1 9. WWI “War is over” Beacon November 2018 Mr T Smith would look into setting up a beacon – Action Mr T Smith.

10. Planning Applications received for comment: 18/00456/FUL – single storey side extension for 2 additional classrooms/WC – Turvey Lower School – no objections 18/00408/FUL – single storey side/rear extension – 18 Priory Close - no objections 18/00320/TCA – remove pine – Turvey Lower School- no objections. Permission granted. 18/00293/FUL – erection of automatic gate & fence to private yard – Bamfords Yard- no objections 18/00289/TCA – 30% crown of 3 willows – The Mill, Mill Lane- no objections. Permission granted.

11. Turvey Neighbourhood Plan Report from Mr Jenkins: Finance - The application for funding from the grant programme was successful. Invoices received from Urban Vision and agreed consultancy support will result in full take up of the grant of £6,900 for 2017/18. The new programme for 2018/19 has been announced and it is confirmed that we will be able to apply for additional funding for next year of £2,000 as expected. We estimate that for next year that we will need up to 12 days further consultancy support at a cost of £6,000, plus expenses to cover events room hire and printing. This be covered from the funds available from the grant and allocated Parish Council budget. The application to the programme’s Technical Fund was also approved and site assessments by AECOM have been arranged through Locality to take place by the end of March.

Call for sites - Following invitation for landowners to come forward with sites in Turvey News, we have now had a total of three sites submitted (see notes of March meeting for details). These sites will be assessed by AECOM and then checked against our site assessment criteria alongside other sites so that preferred sites can be identified and put forward for consultation with residents and the Parish Council.

Steering Group membership - Following invitation for people to come forward and join the Steering Group 5 people have expressed an interest (see individual profiles provided below). Their profiles indicate a very strong group of people who will be able to make a positive contribution to developing the NP. None of the candidates are known to me or other Steering Group members (a plus in itself in terms of spreading the network of people engaged) but I met 4 of them at the consultation meeting and was very impressed. It’s a sizeable intake in one go but given the stage we have reached and the timescale for the project, it would be better to recruit additional members all in one go, help them get up to speed and then be confident we will have sufficient numbers of people to be able to support the work through the remaining period to March 2019. The next 9 months are crucial and we will soon get to the stage when introducing more people would be more hindrance than help. I would therefore like to co-opt all of them and invite them to our next meeting in April.

Village Discussion - The Village Discussion consultation meeting took place on 17th March, was attended by 51 people and was a great success in terms of engagement of participants, the views and comments received and the feedback provided by participants.

Priory Farm, Station End to Turvey Abbey cycleway (south side of A428) - The consultation meeting received comments adding further support to the suggestion coming forward from the general survey completed July/September last year, to carry out a feasibility study on the development of a cycleway. Parish Council to be asked to earmark £10,000 from capital monies pending completion of the

2 feasibility study. If the project can be funded it is likely to require a combined approach of Parish Council, government funds and lottery/charitable funds.

Progress to date & expenditure was noted. The recommendation to co-opt 5 new members to the group was supported. 12. Update on Reading Room Heads of terms have been issued and agreed and have now gone to solicitors to draw up a contract. Terms were improved in favour of the pre-school in that we will be allowed more time to pay in £30,000 instalments. Pre-school committee still wants to push ahead to raise the funds as soon as possible. The feeling is that there is a lot of support for the pre-school and we wish to maximise this and complete the fundraising as soon as possible. To date fundraising from events/activities has raised £7,928. With the money from Turvey Fireworks this reaches £10,928. Events planned so far are on the attached calendar. It is expected we will do fundraising into 2019.

Work has begun on grant applications with a preliminary application being made to Harpur Trust, and an application is being submitted to Borough Councils Rural Grants Scheme. The Parish Council supported the application & signed off the form accordingly.

An application is also being made to the Co-op Community Fund. Further grant information is being looked at.

