Jemca_Lexus_Croydon_CTISAdvert_A5_02-16.indd 1 29/02/2016 18:31 Foreword from the Editor - Tony Heal

I felt it was time I introduced myself. A Kenley resident now for six years but based in the locality for some 30 years. I have helped source material and compile the last two editions, but this one is more self-generated – with various help as you will read in this edition’s 32 pages! I (or more directly my wife) volunteered my services as Editor as we both did not wish to see the demise of the magazine. Instead my desire is to help develop the content so that it continues to be an interesting read for all the community. With our AGM on the horizon, this issue covers the regular Notice of the Meeting and the accompanying reports, i.e. the Agenda, Notes and the Summarised Accounts. You know our magazine regularly lists local organisations – their regular activities and contact details - so that those interested can make an approach / join a group. In this edition we focus on Kenley Sports Club and the various Sections, and in future issues I plan to ask other groups for their club’s resumé to help promote their activities. If there are articles or local events that you feel should be publicised within these pages, then please do not hesitate to contact me; my details appear on Page 30.

4 Our Vice Chairman's Letter

Dear Resident

Your Community Needs You!

During my time with Kendra over the past 7 years, there has been a natural turnover of Committee members and Road Stewards - people leave the area, and circumstances change. I too must now succumb to changing circumstances, and will be stepping down from the Committee at the AGM. Together with other recent changes, this does leave Kendra rather short of personnel. So, I must once again appeal for help from the membership. We have reached the point where we are unable to fully function unless help is forthcoming. We have been successful in recruiting volunteers to produce the Kendra magazine, and I hope that under the new editorial team this will now go from strength to strength. However, we do need to fill several important vacancies on the committee: Committee Secretary, Minute taker, Web Editor and Chairman being the most pressing. If you can help with any of these roles, please do get in touch. Kendra is a not-for-profit organisation, run by volunteers. We all share the aim of making Kenley a better place to live, and improving our community. If you would like to be involved, there are many ways you can help: e.g. by becoming a Road Steward, by helping out on projects, or by joining the Committee. Kendra is an active organisation and can make a real difference e.g. the conservation work that was done on the Wattenden Pond, and the recently introduced Smart Water packs to deter burglars. There are many more things we would like to do. But, without your help, these things will not happen. If you want to make a difference, and get involved with your community, please do get in touch. We really do need your help. Yours sincerely Chris Stanley Contact [email protected]

9 Chris Philp MP

It’s been a very busy 10 months since I was elected as our MP. I have been working hard on important local issues as well as getting to grips with the many idiosyncrasies of Parliament. Below are some updates on some of the local issues I have been working on.

It will come as no surprise that Southern Rail’s performance continues to be abysmal. The huge problems with their service include lateness, apparently arbitrary train cancellations, over-crowding and station-skipping. It is the worst performing line in the country. I had a formal meeting with the Rail Minister – Claire Perry MP, Network Rail, Southern Rail and all the MPs representing Brighton main line constituencies (about 20 MPs in all) on 18th January to pile on more pressure to urgently fix these problems. I forcefully communicated how bad their service is at this meeting. I will keep up this pressure and, going forward, I am prepared to call for Southern to lose the franchise if the problems are not fixed fast.

As you may know, since before being elected I have also been working to have services restored at Purley Hospital Minor Injuries Unit. Croydon’s Clinical Commissioning Group recently held a consultation on new options for Purley Hospital’s Minor Injury Unit. I held a packed public meeting on this consultation in early January. The good news is that their apparent favoured option includes the restoration of morning opening hours, the continued treatment of minor injuries and apparently the restoration of emergency access to the existing X-Ray facility at Purley. But it does not include the ability to treat fractures and more serious injuries. I believe these facilities should be included. I am pressing hard to get these items included. The new service is due to be implemented in April 2017.

