Overview Event History

Prague 2018 was the 12th edition of the IFF Men’s World Floorball Championships. Editions hosted by nation (1996-2022) Stockholm, was the host of the first edition of the event in 1996. Czech Republic 3 is the only continent to have hosted floorball’s flagship men’s event. Sweden 3 Sweden and the Czech Republic have hosted the world championships three 2 times. The event has been held in Finland and twice, but both nations Switzerland 2 will host it again in the coming years, with and Zurich being awarded the 1 2020 and the 2022 edition, respectively. Norway 1 The hosting rights to the 2022 world championships were awarded at the General Assembly during Prague 2018.

Overview Event Format

The biennial IFF Men’s World Floorball Championships bring together the 16 world’s best male teams to compete for the title.

The 2018 event in Prague was a nine-day competition. The group stage took place during the first four days of the event.

The 16 teams were split into four groups, with the top eight nations, according to the IFF ranking, being placed in Groups A and B, and the lower ranked nations in Groups C and D.

The top two teams from Groups A and B automatically advanced to the quarter- finals. The third- and fourth-placed teams in Groups A and B and the top two teams from Groups C and D faced each other for a place in the quarter-finals.

Nations which did not progress through the group stage, play-off round or quarter-finals took part in the placement round to decide the final rankings (5th- 16th place).

The matches during the IFF Men’s World Championships 2018 were played in two O2 arena venues: the O2 arena and Arena Sparta. For the sport the main challenges now are to build a stronger relationship with commercial partners to build a stable financial foundation for floorball internationally (e.g. to support the development of the infrastructure and the purchase of equipment), as well as to further promote the universal appeal of floorball by hosting major tournaments in the Americas and Asia and by welcoming the first African and South American nations to the world championships.

The event’s multichannel communications campaign was executed via social media, outdoor advertising and promotional activities during league and national team games. It was supported by Czech Television, the national public-service broadcaster. The event was also promoted internationally, with a visible branding of Prague 2018 at the men’s world championships in Riga, Latvia in 2016 and the women’s world championships in Bratislava, Slovakia in 2017.

Additionally, the Street Floorball League was launched during the summer of 2018 to keep the interest in the sport alive during what is usually a ‘dead season’ for floorball (the domestic league season runs from September until April) and to spread the message about the world championships. The initiative consisted of 12 outdoor events organised in major cities across the Czech Republic between

An important objective of Czech Floorball was to demonstrate the value of the sport to authorities at the national and local level. The federation launched the fanzones project, encouraging floorball clubs to set up public viewing areas for the final stages of the world championships and co-funding the build of the fanzones. Moreover, the mayors of all Czech cities with a population of over 10,000 inhabitants were invited to the opening day of the world championships and to experience the sport at its best. Around 50 mayors attended and many of them saw a floorball match live for the first time. It was believed that these initiatives would help the clubs to generate more interest in the sport from local authorities.

One of the challenges for the organisers was to secure the funding from the public and private sector. Income from ticketing was the key item in the event budget which was a risk from a financial perspective as ticket sales were expected to depend on the performance of the Czech national team. It was also uncertain how much public funding the event would receive considering that floorball is not an Olympic sport and that the municipal elections affected the political situation in the city of Prague.

However, in the end Czech Floorball received funding worth 31.1 million Czech crowns (€1.2 million) from the city and the Ministry of Education, Youth and Sport of the Czech Republic, while the sponsorship revenue achieved was double that of initial projections. To ensure the commercial legacy, the organisers invited over 100 major Czech companies to experience the event, with 84 of them (including the current partners of Czech Floorball) attending the world championships.

Economic Attendance Ticketing

The pricing strategy for tickets sales was agreed in November 2017. The prices of a standard ticket ranged from €6 to €38 in the group stage (a four- day pass enabling access to all group matches was priced at between €36 and €88), from €4 to €12 for the play-off round and the placement matches and from €16 to €70 for the quarterfinals, semi-finals, bronze medal match and the final.

Social Media Social Media Strategy

The International Floorball Federation and the local organising committee worked INTERVIEW in partnership to ensure the widest possible coverage of the event on social media Mari Myllärinen platforms. Information Coordinator For the year of the world championships, IFF gives away the ownership of the International Floorball Federation event accounts on Instagram, Facebook and Twitter to local organisers, while Minna Nurminen it manages the general federation accounts across the three platforms. International Floorball Federation IFF received a strong support from the organising committee in communicating

Prague 2018. The organisers produced a lot of original content for social media, including:

• “Fast Track to Prague”, a monthly video magazine introducing the event to fans • “WFC? What the Floorball!”, short video clips helping fans to discover the host city of Prague

• “This is my game”, a series of interviews with the stars of the sport discussing their passion for floorball and sharing their experience from attending past editions of the world championships

During the world championships IFF and the organising committee coordinated their social media activity to avoid posting the same content and duplicating efforts.

Of the three major social media platforms, IFF built the largest fanbase on Instagram. It is a predominantly young audience that is looking for visual, engaging and light content. IFF wanted to do something new and different on Instagram during the event to engage participating teams and their fans. The new ideas that were positively received by the followers included a series of 10-second ‘mini-interviews’ with players from each of the participating teams and the use of the ‘Ask me a question’ feature, with the IFF social media team responding to questions from the followers.

On Twitter IFF concentrated on providing match reports, game highlights and promoting the YouTube live stream of the event, while Facebook was a platform on which a mixture of contents was posted: videos, pictures, statistics and match results.

Sponsorship Sponsorship Strategy International Floorball Federation

The International Floorball Federation generates north of €150,000 from INTERVIEW sponsorship annually in cash and in-kind contributions. The value of the sponsorship Tero Kalsta comes mainly from the visibility and the marketing assets that the federation Sales Coordinator partners receive during the world championships. International Floorball Federation Prague 2018 was an opportunity for IFF to showcase the growing strength of floorball and as a result build up its sponsorship portfolio in terms of the number of commercial partners and the overall income from sponsorship.

