Texas Department of Criminal Justice Rehabilitation Programs Division Department Report January 2014 Manger: Phone #: Program Head: Phone #: Marvin Dunbar 936.437.6267 Bill Pierce and Michael Rutledge 936.437.8684 MISSION The mission of the Chaplaincy Department of the Texas Department of Criminal Justice (TDCJ) is to positively impact public safety and the reduction of recidivism through the rehabilitation and re-integration of adult felons into society. This is accomplished by the availability of comprehensive pastoral care, by the management of quality programming, and through the promotion of therapeutic religious community activities. It is the purpose of Chaplaincy to provide guidance and nurture to those searching for meaning in life and to those offenders who are in transition. Programs, activities, and community participation are prudently managed wherein individuals have an opportunity to pursue religious beliefs, reconcile relationships, and strengthen the nuclear family. AUTHORITY Administrative Directive: AD 07.30 (rev. 6) Chaplaincy services shall be provided within TDCJ operated units or contracted facilities in order to serve offenders who desire to practice elements of their religion. It is the policy of TDCJ to extend to offenders of all faiths, reasonable and equitable opportunities to pursue religious beliefs and participate in religious activities and programs that do not endanger the safe, secure, and orderly operation of the Agency. Participation in all religious activities and attendance at religious services of worship is strictly voluntary. No employee, contractor, or volunteer shall disparage the religious beliefs of any offender or compel any offender to make a change of religious preference. Chaplaincy services shall strive to assist offenders who desire to incorporate religious beliefs and practices into a process for positive change in personal behaviors by offering meaningful, rehabilitative religious programming as an important tool for successful reintegration into society.

CPO FAMILY Spring 2019 A Publication of The CPO Foundation Vol. 29 No. 1 Organ Donation: “The Gift of Life” “Taking Care of Our Own” when it’s In December 2008 my life, and my family’s life, changed forever. “Up Close and Personal” I remember being in Lowes, shopping for supplies for our upcoming [Kentucky DOC] Probation & Parole audit, when I received a call by Kim Potter-Blair from my husband, Myron. He was upset. He told me that he had just found out that he has a kidney disease and will need a biopsy to determine the specifics of the disease. I couldn’t believe what he was telling me. At that time, our son, Chase, was five and our son, Aven, was one. There is no way, I thought to myself. Myron is too young. We have young children. It was like seeing your life flash before your eyes. I am often asked what led to this. What symptoms did Myron have? Myron was a regular blood donor. I remember him being so happy when he reached the one-gallon blood donation mark. Myron’s blood type is O positive, and he received calls for blood donations on a regular basis. However, the last time he went to donate, he couldn’t give. Why? Before giving blood, the medical staff conducts a “mini” physical exam. During this, it was discovered that Myron’s blood pressure was high. Myron then went to his family doctor who confirmed that continued on page 4 indeed Myron had high blood pressure and put him on medication.

How to Arrange Hearings with Offenders Incarcerated in the Texas Department of Criminal Justice This document provides basic information for courts that want to conduct civil or criminal court proceedings involving offenders incarcerated in a Texas Department of Criminal Justice (TDCJ) facility. Types of Hearings Different types of hearings may be held within a correctional facility, by a closed circuit video teleconferencing system, or by an electronic broadcast system. Tex. Code Crim. Proc. art. 27.18. Peace officers may testify before a grand jury using a closed circuit video teleconferencing system with the consent of the grand jury foreman and the attorney representing the state. Tex. Code Crim. Proc. art. 20.151. A district judge may hear a nonjury matter relating to a civil or criminal case at a correctional facility in the county in which the case is filed or prosecuted if a party to the case or the criminal defendant is confined in the correctional facility. A correctional facility includes a facility operated by or under contract with the TDCJ. Tex. Gov’t Code § 24.012(e). With the consent and approval of the court, an offender may waive the right of trial by jury by a closed circuit video teleconferencing system, or by an electronic broadcast system except in cases where the death penalty will be sought. Windham School District Schools in the Texas Department of Criminal Justice Annual Performance Report School Year 2013 - 2014 his 2013-2014 Annual Performance Report for Windham School District is designed to provide an overview of the programs, activities and accomplishments of our campuses within the Texas Department of Criminal Justice (TDCJ). Our teachers Tand staff have dedicated their careers to providing vocational and educational opportunities to offenders incarcerated in the Texas prison system. This challenge is rewarding for us and beneficial to our State. The impact of criminal activity on the Texas economy is significant not only in the costs of incarceration, but also in the loss of workforce productivity, the costs of social services for offenders and their families, and the suffering of victims of criminal Windham School District acts. Along with our correctional partners in TDCJ, WSD education staff is committed to windhamschooldistrict.org mutual goals which aim to lower the number of crimes committed by released offenders. The Windham staff teaches offenders industry-recognized vocational skills, literacy skills, graduate equivalent diploma courses and behavioral/cognitive change coursework.