10 Your Kenley Ward Councillors

Steve O’Connell, Steve Hollands and Jan Buttinger As your Councillors we are delighted to contribute to this Edition of KENDRA's Newsletter. We continue to have an excellent working relationship with your Committee and absolutely commend the brilliant work that they do. The three of us have been very busy as ever working on your behalf on a whole range of matters. Steve O'Connell leads for us on Planning Matters and is currently objecting to several unacceptable applications. We know that developers constantly eye up our beautiful area for building and we are keen to support residents in their objections. We are passionate about protecting our Green Spaces be they green belt, parks or back gardens. As GLA Member Steve O'Connell has constantly urged to stiffen protection of our Green Spaces and he will continue to do so if elected in the May GLA Election. Travellers continue to blight one of our local roads and we are supporting residents there in what is becoming a long and difficult struggle. We do remain optimistic though. We are conscious that whilst Kenley is a safe area there have recently been some serious burglaries, and we have been in contact with the Police to ensure that we have sufficient resources locally. Another issue is the prevalence of HGV vehicles trundling around Kenley and damaging frontages. We intend to work with KENDRA on this and approach the Council to see what can be done. We three have been delighted lately to support local causes through the Councillors Community Fund. We wanted the benefits to be shared as widely as possible, and we are contributing significantly to the heating in our wonderful Memorial Hall, helping the Croftleigh Baptist Church and also the Wattenden Pond Group. We hope that the scheme will be also available next year. The three of us are keen to hear from you if you need our help and our details are to be found elsewhere in this Newsletter. Please do keep in touch.

Kenley Sports Club

The sports ground in Little Roke Road, Kenley has been the home of Kenley Cricket Club (now Southern Rail and Kenley Cricket Club) since its formation in 1880. In the late 1800s and early 1900s, the ground also became home to Kenley Tennis Club and Kenley Bowls Club, but unfortunately a decline in their membership ultimately resulted in the demise of both sections in the 1960s. In order to fill the void, Kenley Hockey Club was born in 1968 and the most recent addition to the family is the Kenley Bridge Club which moved in shortly after the opening of the new clubhouse by Henry Cooper in 1992. Kenley Sports (Company) Club was formed to manage the ground in 1903, and as outlined above currently hosts the Kenley Hockey Club (KHC), Southern Railway & Kenley Cricket Club (SRKCC) and Kenley Bridge Club as well as providing facilities to the youth section of a local football club. For further details on Kenley Sports Club, please email: [email protected]. For the specific club sections, see contact details below

Kenley Hockey Club We are a friendly, sociable, hockey club situated just off the A22 which has been our home since we were founded in 1968. Our membership spans a wide age range, yet our inclusive nature has everyone socialising together, with many members being a part of the club for 30+ years. We can field 4 men’s teams, 3 ladies’ teams, a men’s vets team, a thriving colts section and a summer touring community that has won both tournaments but also awards for "Most Sociable Team". So what should you expect from joining our club? A passionate group of individuals of different ages and abilities that enjoy playing hockey for starters, but there is more than just the 70 minutes on the pitch to our club. As well as the match day, adult training on Thursdays and colts training on Sundays, we have a dedicated fitness squad running popular sessions every Tuesday. But that's still all hockey related.

12 Focus on:

Kenley Hockey Club ....(cont) This season alone our Social Events Team have staged various functions including Halloween Fancy Dress, Curry Nights, our wildly popular Quiz Night, and our recent 3rd Annual Beer Pong Competition, all held at our modern clubhouse with private bar. The best thing about a private bar? Every now and then we can bring in speciality ales, so we can stock the bar with what members actually want to drink! And how do we sign off on our season? We all get dressed up in our finery for an End of Season Dinner-Dance at a local venue and finish it off with a Captain’s Summary and Awards Ceremony at our AGM, which is nowhere near as dull as you might expect! In summary, we are not just a hockey club, rather a combined hockey and social club, and if you feel that you would like to join the fun come along and say hello! Clubhouse: Little Roke Road, Kenley, CR8 5NF Home Pitch: Warlingham School, Tithepit Shaw Lane, Warlingham, CR6 9YP. Website: http://kenleyhockeyclub.clubbuzz.co.uk/ Kenley Bridge Club Kenley Bridge Club was founded in 1977 as the Knaves Bridge Club when a group of 10 people finished evening classes and found that no local clubs would take on a large group of beginners. We started playing in rented premises in Whyteleafe and numbers steadily increased. In the 1980s we amalgamated with the Kenley Sports Club when they moved to their new clubhouse and this has given us a permanent home. All standards of players are catered for. We run a number of competitions throughout the year and take part in charity events to raise money for Children in Need and a nominated Surrey charity. We are looking forward to the club's 40th anniversary next year and we have several founder members still playing. We welcome new members and visitors and if you would like to play Bridge in a friendly stress-free atmosphere, why not try us out. The Bridge club meets every Monday evening (excluding bank holidays) at 7:20pm at Kenley Sports Club, Little Roke Road (off the A22), Kenley CR8 5NF. The club is adjacent to the Harris Primary Academy at Kenley. Partners are available most Mondays. We have a comfortable clubhouse with a licensed bar. The cost per evening (inclusive of tea/coffee and biscuits) is £3.50 for visitors and £2.50 for members. Easy (and free) parking is available in the street.