During the world championships IFF launched a survey to learn more about the fans of the sport, their behaviour and preferences. This was part of the assessment of the value of floorball that will help the federation to better determine the direction the sport should take in its commercial development (for example, understand which types of companies are considered good matches with floorball by fans and that IFF should be looking to be associated with).

IFF believes that growing the knowledge about the followers of the sport will also enable the federation to think more outside the box about sponsorship and the synergies it can find with corporate brands from sectors such as consumer electronics and video games publishing.

IFF has had a long relationship with the current sponsors who have a strong link with the sport (e.g. Swerink is a manufacturer of floorball rinks, while UNIHOC produces floorball equipment) and therefore act as strategic partners for IFF as their interests are aligned with the strategy and mission of the federation in terms of the development of floorball worldwide. The increase in the number of floorball players has a positive effect on their sales and they can help the federation by providing services and equipment to grow the sport in different markets which is where the in-kind element of sponsorships provides most value.

Sponsorship Sponsorship Strategy Czech Floorball and Prague 2018 Organising Committee

The objectives of the Prague 2018 sponsorship programme were linked to the INTERVIEWS overall marketing strategy of Czech Floorball and focused on demonstrating the Roman Urbář value of the sport to corporate partners, highlighting not only the size of its fanbase Marketing and Communications and participation numbers, but also floorball’s potential as a spectator sport. In sponsorship sales the organisers focused on upselling the existing partners of Czech Floorball by offering them to become sponsors of the world championships. However, the ambition was also to find new companies that would like to associate themselves with a major sports event and floorball.

While the organising committee was successful in expanding the agreements with existing sponsors, targeting other companies was more challenging and several new partners that were confirmed joined the sponsor roster mostly at the basic supplier level.

Sponsorship IFF Sponsor Case Study Gerflor

Gerflor is a French company that specialises in flooring solutions and that has been an IFF partner since 2001.

The company is the official flooring provider of IFF and its product is used at the senior and youth world championships, as well as the world championships qualification tournaments. In addition to the in-kind support, the company pays a fee to secure additional visibility for the brand at these events.

While Gerflor is present in over 100 markets worldwide, the IFF partnership INTERVIEW contributes to enhancing brand recognition, especially in the traditional markets Lionel Arlin for floorball, according to Lionel Arlin, sports federations and events manager Sports Federations and Events Manager at Gerflor. It is useful for the brand to be able to showcase its product during the Gerflor biggest floorball events and it activates the sponsorship by inviting guests (e.g. architects, consultants for cities and other decision-makers) from a number of countries to attend the world floorball championships.

During Prague 2018 Gerflor extended its sponsorship of IFF for a four-year period through to 2022.

The company believes that its cooperation with IFF can be even closer to accelerate the growth of floorball in certain markets. With its worldwide presence and a network of contacts, Gerflor is well-placed to support the development of the sport. However, according to Arlin, time, patience and a good brand story are required by floorball as it strives to expand its global footprint.

Sponsorship Prague 2018 Sponsor Case Study Tipsport

Tipsport is the largest betting company in the Czech Republic with a market share of around 70 per cent. The brand has been the title sponsor of the Czech floorball league since 2015.

Tipsport is a sponsor of a number of other sports properties in the Czech Republic, including the top division and the second division in ice hockey, known as Tipsport Extraliga and Chance Liga (Chance is a betting brand that is part of Tipsport), INTERVIEW respectively. Václav Sochor While ice hockey and football are the two most popular sports in the Czech Head of Corporate Communications Republic, floorball is an attractive property for companies as it trails only football Tipsport in the number of registered players and is extremely popular amongst pupils in elementary and secondary schools. Tipsport’s clients don’t bet on floorball as much as they do on football, ice hockey, tennis and some , but the interest in floorball as a betting sport is growing, according to Václav Sochor, Tipsport’s head of corporate communications.

The company believes that there is more and more professionalism in floorball, but it still doesn’t have the same commercial status as other major sports in the country. However, according to Sochor, the less commercial character of floorball can work in favour of the sport as it makes it sport more ‘pure’ than football or ice hockey.

The sponsorship of Prague 2018 was an expansion of Tipsport’s partnership with Czech Floorball. The company was looking to generate revenue from bets placed on the results of the world championships. The total number of bets was expected to be linked to the performance of the Czech national team. The sponsorship was also a brand-building exercise and Tipsport felt that it benefited from the event being broadcast by Czech Television and from the professional organisation of the world championships.

To evaluate the awareness of the Prague 2018 partners, attendees were asked Methodology to indicate which brands they recognised as sponsors of the event. Sporting Athletes and Nations

A total of 325 players representing 16 nations took part in the IFF Men’s World Key statistics Floorball Championships 2018 in Prague.

Athletes 325 Europe was the most represented continent, with 11 nations and 220 athletes. Competing nations 16 Asia was represented by three nations, while the two remaining teams hailed from from North America (Canada) and Oceania (Australia).

A total of 33 teams took part in the regional qualification process which was held Prague 2018 – Competing nations in January and February 2018. In Asia, the Chinese men’s national team participated in a world championships qualification event for the first time. Social Volunteer Programme

A total of 378 volunteers supported the running of the IFF Men’s World Floorball Key statistics Championships 2018, including 178 volunteers who worked at the fanzones set up in 12 Czech cities during the event. Social Prague 2018 Fanzones

Twelve fanzones were organised across the Czech Republic to give the fans an opportunity to watch together the final stages of the world championships, support the Czech national team and embrace the atmosphere of the event.

