1 Introduction

1.1 Background Ove Arup & Partners Ltd (Arup) is preparing a Transport Assessment on behalf of Jersey Future Hospital in support of a planning application for the development of a new hospital and associated works in St Helier, Jersey. The development site includes land partially occupied by the existing Jersey General Hospital. Following discussions with the Department for Infrastructure (DfI) Transport Policy it has been agreed that a series of technical notes would be submitted for comment prior to the submission of the outline planning application, providing opportunity for a number of the technical matters to be resolved. The proposed technical notes will consider the following topics:  Technical Note 1: Background Growth;  Technical Note 2: Trip Distribution;  Technical Note 3: Base Transport Study;  Technical Note 4: Base Junction Models;  Technical Note 5: Trip Generation; and  Technical Note 6: Mitigation Proposals. This Technical Note, Base Junction Models (TN6) details the results of the junction assessments undertaken for the 2025 future scenarios. Junction assessments have been undertaken for 14 junctions over 11 models, using LinSig for signalised junctions, ARCADY for , and PICADY software for priority junctions. Junction models and output files have also been made available to DfI Transport Policy. To obtain traffic flow data, classified traffic turning count surveys were all undertaken on 19th October 2016 aside from the following:  Esplanade/Kensington Place priority junction was surveyed on 30th November 2016;  Gloucester Street/Seaton Place/Patriotic Street Signalised Junction was surveyed on 7th February 2017. Signal specification sheets were provided by the Department for Infrastructure for each of the signalised junctions and used to directly inform the staging and phasing within the LinSig models. The junctions that have been tested within this note have been previously agreed with DfI Transport Policy, are detailed in Table 1 and illustrated in Figure 1.

1.2 Future Scenarios The following scenarios have been used to assess traffic on the local road network:  2016 Base: Includes existing trips associated with Jersey General Hospital;  2025 Do Minimum: 2025 with Jersey General Hospital;  2025 Construction Closures: 2025 with Jersey General Hospital, relocation schemes, traffic direction reversed on Lewis Street, two-way traffic on Patriotic Place and road closures on Kensington Place and Newgate Street; and  2025 Do Something: 2025 with Jersey Future Hospital proposals. Two further scenarios were used to assess the junctions during the construction phase of JFH, but were later discounted as a result of the modelling, in favour of the 2025 Construction Closures scenario. The two scenarios were;  2025 Construction MSCP: operating the Patriotic Street Multi Storey Car Park as entry only from Kensington Place with a single exit on Patriotic Street.

As part of this scenario, traffic flow on Patriotic Place was reversed, with both being used to approach the junction with Gloucester Street.  2025 Construction KP2W: extending two-way operation of Kensington Place to its junction with Esplanade. This required changing the existing single , one-way road to a two-way road, allowing vehicles to turn onto Esplanade. Both scenarios have a lower network PRC compared to the original 2025 Construction Scenario and were therefore not progressed further.

2 Junction Assessments

2.1 Junction 1/3/8/12/13/14: Esplanade Network The Esplanade/A1 model considers several junctions as part of a network of signalised junctions. This is due to the close proximity of the junctions and their potential to impact on one another. A summary of the junctions used in future models are as follows:  Junction 1: Esplanade/Gloucester Street;  Junction 3: Peirson Road/Victoria Avenue/Esplanade/A1 St Aubin’s Road;  Junction 8*: Esplanade/Patriotic Street  Junction 12: Esplanade/Kensington Place;  Junction 13: Gloucester Street/Seaton Place/Patriotic Place; and  Junction 14: Newgate Street/Gloucester Street *A model for Junction 8 is not required but has been included within the Esplanade network to show traffic that turns left onto Patriotic Place.

This intervention aims to reduce the impact of the Newgate Street closure, which will be closed to general traffic whilst construction of JFH takes place and will require Patriotic Place to become a two-way road. An improvement scheme to signalise the Newgate Street/Gloucester Street junction has been modelled for the 2025 Do Something scenario. This also includes two new pedestrian crossings and a single lane for ambulance use. Signal timings for the future scenarios were generally matched to the base model so that analysis undertaken was consistent with the calibration undertaken as part of the base model exercise. Where mitigation was incorporated into the network model, it was often necessary to optimise signal timings where significant changes were made to junction layouts or network routes. This included junctions affected by road closures, changes in signal operation and junctions not previously signalised. Detailed results for junction arms included in the LinSig network are given between Section 2.1.1 and Section 2.1.6. Table 3 shows a summary of the junction analysis. 2.1.1 Junction 1: Esplanade/Gloucester Street Analysis of future scenarios shows that the Esplanade/Gloucester Street junction is expected to operate within capacity. 2.1.2 Junction 3: Peirson Road/Victoria Avenue/Esplanade/A1 St Aubin’s Road Analysis of future scenarios shows that the Peirson Road/Victoria Avenue/Esplanade junction is expected to operate within capacity with exception of the 2025 Do Minimum scenario, where the junction is approaching capacity in both the AM and PM peaks. Capacity restriction at the junction arises from the inside ahead/left turn lane on Victoria Avenue (eastbound) as well as Esplanade (westbound) right turn lanes connecting to St Aubin’s Road and Peirson Road. The 2025 Do Minimum and 2025 Construction scenarios show a lower PRC for both AM and PM peaks with small increases in the degree of saturation on some junction arms. The impact of JFH traffic, both in the construction phase and once construction is complete is expected to be minimal at less than 1%. The potential for mitigation at this junction was considered to be very limited due to the constrained siting of the junction and as such, only minor improvements have been tested.

