Research, Extension & Training I. RESEARCH, DEVELOPMENT & TECHNOLOGY MANAGEMENT . Multi-location Trial of Elite/Drought-prone Lines for Lowland Irrigated Rice, collaborated with the Philippine Rice Research Institute (PhilRice) Transplanting was done last August 10 while direct seeding on different drought-prone lines was done last August 11. Land preparation and seeding were done for the second cropping (wet) season. Varietal Evaluation, On-farm Trials & Seed Production of Organic Vegetables in Central Luzon in Support to the National Program on Enhancing the Demand among Agriculture, Forestry & Natural Resources (AFNR) & State University/College (SUC) Graduates Establishment of yield trial for squash, okra and string beans was done while the first harvesting and data gathering for squash was accomplished last August 28. For okra and string beans, selection and data gathering were also conducted. Selfing of squash and string bean pods was accomplished and five varieties of eggplant were planted for the varietal trial. Water Productivity & Technology Integration in the Upland, collaborated with the Department of Agriculture- Bureau of Agricultural Research (DA-BAR) A project site validation was conducted last August 6 in Brgy. Calumpang, San Miguel, Bulacan. An expert in land use mapping also visited the said site last August 19. Established land use map of the area . Aerobic Rice Production System: Improving Productivity in Water-scarce Areas of Central Luzon, collaborated with the Commission on Higher Education-Zonal Research Center (CHED-ZRC) Rice planted in Brgy. Nambalan, Sta. Ignacia, Tarlac were harvested last August 29. Gathering of data on number of panicle and tillers, yield, etc. were also conducted. Food Processing Center Products from goat milk such as goatillas and goayema were developed. Aerobic Rice Technology Finalization of the Aerobic Rice Technology Training Module was conducted last July 15-21. Proposals submitted to different funding institutions Greening the Brown: Impacts of Aerobic Rice Technology to Gravity Irrigation Systems submitted to the National Irrigation Authority (NIA) (PhP9,430,000) Food for Lasting Life: RDE Program on Organic Vegetable Production submitted to DA-BAR (PhP1,900,000) Bamboo Development Project in the Province of Bulacan submitted to PGB and LGU of San Ildefonso, Bulacan (PhP3,165,830) Weed Management in Aerobic Rice Production Systems under Varying Methods of Control & Farming Systems submitted to the Bureau of Soil & Water Management (BSWM) and Department of Science & Technology (DOST)-III Meeh Kita: Goat Upgrading & Production Project in the Province of Bulacan submitted to PGB (PhP7,500,000) The Philippine Aerobic Rice RDE Program submitted to DA (PhP150,000,000) Kita Mo, Dagdagan Ko: Production, Processing & Commercialization of Malunggay (Moringa Oleifera) submitted to DA-BAR (PhP1,090,000) II. EXTENSION & TRAINING . Landbank of the Philippines (LBP)-BASC Technology Promotion & Commercialization A field day on pesticide-free bitter gourd and Aerobic Rice Technology production was conducted at Brgy. Dagatdagatan, San Rafael and Brgy. Sta. Catalina Matanda, San Ildefonso, Bulacan last September 14 with the presence of LBP Vice President Mernilo C. Ocampo, Mayor Lorna C. Silverio, local government unit (LGU) technicians, cooperatives and farmers from different municipalities in the province. A 1,000-square meter demonstration area for bitter gourd production was established last July 12 at Brgy. Dagatdagatan, San Rafael, Bulacan. Technology Commercialization Financial assistance amounting to PhP677,550 in the form of agricultural inputs and cash loans were released last September 1 to 53 farmer-cooperators. Goat Upgrading & Production Two DA-BAR Research Livestock Management staff visited and evaluated sites in Brgy. Balaong, San Miguel; Brgy. Sumandig, San Ildefonso; Brgy. Talbak, Doña Remedios Trinidad (DRT) and the college nucleus farm last September 23 interviewing farmer-cooperators and college project management staff regarding implementation of the project. A Training on Goat Production & Management was conducted last August 18. It was participated by 60 farmer- cooperators from six municipalities in the third district of Bulacan while other attendees included LGU technicians and an expert on livestock as the resource speaker. Techno-gabay Program (TGP) A field day on Science & Technology-based Farm (STBF) on Aerobic Rice Production was held last August 31 at Brgy. Mataas na Parang, San Ildefonso, Bulacan attended by Central Luzon Agriculture Resources Research & Development Consortium (CLARRDEC) and Philippine Council for Agriculture Resources R&D (PCARRD) staff, managers of Farmers’ Information & Technology Services (FITS) Centers, and farmers from 15 municipalities. Palayamanan in the Community Financial assistance amounting to PhP200,000 at PhP4,000 each were released last July 8 to 50 farmer- cooperators from the municipalities of San Ildefonso, San Rafael, San Miguel and Calumpit, Bulacan. Food Processing Center