The fanzones were created for four days (6-9 December) in major Czech cities: Brno, České Budějovice, Hradec Králové, Jihlava, Liberec, Karlovy Vary, Olomouc, Ostrava, Pardubice, Plzeň, Ústí nad Labem and Zlín in a variety of indoor and outdoor locations. The fans were able to follow the climax of Prague 2018 on LED screens, purchase event merchandise, food and drinks and take part in the entertainment programme that included floorball games, competitions testing floorball skills and a range of family activities.

The project took a year to prepare and one of its aims was to engage the floorball community across the country. Irrespective of whether the people were planning to attend the world championships, they could experience the event in the fanzones.

Another objective of the initiative was to make floorball more visible at a local level, demonstrate its social benefits and showcase the status of floorball as one of the most popular sports in the Czech Republic.

Each fanzone had a local project manager, working in coordination with the Prague 2018 fanzones opening hours Prague 2018 Organisation Committee. Of the total of 12 project managers, six were regional employees of Czech Floorball and six represented local floorball Thu 6 Dec 3pm – 10pm clubs. All project managers volunteered to fulfil their roles. Fri 7 Dec 2pm – 10pm Czech Floorball covered the entire cost required to set up the fanzones. In some Sat 8 Dec 12 noon – 10pm locations additional funding was secured from local partners, including city Sun 9 Dec 9am – 7pm authorities.

An estimated 4,500 fans attended the fanzones during the final four days of the event.

Social Schools Programme

A major schools programme was organised around the IFF Men’s World Floorball Key statistics Championships 2018, creating an opportunity for thousands of children from the Czech Republic to attend the event. A total of 522 institutions participated in the Participants - children 22,258 programme, with 22,258 children attending Prague 2018 through the project. Foster home 230 Kindergarten / Elementary Floorball enjoys high participation levels in the Czech Republic and is a sport 16,896 school of choice for many children in elementary and secondary schools. Social Street Floorball League

To support the promotion of the IFF Men’s World Floorball Championships 2018 Czech Floorball launched the Street Floorball League in the summer of 2018. Česká pojišťovna, the Czech insurance company that is one of the main partners of Czech Floorball, became the title sponsor of the project, with other federation sponsors also involved. The league consisted of a series of events held in 12 cities across the Czech Republic which acted as qualifiers for the final tournament played during the world championships.

All-male, all-female and mixed teams could enter the competition and players aged 15 and older were eligible to take part. However, male competitors who played in the top two divisions of Czech floorball in the 2017-18 season were excluded from the league. Street Floorball League event dates The tournaments were played in the three-on-three format on a 24x12 metre pitch, and locations with small goals used. The duration of one match was 12 minutes. 10 June České Budějovice The 12 qualifiers were heavily branded with the Prague 2018 identity and the 16 June Liberec players and spectators had the opportunity to learn more about the upcoming 17 June Mladá Boleslav world championships. A total of 222 teams registered for the league and the 24 June Karlovy Vary winning teams in each location progressed to the final tournament that was held 28 July Ostrava in the O2 arena on Friday 7 December. The second half of the final match was 29 July Olomouc played during the break in the world championships quarterfinal between Sweden 4 August Zlín and Latvia. 5 August Brno The teams that advanced to the final tournament also received tickets to the 11 August Pardubice Prague 2018 quarterfinals held on Thursday 6 December, including the home 12 August Hradec Králové nation’s game against Denmark, while Česká pojišťovna provided them with 18 August Ústí nad Labem refreshments and organised a tour around the O2 arena. 19 August Plzeň

Social Member Federation Activities Finland’s Fan Programme and House of Switzerland

Social engagement projects around IFF Men’s World Championships 2018 included INTERVIEWS a couple of initiatives undertaken by IFF member federations. Janne Bruun Business Development Manager Finnish Floorball Federation FINLAND’S FAN PROGRAMME (Suomen Salibandyliitto) The Finnish Floorball Federation developed an extensive programme for the Michael Zoss supporters of the national team who travelled to Prague. CEO The fans could purchase a package that included charter flights between Helsinki Swiss Floorball Association and Prague, airport transfers, room reservation in a hotel in the centre of Prague (Swiss Unihockey) and tickets to Finland’s match in the semi-final and the medal games on the final day of the event.

The fans got together ahead of the matches in Pilsen Restaurant Prag in the city centre where they were entertained by Finnish DJ Johannes Kastaja and could meet with Finnish floorball legends Mikko Kohonen and Toni Lötjönen.

After the semi-final a boat cruise on the Vltava river was oganised, while in the evening on the final day of the competition the fans were invited to gather in Ku Club & Bar in Prague’s old town.

The objective of the programme was to bring together the Finnish fans and create an engaging fan culture. It was also part of the build-up to the next men’s world championships which Finland will host in 2020.

HOUSE OF SWITZERLAND

The House of Switzerland was organised in one of Prague’s restaurants (Hangar Bar) by the Swiss Floorball Association. The concept, originally developed by the Swiss Ski Federation, was tested at the world championships in Riga in 2016.

The idea behind the House of Switzerland is to create a meeting place before and after the matches for the Swiss fans, as well as other floorball fans. In Prague the visitors could purchase Swiss specialities and local delicacies, meet with the current and former players of the Swiss national team and enjoy music played by a Swiss DJ.

It was estimated that around 1,500 Swiss fans came to Prague to attend the world championships.

The House of Switzerland was open from Friday 7 December until Sunday 9 December.

Social Education & Engagement Other Initiatives

INTERNATIONAL COACHING CONFERENCE

An international coaching conference was organised by Czech Floorball during the IFF Men’s World Floorball Championships 2018. The conference took place on Thursday 6 December and was attended by 280 coaches from eight countries.

The conference programme comprised three keynote presentations from:

• Joonas Naava (sports director of EräViikingit, a Finnish floorball club, and

a former coach of the Finland U19 national team) – How to promote teamwork and define player roles in the team? • Marek Vojta (head coach of Florbal Ústí, a Czech floorball club) – How to train the mindset of players? • Patrik Bäck (general manager of IBF Falun, a Swedish floorball club) – How to build and maintain team’s performance in the long-term?