Due to the merging of Southern Rail & Kenley CC and Selsdon CC teams, a new era of cricket is getting underway – another chapter in the history book, which dates back to 1880 when Kenley CC was founded. Our grounds provide a delightful setting to enjoy watching and playing cricket, along with our clubhouse, a hub for social activities. We are proud to have achieved Club Mark accreditation and are committed to providing coaching, development and playing opportunity for cricketers of all ages and ability. We are small yet welcoming, run two adult Saturday teams playing in the Fuller’s Surrey County League and one ‘friendly’ (non-league) Sunday team. We also run a very active and thriving Colts section for children from the age of 6. Colts’ training is on Friday evenings from 15 April from 6-8pm in an engaging environment. Our experienced coaches, ECB qualified up to Level 3, teach all the techniques and ethos of the game to the children enabling them to learn, love and most importantly enjoy the game of cricket. In the meantime, parents are welcome to relax and socialise in our comfortable and friendly clubhouse whilst watching their children train, creating a genuine family-friendly environment. The perfect way to start the weekend. Adults and senior colts (16+) train on Wednesday evenings from 6pm during the season. The first matches of the season start in early May. Player preparation begins well before then. Our colts are currently participating in their winter training program, held at Riddlesdown Collegiate on Friday nights between 6-9pm (ages 6-8 from 6-7pm; ages 9-11 from 7-8:30pm; ages 12-15 from 7:30-9pm), running until 1st April. Adult indoor nets start Thursday 7th April from 7:30pm also at Riddlesdown (with the use of a bowling machine) and continue up until the start of the season. All are welcome, feel free to turn up! The club holds its annual pre-season open day on 10th April from 3pm. If you or your child are interested in playing cricket or just want to take a look and see what our club is all about, please come down for a visit. The following provides updates to recent planning applications. Green belt land at Hawkhirst Road is illegally occupied by travellers. The travellers have provided a planning application (15/03909/P) that proposes a traveller caravan site for 4 permanent plus 4 temporary pitches. At the time of writing there are 90 objections to this planning application registered on the council website. We await the council’s decision and hope that it will receive resounding refusal. The travellers have also registered an appeal – the basis of the appeal is that if (or is that when?) they are refused planning permission for the caravan site and it is necessary for them to vacate the site then they should be provided with much more than 48 hours to vacate. When the council refuse the planning application the occupiers will likely appeal and it will take several months to process the two appeals. The rear garden of 10 Uplands Road is also causing some concern. The developers gained an outline planning permission to site 3 new houses that will be accessed from Cumnor Rise in the rear garden. The permission was granted on the basis that an existing swimming pool extension attached to main house will be removed. We now have a planning application (15/05688/RES) that provides the detailed design for these 3 new houses. They are each of 5 bedrooms and are exceedingly large and out of character to the existing houses in Cumnor Rise - they also provide minimal parking and there is nowhere for any overflow parking. The drawings submitted with the latest planning application clearly show the swimming pool extension is removed from the rear garden of the main house. At the time of writing there are 21 objections to this planning application registered on the council website At the same time the main dwelling is for sale and the details are provided on several property websites. The sale particulars clearly show the swimming pool extension and there are photographs of the indoor pool. We are very concerned that the pool extension is being retained and this adds to the over development that is proposed for this site. 57 Welcomes Road has a new planning application (16/00269/P) – this proposes that an existing planning permission to demolish a house and build a very large house be changed so that the “very large house” now becomes a block of flats providing 7 two-bed flats. The proposal is that parking will be provided for just 7 cars – and these will be squeezed into front garden to such a level that the design is wholly impractical (for example, the drawings submitted with the plans show that a car for 1 of the bays will have to have left-hand drive, and to exit they will need to reverse through the bin store. At the time of writing there are 53 objections to this planning application registered on the council website. 15 Planning Update - Geoff James

For 1 Park Road we have a proposal for a large double garage that will be set well back from the public road (15/05711/P). Ordinarily this would not be a major concern, but in this instance the proposal includes a complete full-height basement to be placed under the garage. The basement will require extensive excavation with many lorry loads of spoil being removed from site and many cubic metres of concrete coming onto the site. Kendra is not particularly concerned about the basement, but we are very concerned about the lorry movements, noise and other disturbance that this project will create within our area. We are therefore insisting that the council approve a Construction Method Statement that is provided by the builder so that the disturbance is minimised. Old Kenley Police Station on Godstone Road has two proposals. We have (16/00393/P) that proposes flats in the existing building. We have an application (15/05340/P) that proposes a 23 bed care home to be installed in the rear car park (also known as “the flood zone”). Do you receive the Kenley weekly planning email? The email is free to all member of Kendra. To be added to the circulation list send an email to [email protected].

