The lead story provided an unexpected relevance to the trip --- my first to Dubai. Dubai World, owned by the Dubai government, had announced a 6-month moratorium on payments of some of its $60 billion in debt. Since the announcement, stock markets have been dropping and recovering, company officials have attempted to calm borrowers and government officials have provided less assurance than Dubai’s investors might have preferred, though richer, neighboring Abu Dhabi backstopped Dubai with $10 billion in December. INFRASTRUCTURE The new era of economic transition is characterised by public-private partnerships that are playing key roles in infrastructure development. 165 INFRASTRUCTURE The booming UAE economy, as outlined in the previous chapter, is fuelling infrastructure development on an unprecedented scale. This has been depicted as a ‘new era of economic transition’, characterised by a public-private partnership that is gradually taking over the role traditionally held by government in infrastructure development. Housing, tourist, industrial and commercial facilities, education and healthcare amenities, transportation, utilities, communications, ports and airports are all undergoing massive redevelopment, radically altering the urban environment in the UAE. Reform of property laws has also added impetus to urban development. Majid Al Futtaim Signs with Yellow Door Energy to Supply Solar Power to Carrefour Stores in Jordan Dubai, UAE, May 19, 2019: Majid Al Futtaim, the leading shopping mall, communities, retail and leisure pioneer across the Middle East, Africa and Asia, has signed with UAE-based Yellow Door Energy, the leading regional commercial solar developer, to bring solar power to Carrefour stores in Jordan. The 17-megawatt build-own-operate-transfer (BOOT) wheeling agreement will provide Carrefour stores located in Amman, Zarqa, Madaba and Al-Salt with 29 gigawatt-hours of clean energy in the first year of operation, meeting 100% of the retailer’s electricity needs in those areas. Alain Enjalbert, Country Manager for Carrefour Jordan at Majid Al Futaim Retail said: “Sustainability plays an important role in our business as illustrated by our Net Positive strategy, which aims to over compensate our water consumption and carbon emissions resulting in a positive corporate footprint by 2040. The BOOT solar agreement will prove not only integral to helping us achieve our goals but also halving our energy costs, allowing us to pass the savings on to our loyal customers across Jordan.” BOOT is defined as a form of project financing, wherein a private entity receives a concession from the private or public sector to finance, design, construct, own, and operate a facility stated in the contract1. As the BOOT solar provider, Yellow Door Energy will invest in, design, construct, commission, operate and maintain the solar park. Located east of Amman, the solar park will span an area of 366,000 square meters and will comprise of 300,000 solar panels. -

As a warm Tuesday night hung languidly over the Persian Gulf, a multicultural pageant of shoppers, diners and drinkers fanned out into the majestic, wintry-cool shopping mall beneath the Middle East's tallest building, the 1,163-foot Emirates Office Tower in Dubai. Indian matrons in colorful saris and Middle Eastern women in black veils strolled through the pristine, white marble corridors, pausing to consider the worthiness of Gucci totes, Bottega Veneta shoes and Cartier diamonds. White-robed Middle Eastern businessmen, fat gold watches glittering from the edges of their sleeves, talked into green-glowing cellphones. Three Arab men in baggy jeans, looking like cast members from an Al Jazeera version of "The O.C.," chatted warmly with three young European-looking women in spangly tops. Just behind them, boisterous British expatriates in business suits tried to push into the fray of Ladies' Night at an overpacked bar called Scarlett's. Outside, night-shift taxis and BMW's streamed down crowded highways, cruising near the soaring, sail-shaped Burj Al Arab, which bills itself as the world's highest hotel - snaking around the rising foundation for the world's tallest building (the Burj Dubai, which at more than 2,300 feet, will surpass the current pretender, the 1,667-foot Taipei 101, when it opens in 2008), and skirting the construction sites for two competing retail projects, each of which insists it will be the largest shopping mall in the world. -