All presentations were interpreted to English.

FLOORBALL POINT

The organisers created Floorball Point in Galerie Harfa, a shopping centre adjacent to the O2 arena. It was a special space with entertainment options for both children and adults: a mini floorball field, a television screen and a chill-out zone, a beer tasting stand, an information point, an exhibition area with pictures presenting the history of floorball and a merchandising stand.

Floorball fans and passers-by could take part in various prize competitions and measure the speed of their shot, while children were encouraged to draw a floorball picture and win one of the prizes funded by event partners.

Floorball Point was open for the entire duration of the world championships.

‘BEHIND THE SCENES’ TOUR

The fans could purchase tickets to attend the ‘behind the scenes’ tour during the world championships and get access to changing rooms, media facilities and the VIP zone.

The tour was hosted by a former Czech national team player and a single ticket cost around 30 euros.

Nearly 99 per cent of all spectators stated that they had an enjoyable time at Prague 2018, according to Sportcal’s attendee survey, which is evidence of the high entertainment value of the event. The success of the event was also reflected in the positive feedback received from other stakeholder groups, including event partners. For both IFF and the local organisers the commercial growth of floorball is one of the priorities. IFF announced in Prague the four-year extensions of the sponsorship agreements with two of its main suppliers, Gerflor and UNIHOC, while Czech Floorball invited to the event major Czech companies that it is hoping to work with in the future.

Legacy Sporting Legacy Interest in Floorball

Sportcal asked the spectators about their interest in floorball following their visit to Prague 2018 within the event experience survey in order to gauge the impact of the event and its potential future legacies.

In order to assess the impact of the event on changing perceptions, Sportcal also assessed the likelihood of the spectators to have subsequently become more interested in following or participating in the sport.

The results were positive, highlighting that the event had encouraged spectators to follow the sport more upon the conclusion of the tournament, whether it be in person at an event or on television. 80 per cent of respondents stated they would follow floorball more having attended Prague 2018.

In terms of participation, the same group of respondents also showed interest in participating in the sport, with one in two respondents stating that they would like their participation in the sport to be more regular.

The IFF Men’s World Floorball Championships 2018 ranked 18th in Sportcal’s Global Sports Impact (GSI) Events Index 2018. IFF Strategy for the period 2021-2032 Appendix 14 Working Process

The present IFF Strategy, approved by the IFF General Assembly 2008 in Prague, set the objectives for IFF until 2020. The history of IFF can be divided into two phases – until 1998 IFF worked to justify our existence and receive official recognition. In the second phase IFF then worked to strengthen our operations, competitions, members services and international position with multi-sport participation until today. Now IFF is moving into its third development phase, which we need to define together.

The objectives set in the vision statement in 1998 has for most parts been achieved, with the development of an own Brand Identity, becoming recognised and growing International Federation with an attractive Sport for all, increased visibility and participation in the World Games and regional multi-sport games. IFF is near to reach also the following objectives, like increased awareness, SoMe visibility, TV visibility and very close to having the 75-80 members by the end of 2020. However, IFF has not reached the following objectives with increased financial resources, increased number of players and the reaching the Olympic Games.

As the overall objective to reach the Olympic Games at the moment seems still very far away, due to the recent changes made by the IOC, we are now in the situation that we have to re-define our main objectives and the path forward, a process which started in connection to the Wroclaw World Games preparation process. The success in the preparations and execution of The World Games 2017 and the IFF World Floorball Championships 2018 in Prague, Czech Republic puts us in a totally new situation. We have proven the sports capability to succeed in an International Multi-Sport games both on and off the field of play and the Floorball Community testified a World Championship of top of the class in Prague 2018.

The IFF has as an organisation grown substantially during the period, both in numbers of members (now 72), number of players (close to 370.000 registered and 4 mill. recreational players) and number of employees (8 FTE). The growth brings both possibilities and challenges. We are able to provide more and broader service to our members, but at the same time the growth of Floorball demands stricter rules to be able to manage and control the development. In order to be able to continue growing and through this also reaching our set targets, IFF needs more financial and human resources. One key success factor will be to strengthen the outside funding of the development and breaking the glass roof, to convince sponsors to see the opportunity our sport can offer. There is unfortunately a substantial number of member associations with debts to the IFF, which puts the IFF operations under pressure. We are not able to fully utilise our potential in service of our members due to the lack of financial resources.

It is not enough that the IFF organisation wants to develop the Sport of Floorball globally, the whole community needs to have the same objective. IFF has a challenge to find organisers for the different level Events IFF is organising, especially as we need to move out of Europe with also the Major Events. There are too few who are utilizing the possibility provided in the affiliation and active cooperation with the NOC’s and National Sport Confederations. We need to take the next step forward on the International Sports Scene. History has shown, that the market value of the sport can only continue growing on a national level, if the sport continues to develop also on an International level.

The Creation of a new Strategy for IFF 2021-2032

The IFF and Floorball is facing a number of challenges in the coming years and have already started the process of looking over the Future of Floorball when it comes to the game format. The Implementation of the IFF License System 2.0 and the change of the development programme in line with the Tier system and establishing of the format for the New European Floorball Championships 2023 are important steps in defining how and in which direction Floorball shall be developed. The aim with the Strategy Process is to tie together the game format testing and the vision for the floorball movement. As a part of this process are the preparations for The World Games 2021 in Birmingham, Alabama and the introduction and popularisation of Floorball in the region together with the USFbA.

The aim with the Strategy Process is to create a more Operational Strategy for the whole Floorball Community for the coming years and not a vast Principle Philosophical Document. The main focus shall be on what direction IFF shall take in the coming period, specify what the objectives shall be and how to reach this, so that it helps to grow and develop the sport on the local, national and international level.

