Introduction

Purpose of the Open Space Needs Assessment Open space offers communities significant benefits:  Improves the local environment  Enhances our residents’ quality of life  Attracts people to live and work in Middlesbrough

Providing high quality green space and a range of recreational opportunities is vital to ensuring Middlesbrough is a place where people want to work and live. The Open Space Needs Assessment helps identify strength and weakness in provision, providing direction towards where improvements should be targeted to provide these high quality green spaces. Two previous assessments have been conducted, the first carried out in 2005 – of which informed the ‘Green Spaces Public Places’ strategy 2007/12 - and the second in 2012. These assessments have been to examine the quality and value of the Borough’s green space inventory and inform policy-making. Since the last Open Spaces Needs Assessment many changes have also taken place, including significant improvements to a number of sites, with the refurbishment of several of the Borough’s play areas and creation of new sites such as Middlesbrough Sports Village. As a result, it was necessary to re- assess the level of provision in the borough and the status of each site, to provide a policy direction for the new local plan to follow. Methodology of the assessment The assessment involved site visits to each open space and assessing each site on their quality and strategic value. The criteria used for assessing each site’s quality score was the nationally recognised ‘Green Flag’ standard, with the value of each site being assessed on its overall contribution to green infrastructure, appearance and level of biodiversity. The forms used for these are shown on pages 6 to 8. It should be noted that the old OSNA was carried out in the summer period, whereas this assessment was conducted during the winter months, which may have had an impact upon the difference in scores between the two assessments. Due to the inaccessibility of school sites for both site visits and the general public, these sites were excluded from scoring and noted as private sites. Several sites were also inaccessible for scoring and were also noted as private – indicated by a (P) throughout this report.

Structure of the assessment The assessment’s analysis is divided into three sections: - An overview of the Borough’s open space inventory - examining overall provision and type of open space available, and its accessibility to the general public. - An assessment of quality and value at a typology level – examining the quality and value of each typology, and identifying changes in each typology since the previous assessment. These typologies cover a range of different land uses including parks, local wildlife sites, allotments, play areas and green spaces. - An assessment of provision, quality and value at a sub-area level – dividing the Borough into four main areas and examining the state of open space in each of these areas to target policy. These sub-areas will be the North, East, South and West zones of Middlesbrough.

Quality Assessment Criteria

The following criteria was used to assess each site’s quality, based on the Green Flag Award.

A Welcoming Place Score First impressions important and the site should look inviting (Out of 10) 1. Welcoming Would you be encouraged to enter? On entering, would you be encouraged to stay? 2. Good and Safe Access It should be easy for anybody, irrespective of ability, to get around the site. Also includes public transport links. 3. Signage where appropriate Signage should be good quality, maintained and free from vandalism. Content should be useful and easy to read. 4. Equal Access for all How well the site welcomes a range of visitors. 5. Parking provision as appropriate What is the level of parking? Healthy, Safe and Secure Paramount that the site is safe and encourages people to live healthy lifestyle 6. Personal security in park Measures taken to ensure people on site are kept personally safe 7. Dog fouling Level of dog fouling on site, assesses whether strategies are in place to control this. 8. Appropriate provision of quality facilities Provision and quality of the site enables users to be healthy safe and secure. Clean and Well Maintained There should be an appropriate standard of maintenance throughout the site, free of litter, fouling and waste management, as well as graffiti. 9. Litter and Waste Management Is litter and waste management under control? 10. Grounds maintenance, horticulture, and tree management Does the area have a good quality standard of horticultural maintenance across the site? 11. Building infrastructure and site furniture maintenance Well maintained and free of graffiti, vandalism, flyposting, weeds. Landscape Features and Conservation How are natural and historic features identified on site, and what measures have been taken to enhance them? 12. Conservation of natural features, wild fauna, flora How well are these types of features preserved? 13. Presence of trees The level of trees present on site. 14. Presence of footpaths and cycle ways as appropriate Is there presence of appropriate footpaths and cycle ways? 15. Presence of appropriate site furniture Is there appropriate site furniture? 16. Presence of appropriate planting Is there a good level of appropriate planting? The value of open space provision was assessed on a variety of strategic factors and included the state of equipment and facilities, safety of the site and integration with the surrounding area.

Attractiveness to people of all ages Does the site appeal to all ages? Does it provide opportunity to each age group? 11. Summary:  The Borough maintains 34 sites of different size, with 6 of these sites awarded a Green Flag Award for 2016/17.  Large majority of the sites scored Very Good/Excellent for Quality and Value. Summary: Progress since the 2012 OSNA

Changes since previous OSNA: 2012-2017 The issues in this section were identified following the 2012 OSNA. The results from this assessment help determine progress towards solving these issues.

 2005-2012 saw decrease in quality of ‘sports pitch surroundings’ Has Middlesbrough’s ‘Playing Pitch Strategy’ influenced any changes in the quality of these areas?

