STUDENT BUS DRIVER RULES Date of approval May 2015 Approved by Campus Manager Date of effect May 2015 Current to May 2017 Motor Vehicle & Relates to Safe Driving Version v2 2015 Procedure Policy Owner Manager HR & WHS Contact Officer Residential Manager/Security Batchelor Institute provides a service to students to allow students to utilise the buses for outings on weekends. All Drivers intending to utilise the buses must read and agree to the Rules below, and sign to show their understanding and agreement. Information: Students are only permitted to drive the bus with prior permission from the Campus Manager. To obtain permission they must present a copy of their current and valid Class LR or higher class Licence and complete a bus driving competency assessment with a designated assessor. The buses must NOT be driven on gravel/dirt roads unless under police or road works direction in an emergency/road blockage. The driver must NOT drive whilst under the influence of any drug including alcohol, and comply with all Institute rules and road laws, including speed limits. The buses may only be driven in the following areas and boundaries: Stuart Highway bounded by Darwin to the North and Adelaide River Township to the South; Gunn Point Road to Howard Springs Nature Park; Arnhem Highway to Humpty Doo township; Cox Peninsula Road to NT Wildlife Park at Berry Springs; Litchfield Park Road to Wangi Falls, Student Bus Use Rules: 1. Buses depart from the Residential carpark at the time advised. The duty driver will not wait for late comers. The buses must be returned to the Residential carpark by the designated time. 2. The driver will check the passengers from the checklist provided. 3. There must be a minimum of 10 passengers before the vehicle departs. 4. Buses will travel only to the agreed nominated drop off and pick up points. They are not to be used for any other purpose. Any use of the bus other than this will result in a refusal of future use. 5. Buses will return to the Institute by the agreed time. All names are to be checked before departure. Missing students are to be reported to Residential Staff/Security by phone prior to departure on the return trip. Residential phone number is: 89397237. Security phone numbers are 89397418 and mobile 0482280377. Arrangements will be made for a search if needed. 6. Duty drivers are required to comply with all road law and Institute rules. 7. It is an Institute rule that buses will not exceed a speed of 110 km per hour. Student Bus Driver Rules Page 1 of 2 Effective from May 2015 to May 2017 8. Students are required to conduct themselves in an appropriate manner at all times and may be charged with a breach of the Student Code of Conduct for failing to comply with these rules, including the driver. 9. Hand luggage on the bus is restricted to two small items. At no time will items, such as bicycles, or other bulky items that will block the passenger aisle be allowed on to the bus. Escape access must be kept clear at all times. 10. The carriage or consumption of alcohol and/or illicit drugs on a bus is strictly prohibited; The duty driver must refuse access to an intending passenger if it is obvious that he/she is under the influence of drugs including alcohol. 11. The driver is to warn passengers that bringing alcohol or illegal drugs onto the campus is strictly prohibited and anyone breaking this rule can have his/her enrolment suspended or terminated. 12. The non-driving students are responsible for cleaning the bus upon return as required. If the bus is not cleaned by the students who have used the bus, they will automatically be banned from future use of the bus. 13. If any student has an issue with anything occurring on the bus they should firstly attempt to resolve it with the person concerned. Any serious breach of the guidelines MUST be reported to the Residential Staff/Security immediately using the report form available from Residential staff. 14. The approval and a copy of the driving licence will be forwarded to Residential – a bus will not be released to any student unless the appropriate approval and licence copy is supplied to Residential Staff for checking. 15. Only the designated driver is to drive the bus. If the designated driver is not available, another student on that bus will ring Residential or Security Staff to commence recovery action. 16. Any fines or damage incurred will be the responsibility of the driver and/or passengers Recovery action will be taken if necessary. Note that there is a $500 excess on the vehicle insurance policy and that a driver found to be under the influence of any drug, including alcohol, may be liable for the total cost of any damage or fines incurred. 17. The driver must have a mobile phone, switched on, for the whole time of the excursion. Duty drivers are responsible for keys and completion of the logbooks. Agreement.