The mitigation model operates on a 120 second cycle time, rather than 90 seconds and includes an additional pedestrian phase across Savile Street. Signal timings have been optimised for the PRC of the junction and as a result of the changes made, the junction has a practical reserve capacity of 30.5% and 24.9% for the AM and PM peaks respectively for the 2025 Do Something scenario, with very similar results for the 2025 Construction Scenario. 2.3 Junction 5: The Parade/Union Street Base scenario testing has previously identified that this junction is already close to its theoretical capacity. Major capacity improvements have not been tested due to the constrained siting of the junction and the impact of JFH traffic is not The Parade/Union Street considered to be significant (less than 1% for both AM and PM peaks). Modelling results for future scenarios are shown in Table 12.

Limitations surrounding the potential for junction improvement in this location has meant only minor mitigation measures have been proposed to help improve its operation. 2.4 Junction 6: St Aubin’s Road/A1 The St Aubin’s Road/A1 roundabout is close to capacity in the 2016 Base scenario. Results from the 2016 Base and 2025 future scenarios are given in Table 14.

Delay also increases from 56 seconds (2016 Base) to 148 seconds (2025 Do Something) The impact of JFH on future traffic is greatest during the PM peak, with an average impact of 2% across the junction. 2.6 Junction 10: St Aubin’s Road/Westmount Road Base junction analysis showed that the St Aubin’s Road/Westmount junction was operating sufficiently below its capacity and as such, no further modelling of the junction was required.

2.7 Junction 11: St Johns Road/Old St Johns Road/West Park Avenue/Cheapside

Figure 8: Junction 11a PICADY Diagram – Base 2016 (AM only) Previous work done for Transport Note 4 (TN4) identified that the priority junction between St Johns Road and West Park Avenue (Part A) was close to capacity in the AM peak. Future modelling analysis shows that this section of the junction is expected to exceed capacity in all future scenarios during the AM peak. Despite this, the impact of JFH traffic in both Construction and Do Something (post construction) scenarios is expected to be negligible at -1% and +1% respectively. Vehicles turning from St John’s Road have poor visibility and queues on this arm are expected to increase to 20PCUs along with delays of 150 seconds during future scenarios. A potential solution to this would involve reversing the direction of travel along West Park Avenue and making St John’s Road one way heading north. This would remove the conflict between vehicles turning out of St Johns Road and traffic continuing east along West Park Avenue.

Once it is reopened, it is expected to operate close to capacity as a priority junction, with queue lengths approaching 75m (12 PCUs) in the 2025 Do Something scenario. A proposed layout for implementing signals at the junction has been provided in Appendix B. It is anticipated that installing signals at the junction will reduce queuing on Newgate Street and allow the introduction of an

2.10 Junction 15: Lewis Street/Kensington Place The closure of Newgate Street and Kensington Place for the construction phase of JFH will mean some traffic will need to find an alternative route, particularly vehicles accessing Patriotic Street Multi-Storey Car Park. To limit the impact of road closures on the road network, the direction of travel on Lewis Street will be reversed.

2.11 Junction 16: Lewis Street/Kensington Street The Lewis Street/Kensington Street junction has also been assessed to check if reversing the direction of travel on Lewis Street is a feasible option during the construction phase. As part of the proposal to reverse the direction of traffic on Lewis Street, vehicles would need to give priority at the junction with Kensington Street.

Results for the junction show that the AM peak is substantially under capacity unlike the PM peak, where traffic is approaching capacity on Lewis Street (west), where there are queues in the region of 10PCUs. Despite this, it is likely that some drivers will divert via other routes, knowing that road closures are in place around JGH during construction and therefore, it is unlikely that traffic flows will be as high as seen in the model.

3 Mitigation Summary

This document outlines several mitigation measures over the duration of the JFH construction phase as well as post scheme measures designed to limit the impact of future traffic. These include;  Junction 4: Elizabeth Place/Savile Street/Rouge Bouillon/Parade Road. Increasing the cycle time from 90 to 120 seconds and introducing a new pedestrian crossing on Saville Street;  Junction 7: St Aubin’s Road/Kensington Street/Peirson Road. Redesigning the junctions between Kensington Street/Peirson Road and Peirson Road/ St Aubin’s Road. This improvement means vehicles on the Kensington Street approach no longer give way to traffic on Peirson Road;

 Junction 14: Newgate Street/Gloucester Street. Installing signals at the Newgate Street/Gloucester Street junction to reduce queue lengths on Newgate Street. Additional pedestrian crossings are also included as part of the upgrade;  Junction 11: St John’s Road/Old St John’s Road/West Park Avenue. Reversing the direction of travel along West Park Avenue and changing St John’s Road to one way only; and  Junction 5: The Parade/Union Street. Increasing the cycle time on The Parade/Union Street from 70 to 90 seconds to increase junction efficiency. Further mitigation measures have been suggested for the Construction phase alone. These specifically aim to accommodate the proposed road closures on Newgate Street and Kensington Place while JFH construction take place. These measures include;  Lewis Street. Direction of one-way traffic reversed (2025 Construction Closures and 2025 Construction MSCP); and  Junction 13: Gloucester Street/Seaton Place/Patriotic Place. Amended junction design to include fully signalised junction.