13. Open Spaces incl Turvey Rec, Play Areas, Cemetery Rec Sub-Committee - meeting held on 22 February. Rebecca and Jim met with Gary to give him an overview of the sub-committee with a view to him joining. He will decide for the March meeting when sub-committee places will be allocated. Since this meeting Jim has resigned so 2 spaces to be filled. Other points discussed: • Rec sub-committee needs to appoint a lead councillor • Debbie (rec caretaker) needs a contact point. In the interim she has been given Rebecca’s email • Play equipment checks are being done by Debbie. Sub-committee needs to know more in detail and have sight of records. Debbie does raise any issues/concerns. • Football goalposts are checked by Debbie but sub-committee should check periodically • Children’s play area fencing – we looked at quotes received and propose using either Pembury Fencing (£6,350 ex VAT) or Fencing (£7,337.80 ex VAT), both supplying ROSPA compliant green bow top railing fence and gates as per existing. Apparently, Pembury did the perimeter green security fence by play area. It was RESOLVED to proceed with Pembury – Action - Open Spaces Committee

School gate to the rec – this has recently been installed with the chain link fence opened up and secured back to create an opening there. This has opened up the corridor between the 2 fences which could easily be accessed and used. This will be blocked off. Tennis courts – The school has advised that during the summer term they plan to use the courts once a week and hope to use the rec more in future. They will let us know when they do out of courtesy. Fence repair – in the corner behind the garage there is a large hole made in the perimeter fence, again into the corridor between our perimeter and the school’s. This is near the house adjoining the rec. There is sign of a pathway made there and a burnt log. This will be repaired. Garage area – to the rear of the garage, this area is very untidy with lots of rubbish lying around. This area will be cleared by Mr Cockings. Border alongside car park – Ms Corns will talk to Turvey Bloomers about planting up this area – Action Ms Corns White lining Machine – This belonged to Harrold FC, who have reclaimed it. In view of the small number of bookings it was decided not to replace it for now.

3 14. Highways, Parking & Maintenance Mr Jenkins has circulated the updated schedule of outstanding works.

15. Footpaths & Bridleways Mr Chapman had reported no updates yet so far this year on outstanding matters. A list will be sent to Mr Felts & Mr Jenkins – Action The Clerk

16. Station End Report from Mr T Smith: There have been problems with electricity cuts and poor gas supply. After the initial repairs the lights went out again. Further investigation led to the road being dug up at the Junction of Station Road and Bedford Road. Water in the works seemed to have been the problem. Water in the system was also causing gas pressure to drop. This led to further digging work north of Station Road. It would appear, at the moment the concerns are ok. The pot hole gang finished their work in Station Road. The newly purchased Defibrillator has been fitted to the wall of Barton & Royal Hall. Leaflets will be distributed to all the houses in Station Road, Bedford Road, Priory Close & The Copse announcing forthcoming training days. Once the training is carried out, by our own eminent Doctor, the unit will be commissioned. Mr Smith will be meeting with Paul Jenkins and Ben Keep, from Highways, to discuss the road surface of the A248 especially between Station Road and Priory Close. Also, the missing cat’s eyes at the junction of Priory Close also the flooding that occurs south of Station Road during heavy rain fall. The trailers are still present on the Land at the top of Station Road even though the application for storage of lorry trailers has been refused on the grounds of safety and the protection of the rural environment. Still large amounts of litter are being deposited and regular litter picking takes place to stay on top of it. All is well in Priory Close but will keep an eye on the play area.

17. Police Matters Crime stats circulated. Mr Smith attended the Community Policing meeting & priorities were agreed. A regular speeding motor bike has been reported to PCSO James Dancer. Mr Smith reported he will investigate the purchase of a Speed Indicator Device, which several Parishes are now purchasing – Action Mr T Smith

19. Noticeboards The Station End Notice board is getting over full. A notice will be put in it to say A5 notices only should be provided & a reminder put in the next magazine – Action Mr T Smith/Ms Corns

Mr T Smith will look at the condition of the board in the village with Mr Cockings to see if it can be repaired – Action Mr T Smith

20. Fishing on Mill Pond A request has been received to add a No Fishing sign here, as there has been a lot a fish removed by a regular man fishing here removing large amounts of small fish to use as bait. This is reported to be having an adverse effect on the biodiversity of wildlife around the pond. If a sign is erected, it can be enforced by the Environment Agency & Police under Operation Traverse. The Clerk will order the sign & Mr Cockings will erect it – Action The Clerk
