the Indian Ocean. While the central islands of Mauritius, the Seychelles, Rodriguez, Agalega, Chagos and Réunion have their distinct varieties of French Creole language, Creole is not a concept that has currency in East Africa, Madagascar or South Asia. EUROPE / NORTH AMERICA PITONS, CIRQUES AND REMPARTS OF REUNION ISLAND FRANCE WORLD HERITAGE NOMINATION - IUCN TECHNICAL EVALUATION PITONS, CIRQUES AND REMPARTS OF REUNION ISLAND (FRANCE) - ID Nº 1317 Background note: This nomination was submitted in 2008 for consideration by the World Heritage Committee at its 33rd Session in 2009. Accordingly, IUCN initiated the evaluation of this nomination in 2008/9 and this included the evaluation mission to La Réunion. In March 2009, the decision was taken by the government of France to postpone the assessment of the nomination by UNESCO’s World Heritage Committee until its 34th Session in 2010. This decision was required due to the fact that three nominations from France were proposed for consideration by the 33rd Session of the World Heritage Committee. The State Party of France had been requested by the UNESCO World Heritage Centre to identify two nominations in line with the limits on annual numbers of nominations set in the Operational Guidelines. As the evaluation process was already initiated by IUCN, a dialogue was maintained with the State Party to clarify a number of issues and address recommendations resulting from the evaluation mission, and discussions from the 2008 session of the IUCN/World Heritage Panel. This evaluation report is therefore based on the original nomination plus the additional information provided by the State Party. 1.