The work for the new Strategy will start during the autumn of 2019, with the objective to prepare for the member associations discussions during the IFF Association Meeting concerning the common view of the direction of IFF’s future. The process will start with a number of questions that are listed below which will be asked widely with-in the Floorball Community, to build a broad base for the discussions. The results of the initial interviews and the Association Meeting outcome, will act as the base for the preparation of the IFF Strategic vision for 2021-2032.

The Process shall be led by a Task Force consisting of IFF CB members, Member Associations representatives, other stakeholders and the IFF Office. The Task Force will make two preliminary submissions to the Floorball Community, with the first in April and the second in August in 2020, which both will be scrutinised by the following entities: the member associations, IFF Committees, Outside stakeholder groups (Elite teams, Leagues, Athletes, Fans, Media, Sponsors, Coaches and referees). The objective is to build a broad based picture in which direction the Sport World is moving towards, what future scenarios and trends will affect and challenge our future

The IFF CB will based on the feedback from the different control groups prepare the final version for the IFF General Assembly by the end of September 2020.

1) RACC a. 2) Future of floorball a. Tests There have come some proposals of tests that we so far have granted due to that they follow the given guidelines. b. IFF Tests As we discussed in Malaga in the last meeting I think we should continue with the plan of do testing for: 2019/2020 for following IFF tournaments: RACC proposes EFCh 2020/2021 for following possible IFF tournaments: EFC, WFCQ and Student Championship and that we use the basic rules (see page 2). RACC will discuss and come back with a proposal to the CB/ExCo in the end of September.

IFF Report from the WADA ADO Symposium

WADA ADO Symposium 2019 Lausanne, 12-14 March IFF representatives: Merita Bruun & Agata Plechan (ATC)

Main topics: World Anti-Doping Code 2021, International Standards review and Athlete involvement (75 athlete representatives attended)

1. 2021 World Anti-Doping Code draft • The Code will continue to be more flexible • New Code to be approved at the World Conference in Katowice, Poland, in November 2019 • Code will come into force January 1st 2021 2. Anti-Doping Charter of Athlete Rights (new document) • The goal of the Charter, is to clearly outline athlete rights with respect to the fight against doping in sport. While athletes’ responsibilities towards clean sport are set out in the World Anti-Doping Code, the Charter aims to further support athletes worldwide in the right to compete in clean, ethical and fair sport (eg. athletes’ rights to anti-doping education and a fear hearing) 3. International Standard for Results Management (new document) • This is a new document but the content as such is not all new, as these rules have previously been included in the Code and International Standard of Testing • The notification process to an athlete of an ADRV will in the future be divided into two phases, the first including the initial notification and asking for an explanation from the athlete. IFF considers this as a positive change (not too much information to the athletes in one notification) • There will also be more focus on having ADO independent hearing panels 4. International Standard for Education (new document) • More focus is constantly put on education and all ADOs are to have an anti-doping education plan that needs to be evaluated regularly • The IFF has commented on this draft document that testing and education shouldn’t necessarily always go hand in hand (meaning that all events that there is testing, there should be mandatory education). This point has been taken into consideration in the current draft version, but the strong recommendation still is, that all player who are tested should have received anti-doping education beforehand. 5. International Standard for Code Compliance by Signatories (new document) • Outlines the rights and responsibilities of the Code Signatories and the ways in which WADA supports Signatories and a process for determining non-compliance and consequences. 6. International Standard for Testing and Investigations • More flexibility when it comes to testing menus for different low risk sports (eg. EPO analysis). More detailed guidelines about the different whereabouts pools and how much testing should take place for athletes in the different pools. ADOs should implement policies to facilitate whistle- blowers.

IFF needs to consider: • Follow the ongoing consultations and comment when there are issues that needs to be raised from the IFF point of view. • Even though event-based A-D education is not mandatory in the draft Standard of Education, the goal for each IF should be that all athletes that are tested should have received some anti-doping education before being tested. This means that the IFF should investigate its current testing and education activities and make the needed adjustments (increase education and/or reduce event testing). • Continue and further enforce athlete participation in the IFF anti-doping activities. Ask the IFF Athletes’ Commission for ideas about future anti-doping awareness campaigns. • Make possible adjustments to the current testing pool system. Continue NOT having a Registered Testing Pool (with individual athlete whereabouts), but maybe re-consider the size of the current Testing Pool (top 3 teams). This because all players in a Testing Pool should according to the draft ISTI be tested at least once in a year. • Look into how the IFF should implement policies to facilitate whistle-blowing (currently WADA’s Speak Up platform is promoted, but do we need to have and own platform/system?) • The Code and the International Standards will be approved by the WADA Executive Committee and Foundation Board on the final day of the World Conference of Doping in Sport 2019 (7th of November). The year 2020 will therefore be the year when all IFs need to adapt to the new rules. • The new World Anti-Doping Code enters into force January 1st 2021 when all IFs should have their new rules and procedures in place.

Sales Overview

Based on the conclusion made earlier this year the sales focus has switched to countries where the sport is well established and represented (e.g. international brands from the Nordic countries) or with international brands which have already worked with floorball on a national level or as LOC partners in WFC’s.

Sales Status

There has not been any development on the timing partner side. The contact with G-Shock (Casio) has not proved to be active or shown great interest.

On the sports apparel side we are currently still in discussions with two companies. Hummel is still interested in floorball and consider it a serious option from 2020 onwards. Floorball has been identified by them as a strategically important sport in their strong markets (Nordics). Having said that, the evaluation process for sponsorship agreements does not only include floorball but also other new sports. I have constantly updated them with information. I have also been in regular contact with Puma and reinitiated the case with sight on 2020 on-wards. A clear stand on whether or not they are considering us (or any new) sponsorship has not been taken. Interesting development has been seen in Denmark as the national federation just struck a deal with Select whom extends from football for the first time to floorball.