16 Say NO to Doorstep Callers - Anthony Lewis

The Police are concerned about vulnerable Kenley residents falling prey to the unscrupulous pressure salesperson or the dishonest and sometimes threatening door knocking ‘tradesman’. Pretending to be a door to door salesman is also a technique that burglars can use to identify potential targets.

Not all traders turning up on your door are rogues. There are some however who may try some of the following doorstep-crimes or unscrupulous practices:

Charging an exorbitant price for house repairs or garden maintenance

Having to pay in cash in full before the job is finished

Being left with an incomplete job and refusal from the trader to finish the job or undertake necessary repairs

Not finishing the job and vanishing without a trace.

Stealing your possessions whilst distracting you with a doorstep- caller/bogus official or their accomplice

By following simple steps you can protect yourself.

Rogue doorstep sellers and bogus callers will often be smartly dressed. They will usually have a story to get your attention. They may claim to be from or working with the council, police or utilities. They can be very convincing and persuasive, as it is their intention to trick you into trusting them. Some may even use false identity cards or dress up for the part for example, wearing overalls with a false company logo. But if you are in any doubt don't let them in.

17 Say NO to Doorstep Callers - Anthony Lewis

Official visitors should always arrange an appointment beforehand. If you're not expecting them and you are alone then ask them to call back later when you have somebody with you - they will always be happy to do this. If someone calls at your door and offers to do repairs to your home or asks to come in so they can talk, you should do the following:

Rogue builders or gardeners often trick people into paying very high prices for unnecessary or shoddy work.

Never agree to have work done by somebody who is just passing or take their word that it needs to be done at all. Never pay for anything before any work is done. Do not accept an offer from them to drive you to the bank to withdraw money. If you think work needs to be done then get quotes from other local companies and ask friends and relatives for a recommendation. Door to Sales and the Law

Know your legal rights. The Cancellation of Contracts Made in a Consumer’s Home or Place of Work etc. Regulations 2008, introduced a 7-day cooling off period for contract values greater than £35, enabling customers to reconsider what they had just agreed to. If the trader fails to bring the customer’s attention to this 7-day cooling off period an offence is committed and Trading Standards may be able to prosecute. You can also put up the ‘No Uninvited Traders’ sign overleaf to place next to your door. The sign tells uninvited traders not to bother you and specifically not to return. Failure to do so is a criminal offence under The Consumer Protection from Unfair Trading Regulations 2008 Provision 7 ‘Aggressive commercial practices’

Wattenden Pond At the time of writing the pond is certainly looking winterish. With all the rain the pond is as full as it can be and we all look forward to another explosion of flowers and colour. As Spring is around the corner there are plenty of signs of a good show of wild flowers again this coming summer. The marginal aquatic plants are all in good health and we expect another good show this year. Last year the marginal plants almost doubled in size and density compared with 2014. We pruned and also removed a fair amount of them at the autumn work party last October as some of them were growing vigorously towards the middle of the pond. The water lilies didn’t do very well last year. They were magnificent in 2014 but we didn’t have the curly water thyme invasive weed that year. I have heard from other sources that it wasn’t just the Wattenden Pond that didn’t have a good show of water lilies in 2015. Thanks to several of our intrepid volunteers who bravely waded into the pond at the cold and windy autumn work party it appears that the curly water thyme is currently well under control. I hope that this will help the water lilies to get a better start this year. We now have several pairs of waders which makes the removal of the curly water thyme much easier and less time consuming. Our next work party will be in the middle of spring and we will certainly have a comprehensive removal of any curly water thyme that comes back. If you would like to help out at the pond we have work parties every other month during the autumn and winter and usually monthly during the spring and summer. Work parties are usually on the 1st Saturday of the relevant months. We all have a good laugh and a lot of us have made new friends at the work parties. If you are interested please contact myself or Phil Royse. Our contact details can be found at the back of this magazine or on the KENDRA website: www.kenleyra.org.uk

