availability of new resources, the District Social Welfare Office (DSWO) has been supporting, facilitating and co-ordinating the welfare service units to collaborate with other sectors with a view to supporting the underprivileged and promoting harmonious families.

l In 2013-2014, DSWO will continue to focus on expanding the network of cross-sectoral collaboration, and has formulated the following work foci and strategies upon consultation with the stakeholders in the district:

Family and Child Welfare Services l To continue preventing personal and family problems, providing early intervention, and enhancing family functioning through the seven Integrated Family Service Centres (IFSCs) in City and Yau Tsim Mong district; and to co-ordinate different stakeholders to collaborate with IFSCs to facilitate early identification of needy families, arrangement of early intervention and consolidation of community support network. l To continue implementing the “Short-term Food Assistance Service” to provide short-term food assistance for needy people who temporarily cannot cope with the basic food expenses. l To continue co-ordinating non-governmental organisations (NGOs) to collaborate with other sectors in launching different poverty alleviation projects (e.g. Community Canteen and Food Bank, etc) to ease the financial burden of the low-income families and underprivileged people, as well as to strengthen their community support. l To continue promoting cross-sectoral collaboration to enhance support for the underprivileged including new arrivals and ethnic minorities in order to build up a community with love and inclusivity. l Through allocating district fund to subsidise the social service units in organising thematic programmes and service projects to foster caring culture, promote social inclusivity and expand social capital.

l To continue co-ordinating the collaboration of the relevant welfare service units with the Hospital Authority and Department of Health in implementing the “Comprehensive Child Development Service” to identify and rectify at an early stage the developmental problems of children aged five and below so as to lay a solid foundation and provide early intervention for problems that may affect their growth.

Elderly Services l To continue to allocate additional resources to strengthen subsidised community and residential care services for the elderly. For community support services, a new Neighbourhood Elderly Centre (NEC) will be set up in Kai Ching Estate of Kai Tak Development Area in 2013-14 to cope with the service demand of elderly in the community and provide support services for needy elderly and their carers. DSWO will actively assist this NEC in its preparatory work. For residential care services, constructing new contract residential care homes for the elderly is one of the measures in increasing the provision of subsidised residential care places. Two contract residential care homes for the elderly, located in , will commence operation in 2013-14 and 2014-15. l To continue implementing the “Improvement Programme of Elderly Centres” to enhance the physical setting and facilities of the elderly centres in the district. Through modernisation of the centres’ facilities, the concept of “active ageing” will be pursued and the young olds will be encouraged to take part in community activities to well prepare them to “age in place”. l To roll out the First Phase of the “Pilot Scheme on Community Care Service Voucher for the Elderly” in September 2013. The pilot scheme will adopt a new funding mode, i.e. “money-follows-the-user” approach. Eligible elderly may choose the services that suit their individual needs with the use of service vouchers. l To continue to promote a sense of worthiness among the elderly, enhance harmony across generations and encourage lifelong learning through the “Opportunities for the Elderly Project”, “Neighbourhood Active Ageing

Project” and “Elderly Academy Scheme”. l To actively identify and support the “hidden” and needy elderly in the district, enhance development of the caring network and sustain the development of a community with harmony and inclusivity.

Social Security l To enhance communication with the stakeholders and service users to ensure the smooth implementation of the “Old Age Living Allowance” (OALA) launched in April 2013, so that eligible elderly in the district can be benefitted from the scheme. l To continue implementing the “Integrated Employment Assistance Programme for Self-reliance”. Through the integrated programme, NGOs can provide employable recipients of Comprehensive Social Security Assistance (CSSA) with multifarious and one-stop employment assistance services on a family basis and according to their individual needs so as to enhance their employability.

Services for Youth l An Integrated Children and Youth Services Centre (ICYSC) will be set up in Kai Ching Estate of Kai Tak Development Area through reprovisioning to meet the service demand of young people in the new community by providing them multifarious services to facilitate their healthy growth and holistic development. DSWO will actively assist this ICYSC in its preparatory work. l To implement the District Support Scheme for Children and Youth Development-Kowloon City and Yau Tsim Mong Development Project to support children and youths under disadvantaged circumstances and to meet their developmental needs. l Through allocating district fund to subsidise the social service units in organising programmes and service projects to early identify the youths with specific service needs (e.g. young drug abusers, hidden youths /

unengaged youths, youths involved in compensated dating, youths from ethnic minority or new arrivals families, etc.) so that suitable services can be provided to facilitate their healthy growth and development. l To continue supporting NGOs in the district to launch or collaborate with other relevant organisations in running special projects to strengthen their “anti-drug” work, disseminate anti-drug message and jointly strive to build up a drug-free and healthy community. l To continue co-ordinating tertiary institutions, secondary schools and NGOs / local groups to implement the “Oral History” Projects to study the caring culture, with the aims to mobilize more youths in caring the community and empower their caring motive.

Rehabilitation Services l Through allocating district fund to subsidise the social service units in organising joint programmes or projects to facilitate actualization of strengths and potentials of the disabled, and to promote understanding, acceptance and respect of their family members as well as the public towards people with disabilities, with an ultimate goal to build a community with harmony and equality. l To exchange views with the Hospital Authority, relevant government departments and professionals to formulate strategies in addressing the district needs pertinent to the issue of mental health through the platform of “District Task Group on Community Mental Health Support Services”. l Through the “Integrated Community Centre for Mental Wellness”, to provide professional support services to the ex-mentally ill, persons with suspected mental health problem, their families / carers and residents living in the district, and to implement public programmes in enhancing the public’s awareness towards mental health and their acceptance towards the mentally ill persons, with a view to building up a community with harmony and social inclusion.

Promoting Volunteer Service l To actively encourage the local shops to make the best use of their resources and expertise in volunteering and serving the needy in the community for promoting the spirit of a caring community. l To continue encouraging the volunteers to integrate the core values of volunteerism in daily life by adopting the theme “ Volunteering as a way of Lifestyle”, and to promote joint participation of different sectors, including the business, academic, and religious sectors, etc. for constructing a harmonious community and expanding social capital. l To continue co-ordinating the collaboration between the social welfare sector and the tertiary institutions in organising the students to render volunteer services with their professional knowledge and skills, so as to benefit the vulnerable groups and expand the volunteers' team in the community; l To continue co-ordinating the partnership between the Probation and Community Service Orders Office and local organisations in providing hair- dressing and volunteer service training to the young probationers and organising them to serve the underprivileged groups in the community.

Welfare Service Planning

DSWO will continue to collect feedbacks of stakeholders in the district through different consultation and sharing platforms including District Councils and relevant Committees, District Management Committee, District Strategic Co-ordination Committee on Welfare Services, District Sharing Meeting on Collaboration of Welfare Services, and the five District Co-ordinating Committees / Local Committee on Welfare Services, as reference while formulating the long-term welfare planning and district planning.