On the title and main sponsoring front there are over 90 contacts made and this year several new leads have been created to keep the pool of potential broad. The best leads at the time have been established with  AJ products (on-going contact)  HMD Global (Nokia phones / Miko Paassilta, Nordic Marketing Manager)  Fysioline / Ice Power (muscle gel)  Superpark (indoor activity parks)

The contacted brands vary from fast food, snacks, drinks, travel industry to consumer electronics (phones, headphones, loudspeakers).

Our two sales partners have been working on their contacts. In Finland he is trying to open two fronts (Lidl international and Tallink Silja). The companies our Swiss partner has contacted (Nestlé Suisse, Mars Schweiz, Mondelez (Toblerone), Victorinox, L’Oreal Suisse, Café Chicco d’Oro) have not shown interest in cooperation.

The results with our current sales partners have not been satisfactory. We have established contact with a sales agency called Protocol Sports Marketing. Based on the material (surveys + sales material) delivered to them they see good potential of selling floorball as a product in their portfolio. Negotiations are on-going in early June.

While trying to sell a Main Sponsor there are also some offers made regarding the Champions Cup 2020. The floorball manufacturers Unihoc, Oxdog and Salming have been contacted.

Marketing Status

I have offered articles about the current success of floorball to Scandinavian business magazines and publications. Another Nordic approach is to find a solution for conducting direct mailing (e- mail) for Scandinavian brands.

The editorial (paid) article published by SportsProMagazine in November has reached best views in our LinkedIn feed. The topic is how to tackle the paradox of being a growing sport with good

proven figures (spectators, tv-reach, Youtube views/minutes, SoMe reach) but not attracting new sponsoring partners.

An investigation about utilizing affiliate networks to create some additional revenue through banner advertising on our homepage is on-going (Tradetracker). The results of the fan-survey help to find the correct target group however one challenge is the big volatility in our web-traffic (high traffic during WFCs and rather low outside of the WFCs).

The fan survey was supplemented in April with answers from the Czech Republic. Attached find the updated summary of the results. There are no breakthroughs as such however the results validate us several things that we have before self-defined as being facts. Going forward these are facts to back up sales negotiations. Results are published early June.

Another target in branding is to make our social responsibility brand stronger. We will utilize the outcome of the survey to develop this further. For many brands this is a major factor in decision- making. For this there are two main topics (and two sub-topics):  A very fitting organization from the IFF perspective would be the World Health Organization (WHO)). The WHO has published physical activity recommendations, and this is something the IFF also wants to promote. There are also some potential partners who share the support of this ideology (Superpark, ValoMotion). There are also great results in Denmark within their “Movement for life” project which can be used in this  Environment / recycling: a campaign to collect old floorball material (blades, balls, drinking bottles) in cooperation with recycling cooperatives and/or plastic products manufacturers. Unihoc has interest in this topic as it is part of their strategy  Identify and contact brands which share our #GoGirls project values (e.g. P&G (Always), Essity)  According to the fan-survey the best fit to the values of our fans are the following benefit organizations o Unicef, Red Cross

Other on-going projects include:  Reference cases (video) from current sponsors o published in early May / part of promotional material  Gathering best-case scenarios from national level (i.e. Pantamera in Sweden, WFC2018 success cases (Gerflor/Street Floorball League))  How to leverage our social media platforms for sponsors with most impact (planning with Mari Myllärinen) => e.g. for Ice Power campaigns

In the CCMNG meeting in May will went through the fan survey and Sportcal GSI results and the importance of utilizing them in our sales and marketing efforts. The countries also shared several on-going cases which will be shared and support the other countries. To point out a few, Finland is developing sponsor sales concepts together with the league teams and Switzerland is focusing how to target the big mass (400 000) of recreational players. A further topic was the future of monetizing the broadcasting rights of the WFCs, which approach and with which partners. This will be an on-going topic. Roughly half of respondents from the fan survey are prepared to invest into pay-tv.

Environmental aspects are also being considered for marketing and sales purposes. The experiences from the EcoCompass-project in WFC2015 are being evaluated for future implementation cases. The topic has been touched how to integrate this in WFC 2020.

Our partner school for the fan survey (Glion School of Higher Education) has offered us the possibility to conduct further projects with their students (start after the summer). After two years since the launch of the new IFF brand image one potential topic could be to evaluate how well it

has been established / is being recognized / is being perceived (comparison to old) and how well is has served the purpose for which the renewal process was initiated for.

Further some new perspectives for marketing have been worked on (also discussed at the CCMNG). Mr Kalsta has discussed with a company which produces digital brand activation services (Uplause (www.uplause.com)). The aim is to create more activation elements in IFF channels e.g MVP voting for Youtube/IFF Events app as well as the venue such as voting, decibel-meter, Jumbotron social wall, kiss-cam, etc. All these elements can be partner branded/customized. This will be discussed with Unihoc as a concrete development topic for the WFC 2020 (with the understanding that they will need to invest). This dialogue will be led further to see if we could strike a general agreement with Uplause for IFF to aid LOCs and national federations to utilize these kinds of services.

Major changes to Material Regulations

Certification Rules for IFF-marking of Floorball Equipment SPCR 011

Edition 2020

Interpretation of the Material Regulations. If the need to interpret Material Regulations between two editions occurs, can this be done 2 times / year (in May and December).

A major general revision of Material Regulations has been made for the 2020-year edition; the major changes are listed below:  The texts Abstract and Preface have been merged under the heading Preface, in addition to some texts that already exist elsewhere in Material Regulations.  There is a completely new section "Conditions for Certification of Floorball Equipment".  The biggest difference to the previous edition is probably that Section 1 is rewritten, there is a general part, IFF-marking part and each product type has its own heading. It is hoped that it will be easier to find what you are looking for, and it is easy to add or remove sub-items within the respective product type, if needed.  All the sketches / drawings are inserted in the main Material Regulations, and not as previously in separate pdf-file.  All appendix documents and sketches / drawings are divided in three groups A, B and C followed by a digit.  A new font has been introduced, which hopefully is more readable than the previous one.

