Article II Goal The goal of this organization shall be to maintain and administer a program of competitive athletics, to promote good sportsmanship, and maintain high educational standards among its member schools. Objectives: To develop physical excellence and understanding of the value of competition in our society. To develop good citizenship and respect for rules and authority. To promote and contribute to the goals of the total educational program. To promote community interest and involvement in the school program throughout athletics and activities. Article III Membership Section 1. Conference Membership: Membership in this conference shall consist of the following high schools: Archbishop Thomas Murphy, Cedarcrest, Cedar Park Christian, Granite Falls, Kings, Lakewood, South Whidbey, and Sultan. To apply for membership a school's representative must contact the conference president and express their schools interest to become a member. The president will send them an application (Appendix II). The school will complete the form and submit it by December 15th. Section 2. District Membership: This conference is a member of Northwest District 1 and shall abide by its regulations. Section 3. State Membership: This conference is a member of the Washington Interscholastic Activities Association and shall abide by its regulations. 7 Article IV Program Section 1. Sports: The recognized interscholastic activities of the Cascade Conference shall be as follows: Boys’ and Girls’ Cross Country, Football, Boys’ and Girls’ Basketball, Baseball, Boys’ and Girls’ Golf, Boys’ and Girls’ Track & Field, Wrestling, Boys’ and Girls’ Tennis, Boys’ and Girls’ Soccer, Girls’ Fastpitch, Girls’ Volleyball. Section 2. Adding or Dropping of Sports: Official conference sports shall be those in which one–half of the member schools participate in a full conference schedule. Sports may be officially added or dropped at a conference meeting. In cases where a member district must reduce programs, this rule may be temporarily suspended by Conference action. Article V Officers Officers of this Conference shall be known as President, Vice-President, Secretary and Treasurer. Officers of this conference shall be elected from and by the directors of athletics for a one-year term at the last meeting of the regular school year. Article VI Governance Section 1. Administrative Authority: The administrative and policy governance of the conference and management of the conference operation for athletics shall rest with the administrative designees of the conference member districts. Matters pertaining to changes in policy, constitution, and recommendations of probation and conference sanctions shall be referred to the conference principals for consideration and/or approval. Section 2. Quorum: (a) Athletic Director Meetings: Quorum shall consist of one more than 50% of the athletic directors from member schools. In the absence of the director of athletics, a principal or vice–principal, or assistant athletic director may be authorized to represent his/her district. (b) Principal–Athletic Director Meetings: A quorum shall consist of four of the high school principals of the member districts. In the absence of the principal, an assistant-principal, or the athletic director may be authorized to represent his/her high school. 8 Section 3. Voting: Each member school shall be granted one vote. All decisions shall be determined by a majority vote of qualified voters, provided a quorum of representatives of two-thirds of the member schools is present. When voting on new member applications there must be a 2/3 majority approval from all league members. Article VII Amendments Section 1. Constitutional Amendments: (a) A proposal to amend this constitution may originate from any member school district. (b) The proposed amendment must be submitted in writing in one of the following ways: 1. At any official conference meeting of the directors of athletics and the principals, and approved by a unanimous vote. 2. To the secretary of the conference thirty (30) days prior to the official conference meeting of the directors of athletics and the principals, at which time action may be taken by a majority vote of the member high schools, as defined in Article VI, Section 3. Section 2. Amendment to the Bylaws: The Bylaws of this organization may be amended by a majority vote, as defined in Article VI, Section 3, of the directors of athletics, or principals, or designee of the member school districts and such revision shall become effective at a time specified by the directors of athletics or principals. Section 3. Printed Copies: It shall be the duty of the conference secretary to have printed copies of this Constitution and Bylaws prepared and distributed among the school districts; also, to make such revisions as may be made necessary by action of the conference's legislative body. Article VIII Board of Control Section 1. Membership: The membership of this Board of Control shall be composed of the superintendent or his/her designee from each member school of the Cascade conference. Section 2. Duties and Authority: (a) The authority of the Board of Control with respect to the duties listed in this section shall be final. (b) It shall 9 be the duty of the Board of Control to act on all matters referred to it. This may include decisions by the athletic directors and principals or designee, appeal cases, and interpretation of the Constitution and Bylaws in matters of controversy. (c) Matters may be submitted in writing to the Board of Control by superintendents, principals, and athletic directors of the member schools. Article IX Finances Section 1. Cascade Conference Funds. The treasurer shall deposit all funds received and distributed by the conference from an approved designated banking account. Section 2. Membership Fee. A membership fee for member schools may be established by the athletic directors on an annual basis. Payment of this fee will be a requirement for conference membership. Section 3.

    NATIONAL COLLEGIATE BASEBALL WRITERS NEWSLETTER (Volume 40, No. 9, Oct. 24, 2001) Barry on Baseball NCBWA President’s Message by Barry Allen In the next week, baseball will crown another World Series champion and the NCBWA will once again be the first organization to name its 2002 Preseason Division I All-America teams. The NCBWA Board of Directors will meet next week to select the preseason All-America teams. The teams will be announced in early November and thus the 2002 college baseball season will be officially underway. Most schools are in the middle of fall practice or have already completed their preseason work. Now, the preseason accolades begin to roll in from all across our land before pitchers and catchers finally report in January and the season begins as February approaches. The fall classic is shaping up to be one of the best in recent memory. The New York Yankees, winners of three straight and four of the last five, meets the Arizona Diamondbacks in the best-of-seven series which begins in Phoenix. The Yankees have won 38 American League pennants, while the Diamondbacks are making their first trip to the series in their brief-but-exciting four-year existence. While not everyone roots for the Yankees or Diamondbacks, we as college baseball fans, can be happy for the fact that 27 of the 50 players in this year's World Series also played college baseball. That is 54 percent of the rosters. Arizona has 17 former collegians on its roster including Brian Anderson (Wright State), Rod Barajas (Cerritos JC), Greg Colbrunn (signed with Stanford but did not attend), David Dellucci (Ole Miss), Erubiel Durazo (Pima CC), Steve Finley (Southern Illinois-Carbondale), Luis Gonzalez (South Alabama), Mark Grace (Saddleback CC and San Diego State), Randy Johnson (USC), Damien Miller (Viterbo College), Curt Schilling (Yavapai CC), Greg Swindell (Texas), Matt Williams (UNLV), Bobby Witt (Oklahoma) and Tony Womack (Guilford College).