This assessment included 3 extra playing pitches which were not previously included in the 2012 report. Comparing the scores for the sites which were previously included - which saw the quality decrease between 2005 to 2012 – the average quality score increased by 8%, suggesting an improvement has been observed in sports pitch provision within the Borough from 2012 to 2017.

 2005-2012 saw a decrease in the number of sports/synthetic pitches, however 2005 included school facilities within the survey whereas the 2012 survey did not.

What is the situation now, since both 2012 and 2017 will have now excluded school facilities in the assessment?

Since the previous 2012 OSNA, there has been an increase in the provision of sports pitches. Developments at Middlesbrough College have provided three outdoor synthetic turf pitches and as part of Middlesbrough Sports Village development, four 5-a-side pitches and four 7-a-side pitches have been added to the Borough’s inventory. Work has also began in May 2017 to increase this number further with additional 5-a-side pitches being constructed.

 2005-2012 scores for value improved across all typologies, except for ‘Civic spaces’ which experienced a reduction in value. 2012 included spaces not assessed in 2005’s OSNA, a possible explanation for this.

The 2017 assessment includes the same sites as the 2012 assessment for the ‘Civic Spaces’ typology, and saw a 7.3% increase in average value. The previous decrease was likely a result of these methodology changes made for the 2012 OSNA. Nevertheless, an increase in value was apparent in this edition of the assessment.

 Areas listed for improvement in quality were Newham Beck; Middlebeck. Have these areas improved in quality?

- Newham Beck saw its quality score increase from 47% to 62%, although still remaining slightly below the average score for its typology (68%) it still a fair improvement. - Middlebeck’s score increased from 49% to 69% - just slightly above the typology’s average quality score – showing a distinct improvement from its 2012 OSNA quality score.

 Noted in the 2012 OSNA that 1.5m external funding was to allow refurbishment of existing ‘play areas’ as well as creation of new ones. What were the results of this investment?

- Eight of the twenty-seven play areas saw an improvement in quality from their previous quality score in the 2012 OSNA. Most notable was the refurbishment of the Stewart Park play area.

 A shortfall of play areas coverage in Acklam and Linthorpe was identified.

The shortfall of play areas in Acklam remained the same and is still an area for improvement. The void in provision is shown on page 41.

 Kader avenue has not been scored, as replacement equipment was not in place at the time of the 2017 assessment. This site will be assessed in the next assessment.

Summary: 2017 assessment

Provision:

 Each sub-area has a relatively equal amount of open space, with only the North being lower than each other area – attributed to it being the town centre.

 Significant improvements to the provision of sports facilities and synthetic turf pitches have been made with the arrival of Middlesbrough Sports Village and Middlesbrough College site.

Quality: Per Typology  Average quality score increased for each of the typologies, except civic spaces, play areas and youth activity areas. Whilst the decrease was small for both Civic Spaces (▼1.7%) and Play areas (▼2%) there was a more significant decrease in youth activity areas, which fell by (▼7%).  The most significant increases in quality were seen for the Sports Pitches and Beck Valley’s typologies.  Areas for improvement based on poor quality scores: - Southwest Ironmasters Park - Natures World community growing area - Millfield Road

Quality: Per Sub-area

 Majority of West Middlesbrough’s open spaces are above the overall town average, with only some typologies below average, and even then by a small margin.  East Middlesbrough’s open space inventory is below the Middlesbrough average by a fair amount on numerous typologies and may benefit from targeted improvements.  South Middlesbrough’s open spaces are above average for most, with this sub-area’s inventory holding the higher quality of open spaces within the town.  North Middlesbrough’s Open Spaces were below the overall average for several types of open space, and even for those which were above – this was only very slightly.

Overall, the East and North areas of Middlesbrough were the areas which were lagging behind in quality compared to the open spaces in the West and South of Middlesbrough.

 Most typologies experienced a growth in value, but Cemeteries and Crematoriums (▼5.8%), Play areas (▼1%) and Beck Valleys (▼2%) experienced decrease in value scores since 2012. However, the decreases are of low concern due to the score changes being fairly small. The majority of sites that did decline, only declined by a few percent.  Areas of low value based on poor value scores would be: - Lambton Road - Natures world community growing area - South West Ironmasters park Other areas for improvement can be identified by picking out sites within the score grades.

Change in Quality:

 In terms of change in quality, one site saw a high level of decline – nature’s world community growing area. Conversely, there were numerous sites which saw a high improvement in quality; Beechwood, St Joseph’s Cemetery, North Ormesby Cemetery, Lingfield Park.  Areas for improvement based upon sites that saw Medium decline are Prissick skate Plaza, Hemlington Recreation Ground, and Pallister Park.

Changes in Value:  Only two sites saw a high decline in value; Southwood and Charlbury Road Play area. Sites which saw a fair increase in value include; Lingfield park, Crossfell road, Zetland Square and Berwick Hills Allotments.

Civic Spaces saw declining scores with untidiness being an issue, and this remains potential focus for improvement. . Play Areas with the most significant decline are listed below.