News and additions in more detail:

1 Requirements, general Moved / added sub-sections.

1.1.4 Period of Validity for Certificate The period of validity for certificate is five years. The period of validity for family-certificates is two years. The holder of the certificate will be notified three months before the certificate is due to expire and asked which certificates (if any) he wishes to be extended. The period of validity can be extended after application from certificate holder followed by a limited evaluation. Presuming that the products are not modified, the certification rules are not significantly changed, and the surveillance has been performed without remarks, the extension can be done without further testing. If there have been any changes, a new testing can be necessary. The testing will then be limited to the parts that are changed.

1.1.9 Rules for current license holders with payment problems and debts to IFF/RISE over 5.000 CHF Any license holders, with outstanding debts for more than 5.000 CHF to IFF/RISE will be put on notice and will need to pre-pay the marking costs (see also section 1.3.1) and testing costs. As a second step IFF will decide a final pay date for all the existing debts. If the debts not are paid by then, IFF will not allow the licence holder to test new products, Test Stop. The Test Stop can only be lifted by decision of IFF.

1.2 IFF-Marking, general Moved / added sub-sections.

Marking is to contain the certification mark as shown below. Stick manufactures can print the certification mark as a part of the Brand name / Model name sticker / print, see section 1.3.1 The certification mark's type and placement for each product type is to be in line with the following: Stick sticker on the shaft of the stick, between the grip binding and shaft / blade attachment point. See section 1.3. Blade embossed mark on the blade's surface, see section 1.3.5. Ball embossed mark on the ball's surface, see section 1.4. Goals sticker around the goal crossbar, see section 1.5. Rink sticker on the back of each sideboard section, See section. 1.6. Facemask sticker on the inside or outside. (other requisite markings see appendix A9, only valid within the European Union). Grip embossed IFF-mark together with the brand name on the grip surface

approx. 100 – 400mm measured from the knob, see section 1.8.

Sizes: 37±2 mm x 15±2 mm, for sticks. 45 x 19 mm, facemasks. 90 x 38 mm, for goals and rinks. A minimum of 8 mm in height for grips.

(see appendix A5, Order form for certification marks).

1.2.2 Accounting reports Three time a year the manufacturers will have to send in accounting reports of the quantity of sold Floorball sticks, balls, spare grips and spare blades with certification marking during the following periods: - January – April, accounting reports must be sent in at latest May 21st. - May – August, accounting reports must be sent in at latest September 21st. - September – December, accounting reports must be sent in at latest January 21st following year. The accounting report form will be available for downloading from our homepage. The manufacturer’s person authorized to sign for the company as well as the companies Certified public accountant must sign the accounting report. The accounting report must be RISE available within three weeks after each period. See also section 4.6.5 concerning sanctions.

It is very essential that these reports for sticks, balls, spare grips and spare blades are correct and sent in time.

1.3 Stick, Shaft, Blade and Grip, Marking and Rules Marking is to contain the certification mark as shown in point 1.2. Stick manufactures can print the certification mark as a part of the Brand name / Model name sticker / print. The certification mark placement for each stick, blade and grip are to be in line with the following: Stick Sticker on the shaft of the stick, between the grip binding and shaft / blade attachment point. Blade Embossed mark on the blade's surface. Grip Embossed IFF-mark together with the brand name on the grip surface approx. 100 – 400mm measured from the knob.

Sizes: 37±2 mm x 15±2 mm, for sticks. A minimum of 8 mm in height for grips.

(see appendix A5, Order form for certification marks).

1.3.1 Marking of stick For new companies, in the first year after received its first certificate the IFF-mark must be purchased and applied to the shaft. In the first year, it is appropriate that a marking proposal include the IFF-mark are developed. The proposal must be presented and approved by the certification body (RISE). If the company would prefer to continue to purchase IFF-mark, it is also an opportunity.

From year two and with an approved marking proposal, it is possible to switch over to self-printing the certification mark as a part of the Brand name / Model name sticker / print.

If companies do not pay for the reported number of sold IFF-marked products in time and have debts exceeding CHF 5,000, the possibility of self-marking will be withdrawn. The company must return to purchase the IFF decal and advance payment will be used.

The brand name in question shall be included as a prefix- or a suffix in the name of the stick and the blade shall be marked accordingly with the brand name. The sticker / print must be performed in a resistant material, e.g. paper and similar materials are not allowed. The manufacturer is not allowed to change the dimension of the mark more than within below stated sizes, not change the design, colour, grey scale or black and white version of the mark. The background of the mark must not be white or transparent but have a good contrast to the IFF logotype, text and number, either it is performed in colour, grey scale or black and white. The number on the certification mark is to be the same as the stick’s certification number or the family-certification number followed by manufacturing year.

1.3.2 General Rules for the Floorball Stick Any combination of shafts, blades and grips between different brands are not legal. Further, it is not permitted to sell or use IFF-certified and approved shafts with non-approved or non-IFF-marked blades. Nor is it permitted to sell or use non-approved shafts together with IFF-marked and approved blades or non-approved blades that are still IFF-marked. All the above combinations are therefore not allowed to be sold on the marked or used in any official matches. It is of utmost importance that these rules are to be followed. All legal combinations of shafts/blades can be found in the database for certified equipment on IFF’s homepage. If a shaft is to be shorted; the shaft must be shorted from the top of the shaft. It’s not legal to shortening the shaft from the bottom (shaft/blade connection point) of the shaft.

1.4 Ball, Marking and Rules Moved / added sub-sections.

1.4.2 Boll colour The IFF reserves the exclusivity for its official match ball colours. Balls with the following colour codes are not allowed to be manufactured: To be specified!

