Going Global: Islamist Competition in Contemporary Civil Wars

Within this inter- Islamist competition, some factions prove to be more robust and durable than others. This research proposes that the adoption of a global identity allows an Islamist group to better recruit and expand their domestic political power across ethnic and tribal divisions without being constrained by local politics. Islamists that rely on an ethnic or tribal identity are more prone to group fragmentation, whereas global Islamists are better able to retain group cohesion by purging their ranks of dissenters. To examine these two processes, I present original field research and primary source analysis to ex- amine Islamist in-fighting in Somalia from 2006–2014 and then expand my analysis to Iraq and Syria, Pakistan, and Mali. In northern Mali, the ethnic Tuareg re- bellion has also fractured, leading some Islamist factions to build strong ties to al Qaeda in the Islamic Maghreb (AQIM).2 More recently, the Aisha Ahmad is an Assistant Professor at the University of Toronto. -

Hassan Information Research Specialist Knowledge Services Group Iran: Ethnic and Religious Minorities Summary Iran is home to approximately 70.5 million people who are ethnically, religiously, and linguistically diverse. The central authority is dominated by Persians who constitute 51% of Iran’s population. Iranians speak diverse Indo-Iranian, Semitic, Armenian, and Turkic languages. The state religion is Shia, Islam. After installation by Ayatollah Khomeini of an Islamic regime in February 1979, treatment of ethnic and religious minorities grew worse. By summer of 1979, initial violent conflicts erupted between the central authority and members of several tribal, regional, and ethnic minority groups. This initial conflict dashed the hope and expectation of these minorities who were hoping for greater cultural autonomy under the newly created Islamic State. The U.S. State Department’s 2008 Annual Report on International Religious Freedom, released September 19, 2008, cited Iran for widespread serious abuses, including unjust executions, politically motivated abductions by security forces, torture, arbitrary arrest and detention, and arrests of women’s rights activists. According to the State Department’s 2007 Country Report on Human Rights (released on March 11, 2008), Iran’s poor human rights record worsened, and it continued to commit numerous, serious abuses. The government placed severe restrictions on freedom of religion. The report also cited violence and legal and societal discrimination against women, ethnic and religious minorities. Incitement to anti-Semitism also remained a problem. Members of the country’s non-Muslim religious minorities, particularly Baha’is, reported imprisonment, harassment, and intimidation based on their religious beliefs. -

Mohamed Ali Samatar and Yusuf Abdi Ali (a.k.a. Tokeh), both residents of Virginia, were served within the last 24 hours with lawsuits accusing them of responsibility for war crimes and other human rights abuses committed in Somalia in the 1980s during the brutal military regime of Somali dictator Siad Barré. The suits were filed by the Center for Justice and Accountability (CJA) and Cooley Godward, LLP on behalf of several individuals who survived torture or lost loved ones under the regime. Ali Samatar was Minister of Defense of Somalia from 1980 to 1986 and Prime Minister from 1987 to 1990. He was served with the lawsuit at his home in Fairfax, Virginia. Tokeh was a commander of a Somali Army battalion from 1984 to 1989. He now lives and works in Alexandria, Virginia. The lawsuits were filed in Alexandria, in the U.S. District Court for the Eastern District of Virginia. During the 1980s, the Somali Armed Forces committed egregious human rights abuses against civilians, most of them members of the Isaaq clan, who were perceived as potential opponents of the Barré government. -

This is an interview for the Minnesota Historical Society Somali Oral History Project. I am with Ali Khalif Galaydh. We are in Shoreview, Minnesota. It is February 10, 2014. Ali Khalif Galaydh is a talented Somali politician, educator on a professorial level, and at times even a businessman. As a professor he taught at the Humphrey Institute of Public Affairs at the University of Minnesota and the Maxwell School of Citizenship and Public Affairs at Syracuse University. He was a fellow at Weatherhead Center of International Affairs and Middle Eastern Studies at Harvard University. In Somalia he had several titles, but the highest office was when he became the fourth-ever Somali prime minister in 2000. In Somali circles Ali is also known for his intellectual prowess and political versatility. Ali, welcome to the interview—third time again. AG: Thank you very much, Ahmed. AY: Okay, I want to start from where were you born and when were you born, even though we don’t actually acknowledge that at all. AG: Somalis normally don’t celebrate birthdays, so there is now quite an always heated discussion about who is older than who. But in my case, my father was in the British Merchant Marine, and he therefore recorded when I was born. There was no birth certificate, but I was born October 15, 1941. AY: Wow, so you do have the recorded date, at least. -