College products such as aerobic rice, pickled bitter gourd, goatillas and goayema were showcased during the 7th Agriculture & Fisheries Technology Forum & Product Exhibition sponsored by DA-BAR at SM City Megamall last August 11-14. The College Food Processing Center Chief also conducted a seminar during the said event demonstrating the process of making pickled bitter gourd. The following trainings were conducted for 30 Ligas Kooperatiba ng Bayan sa Pagpapaunlad (LKBP) farmers from seven barangays in Malolos, Bulacan with the presence of LKBP and Department of Agrarian Reform (DAR) staff: Aerobic Rice Technology (August 2) Training on Preparation of Organic Fertilizer & Pesticide (August 19) Pesticide-free Bitter Gourd Production (August 19) Seedling Production & Vegetable Processing (August 26) III. AWARDS . The Aerobic Rice Technology Research, Development & Extension program was given the Civil Service Commission (CSC) PAG-ASA Award for Region III last September 9 at the Heroes’ Hall, San Fernando City, Pampanga. The national awarding is yet to be scheduled at the Malacañan Palace. The paper Composition or Quality Crop Breeding in Rice was hailed as third place under research category during the 22nd CLARRDEC R&D Highlights Symposium held at the Aurora State College of Technology (ASCOT) last August 12. The former Techno-gabay Program (TGP) team leader of the College was given a certificate of appreciation for being able to lead the establishment and maintenance of 15 FITS Centers in Bulacan during the TGP 3rd quarter meeting held at the Pampanga Agricultural College (PAC) last September 9.     FLOOD RISK ASSESSMENT UNDER THE CLIMATE CHANGE IN THE CASE OF PAMPANGA RIVER BASIN, PHILIPPINES Santy B. Ferrer* Supervisor: Mamoru M. Miyamoto** MEE133631 Advisors: Maksym Gusyev*** Miho Ohara**** ABSTRACT The main objective of this study is to assess the flood risk in the Pampanga river basin that consists of the flood hazard, exposure, and risk in terms of potential flood fatalities and economic losses under the climate change. The Rainfall-Runoff-Inundation (RRI) model was calibrated using 2011 flood and validated with the 2009, 2012 and 2013 floods. The calibrated RRI model was applied to produce flood inundation maps based on 10-, 25, 50-, and 100-year return period of 24-hr rainfall. The rainfall data is the output of the downscaled and bias corrected MRI -AGCM3.2s for the current climate conditions (CCC) and two cases of future climate conditions with an outlier in the dataset (FCC-case1) and without an outlier (FCC-case2). For this study, the exposure assessment focuses on the affected population and the irrigated area. Based on the results, there is an increasing trend of flood hazard in the future climate conditions, therefore, the greater exposure of the people and the irrigated area keeping the population and irrigated area constant. The results of this study may be used as a basis for the climate change studies and an implementation of the flood risk management in the basin. This is considering that the year was a significant El Niño year. Typhoon Lando had record high flood levels at upstream sections of the main Pampanga River while the latter, though it nearly compared with Lando in flood levels at the mid and lower sections of the basin, registered higher event station rain totals. The Pampanga River Basin Flood Forecasting & Warning Center had a fairly active year 2015.     PRB Flood: SW Monsoon due to T.Marce – Aug2004 Pampanga River Basin: Flood of August 2004 (Southwest Monsoon as enhanced by Typhoon Marce) Summary Typhoon Marce (August 20-24, 2004) became the first destructive tropical cyclone to affect the Pampanga River Basin for the year 2004. Widespread rains for more than 3 days spawned by the intensified southwest monsoon as enhanced by Typhoon Marce inundated extensive areas of the western and central sections of Luzon, including Metro Manila. As a result, 64 persons died, more than 2.1 million people affected, and an estimated damage cost of P 2.3 Billion in both agriculture and infrastructure were incurred. An investigative survey team of the Pampanga River Flood Forecasting and Warning Center (PRFFWC) composed of Messrs. Armando P. Taruc (Senior Weather. Specialist), Hilton T. Hernando (Weather Facilities Specialist II) and Pablito Villablanca (Weather Observer III), was dispatched to the Pampanga River Basin to take on the following tasks: 1. Conduct a post-flood survey from September 7 to 12, 2004, to assess and make scientific evaluation of the flooding in the area; 2. Coordinate with other concerned agencies (LGU’s and NGO’s) and entities on the conduct of the study in connection with the flooding event; and 3. To recommend measures focusing on the non-structural means to minimize and mitigate flood losses in both life and property. This disastrous flood is considered the major flood of 2004. A record high of river stage for Pampanga River at Arayat station and, likewise, a record water level for the Candaba Swamp area were attained during this event.