Marking is to contain the certification mark as shown below (voluntary requirement). The certification mark's type and placement for the mask is to be in line with the following: Facemask: Sticker on the inside or outside. (other requisite markings see appendix A9, only valid within the European Union).

Sizes: 45 x 19 mm, facemasks. (see appendix A5, Order form for certification marks).

1.8 Grip, Marking and Rules (the section can be moved and incl. in section 1.3) The grip brand must be the same as on the shaft brand. Any combinations between different grip brands or unmarked grips and the shaft brand are not legal.

Make sure that all new sticks with grips as well as spare grips are carrying the new marking. Without the new marking the stick will not be allowed to be used in any official matches.

1.8.1 Embossed mark for grip The IFF-mark together with the brand name of the shaft must be shown as an embossed marking on the grip surface approx. 100 – 400mm measured from the knob. The font size must be of a minimum of 8 mm in height. The + manufacturer can design how to place the IFF + Brand Name on the grip. BRAND NAME

Companies must adopt the new marking requirement not Embossed Certification mark for grip later than 1st of July 2020.

The official IFF-mark for embossed or printed marking of 0 grip is available for download, on the Manufactures 10 + Information Web Site. BRAND NAME 0 0 4 The companies may for the coming season 2019-2020 mark the packaging of the grips with the text: “Product in accordance with Material Regulation 2020”

1.8.2 Chemical and allergy declaration The company must state that the grip does not contain hazardous chemicals and / or allergenic substances. A written declaration must be presented.

6 1.8.3 Exemption 0 Companies can apply for an exemption from the marking requirements for a period of maximum one year and ending June 30th2021. It gives the company the opportunity to sell out their already produced grips and grips in stock.

1.9 Floorball Accessories Moved sub-section.

2.1.3 Stick Dimensions The stick is to be designed with dimensions according to appendices B1 and B2. The shaft may be strapped above the grip line, but approval marks or other possible official marks must not be covered. It is permissible to divide the grip binding into two or more parts. The shaft must have a knob closing it. It is permissible to have other shaping (e.g. hexagonal, octahedral) on the upper 50 % of the shaft length. The upper 50 % of the shaft length must be covered by a grip binding if the shaft's curve radius is less than 6 mm.

* It is still legal to use a 10 mm wide grip line marking.

2.1.4.1 Shaft Rigidity Method A, shafts 850mm to 1040mm (sticks 950mm – 1140mm).

2.1.4.2 Shaft Rigidity Method B, shafts 650mm to 849mm (sticks 750mm – 949mm).

2.2 Ball The balls (10 of each type) are tested according to the SP-method 1506, section 5.3 (see appendix A1), and are assessed according to the following requirements. The ball can have only one colour outside and can have a second colour inside. IFF approves balls for IFF events and have reserves the exclusivity for its official match ball colours. (see paragraph 1.4.2).

2.3.7 Drop Net Length and Mounting / Positioning The drop net length is to be such that the bottom edge hangs between a min of 0 mm and a max of 50 mm from the playing surface and mounted in such a way that the entire goal cage width is covered (see appendix B7), apply to all goal sizes.

3 Supplier's In-House Inspection The supplier is to have an in-house inspection guaranteeing products marked with the certification mark meet the requirements in the certification rules. The certificate holder shall state this in a declaration.

The following testing and inspection procedures are to be included in the in-house inspection.

4.6 Sanction System The International Floorball Federation IFF has implemented a sanction system to be applied to manufacturers in the event of failure of the surveillance inspection of material, sale of non-compliant marked equipment, not sending in accounting reports in time and not paid the invoices within the stipulated time as follows:

1. Surveillance inspection will be performed in accordance with the present system and regulations (SPCR 011 Material Regulations).

2. The manufacturer will perform in-house inspection and respond in accordance with the requirements of Paragraph 3. If surveillance inspection finds failures of materials, the company shall in accordance to the SPCR 011 Material Regulations provide an explanation of why the material has failed and shall provide a copy of its in-house test and inspection records for examination.

3. If the explanation does not provide a clear and suitable answer to the question, the IFF Central Board Material Function will decide upon the sanction to be applied to the company in accordance with the sanction system. The sanction system consists of four different levels (see section 4.6.1 - 4).

4. If an accounting report has not been received within stipulated time, a sanction fee will be applied. The sanction system consists of four different levels (see section 4.6.5).

5. If an invoice has not been paid within stipulated time, a sanction fee will be applied. The sanction system consists of four different levels (see section 4.6.6).

6. Certificates can with immediate effect temporarily be recalled. Temporarily recalled certificates will be published on IFF’s website (see section 4.6.6.4 and section 5.7).

7. Revenue from sanction penalties shall be used to develop Floorball in accordance with IFF Development Board decisions. Sanction penalties must be paid to the IFF account within 30 days of the IFF Central Board decision.

The IFF Central Board will inform its member Associations and the companies about any decision made by the Central Board in material questions. All information regarding these questions is strictly confidential until the decision is made.

IFF reserves the right to adjust and / or update the sanction system on yearly basis.

4.6.5 Sanctions for not sending accounting reports. From 15th of March 2004 stick manufactures can print the certification mark directly on the stick. To ensure that the correct fee for the certification mark is calculated, the manufacturer must three times a year send accounting reports to RISE. The report for Jan-Apr must be sent before 21st of May, the report for May-Aug before 21st of Sep and the report for Sep-Dec before 21st of Jan.

Ball, blade and manufactures shall have an embossed pattern of the certification mark on the balls surface. To ensure that the correct fee for the certification mark is calculated, the manufacturer must three times a year send accounting reports to RISE. The report for the period Jan – April must be sent

before 21st of May, for the period May – Aug before 21st of Sep and for the period Sep-Dec before 21st of Jan. It is very essential that these reports are correct and sent in time.

If an accounting report has not been received, a reminder will be sent out the first working day after the report date.