Climate Change

There has been a lot of talk and discussions on this subject over the past few years. The level of greenhouse gasses in the atmosphere is currently 30% higher than it was prior to the industrial revolution. This level continues to rise with the ever growing requirement for energy. This spiralling increase is unsustainable for our planet to survive for future generations. People are demanding that we should increase the cleaner renewable sources of energy which, in principle, sounds like a good idea. Unfortunately renewables can only play a small part in reducing CO2 emissions. In the UK there is a government target to quadruple the existing sources of renewable energy by 2030. Even if we manage to achieve this target renewables will only provide 7% of our energy requirements. There is a certain amount that we ourselves can do to reduce CO2 emissions. Intensive farming and agriculture for our food is a major contributor to greenhouse gasses. The amount of edible food that is wasted, thrown away and discarded per annum in both Europe and North America combined would be enough to feed the whole of Africa for one year. Africa is the second largest continent in the world and is also the second largest populated continent worldwide. I enjoy eating meat myself but meat production and livestock farming contributes just under 15% of the total CO2 emissions worldwide. There is no single human activity that exceeds this figure. Fresh water is a valuable natural resource. All livestock species individually need more water than the equivalent by weight of all the grains, fruits and vegetables. Beef production by far has the greatest demand on water. Beef production requires three times more water than pork production which comes second. In third place comes cheese production which is closely followed by poultry. Rice and soya require approximately 60% of the water that poultry needs. Way down the list are most vegetables which require only 2% of the water that beef production requires. A recent survey took a typical family of four who eat meat every day and run two automobiles. If they were to reduce their meat consumption by 50% they would reduce their carbon fingerprint by more than if they got rid of both their cars. Food for thought.

24 Transport Update - Richard Cowper

Our transport report for this quarter is inevitably linked to Southern Rail’s poor punctuality record throughout 2015; so it concentrates on local rail services, and the changes foreseen over the next few years. Some changes are: the rebuild to London Bridge should be complete by 2018; Southern have been awarded the Thameslink franchise with Govia; reduction in the number of trains that will be stopping at South; Transport for London will run more transport services around London with parts of Surrey, Sussex and Kent; introduction of the new 700 class carriages. Pressure has been put on Southern Rail to urgently improve their services for passengers who have suffered problems by cancellations and delays to schedules serving London stations. Southern have set up a task force to fix ongoing problems, with systems that can compensate affected passengers. Help has been provided by our local MP and councillors. Engineering works still need completion on the local and mainline bridges over Old Lodge Lane, as this work could not be completed by Network Rail over Christmas. It may be planned for the August holidays to keep disruptions to a minimum. Please send your emails with your questions to me at: [email protected], and I will take these up with the transport committees and other authorities. Some matters that you may address are:

What are your views about any possible new changes that are being planned to improve services in general? How have your travel plans been affected by changes to the timetables or to the variations in routes? Do you agree that the increased costs for travellers using off-peak Travel- cards were raised with the Mayor?

Or you may prefer to raise questions directly with Charles Horton, Chief Executive Officer at Govia, 4 Matthew Parker Street, London SW1H 9NP or email [email protected] , or through www.thethameslinkprogramme.co.uk. Future new infrastructures projects beyond 2018 may include Crossrail 2, with a connection from Wimbledon to Croydon via Epsom.

25 Police and Crime Update - Anthony Lewis

Kenley has continued to experience an unusually high number of Burglary dwelling offences. A new trend to affect Kenley residents is the committing of ‘fishing’ burglaries to steal vehicles. The term ‘fishing’ describes the action of putting a rod and hook or arm and stick through the letter plate in order to steal something in reach. This technique normally leads to the theft of the house and car keys left on a hall table. With the keys the Burglars let themselves into the house and steal valuables and/or steal the car. Preventing ‘Fishing’ Burglaries The simplest way to prevent such a burglary when at home is to put the keys in a drawer or cupboard near the door and never leave them on view through a window or door, or close to the door's letter plate. Otherwise there are the following options. A letter plate deflector (or cowling or hood) can be fixed to the back of the door around the letter plate to prevent arms, sticks and fishing rods being poked through. You can get these from locksmiths and from some websites. The next step up from this is to fit a letter plate lock. This is a hood that fits directly over the top of the inside of the existing letter plate. It has an inner flap, which you can lock at night that will prevent anything from being pushed through - although you have to remember to lock and unlock it. Finally if it’s practical, you can block up the letter plate and instead have your mail delivered into a secure external letter box fixed to the wall next to the entrance door. Burglary Prevention Update To date KENDRA has provided forensic marking kits to 133 households and erected 34 signs. To date the scheme has been very successful as none of the households issued with these kits have been burgled (or suffered a repeat burglary). By the end of the financial year KENDRA aims to deliver another 148 kits and erect 23 more signs to protect vulnerable local residents.

The Police would like to remind people to make sure that residents secure entry to the side and rear of their properties wherever possible.
