The development site includes land partially occupied by the existing Jersey General Hospital. Following discussions with the Department for Infrastructure (DfI) Transport Policy it has been agreed that a series of technical notes would be submitted for comment prior to the submission of the outline planning application, providing opportunity for a number of the technical matters to be resolved. The proposed technical notes will consider the following topics: Technical Note 1: Background Traffic Growth; Technical Note 2: Trip Distribution; Technical Note 3: Base Transport Study; Technical Note 4: Base Junction Models; Technical Note 5: Trip Generation; and Technical Note 6: Mitigation Proposals. This Technical Note, Base Junction Models (TN6) details the results of the junction assessments undertaken for the 2025 future scenarios. Junction assessments have been undertaken for 14 junctions over 11 models, using LinSig for signalised junctions, ARCADY for roundabouts, and PICADY software for priority junctions. Junction models and output files have also been made available to DfI Transport Policy. To obtain traffic flow data, classified traffic turning count surveys were all undertaken on 19th October 2016 aside from the following: Esplanade/Kensington Place priority junction was surveyed on 30th November 2016; Gloucester Street/Seaton Place/Patriotic Street Signalised Junction was surveyed on 7th February 2017. Signal specification sheets were provided by the Department for Infrastructure for each of the signalised junctions and used to directly inform the staging and phasing within the LinSig models. The junctions that have been tested within this note have been previously agreed with DfI Transport Policy, are detailed in Table 1 and illustrated in Figure 1. Two further scenarios were used to assess the junctions during the construction phase of JFH, but were later discounted as a result of the modelling, in favour of the 2025 Construction Closures scenario. The two scenarios were; 2025 Construction MSCP: operating the Patriotic Street Multi Storey Car Park as entry only from Kensington Place with a single exit on Patriotic Street. This required changing the existing single lane, one-way road to a two-way road, allowing vehicles to turn onto Esplanade. Both scenarios have a lower network PRC compared to the original 2025 Construction Scenario and were therefore not progressed further. 2 Junction Assessments 2.1 Junction 1/3/8/12/13/14: Esplanade Network The Esplanade/A1 model considers several junctions as part of a network of signalised junctions. This is due to the close proximity of the junctions and their potential to impact on one another. A summary of the junctions used in future models are as follows: Junction 1: Esplanade/Gloucester Street; Junction 3: Peirson Road/Victoria Avenue/Esplanade/A1 St Aubin’s Road; Junction 8*: Esplanade/Patriotic Street Junction 12: Esplanade/Kensington Place; Junction 13: Gloucester Street/Seaton Place/Patriotic Place; and Junction 14: Newgate Street/Gloucester Street *A model for Junction 8 is not required but has been included within the Esplanade network to show traffic that turns left onto Patriotic Place. Abstract: The road network is one of the key feature classes in topographic maps and databases. In the task of deriving road networks for products at smaller scales, road net- work selection forms a prerequisite for all other generalization operators, and is thus a fun- damental operation in the overall process of topographic map and database production. The objective of this work was to develop an algorithm for automated road network selec- tion from a large-scale (1:10,000) to a small-scale database (1:200,000). The project was pur- sued in collaboration with swisstopo, the national mapping agency of Switzerland, with generic mapping requirements in mind. Preliminary experiments suggested that a selec- tion algorithm based on betweenness centrality performed best for this purpose, yet also exposed problems. The main contribution of this paper thus consists of four extensions that address deficiencies of the basic centrality-based algorithm and lead to a significant improvement of the results. The first two extensions improve the formation of strokes concatenating the road segments, which is crucial since strokes provide the foundation upon which the network centrality measure is computed. Thus, the first extension en- sures that roundabouts are detected and collapsed, thus avoiding interruptions of strokes by roundabouts, while the second introduces additional semantics in the process of stroke formation, allowing longer and more plausible strokes to built.

    Core Bus Corridor 9: Greenhills - Preliminary Submission 1.0 Introduction Dublin Cycling Campaign is a registered charity that advocates for better cycling conditions in Dublin. Dublin Cycling Campaign is the leading member of Cyclist.ie, the Irish Cycling Advocacy Network (ICAN). We wants to make Dublin a safe and friendly place for everyone of all ages to cycle. There are many welcome segments to the Greenhills to City Centre route that have the potential to deliver a high-quality route. However, these good sections are let down by poorly managed detours for cyclists, gaps in the cycling provision and poor details. The proposals for Kildare Road in particular are both unsafe and a poor alternative to the Crumlin Road. There are some high-level issues with the current proposals. We understand that the NTA is currently at a preliminary concept design stage. This is reassuring as many of the details of the proposed cycling facilities need to be improved in order to enable safe cycling for people of all ages and abilities. We look forward to future engagement with the NTA to resolve the major issues and refine the details in later stages so that we can produce a high-quality result similar to the Fairview/North Strand cycle route. 2.0 General Observations 2.1 There are some clear improvements Though we are critical of parts of the concept design in many areas, there are already positive improvements proposed for pedestrians and cyclists within this concept design. These include: ● Extensive use of cycle track segregation throughout the corridor. 1 ● The redesign of the Walkinstown Roundabout to reduce the number of traffic lanes and to install safe crossing features, although we disagree with the proposal for ‘shared space’, as it will de-prioritise cyclists.

However, there are places in the urban environment where it becomes difficult to get GPS fixes which render the junction decision handling erroneous or possibly risky. Vision-based junction detection, however, does not have such problems. This paper proposes a novel deep convolutional neural network architecture for disambiguation of junctions from roads with a high degree of accuracy. This network is benchmarked against other well known classifying network architectures like AlexNet and VGGnet. Further, we discuss a potential road navigation methodology which uses the proposed network model. We conclude by performing an experimental validation of the trained network and the navigational method on the roads of the Indian Institute of Science (IISc). I.