Somalia Page 1 of 13 Somalia Country Reports on Human Rights Practices - 2002 Released by the Bureau of Democracy, Human Rights, and Labor March 31, 2003 Somalia1 has been without a central government since its last president, dictator Mohamed Siad Barre, fled the country in 1991. In May 2000, in Arta, Djibouti, delegates representing all clans and a wide spectrum of Somali society participated in a "Conference for National Peace and Reconciliation in Somalia." The Conference adopted a charter for a 3-year Transitional National Government (TNG) and selected a 245-member Transitional National Assembly (TNA), which included 24 members of Somali minority groups and 25 women. In August 2000, the Assembly elected Abdiqassim Salad Hassan as Transitional President. Administrations in the northwest (Somaliland) and northeast (Puntland) of the country do not recognize the results of the Djibouti Conference, nor do several Mogadishu-based factional leaders. Serious interclan and intraclan fighting continued to occur in parts of the country, notably in Puntland, the central regions of Hiran and Middle Shabelle, the southern regions of Bay, Bakol, Gedo, Lower Shabelle, Middle Juba, Lower Juba, and in Mogadishu. In Baidoa, the Rahanweyn Resistance Army (RRA) which controls Bay and Bakol splintered, resulting in continued fighting by RRA leaders to assert control over Baidoa. No group controlled more than a fraction of the country's territory. The Inter-Governmental Authority for Development (IGAD) sponsored a reconciliation conference led by Kenya, in association with Ethiopia and Djibouti. All major political and military leaders attended as well as elders, religious leaders, and members of civil society. -

Outbreaks of fighting in the south between armed clan-based militias linked to political factions were frequent throughout 2000. There was no central judicial or police system, leaving Islamic courts, which did not follow international standards of fair trial, as the only courts in the south. They condemned several prisoners to death and their militias executed them. Scores of civilians were killed in inter-clan fighting. Human rights abuses also included kidnappings (often for ransom) of civilians and humanitarian agency staff. Prisoners of conscience were held in Somaliland and Puntland for attending or supporting a Somali peace conference in Djibouti, and their trials failed to meet international fair trial standards. Background Peace conference and formation of transitional central government Somalia has had no central government since the state collapsed in 1991. Twelve previous peace conferences in the past decade had failed to resolve the conflict. In 2000, a major new peace and reconciliation conference was held in Arta, Djibouti, supported by the UN and other donors and intergovernmental organizations including the European Union and Arab League. The conference met between May and August with over 2,000 delegates from Somalia and the worldwide Somali diaspora. -

In such a theology, the notion of “trans-difference” appreciates the differences between cultures and religions with the aim of building bridges between them. It is argued that Gandhi’s understanding of Judaism was limited, mainly because he looked at Judaism through Christian lenses. He reduced Judaism to a religion without considering its peoplehood dimension. This reduction, together with his political endeavors in favor of the Hindu–Muslim unity and with his advice of satyagraha to the Jews in the 1930s determined his view on Zionism. Notwithstanding Gandhi’s problematic views on Judaism and Zionism, his satyagraha opens a wide-open window to possibilities and challenges in the Near East. In the spirit of an interreligious theology, bridges are built between Gandhi’s satyagraha and Jewish transformational dialogical thinking. Somalia: Al-Shabaab – It Will Be a Long War
Policy Briefing Africa Briefing N°99 Nairobi/Brussels, 26 June 2014 Somalia: Al-Shabaab – It Will Be a Long War I. Overview Despite the recent military surge against Somalia’s armed Islamist extremist and self- declared al-Qaeda affiliate, Al-Shabaab, its conclusive “defeat” remains elusive. The most likely scenario – already in evidence – is that its armed units will retreat to small- er, remote and rural enclaves, exploiting entrenched and ever-changing clan-based competition; at the same time, other groups of radicalised and well-trained individ- uals will continue to carry out assassinations and terrorist attacks in urban areas, in- cluding increasingly in neighbouring countries, especially Kenya. The long connec- tion between Al-Shabaab’s current leadership and al-Qaeda is likely to strengthen. A critical breakthrough in the fight against the group cannot, therefore, be achieved by force of arms, even less so when it is foreign militaries, not the Somali National Army (SNA), that are in the lead. A more politically-focused approach is required. Even as its territory is squeezed in the medium term, Al-Shabaab will continue to control both money and minds. It has the advantage of at least three decades of Salafi-Wahhabi proselytisation (daawa) in Somalia; social conservatism is already strongly entrenched – including in Somaliland and among Somali minorities in neigh- bouring states – giving it deep reservoirs of fiscal and ideological support, even with- out the intimidation it routinely employs. An additional factor is the group’s proven ability to adapt, militarily and politically – flexibility that is assisted by its leadership’s freedom from direct accountability to any single constituency. -
